55 On a motion by Mr. Marvin, seconded by Mr. Moore, with all in favor, the Board ratified Operations and Maintenance Expenditures for February 2020 in the amount of $22,773.87, March 2020 in the amount of $25,419.22 and April 2020 in the amount of $38,374.82 for River Glen Community Development District.

EIGHTH ORDER OF BUSINESS Staff Reports 72 73

A. District Counsel 74 Ms. Warren provided an update that the Bond Validation Hearing took place on 75 May 12, 2020 virtually. 76 77

B. District Engineer 78 Mr. McCranie asked for confirmation on whether improvements would follow an 79 acquisition process for new phase. 80

81 Mr. Moore commented on some areas of road striping are coming up because the 82

surface was not clean when applied. Mr. McCranie noted he would review and 83 follow up with the contractor. 84

85 C. Field Inspection Reports 86 1.) Field Service Manager Report, April 22, 2020 87 i.) BrightView Landscape Response, April 27, 2020 88 Ms. Gallagher introduced Patrick Bell. Mr. Bell noted that Mr. Brown had retired and 89

that he was glad to be back at River Glen. He also noted that he felt there had been 90 some improvement from his last visit and noted that on his report from the previous 91 week’s inspection. He went on to explain his report notes regarding fungicide and 92 challenge that the wet condition pose. He also requested soil samples. 93

94 D. Landscape Report 95 1.) BrightView Landscape Report, May 2020 96 Mr. Jernigan updated the Board that the Ligustrum at the entrance was scheduled 97

for replacement. He still had concerns regarding run off from yards along the front 98 of the property and extremely wet conditions and they are continuing to monitor the 99 Ligustrum in this area. He also confirmed they have made three (3) applications of 100 fungicide. He noted the pineapple guava are struggling at the amenity center and 101 they would obtain multiple soil samples. Ms. Copeland had a question regarding cut 102 backs and the timing of this. Mr. Jernigan responded that this was a direct request 103 of Mr. Brown and it was a rejuvenation cut that can be done at any time in the 104 growing season. He will continue to monitor. Ms. Copeland also requested that the 105 BrightView responses to the field reports include more detail and the date of 106 completion. Mr. Jernigan then updated the Board that they would be applying Top 107 Choice at the Amenity Center. 108

109 E. Amenity Manager Report 110 1.) First Coast CMS, Amenity Manager Report, May 2020 111 Mr. Shiver updated the Board that the re-opening has gone extremely well and that 112

his staff is continuing to complete the access card audit. He also updated the Board 113 that the police were involved with an incident at the facility at 3:00 a.m. this past 114 Wednesday involving alcohol and driving. This ended in a resident being 115 trespassed from the facility. Mr. Shiver then mentioned an area between the activity 116

pool and main swimming pool that needs to be cleared of mulch and plant material 117 that at this time becomes a maintenance issue. He will follow up with Brightview on 118 options for this area. 119

Mr. Moore asked for an update on food trucks. Mr. Shiver is working with a resident 120 on coordinating trucks and has contacted the trucks that have been on property 121

122 F. District Manager 123 1.) SOLitude Pond Report, April 3, 2020 124 Ms. Gallagher updated the Board that she had received a concern about the pond 125 near 75230 Fern Creek and contacted SOLitude who responded and treated. She 126 Has received no further concerns. She then noted that the qualification period for 127 the General Election is 12:00 p.m. June, 8, 2020 through 12:00 p.m. June 12, 2020 128 and the seats currently held by Doug Walker and Glenn Marvin would be going 129 through General Election. She mentioned she had received a request for dog waste 130 stations and the Chairman requested Mr. Shiver review areas and provide a 131 report for the next meeting to discuss further. 132 133 NINTH ORDER OF BUSINESS Presentation of Registered Voter Count 134 135 Ms. Gallagher noted that there were 477 registered voters per correspondence received from 136 Nassau County Supervisor of Elections dated April 15, 2020. 137 138 139 TENTH ORDER OF BUSINESS Consideration of Resolution 2020-07, 140 Adopting Internal Controls Policy 141 142 Ms. Warren reviewed that this Resolution was based on statutory changes from the last 143 legislative session. 144 145 On a motion by Mr. Marvin, seconded by Mr. Moore, with all in favor, the Board adopted Resolution 2020-07, Adopting Internal Controls Policy for River Glen Community Development District.

146 147 ELEVENTH ORDER OF BUSINESS Consideration of Proposals for Additional 148

Security Cameras 149 150 The Board reviewed three (3) proposals for security cameras. 151 152 On a motion by Mr. Moore, seconded by Ms. Copeland, with all in favor, the Board approved the WebWatchDogs proposal in the amount of $2,750.00 for River Glen Community Development District.

TWELFTH ORDER OF BUSINESS Consideration of Resolution 2020-08, 155

Approving Fiscal Year 2020-2021 Proposed 156 Budget and Setting Public Hearing 157

158 Ms. Gallagher presented the proposed budget noting some of the increases involved additional 159 meetings as well as the requested increase landscape scope. Discussions ensued involving the 160 need for a reserve study and directed the District Manger to obtain proposals for the next Fiscal 161 Year. Discussions continued regarding the increased budget. Ms. Gallagher explained here was 162 a statutory deadline to approve a proposed budget by and this increase was based on 163 information requested specifically for the proposed budget which could be lowered at the Public 164 Hearing but once approved could not be increased further. Ms. Copeland requested a detailed 165 breakdown of what services, number of visits and schedule for each month in calendar form for 166 further review. Mr. Jernigan noted he would provide this information. Mr. Moore did note that he 167 would like other companies contacted prior to the landscape contract renewal takes place. 168 Mr. Bell provided feedback that it was important that if the Board was going to consider obtaining 169 other proposals it would be important for staff to receive direction on this since a formal Request 170 for Proposals process would be reviewed to ensure that apples to apples proposals are received. 171 Further discussions ensued. No further action was taken at this time regarding request for 172 proposals and the budget was approved as presented. 173 174 On a motion by Mr. Marvin, seconded by Mr. Moore, with all in favor, the Board adopted Resolution 2020-08, Approving the Fiscal Year 2020-2021 Proposed Budget and Setting the Public Hearing for August 20, 2020 at the River Glen Amenity Center located at 65084 River Glen Parkway, Yulee, Florida 32097 or virtually if Governor Orders are still in place, for River Glen Community Development District.

175 THIRTEENTH ORDER OF BUSINESS Discussion Regarding Re-opening Amenities 176

due to COVID-19 177 178 The Board reviewed the existing restrictions placed on the re-opening of the facility and 179 directed staff to continue with the current 50% capacity and expanding operating hours 180 (currently 11:00 a.m. – 7:00 p.m.) and activate access cards allowing staff to monitor 181 capacity upon arrival and restrict access if needed. Staff was also directed to open the 182 fitness room six (6) days a week but close early to allow for cleaning each day as required. 183 Appropriate signage and sanitation would be provided and monitored thru cameras. 184 185 FOURTEENTH ORDER OF BUSINESS Supervisor Requests 186 187 Mr. Moore had a comment regarding hurricane preparation. 188 189 FIFTEENTH ORDER OF BUSINESS Adjournment 190 191

LANDSCAPE SUMMARY

General Updates, Recent & Upcoming Maintenance Events

Treat multiple fungus issues in plant material in the community.

River Glen maintenance has improved since I was there last

Provide plant to develop the Bermuda turf at the amenity center.

Provide soil analysis of the community turf.

Swimming Pools Currently, there is only one maintenance issues with the pool. We are having an issue with one light staying in the wall well. It poses no danger to swimmers but we will need the assistance of a Pool contractor to reinstall the light. We are in the process of setting this up now.

There have been no issues with the pool opening. Everyone has complied with restrictions.

Facility Maintenance The gym has reopened and currently the hours are from 4 am to 8pm. Equipment is sanitized multiple times per day.

We are continuing with the card audit system and having residents fill out the new registration forms

We have notified Web Watch Dogs that their proposal for cameras was accepted and waiting on installation

All private reservations of the facility are cancelled until further notice.

At this time, we are waiting on repair proposals from Southern Recreation to make repairs on the playground. There are several kickplates and a portion of the stairs that need to be replaced due to corrosion. We were due a proposal on 6/2. We anticipate having a proposal before the meeting

We are currently waiting on information from Insurance Carrier that may have guidelines for Phase 2 of facility openings.
