River Action Plan for Narmada River

Polluted River Stretch from Garudeshwar to Bharuch

Priority-V

1. Background

The river Narmada arises from Amarkantak Plateau near Anuppur district, Madhya Pradesh. It

forms the traditional boundary between North India and South India. It flows westwards over a

length of 1,312 km (815.2 mi) before out falling in, the Arabian Sea through the Gulf of

Khambhat, 30 km (18.6 mi) west of Bharuch city of Gujarat. The Narmada River enters in the

Gujarat before Gadudeshwar, Narmada District and passes through near Bharuch city before

reaching to Arabian sea. The Narmada river stretch from Garudeshwar to Bharuch is one of the

20 polluted river stretches identified by the CPCB in 2017. The Google map showing the

Narmada river stretch from Garudeshwar to Bharuch and the aforesaid sampling points is

attached herewith as per annexure A. The latitude & Longitude at Garudeshwar, the starting of

this polluted stretch 210 53’ 10’’ N, 730 39’ 15’’ E and at the end point of this polluted stretch at

Zadeshwar, Bharuch, is 210 42’ 54’’ N, 730 02’ 48’’ N . The total distance of this polluted stretch

is 80km.

CPCB had identified polluted river starches all over India based on BOD Load in 2015, 20

polluted river starches out of which were located in Gujarat. The report in this regard was

published by CPCB in May 2015. The Narmada river stretch from Garudeshwar to Bharuch was

one of these polluted river stretches identified by the CPCB in 2015. Further the CPCB had

excluded 6 river stretches out of aforesaid 20 polluted river stretched as per report published

by CPCB in July 2017. The Narmada river stretch from Garudeshwar to Bharuch is among 6 river

polluted stretch excluded by CPCB in 2017. Now CPCB has recently published new list of

polluted river stretches in September 2018, as per which the polluted river stretches in Gujarat

is increased to 20 including Narmada river stretch from Garudeshwar to Bharuch, based on the

MINARS data (NWMP) uploaded by GPCB on the CPCB portal.

2. Municipal Sewage Generation and Treatment

There is no any municipal corporation (city) or municipality at this river stretch. However, some

villages like Garudeshwar, Tilakwada are located in the jurisdiction of Ankleshwar regional

office (South side) of this river stretch along this river stretch.

Total domestic water consumption in these villages: - about 1.5 MLD

There is no discharge of domestic wastewater from any Municipal Corporation (city) or

Municipality (town) in this river stretch. However there some villages like Janor, Angareshwar,

Nikora, Suklatirth, Mangleshwar, Tawara are located in the jurisdiction area of Bharuch

regional office ( North Side ) and villages like Garudeshwar, Tilakwada are located in the

jurisdiction of Ankleshwar regional office(South side) of this river stretch. It is to be noted that

septic tank- soak pits are provided by individual residents. Further other domestic wastewater

like bathing &washing wastewater isdisposed into the pond/ low laying area of villages and

there is no discharge of domestic wastewater into River.

5. Status of Water Quality:

The water quality monitoring of river Narmada is carried out by GPCB, Regional Office, Bharuch

by sampling at locations: (1) from River Narmada at Jhanor & (2) from River Narmada at

Zadeshwar and by GPCB, Regional Office, Ankleshwar at location: (3) from River Narmada at

Garudeshwar under NWMP (National Water Quality Monitoring Program). The Google map

showing the Narmada river stretch from Garudeshwar to Bharuch and the aforesaid sampling

points is attached herewith as per annexure A. Analysis results of the samples collected from

the aforesaid sampling points 2016 to 2018 is given in table-6. It is observed the BOD results of

the samples collected from the aforesaid sampling points varies from 0.28 mg/l to 1.31 mg/l

which indicates that it never exceeds 3 mg/l.

6. Plan for Restoration of Water Quality:

There is no any industrial waste water discharge in this river stretch. Also, there is no discharge

domestic wastewater into the river from Garudeshwar to Bharuch.

The water quality monitoring of river Narmada is carried out by GPCB, Regional Office, Bharuch

by sampling at locations: (1) from River Narmada at Jhanor& (2) from River Narmada at

Zadeshwar and by GPCB, Regional Office, Ankleshwar at location: (3) from River Narmada at

Garudeshwar under NWMP (National Water Quality Monitoring Program). It is observed the

BOD results of the samples collected from the aforesaid sampling points varies from 0.28 mg/l

to 1.31 mg/l which indicates that it never exceeds 3 mg/l.

As per CPCB river classification, there are five classes of river polluted stretches. The River

classification criterion made by CPCB is as under.

The least polluted stretch is classified as Class-V in case BOD of the river water exceeds 3 mg/l

and up to 6 mg/l. However, as per Analysis Result of the samples collected from the above

mentioned sampling points at river Narmada in the stretch from Garudeshwar to Bharuch, BOD

is in range of 0.28 mg/l to 1.31 mg/l and never exceeds 3 mg/l. Looking to the CPCB criteria of

polluted river stretches and analysis results of the BOD, the Narmada river stretch from

Garudeshwar to Bharuch does not fall in polluted river stretch and therefore this river stretch

needs to be excluded from the list of the polluted river stretches and Action Plan for

Restoration of Water Quality is not needed.

As details on Health Aspects are not available with the Board, it was decided to give the work to

carry out Health impact study to NIOH, Ahmedabad. However as per the letter received from

NIOH (letter No.:- DIR/108/GPCB-Proj/2019/9752 dated 07/02/2019) they are not able to

carried out the study as per requirement, So letter has been issued to Health & Family welfare

dept. to submit the action plan of Health Aspects includes Health impact study and mitigation

measures to improve the health in the catchment of polluted river stretch. Data received from

Health dept. is attached herewith as Annexure B

15. Time Targeted Management Plan: Not Applicable

As per Analysis Result of the samples collected from the above mentioned sampling points

at river Narmada in the stretch from Garudeshwar to Bharuch, BOD is in range of 0.28 mg/l to

1.31 mg/l and never exceeds 3 mg/l. Looking to the CPCB criteria of polluted river stretches and

analysis results of the BOD, the Narmada river stretch from Garudeshwar to Bharuch does not

fall in polluted river stretch and therefore this river stretch needs to be excluded from the list of
