COVID-19: Highlights and Situation Overview

• Worldwide, there have been more than 11.7 million cases, and over 540,000

deaths attributed to COVID-19. South Africa currently has the highest total

confirmed cases on the African continent. The United States continues to lead

in the highest number of infections globally, followed by Brazil, India, and Russia.

The Americas represent the highest proportion of cases with close to 6 million

cases, followed by Europe with almost 3 million and the Eastern Mediterranean

region with over 1 million cases.

• WHO encourages Member States to invest in and build longer-term health

emergency preparedness during the COVID-19 pandemic. This document is to

help Member States build on actions taken during the COVID-19 pandemic to

improve national medium- to long-term preparedness for future threats. It maps

COVID-19 preparedness and response actions to the building of sustainable

International Health Regulations (2005) core capacities; locates relevant

supporting WHO resources that are not specific to the pandemic; and

advocates for the conscious and effective allocation of COVID-19 funds to also

meet countries’ longer-term needs (WHO Situation Report 169).

• As a major United Nations forum prepares to assess progress towards a fairer

future for people and the planet, UN Secretary-General António Guterres has

warned that each of the Goals of the 2030 Agenda for Sustainable

Development is being impacted by the COVID-19 pandemic. The report notes

that the global crisis resulting from the spread of COVID-19, has had a major

effect on these targets, with health systems overwhelmed, businesses shut

down, and 1.6 billion students kept out of school; the poor and vulnerable have

borne the brunt of the pandemic, and tens of millions are expected to

experience extreme hunger and poverty (WHO Situation Report 168).

• Indonesia’s Education and Culture Ministry and Tourism and Creative Economy

Ministry have released joint guidelines for the cultural and creative industries as

they resume activities amid the COVID-19 pandemic. The joint ministerial

decree (SKB) allows public places such as museums, movie theaters and

galleries to reopen and for production houses, actors and performers to resume

their normal activities with the permission of the local government.

• Lao and Vietnamese leaders discussed post-pandemic cooperation. Lao’s

Prime Minister Thongloun Sisoulith headed the delegation that traveled to

Danang from 5-6 July 2020 at the invitation of Vietnamese Prime Minister,

Nguyen Xuan Phuc. The two prime ministers said they greatly appreciated the

longstanding special friendship, solidarity, and trust between parties,

governments, and nations of Laos and Vietnam. They spoke and agreed

cooperation in the immediate future, stating that trade in goods and services

and people-to-people exchanges, while air routes should be reopened at the

earliest possible time. The two sides have agreed to accelerate the successful

implementation of signed agreements and to strengthen bilateral cooperation

in the areas of defense, security, environment, trade, investment, and finance.

• A resurgence in COVID-19 cases is threatening to derail efforts by the

Philippines to restart its economic activities. The Philippines has seen infections

rising again since lockdown curbs were eased on June 1, to more than 2,000 in

recent days from about 500 when the country was still on lockdown. On

Tuesday (July 7), the Health Ministry reported 1,540 new COVID-19 cases,

bringing the country’s total to 47,873. It now has the second highest number of

cases in South-east Asia, next to Indonesia.

• Singapore’s Minister for National Development said on July 7 that about half of

the unlinked COVID-19 community cases detected after the "circuit breaker"

was lifted are from the construction sector or linked to construction-related

activities. According to the minister, about 60 percent of the community cases

since Phase 1 of Singapore's reopening are linked cases, while about 40

percent are unlinked. The vast majority of the unlinked cases that were from

the construction sector were identified through "active surveillance".

• A week after the re-opening of Thailand’s schools and nightlife venues, the

government says it’s feeling more confident as the country records no new

locally-spread cases of Covid-19. The final phase of re-opening was seen as

the riskiest, involving venues such as pubs and nightclubs, where social

distancing might prove more of a challenge. Thailand has now gone more

than 43 days without a case of community transmission, only finding new cases

in state quarantine among those repatriated from overseas.

Travel Advisories (new update/s)

• Laos: The National Taskforce Committee for Covid-19 Prevention and Control

has declared on July 8 that all travelers, whether residents or Lao citizens, must

carry a medical certificate before visiting another country. According to the

taskforce, travelers who fail to present a valid medical certificate could be

denied entry at their destination.

• Philippines: On July 7, the Philippine government has lifted the travel restrictions

on non-essential outbound travels for Filipinos amid the COVID-19 pandemic.

Departing Filipinos need to submit confirmed round-trip tickets for those

traveling on tourist visas, and must have adequate travel health insurance to

cover rebooking and accommodation expenses, should they end up stranded

abroad. In addition, departing Filipinos must also make sure that they are

allowed entry by the destination country, in accordance with their travel,

health, and quarantine restrictions. They also need to execute a declaration

acknowledging the risks involved in traveling. Upon their return to the

Philippines, Filipino travelers will be required to take a reverse-transcription

polymerase chain reaction (RT-PCR) or swab test for the COVID-19 and a

mandatory facility-based quarantine. In addition, a commuter railway line in

the Philippine capital will be shut for five days starting Tuesday (July 7) after

nearly 200 employees, including 15 ticket sellers, tested positive for the

coronavirus.

• Thailand: The Civil Aviation Authority of Thailand has announced the delay

after several countries that were considered for the “bubble travel” scheme,

have now seen resurgences of the virus. The CAAT’s director-general says even

though talks about travel bubble arrangements are ongoing with countries

including China, Japan, and South Korea, the scheme will be put on hold due

to a spike in infections.

Cases and Deaths as of 08 July 2020

• As of July 08 (2PM, GMT+8), worldwide, there were 11,824,837 confirmed cases,

including 543,228 deaths. Globally, Case Fatality Ratio (CFR)* is 4.59.

• In China, there were 85,360 confirmed cases with 4,648 deaths, including

deaths in Hong Kong (7) and Taiwan (7). Confirmed cases in China include

confirmed cases in Hong Kong (1,300), Macau (46), and Taiwan (449).

• 172,094 confirmed cases of COVID-19 have been reported in the ASEAN region

with a total of 4,832 deaths.

• 11,567,383 confirmed cases of COVID-19 have been reported in 202

countries/states (other than China, Hong Kong, Taiwan, Macau, and ASEAN

countries):
