Description of SW license controlled capacity

1 Description of SW license controlled capacityThis document describes how the capacity of RNC can be expanded using software capacity licenses. It contains detailed description of license types used in particular RNC.

The following capacity licenses are available:

• RNC196/450 OSW CapaStep7 license provides capacity increase from RNC196 CS6 to CS7

• Iub PS data throughput 1 Mbit/s license capacity that defines the maximum PS downlink Iub throughput. The unit used is Mbit/s.

• AMR capacity 1 Erl license capacity that defines the maximum number of simulta-neous AMR radio access bearers.

• Carrier connectivity license capacity that defines the maximum number of cells that can be unlocked in the RNC.

Use of capacity licensing in different RNC types:

• RNC196 capacity step 1-6 - no capacity licensing used • RNC196 capacity step 7 - RNC196/450 OSW CapaStep7 license is used to provide

capacity increase from RNC196 CS6 to CS7 • RNC450 - Carrier connectivity license is mandatory for RNC450 • RNC2600 - Capacity of the RNC2600 is controlled totally by capacity licenses (PS

data throughput/AMR capacity/number of carriers) • mcRNC - Capacity of the mcRNC is controlled totally by capacity licenses (PS data

throughput/AMR capacity/number of carriers)

As RNC2600 remarkably increases HW capacity, a flexible way to control the capacity is introduced to support different types of WCDMA markets.

Capacity of RNC2600 and mcRNC is controlled with SW license keys for PS data throughput, AMR capacity, and the number of carriers. Number of carriers is SW license controlled also with RNC450. SW functionality restricts the capacity available on the level defined by the SW license keys. License keys are network element specific.

PS data throughput, AMR capacity and number of carriers licenses should be installed and activated to apply the licensed capacity. RNC will apply the licensed capacity imme-diately without need for RNC restart. For more information about commissioning, see Commissioning in Commissioning RNC.

Iub PS data throughput 1 Mbit/s license control

2 Iub PS data throughput 1 Mbit/s license controlPS data throughput of RNC2600 and mcRNC is controlled with the Iub PS data through-put 1 Mbit/s license.

For RNC2600 and mcRNC, the Iub PS data throughput 1 Mbit/s license is mandatory. If there is no valid Iub PS data throughput 1 Mbit/s license installed in RNC2600/mcRNC, it does not forward any downlink PS data.

Iub PS data throughput 1 Mbit/s license capacity defines the maximum PS downlink Iub throughput. The unit used is Mbit/s.

2.1 Monitoring Iub PS data throughputEven if the actual PS data throughput is licensed on Iub, the measurement is imple-mented in the Iu-PS interface. RNC calculates periodically the amount of bytes in GTP packets received on each Iu-PS interface. Samples are averaged over a longer period and the resulting throughput is changed to Mbit/s. PS throughput on Iub is factored by adding FP header overhead factor (11%) to the measured GTP throughput. Iu-CS traffic, Iur traffic or soft handover overhead are not counted into the PS data throughput.

2.2 Controlling Iub PS data throughputWhen the throughput is higher than the licensed capacity, RNC starts to limit downlink PS throughput on each Iu-PS interface. Throughput is limited by dropping a small per-centage of the GTP packets. In case the PS data throughput remains over the licensed capacity, RNC increases the packet dropping percentage.

Packet dropping is applied to non-real time Iu-PS traffic prior to real time traffic.

When RNC level PS throughput decreases, the throughput limiting is first decreased and eventually stopped. Some overcapacity is allowed and hysteresis is used between starting, decreasing and stopping the throughput limiting.

In case operator installs and activates additional Iub PS data throughput 1 Mbit/s license capacity to RNC, RNC will apply the new capacity immediately without need for RNC restart.

2.3 Reporting Iub PS data throughputYou can monitor the RNC Iu-PS data throughput by following the counters in RNC capacity usage measurement (M322/802) measurement type:

• M802C8 IU_PS_THR_AVERAGE: Average PS data throughput in Iu-PS interface in downlink direction from the core network to the RNC.

• M802C9 IU_PS_THR_PEAK: The maximum Iu-PS throughput in downlink direction.

You can monitor the license utilization percentage on Iub PS data throughput by follow-ing counters in RNC capacity usage measurement (M322/802):

• The PS data throughput distribution counters: • M802C10 IUB_PS_THR_DISTR_CLASS_0 • M802C11 IUB_PS_THR_DISTR_CLASS_1 • M802C12 IUB_PS_THR_DISTR_CLASS_2 • M802C13 IUB_PS_THR_DISTR_CLASS_3 • M802C14 IUB_PS_THR_DISTR_CLASS_4Iub PS data throughput distribution is updated at every sample, and percentages for the distribution are counted at the end of the measurement period. Distribution is divided to the following classes: • CLASS_0: 0...50% • CLASS_1: 50...70% • CLASS_2: 70...80% • CLASS_3: 80...90% • CLASS_4: 90...100%

• M802C15 IUB_PS_THR_LIC_CAPACITY: Licensed Iub PS data throughput capacity at the end of measurement period.

You can monitor the duration during which GTP packets are dropped due to license control with the RNC capacity usage measurement (M322/802) counter M802C16 IU_PS_THR_LIMIT_DURATION: Duration of the PS data throughput limitation is reported in seconds. The duration is the time between the start and the end of the PS data throughput limitation. There can be several PS data throughput limitation periods

during one measurement period. These are then summed together. PS data throughput limitation duration is reported in the measurement period where the PS data throughput limitation ends.

MML command 'W7I' is used for interrogating the current capacity usage.

Detailed command syntaxes and execution outputs can be found in:

There is no support for a separate operation originated by NetAct.

2.4 Alerting on high Iub PS data throughputYou can use alarm 3294 LICENCE CAPACITY WARNING to notify that Iub PS data throughput is close to the licensed capacity, and alarm 3295 LICENCE CAPACITY EXCEEDED to notify that PS data packets are being dropped due to exceeding licensed capacity.

WarningRNC will set alarm 3294 LICENCE CAPACITY WARNING if a PRFILE parameter PS Licence Warning in Use is set to "on" and

Average_RNC_Iub_PS_Throughput > Licensed Iub PS data throughput 1 Mbit/s capacity * PS Licence Warning Threshold

is true for the duration of PS Licence Duration to Set Warning.

RNC will automatically cancel the alarm whenAverage_RNC_Iub_PS_Throughput < Licensed Iub PS data throughput 1 Mbit/s capacity * PS Licence Warning Threshold

is true for the duration of PS Licence Duration to Cancel Warning.

The parameters above are:

• Average_RNC_Iub_PS_Throughput is the latest average Iub PS data through-put

• Licensed Iub PS data throughput capacity is the amount of Iub PS data throughput 1 Mbit/s license capacity operator has installed in the RNC

• PS Licence Warning Threshold, PS Licence Duration to Set Warning, and PS Licence Duration to Cancel Warning are PRFILE parameters.

RNC will set the alarm 3294 LICENCE CAPACITY WARNING with the following supple-mentary information:

• 1st alarm supplementary information field (feature_code): 958

By default, the alarm printout also contains the text "Iub PS data throughput 1 Mbit/s licence capacity warning", which is defined as alarm operating instruction in the commis-sioning phase for the alarm 3294. Alarm-specific operation instructions can be viewed and managed with MML command group AO.

RNC will cancel the 3294 LICENCE CAPACITY WARNING on high Iub PS data throughput in case you install and activate new Iub PS data throughput 1 Mbit/s license capacity, or deactivate the usage of warning by PRFILE parameter PS Licence Warning in Use.

AlarmRNC will set an alarm 3295 LICENCE CAPACITY EXCEEDED when PS data through-put is limited due to Iub PS data throughput 1 Mbit/s license control. You can set:

• the alarm on/off by PRFILE parameter PS Licence Alarm In Use, and • define how long the used capacity is below a threshold before the alarm is automat-

ically cancelled by the PRFILE parameter PS Licence Duration to Cancel Alarm.

RNC will set the alarm 3295 LICENCE CAPACITY EXCEEDED with following supple-mentary information:

• 1st alarm supplementary information field (feature_code): 958

By default, the alarm printout contains the additional text "Iub PS data throughput 1 Mbit/s license capacity exceeded", which is defined as alarm operating instruction in commissioning phase for the alarm 3295. Alarm-specific operation instructions can be viewed and managed with MML command group AO.

RNC will cancel the alarm 3295 LICENCE CAPACITY EXCEEDED on Iub PS data throughput 1 Mbit/s licensed capacity exceeded in case operator installs and activates new Iub PS data throughput 1 Mbit/s license capacity, or deactivates the usage of the alarm by PRFILE parameter PS Licence Alarm in Use.

Additionaly if the licence is not installed for RNC2600 or it is installed but the capacity is set to 0, alarm 3295 is set directly, no matter if PRFILE parameter PS Licence Alarm in Use is on or off. As soon as the licence is installed with some value, the alarm is cancelled and then PRFILE parameter PS Licence Alarm in Use is checked if it is on or off.

3 AMR capacity controlAMR capacity 1 Erl license defines the maximum number of simultaneous AMR radio access bearers.

AMR capacity 1 Erl license is mandatory for RNC2600 and mcRNC. If there is no valid AMR capacity 1 Erl license installed in RNC2600/mcRNC, it does not establish any AMR RABs.

3.1 Monitoring AMR capacityRNC periodically calculates the number of simultaneous AMR RABs. There is no aver-aging applied.

If UE is in soft handover when AMR RAB is established, it is counted only by SRNC, and only as one AMR RAB. When anchoring is used, AMR RAB is calculated only in anchor RNC.

3.2 Controlling AMR capacityWhen the number of AMR RABs is greater than the licensed capacity, RNC does not admit new AMR RABs until the amount decreases below the licensed limit. Some over-capacity is allowed and hysteresis is used between starting and stopping the AMR lim-iting. Pre-emption is used, that is, higher priority AMR RABs may pre-empt lower priority AMR RABs when the licensed capacity is exceeded.

RNC will admit emergency calls even if the amount of AMR RABs is limited due to AMR capacity 1 Erl license.

If the new AMR RAB has pre-emption capability, RNC will search for a lower priority AMR RAB with pre-emption vulnerability from the same BTS where the new AMR RAB is requested. If the pre-emption target is found, the new AMR RAB is admitted in with pre-emption. The lower priority AMR RAB is released.

In case you install and activate additional AMR capacity 1 Erl license capacity to RNC, the RNC will apply the new capacity immediately without a need for RNC restart.

3.3 Reporting AMR capacityYou can monitor the RNC PS data throughput with the following counters in RNC capacity usage measurement (M322/802):

• M802C0 AMR_AVERAGE: Average number of AMR calls • M802C1 AMR_MAX: Maximum number of AMR calls • The following AMR call distribution counters:

• M802C2 AMR_DISTR_CLASS_0 • M802C3 AMR_DISTR_CLASS_1 • M802C4 AMR_DISTR_CLASS_2 • M802C5 AMR_DISTR_CLASS_3 • M802C6 AMR_DISTR_CLASS_4AMR call distribution is updated at every sample and percentages for the distribution are counted at the end of measurement period. Distribution is divided to the follow-ing classes of licensed capacity used: • CLASS_0: 0...50% • CLASS_1: 50...70% • CLASS_2: 70...80% • CLASS_3: 80...90% • CLASS_4: 90...100%

Additionaly if the licence is not installed for RNC2600 or it is installed but the capacity is set to 0, alarm 3295 is set directly, no matter if PRFILE parameter AMR Licence Alarm in Use is on or off. As soon as the licence is installed with some value, the alarm is cancelled and then PRFILE parameter AMR Licence Alarm in Use is checked if it is on or off.

Carrier connectivity control

4 Carrier connectivity controlCarrier connectivity license is mandatory for RNC2600, RNC450, and mcRNC. If there is no valid Carrier connectivity license installed in RNC2600, RNC450, or mcRNC, it does not have any operational WCDMA cells.

Carrier connectivity license capacity defines the maximum number of cells that can be unlocked in the RNC.

4.1 Monitoring carrier connectivityRNC keeps track on the number of operational WCDMA cells in the RNC.

4.2 Controlling carrier connectivityWhen you want to create a new cell locally with element manager, RNC checks if the creation is possible from the license point of view. If number of operational WCDMA cells in RNC has reached the maximum number licensed, cell unlock is not accepted and operator is notified with error cause “Cell unlock not possible due to license exceeded.”

At radio network plan validation RNC calculates the number of operational WCDMA cells that would be under RNC when the plan is downloaded. If the RNC calculated new RNC level number of operational WCDMA cells exceeds the number of RNC licensed number of cells, RNC rejects the plan with error cause “Licensed number of unlocked cells exceeded”.

In case operator installs and activates additional Carrier connectivity license capacity to RNC, RNC will apply the new capacity immediately without need for RNC restart.

4.3 Reporting carrier connectivityMML command 'W7I' is used for checking the current capacity usage.
