Emergency managment system in Sweden
• Swedish municipalities - large degree of autonomy
• 3 principles: – Responsibility– Parity – Proximity
• Responsibilities for geographical coordination
• By law:– Identify and analyze extraordinary events in peacetime– Risk and vulnerability assessments– Plan how to handle extraordinary events
Risks in Malmö municipality
• Long lost of electricity in cold weather
• Social risks (health inequality, fires)
BUT • Our main focus is on building resilience
– Flexible Emergency Managment organisation– Analysing our dependencies in the society– Using a holistic view
Malmö City’s policy framework

Continuity assessments
• Analysis done on department level - aggregated to see whole municipality results
• Goal to strengthen the ability to handle the unexpected and recover quickly from it = build resilience
• Start with critical societal functions and their dependencies – not a specific risk
• Increase awareness of vulnerabilities
• Identify actions to reduce vulnerabilities and achieve continuity in our commitments and responsibilities

Continuity assessments
How is a continuity assessment done?
1. Departments list their commitments in our IT-system
2. Departements determine the acceptable accessability requirements for each commitment ”If this commitment can not be maintained, after how long time (hours/days/weeks) will it have unacceptable effects on each of our seven target areas? ”– Human life– Property– Environment– Societal functions – Basic values– The cities attractivity– Social sustainability
Commitments with availability need lower than 24 hours…
Mapping of vital resources
3. Commitments are splitted into activities
4. Resource (internal/external) dependency analysis

Next step
5. Decide an acceptable recovery time limit (with safety margins)
6. Define alternative ways to fullfil committment
Existing alternatives determined - example
Commitment Nursing at a home for elderly people
Demand of access(h) 4 h
Resurce Acceptable recovery time limit
External/ internal
Dependencies of other resources
Existing alterntivs Ability to meet demand of access (1-4)
Nurse 3 h Internal Public transport No alternative 4
Medicine 3 h Internal Delivery of medicine Storage for 48 hours 1
Journals 3,5 h Internal Electricity Some knowledge about patients at the ordinary staff 3
Public transport 2,5 h External Staff can be picked up by car 2
• To substitute • Can be both resources (e.g. tempory staff) and routines (manual journals)
