RSI: Some Clarifications
• NOT ONLY ON BLACKSPOTS
• MANDATORY ON TRANS-EUROPEAN NETWORK
• Any reason not to apply it on the rest of Road Network?

RSI-CONTENT
• Routine Inspections and Inspections of Road Works (Annex III of the Directive)
• Inspections undertaken regularly by Competent Authority
• Frequency Inspections as needed for adequate levels of Road Safety
• Member States shall adopt guidelines for Temporary Safety Measures to Road Works
• Appropriate Inspection Scheme to assure Proper Application of Guidelines

19
The Principles of RSI (good practice)
• Elements of RSI represent risk factors for accidents
• Standardized activities to ensure inclusion of all elements in a objective manner
• Use Checklists at least initially
• For each element included a standardized assessment should follow based on 3 categories:– Traffic hazard that needs immediate action
– Element is deviating from accessible standards but no short term action is needed. FOLLOW UP.
– Element complies with accepted standards and in good condition
IRF Road Safety Training Programme Nicosia, CY, 4.12.2008
20
The Principles of RSI (good practice) cont’d
• Document findings and propose safety measures in STANDARDIZED form
• Inspectors should be qualified for the job. Conduct regular meetings for experience and ideas exchange
• FOLLOW-UP of RSI findings. CHECK whether implemented or not.
