1 What is the minimal and maximum project duration for a project under the present call for proposal ?

There is no minimum duration/length of the project. But the duration of the projects should not exceed 24 months as described in the Guide for applicants (page 23 - footnote).

2 When the project should start ? How long it takes from the submission of the project proposal to signing the actual grant agreements and starting the project? When will be the funding decision made and when is it realistic to start the given project?

Project start date: the time needed for completing evaluation and validation of the results of such a call usually takes from 4 to 6 months from the call closure date, depending on the number of received proposals, complexity, etc. The estimated time to sign the grant agreement with successful applicant should be maximum 3 months. It is expected that successful projects from this call should start by June 2018.

3 Should an applicant propose projects with duration of two years (until the end of the REC programme in 2020)? Or just one year?

The REC Programme has a duration of seven years, i.e. 2014-2020. A project shall have a maximum duration of 24 months. For a better understanding, in 2020 we will be also funding projects with a duration of maximum 24 months, meaning, while the REC Programme has finished in 2020, the projects will 'outlive' its funding programme by two years.

4 Is there a fixed date for the start and the end of the project?

Usually, the project starts after the signature of the grant agreement. In any case, the project cannot start prior to the submission date in line with the Principle of non-retroactivity: “No grant may be awarded retrospectively for actions already completed. A grant may be awarded for an action, which has already begun only where the applicant can demonstrate the need to start the action before the grant agreement is signed. In such cases, costs eligible for financing may not have been incurred prior to the date of submission of the grant application.” (page 13 of the guide for applicants). We estimate that the successful projects should be here able to start by mid-2018.

5 What is the minimum possible amount of grant requested, that applicants can ask for? Or what is an amount considered appropriate by Commission to address this topic?

The appropriate amount of a project depends on the project activities, outputs and results, but the EU grant requested cannot be lower than EUR 75 000

6 What is the maximum possible amount of grant requested, that applicants can ask for?

There is an indicative amount of € 3 206

000.

There is no upper limit of grant requested as such, but please take into account the indicated available budget for each priority of the call. From experience we see that submitted proposals usually ask for between 150.000 and 800.000 EUR.

7 Is it possible to get an example of budget? It is not clear which costs we can make.

On the Participant Portal, you can find a detailed template in excel format to help you to create your budget (N.B. this detailed budget is however not to be

submitted with the proposal application)

8 In case a project is accepted, how are we receiving the money? I mean in advance, after we carry out the project or in a different way? Is it going to be a pre-financing payment for the projects? If yes, in which cases?

Usually, a pre-financing of 80% of the total EU contribution is paid at signature of the grant agreement. However, pre-financing can be reduced (it is then paid in several instalments) depending on the applicant’s operational and financial viability assessment.

9 What if we ask for less budget than we may need afterwards? Is a revision of budget possible?

The estimated budget breakdown may be adjusted by transfers of amounts between beneficiaries, budget categories, if the action is implemented as described in original project description and under certain conditions: any addition or increase of costs must be duly justified, relevant, necessary and have a direct added value to the project's results; as the EU co-financing cannot be increased, savings must be available without reducing the initial scope of the project. If the applicant intends to produce a documentary and a cursus for professionals, then during the preparation phase of their proposal they are advised to request several offers from service providers covering the costs of the envisaged outputs in order to have a realistic estimation of the necessary costs. Where the implementation of the project requires the procurement of goods, works or services, the Beneficiaries shall award the contract to a third party ensuring that they respect the following principles:

- they must select the tender offering best value for money or, as appropriate, the tender offering the lowest price;

- they shall avoid any conflict of interests.

10 Is it possible during the time of forming the application to ask for assistance in clarifying certain areas, etc?

The applicants can have questions related to the submission, eligibility criteria, award criteria, possibly some limited further explanation of the priorities. However, we cannot give you any more information on what your proposal should be about. We cannot give you more hints on what idea you should develop before the call's deadline. This would go against the principle of equal treatment among applicants.

11 Is it compulsory to write the project application in English or is it just recommended?

Yes, it is indeed recommended, but they can be provided in your national language.

12 Does another language translation of this guide for applicants exist?

Unfortunately, we have only English version of the document.

13 Is it possible to request a telephone conversation to briefly discuss whether the project we have is suitable/ a suitable scale

The European Commission applies an equal treatment principle towards the applicants and that is why we do not provide direct phone numbers.

for this funding bid? The applicant has to send his inquiry in writing. However, please note that it is not possible to pre-assess the content of your proposed project objectives and/or activities, or give you any ideas before the call's submission date in this regard: as referred, this would go against the principle of equal treatment. The projects will be evaluated by the Evaluation Committee, in due time and after the deadline of the call.

14 Is there a national contact point that can provide support for the REC project?

We don’t have such contact points. Please address all your questions to our functional mailbox. We reply asap.

15 Is it required to already have selected a part of the participants for the sensibilisation activities? For this sensibilisation project we are planning a period of publication (launching moment, flyering, posters, house visits). During and after this period we'll have a list of participants. And are training workshops or seminars considered as "eligible activities"?

It is up to you to decide on that specific aspect of your application. Yes, training workshops or seminars (if framed in accordance with the text call) can be relevant activities.

16 I would like to know whether, for example, Egypt, Ecuador, USA, Australia or Mozambique one of the eligible countries that can apply for this call?

No, they are not eligible countries. According to the eligibility criteria under the Topic conditions and documents published in the call notice, the eligible countries for this call are as follows: The Member States of the European Union, including their overseas departments, and Iceland. The project activities must be carried out only within the eligible countries.

17 We are in particular confused about Great Britain, still part of the EU, though on the way out the EU by April 2019. Are they considered as adequate partners? Regarding the Brexit negotiations, I would like to ask if the UK is an eligible country for the REC Programme?

Yes, the UK is still considered a fully participating country and is an eligible country to apply in calls under the REC Programme. But please note the following (for British applicants): Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, you will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project on the basis of the relevant grant agreement provisions.

18 I have just checked the details for the justice programme and it states that the UK is excluded from applying. I was just wondering if you were able to confirm if this has changed?

Yes, unfortunately the Justice programme is not open to the UK and Denmark due to their opt-out in the area of justice: http://eur-lex.europa.eu/summary/glossary/opting_out.html.

However, the Rights, Equality and Citizenship Programme is open to all EU Member States, so there may be possibilities for the work you would like to do

under this funding programme. We usually have one call for proposals on gender equality and one or two on violence against women (Daphne).

19 How will UK Institutions be treated with regards to this call?

A UK organisation is eligible to apply under this call. Until the UK is the member of the EU, it is a participating country in the REC Programme, hence your organisation can apply in our calls. You will receive, of course, an equal treatment.

20 Is a UK registered development organisation with their governance team based in the UK, work to end gender based violence and violence against children in Nepal (as a UK based NGO) eligible to submit a proposal for this programme? Is the programme only open to organisation who are both based and work in the EU?

Unfortunately, the REC Programme through its calls can fund activities only within the EU Member States and Iceland. This call cannot support projects outside the EU Member States.

21 Is there exception for Scandinavian countries (Norway most importantly)?

Unfortunately, Norway is not a participating country in the REC Programme.

22 As Israel is eligible for submitting to the EU Horizon 2020 programme, can we also submit and/ or participate as partners to this call?

Unfortunately, Israel is not a participating country in the REC Programme, therefore your organisation cannot apply under the call. However, you can always join a project to be funded or already funded as associate partner, i.e. without eligible project costs.

23 Regarding the participation of partners from Switzerland. We assume that as that Switzerland retrieved the full association to the entire Horizon 2020 programme from 01 January 2017, entities from this country can fully participate under the same conditions as any other European partner. Is it right?

Switzerland is not a participating country in the REC Programme (Horizon 2020 is different funding programme), therefore the partners from Switzerland cannot receive funds, even if they can participate in your project.

24 Is this application possible just for organisations from the Member States of the EU and Iceland, but not for candidate countries and potential candidates for EU membership?

The project activities must be carried out only within the eligible countries.

25 We are reviewing the eligibility criteria and it is unclear to us whether a University in New York, NY, United States would be eligible to apply. The criteria states that “The applicants must be public entities or private organisations, duly established in one of the countries participating in the Programme, or international organisations.” We were wondering if our University would be considered an international organization in the context described above.

Unfortunately, the call is open only to the EU Member States and Iceland, and your University is not considered as an international organisation. An eligible example is Europol, UN, OECD, etc.

26 It states that the project can be national or transnational.

Yes, it can be a regional project. When we say a national or transnational project, we mean one or more

Does it have to be either of these, or could it also be a regional project?

EU Member States shall participate in a funded project.

27 Would it be possible to apply for the call just with a national partnership, without any other country involved in the project.? It is understood that the planned project would have a transnational value and could be transferable to other European countries. Is there a minimum number of partners required ?

Yes, you can submit a national project and you should create a partnership of at least two organisations (applicant and partner). Your partner can come from the same country as yours, according to the eligibility criteria. It means that all the partners can come from the same Member State, there is no need to have any foreign partner.

28 What is the difference between transnational and national application (what are the different criteria for evaluating these application forms)?

The project can be either national or transnational. There is no difference in terms of evaluation criteria. Both national and transnational projects have to demonstrate that they will create a European added value.

29 In terms of transnational projects: Do all project partners have to be located in the EU or would it be possible to apply for a project where the applicant is located in an EU country and the partner organisation is located outside the EU (example : in South Africa)?

All project partners must be located in the EU Member States and Iceland. Transnational and national projects are treated equally with the European added value well demonstrated.

30 Can the applicants apply for this call including researchers from well-articulated team (i.e., Italy, Sweden, Germany, Switzerland, and the USA).

We promote activities only in the EU Member States, i.e. any activity developed/run in Switzerland and the USA cannot be supported. On the other hand, researchers coming from these countries can work on the project, but their work or 'services' would need to be subcontracted by the project and their presence in the project justified.

31 Can we ask for a clarification on the definition of "public authorities" in the funding call. "public authority" refers to "government bodies" only or that includes "NGOs"?

Under the public authority we understand public bodies (ministries, regional authorities, municipal offices, public social services, etc) that can, having the right competence, integrate the results of the project into national, regional and/or local governmental efforts.

32 May this public authority be a regional administration (for example Regions in Italy) or should it rather be a State-level authority such as a Ministry? Can you provide further details about the nature of the entity to be involved?

The public authority can be a municipal/regional/national administration. A municipal office/commune is considered as a public authority. It should be a body that plays an active role in the area you choose to work and shall support your project and its implementation. The important issue is that they do have an authority to use/impose the project outputs and results in their respective geographical area or area of competence. A public authority shall also have the authority to do changes to the project outputs. It can be any administration with such powers that is

attached to a ministry.

33 We would like to know if a foundation (institute on national level which addresses gender equality), which is financed by the Ministry of Education, Culture and Science (for 80%) can be considered as a public authority ?

From the information available, such a foundation does not seem to qualify for a public organisation for the purpose of the call. Even if financed by a ministry up to 80%.

34 Is a public school enough or you want a local or regional office from the Ministry of Education? Public institutions such as public high schools can be considered as public authority?

No, in this context, public high schools cannot.

A school is not sufficient, it really needs to be a government / decision making public body, indeed such as a local or regional office from the Ministry of Education.

35 Please advise whether you accept applications from not for profit organisations?

Yes, according to text of the open call relating to violence against women and children, not for profit organisations are indeed eligible for funding.

36 Is it a mandatory requirement the participation of public authorities (eg. governmental authorities) as partner or co-partner in the project application? Could it be eligible, and potentially admitted, a project application submitted by 2 private (non-for-profit) organizations, for example, 1 European NGO along 1 trade union federation?

Yes, indeed such project application submitted by 2 private non-for-profit organizations would be eligible. A letter of support/intent from a public authority expressing its substantial support in concrete areas of your project can be sufficient.

37 Can the project focus on one priority or does

it need to address more than one/all?

Yes, it can focus on one priority only, no problem.

38 Can an organisation be applicant/co-applicant in more than one proposal submitted for a call, but focusing on different priorities in each of the proposals?

Yes, one applicant can submit more than one application, focusing even on the same or different priorities of the call. But they must not be duplicates.

39 As the topic is formed by 5 different priorities, It would be possible for my organization to apply with different projects to different priorities of the same call? So can we apply for more than one priority, as defined by the call for proposals?

Yes, one organisation/consortium can submit several proposals under the same call or even priority. However, please pay attention to any possible duplication issues. You would also need to take into account your organisation operational capacity to run several projects in the same time (if there were funded). Otherwise, if you meant that your project would cover several priorities – no, as when applying you will need to choose one from the drop-down menu.

40 Would it be also possible to apply to the same priority with 2 projects addressed to 2 different target groups: perpetrator and professional? I mean, the call REC-RDAP-GBV-AG-2017 in the priority 1.4 Treatment of perpetrators,

Yes, this is also possible as long as you make sure that these are two completely different projects. Otherwise, we would have to treat one of them as a duplication of the other.

our idea is to apply through 2 different proposals: one addressed to develop treatment programme for perpetrator while the other would aim to deliver capacity building programme for the professionals of sector.

41 Can a Local Authority put multiple bids in under different priorities? It may be particularly relevant if different partners want to bid to different supports.

Yes, you can apply with different proposals under the different priorities.

42 Can an applicant take part in more than one proposal (as partner) and if he can participate as lead partner for one proposal and as partner for another?

Surely, you can be a project coordinator in one proposal and a partner in another proposal.

43 Is it possible that two different people employed at the same institution apply for two open calls for proposals? Both persons would like to apply as leading partners.

Yes, one organisation/consortium can submit several proposals even under the same call. However, please pay attention to any possible duplication issues. You would also need to take into account your organisation operational capacity to run several projects in the same time (if there were funded).

44 Are there any partner search tools available?

Currently, we have a database of Daphne projects 2007-2011 where you can search for partners/organisations, for topics, and keywords. Please follow this link: https://ec.europa.eu/justice/grants/results/daphne-toolkit/en For the projects selected recently, please go through the summaries of selected projects on our website. Unfortunately, they are not yet part of the database.

45 To get an idea of the financial aspects of our project we would like to learn what reimbursement rate in this call could be expected?

The co-financing rate of the European Commission is 80%. You need to cover the 20% of the project's budget.

46 Can there be a place to use as a "Non Violence Center for events and assistance", using buildings that the Commune has confiscated on the Mafia?

Yes, we don’t see any reason why you could not use such premises.

47 The call states that organizations which are profit-oriented must submit applications in partnership with public entities or private non-profit organizations. Profit-oriented organizations can hence be also Lead Applicant or this is not recommended/encouraged by the European Commission?

Profit-oriented organisations can be a lead applicant according to the eligibility criteria. A consortium should comprise at least one non-profit or public organisation: "Organisations which are profit-oriented must submit applications in partnership with public entities or private non-profit organisations." This means that even a private for profit entity can be applicant if it has at least one non profit (e.g. NGO) as partner.

48 We would like to ask you also to clarify a Since these persons are part of the project team, their

delicate issue concerning Annex 1 – Curriculum Vitae. Some important members (e.g. the Project Manager) of the project team of the Italian lead partner are so-called (in Italian) “libero professionista”, namely a sort of freelance. Actually this person works with us from many years, but for reasons linked to Italian rules, she is not employed by the organization (the organization has no employee at all).

Can her CV be included in Annex 1? Otherwise, can we at least include her profile as part of Annex 1? Moreover, as for the budget: Can the costs for her activities within the project be allocated to the “Staff” budget category? Or must they be included under category “subcontracting”?

CVs should be included in the submission package. If it is a natural person, not a legal person, you want to contract, you don’t need to go for subcontracting. We recognise these working statuses (see p. 49, Guide for applicants): if he/she will be recruited specifically for the project or is a permanent employee of the organisation, if he/she works under a contract other than an employment contract, if he/she will be working part-time or full-time for the project, etc.

49 Do we have to decide the number of sensibilisation activities and the content of it before submission, or is this seen as a part of the project. Because this means that the steering committee consisted by the partners of the project, has to decide on this. The gathering of this committee also asks time and costs.

Yes, all the project related activities should be included in the proposal in order for the evaluators to assess correctly the potential of the project otherwise the project might get lower scores on the award criteria. Please note that any costs linked to the preparation of the proposal are not eligible and cannot be included in the estimated budget.

50 Will the space from Part 3 tables (grants and proposals) go against the 30 pages limit of the proposal? I understand not, is that correct?

The space taken by Part 3 tables will also count in the 30 page limit.

51 Whether an in kind contribution is accepted, such as antenna costs, internet providers costs, production radio studios costs etc., to cover the 20% or more requested in the call announcement, the E.C. only covers through the grant up to 80% of the eligible costs?

Contributions in kind do not constitute an eligible cost. They cannot be reported either as income at final reporting stage. Please see the Guide for Applicants, point 2.6. If you mean operating costs (usual organisation's running costs), they can be included under the indirect costs (flat rate of 7%).

52 We were looking for clarification around whether funding could support activities such as therapeutic work for victims and education based programmes for young people. Does the Commission support project workers, salaried staff, development costs etc associated with these areas?

Through our call for proposals we intend to finance and therefore encourage: • mutual learning, exchange of good practices, cooperation; • design and implementation of protocols, development of working methods which may be transferable to other regions or countries; • capacity building and training for professionals

Activities, such as therapeutic work, should not be the purpose of the project.

Yes, we do support project workers, travel costs and subsistence costs.

53 I have made a login but still can access the details to the call. Could you please send them to me?

We cannot send you documents via email. All necessary information is available online. To see the full text of the call on the Participant Portal: (http://ec.europa.eu/research/participants/portal/desktop/en/opportunities/rec/topics/rec-rdap-gbv-ag-2017.html, click on '+ More'. When you start the submission process (see bottom of the page), you will be able to download the templates to be filled in.

54 The call mentiones that a "Letter of Support" is required from a public authority from each country involved in the project. Should this "Letter of Support" follow a specific template? If it should, could you please advise us where we can find a template for this? Does it mean that any kind of declaration from the Managing Authority will be accepted/acknowledged?

No, we do not have any specific template for a public authority letter of support. Any letter/declaration from the relevant authorities will be accepted.

55 The letters must be very detailed with the actions that the Public Authority will specifically realize in order to support the project?

As there is no template for such letters, it is up to you to define the level of details you wish to include in them. Please keep in mind that the letters will be evaluated under the award criterion b) quality.

56 We will be part of our other paternal partners and women's advocacy associations. I cannot find on the site and in the program the mandates to subscribe to the patents in the manifestation of the will to participate in the call. Are there any models like Erasmus Plus or can we use ours?

In the new submission system on the Participant Portal there are no more mandates to be signed by the partners. By ticking appropriate boxes, the applicant makes an electronic declaration on honour in the SEP Submission system that he has agreement from the partners to participate in the proposal.

57 Is it possible to include also associated partners, e.g., ones to whom no budget is required/ allocated but who nonetheless are engaged in the project mainly for their own educational purposes?

Please mention the involvement of such “associated partners” in Part B project description. Since the migration of our programme to the Participant Portal we do not have any more the associate partner declaration form.

We would like to know whether you have a rough estimation of the number of projects that are expected to be approved under priority 1.1. “Prevention of gender-based violence (GBV)”.

We can estimate between 6 and 10 projects.

59

Must all services and goods needed for project implementation be bought by procurement?

First of all, you should be guided and respect the national legislation on procurement, and second, your organisation's procurement rules. Then in the Guide for applicants (pp. 45-46), we highlight two principles

that should be respected: to select the tender offering best value for money or, as appropriate, the tender offering the lowest price; and to avoid any conflict of interests. Please keep the supporting documents, even for lower amounts to prove that you were indeed following these principles.

60 As related to the co-funding, is the 20% rate considered overall (at consortium level) or each partner must co-fund its own budget with at least 20%? The co-funding (O budget category) is to be calculated on the sum of Direct and Indirect costs? Does O category count on the overall budget (direct+indirect costs) in the case it consists in own personnel cost? Meaning: Budget = A1+B1+B2+C+E1+E2+F? O=0.2*Budget (but it does not count on the budget amount)

The 20% co-funding does not need to be covered respectively by the partners (i.e. it is considered at consortium level). The 7% indirect costs also count in the overall budget. Please also remember that the excel table budget template available on the call's page is only indicative (to help you in preparing your budget), it is not to be submitted with the application. You will need to fill in the general budget in Part A and staff effort per work package in Part B.

61 Is it compulsory for the call to have a partner? So the project MUST have an aplicant organisation and an partner organisation? This is not clear for me because of the document called: "Model grant agreement for mono-beneficiary grants". This document makes me think that it is possible to present a project in which only one organization is the beneficiar, is this correct? Regarding to the "associatte partner" and the previous question; Is possible to have only associatte partners (not budget required) or we need a partner organisation that is also direct beneficiarie from the grant (with budgetary allocation)?

Yes, as stated in point2.3 of the eligibility criteria, under Topic condition and documents: (b) The application must involve at least two organisations (applicant and partner); Therefore you will need at least one partner organisation, with budgetary allocation. Regarding "associate" partners, as we do not have an associate partner declaration anymore, please simply mention their involvement in Part B project description. If such an organisation is a public authority, then it can provide to you Annex 5 support letter.

62 Our question concerns the documents needed to provide to Commission regarding persons working exclusively on the action of the proposed project. 64 I am at present putting together a bid for funding within this program and I have a couple of quick questions from our research office. When applying in the submission system you will be asked to choose only one priority form a drop-down menu (therefore a project should cover one priority). Yes, some of EU funds are managed in a decentralised way (such as structural funds). They are also considered as “EU funds” and EU programmes, even if managed in a decentralised way.

67 Co-financing: on page 13 of the “Guide for Applicants”, it is stated that: “Principle of co-financing The funding under the Justice and the REC programmes is based on the co-financing principle - unless otherwise specified in the call notice the grant cannot constitute more than 80% of overall eligible project costs2. Regarding the financial contributions of third parties, we would like to know if this could take the form of in-kind aid, in particular aid received in working hours from professionals working in partner organisations. In the Guide for Applicants it is stated that “Contributions in kind shall not be calculated as actual expenditure and shall not constitute an eligible cost. They shall not be taken into account for the calculation of total eligible costs and the final amount of the grant.”

The final amount of the grant mentioned in the guide for applicants is the amount agreed during the grant preparation phase (in case the proposal is successful). It might be (slightly) different from the amount asked in the application. Regarding the co-financing in the form of (remunerated) work of staff in the partner organisations – this kind of cost is not considered as contribution in kind, and it is therefore possible to use it to cover the needed 20% of co-financing. Contribution in kind would be for example voluntary (i.e. not paid) work in the project.

We don’t understand if by final amount you mean the amount we ask to the EC that is provided in this call or the total amount we need for the project implementation. In case you mean the total amount, what any other form of contribution could this take if not monetary?

Therefore it is normal that other cells cannot be filled in directly and generate error message mentioning the password-based protection.

72 In the past our projects have always included associated partners in addition to the beneficiaries of the EU projects. So, in addition to the full four partners of the consortium for the new project, we would like to include associate partners in the proposal, all of whom do not receive EU funds under the project. Some of these proposed associate partners are NGOs outside the EU. Is associate partner still a category under the new H2020 submission system? If so, do these associate partners need PICs even though they receive no EU financing? How else would I include them in our grant proposal?

Please simply mention/describe the involvement of such “associated partners” in Part B project description. Indeed, since the migration of our programme to the Participant Portal we do not have any more the associate partner declaration form. Also, such “associate partners” do not need the PICs.

Yes, in principle the police authorities would be relevant to be applicant under the priority you mentioned. In order to be considered “partners” the organisations involved in a proposal have to be allocated some budget, in line with the definition from the guide for applicants: Partner: The organisation which, in cooperation with the Applicant, participates in designing the project activities and participates in the partnership which submits the application. The Partner aims to receive Union co-financing for the costs it incurs during the implementation of the project.

77 I have a question regarding financing: The project is aiming to educate persons in FGM/C and we would like to have the participants education time as financing for part of the project. Is this possible and do you have a “hourly-rate” that we can use? The hourly-rate is used in the Structural funds both the social fund and the regional fund to simplify the budget work and the project accountancy.

We do not have hourly staff rates set for our programme, however the following is stated in our guide for applicants: The rates at which staff is charged to the project must correspond to the relevant Beneficiaries' normal remuneration policy (documented by salary grids, long-term work contracts, etc.) and should not significantly exceed the rates generally applicable in the relevant area, both geographically and with respect to the profile of the staff concerned (and necessary for the project). Failure to respect this principle may lead to the costs being classified as reckless and excessive expenditure at any moment. The difference between the current market rates/rates documented as compliant with the Beneficiary's long-term remuneration policy and the higher rates actually paid may be considered as excessive and ineligible cost.

Thank you for your interest. In fact, Switzerland is not among countries eligible to receive funding under the REC Programme. Eligible countries are EU Member States and (depending on the call) Iceland and / or Lichtenstein. Organisations form Switzerland can only be involved in a propjet without costs, as “associate partners”. In such a case they would not count as “partners” given that the definition of “partner” according to our guide for applicants involves receiving part of EU funding.

82 Regarding the Participation of the Uk in the attached call, it is still unclear to me if the UK can be a partner in a consortium. I would appreciate your further guidance as Questions 17-20 seem to be contradictory to me.

I see your confusion. There are several issues: - UK is eligible to apply under the call in question REC-RDAP-GBV-AG-2017 (a REC programme call) - UK beneficiaries however need to keep in mind that if the UK withdraws from the EU during the duration of their grant without concluding a financial agreement with the EU, they will cease receiving EU funding. - UK is not an eligible country under the Justice programme calls (which is another programme managed by us) due to their opt-out, along with Denmark - Finally, and this is true for all countries, in order to be eligible project activities have also to take place in the EU. Therefore it would not be ok for a UK based organisation to foresee a project taking place in Nepal.

There are some specific options which apply automatically to international organisations). Yes, as mentioned on page 12 of the guide for applicants, As a general rule, subcontracting shall be limited to 30% of the total eligible costs, unless differently specified in the topic notice. If this threshold is exceeded in the budget estimate, the applicant shall provide justification, which shall help the Commission to assess whether the exception can be accepted.

92 ETHICAL ISSUES Our project includes visual tools such as documentary making of the project's implementation. Since the project includes young people, we are aware of the policies that apply for minors regarding parents permission to appear in the documentary. We plan to get written permission of the parents in this regard. Apart from this, there is a small amount of data collection planned. We will ensure confidentiality and anonimity to participants. Could you perhaps provide examples of other issues that need to be considered in this section? That would be very helpful.

Please see here some guidance on these aspects: The ethical safeguards shall address informed consent, a process for reporting of disclosed crimes to law enforcement, vetting of staff, and general confidentiality and data protection issues, and safety measures for participating victims. Also, a proposal shall develop its ethical rules in relation to project partners and direct beneficiaries, and cover privacy/data protection issues related to data collection.

93 MAXIMUM NUMBER OF WORDS It would also be very helpful to know the maximum number of words that we can write for the sections that it is not specified (Definition of the problem, needs assessment and objectives of the project; Methodology; Dissemination Strategy and Communications) as these are main sections, and we are now in the process to make sure all important information is included in the application.

There is no words limit for these sections. But please keep in mind the overall 30-page limit for Part B.

94 BUDGET For the implementation of our project we plan to hire the service of experts in training on behaviour change and community intervention. We are not sure if we should include this budget line under C (subcontracting) or under “services”, which is included in budget line E (other direct costs). We do not fully understand what do services mean in this case.

Indeed, the line regarding such costs is sometimes not very clear. We usually advise applicants to include costs related to individual experts under E (see the term “implementation contracts” in the guide for applicants) rather than C subcontracting.

96 As in the text call it is noted that "Applicants must document that they have the prior commitment of participating key players" I would also like to ask you: whether it is necessary to attach at the end of Part B the letters of commitment of all the participating partners OR only from the key players that wil support the project as associated partners OR of some of the participants/partners that are considered key players (such as victim support organisations).

I think this refers to support from public authorities (needs to be documented in Annex 5 support letters). In this Annex you can also add other supporting letters if relevant for your proposal.

97 One partner from our consortium cannot identify a public authority in its country competent in child protection area, to give support to the proposal. Would this fact affect our consortia/proposal in any way? Are we still eligible?

Yes, your proposal will remain eligible as support letters from public authorities will be assessed under award criteria (more specifically under criterion (b) quality of the action).

98 The guide for applicants under " REC-RDAP-GBV-AG-2017: Prevent and combat gender-based violence and violence against children" says that we have to prepare indicators in excel sheet format that is provided. Where can we find this excel sheet for indicators?

This document (template for Annex 3 indicators) is available directly in the submission system, please see the blue button “start submission” at the bottom of the call’s page, in step 4 (green button on the left side “download Part B templates”).

99 We just created a draft proposal. In the case we are not able to complete the proposal before the deadline, can we use the same draft for another deadline? Are there any similar REC call supposed to be launched in the period of march 2018, like the previous ones of March 2017?

You will need to create a new proposal for a different call. Yes, indeed, similar calls should be published by March 2018.

100 We are planning to apply under priority 1.1; We do not know how many proposals will be

102 We are planning to subcontract an advocacy part of the project in Brussels (about 10.000,- EUR). How is the procedure according to the EU procurement law? Do we have to make a public call, or to get three offers to ensure best value for money, or can we directly award the subcontract to an organisation (e. g. a network)?

In line with the procurement guidelines as mentioned in the guide for applicants, for award of contracts under subcontracting you should follow a competitive process based on best quality-price ratio.

103 Is it possible that an individual company participates as partner?

Yes, a company (as a legal person) can be a partner.

104 Is it possible for a partner having a higher quote of the budget compared to that of the coordinator (i.e. coordinator 20% of the budget, a partner 30%, other partners 50%)?

Yes, if in line with the conception of your proposal and in respect of the coordinator’s role as explained in guide for applicants (page 11): The coordinator must: • Monitor that the action is implemented properly (see Article 7 of MGA); • Act as the intermediary for all communications between the beneficiaries and the Commission (in particular, providing the Commission with the information described in Article 12 of MGA), unless the MGA specifies otherwise; • Request and review any documents or information required by the Commission and verify their completeness and correctness before passing them on to the Commission; • Compile and submit the deliverables and reports to the Commission (see Articles 14 and 15 of MGA); • Ensure that all payments are made to the other beneficiaries without unjustified delay (see Article 16 of MGA); • Inform the Commission of the amounts paid to each beneficiary, when required in the MGA (see Articles 28 and 34) or requested by the Commission. Note: Under the REC and Justice programmes, the coordinator may not delegate the above-mentioned

105 In the Question & Answers Document of the Topic, the answer n. 56 states: In the new submission system on the Participant Portal there are no more mandates to be signed by the partners. By ticking appropriate boxes, the applicant makes an electronic declaration on honour in the SEP Submission system that he has agreement from the partners to participate in the proposal Could you please confirm to our Consortium that NO documents need to be signed and uploaded in the eform by Applicant/partners(e.g. Declaration on Honour, Mandates, etc.) within the submission procedure? In the Guidelines, such documents are not mentioned and no templates are provided in the web page of the topic.

Indeed, there are no such documents to upload.

106 Our Consortium is made of many public/institutional entities that will not be able to keep in touch with the Applicant during the whole submission procedure. We were wondering if, once we enter the PIC number of these partners in the eform, they will have to confirm instantly their participation through the Participant Portal (maybe by clicking on a link via email for confirmation, or even by signing documents that are instantly generated..).

If the partner organisation's PIC is in validated status and a LEAR is appointed he will be alerted via e-mail when the organisation is added to a proposal in SEP Submission. Otherwise, as far as I know, there are no other alerts.

107 In case of one of our partner can’t deliver this letter (mainly for time reason) could we add a partner declaration specifying its public network and contacts to be exploited in case of project approval? Could it be a useful document to upload as Annex 5 ?

For sake of clarity I do not recommend uploading under Annex 5 other documents that the ones requested in the call. Maybe if you do not have an official support letter, may you can add an e-mail ?

108 Could you please confirm that the costs incurred for developing a project website is eligible in the call REC-RDAP-GBV-AG-2017?

Such costs would be indeed. However, please note that for costs efficiency and durability reasons we prefer that applicants include information on the project on their website rather than creating a new specific for the project website.

109 We are an organization registered in EU-Login that is supporting the Lead Applicant (another organization) in the project

As a partner to a proposal you should not initiate the submission process. It will be up to the main (leading) applicant to do it. He will create a proposal and add

If the project pretends to hire someone who is not staff of the University, would be this cost eligible and financeable ? and in this last case, what's the maximum amount of it, up 80%?

The 80% EU co-financing limit applies at the level of the total budget. Yes, staff costs of a person hired specifically for the project would also be eligible under the same conditions as others.

112 Could a project be submitted with two partners of Spain or is it mandatory that at least one of them is located in other European or Associated country?

2. Your project can be national, there is no obligation to include organisations from other EU countries.

113 I haven't found the specific rules of eligible costs, please could you provide me a link to a have a deep look?

Can you please confirm that the information you are looking for is for applications that are not submitted to Horizon 2020 proposals or Erasmus projects? For section 3.2, any grants awarded form Horizon 2020, ERASMUS etc should be included?

Such costs would be rather better placed under category E (see the term implementation contracts in our guide for applicants). Yes, indeed, during grant agreement preparation, it is possible to make some such limited changes to the budget.
