The 2018 measure (Proposition 3) that Michigan voters approved allows anyone who is registered to vote to request an absentee ballot without reason. Although Prop 3 is a welcomed victory for our voters, it offers minimal administrative relief to election administrators throughout Michigan. It offers no significant adjustment to the anticipated increase in absentee voter request. The measure coupled with COVID-19 guarantees that Detroit will count more than 150,000 absentee ballots for the November 3rd Presidential Election. As a result, Election Day will be more like Election Week. THE CHALLENGE In Michigan, our barriers to a successful election are legislative. No matter who the clerk is or which municipality or township being considered – because of our antiquated election laws, we know for certain that: 1. However, if it does, federal policies will play a major role in ensuring administrators have the tools they need to effectively manage the democratic process. WHAT YOU CAN EXPECT As a Detroit voter, you can be assured that the Detroit Department of Elections is working to ensure full access to the process and that Election Day will be known as Election Week; that way we can provide a seamless, unrushed process that will hold up to the standards of post-election scrutiny. LEGISLATIONAs we approach the forthcoming November 3, 2020, Presidential Election, many Detroiters are being safe by opting out of the traditional Election Day experience of casting their ballots at their neighborhood polling location and choosing to vote by absentee ballot. The 2018 measure (Proposition 3) that Michigan voters approved allows anyone who is registered to vote to request an absentee ballot without reason.

Although Prop 3 is a welcomed victory for our voters, it offers minimal administrative relief to election administrators throughout Michigan. It offers no significant adjustment to the anticipated increase in absentee voter request. The measure coupled with COVID-19 guarantees that Detroit will count more than 150,000 absentee ballots for the November 3rd Presidential Election. As a result, Election Day will be more like Election Week.

THE CHALLENGEIn Michigan, our barriers to a successful election are legislative. No matter who the clerk is or which municipality or township being considered – because of our antiquated election laws, we know for certain that:

Proposal 20-1A proposed constitutional amendment to allow money from oil and gas mining on 

state-owned lands to continue to be collected in 

state funds for land protection and creation and maintenance of parks, nature areas, and public recreation facilities; and to describe how money in those state 

funds can be spentThis proposed constitutional amendment would:

• Allow the State Parks Endowment Fund to continue receiving money from sales of oil and gas from state-owned lands to improve, maintain and purchase land for State parks, and for Fund administration, until its balance reaches $800,000,000.

• Require subsequent oil and gas revenue from state-owned lands to go into the Natural Resources Trust Fund.

• Require at least 20% of Endowment Fund annual spending go toward State park improvement.

• Require at least 25% of Trust Fund annual spending go toward parks and public recreation areas and at least 25% toward land conservation.

Proposal 20-2A proposed constitutional amendment to require a search warrant in order to 

access a person’s electronic data or electronic communications

• Prohibit unreasonable searches or seizures of a person’s electronic data and electronic communications.

• Require a search warrant to access a person’s electronic data or electronic communications, under the same conditions currently required for the government to obtain a search warrant to search a person’s house or seize a person’s things.

PROPOSAL NNEIGHBORHOOD IMPROVEMENT

BOND PROPOSALShall the City of Detroit issue bonds in an amount of not more than $250,000,000 for the purpose of paying the cost of neighborhood improvements in the City through property rehabilitation, demolition and other blight remediation activities?  The bonds will be payable from taxes the City is allowed to levy in addition to state statutory and City Charter limits.The total debt millage required to retire this proposed bond issue and all voted bonds of the City is estimated to remain at or below the debt millage levied by the City in 2020.  If approved, the estimated millage to be levied in 2021 for the proposed bonds is 3.114 mills ($3.114 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the proposed bonds is 2.665 mills ($2.665 per $1,000 of taxable value).  Each series of the bonds shall be payable in not more than 30 years from its date of issuance.

Regional EnhancementMillage Renewal ProposalPursuant to state law, the revenue raised by the proposed enhancement millage will be collected by the Wayne County Regional Educational Service Agency and distributed to local constituent public school districts including eligible public school academies within the boundaries of the Wayne County Regional Educational Service Agency based on pupil membership count.As a renewal of authority which expires with the 2021 levy, shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional Educational Service Agency, Michigan, be increased by 2 mills ($2.00 per thousand dollars of taxable value) for a period of six (6) years, 2022 to 2027, inclusive, to provide operating funds to enhance other state and local funding for local school district operating purposes?  It is estimated that 2 mills would raise approximately $90.4  million when first levied in 2022.The revenue from this millage will be disbursed to public school academies within the boundaries of the Wayne County Regional Educational Service Agency which are eligible to receive enhancement millage under the Revised School Code and the following school districts:Allen Park Public Schools, Crestwood School District, Dearborn City School District, Dearborn Heights School District #7, Detroit Public Schools Community District, Ecorse Public School District, Flat Rock Community Schools, School District of the City of Garden City, Gibraltar School District, Grosse Ile Township Schools, The Grosse Pointe Public School System, Hamtramck Public Schools, City of Harper Woods Schools, School District of the City of Highland Park, Huron School District, School District of the City of Lincoln Park, Livonia Public Schools, Melvindale – Northern Allen Park Schools, Northville Public Schools, Plymouth-Canton Community Schools, Redford Union School District, River Rouge School District, Riverview Community School District, Romulus Community Schools, Southgate Community School District, South Redford School District, Taylor School District, Trenton Public Schools, Van Buren Public Schools, Wayne-Westland Community School District, Westwood Community Schools, Woodhaven-Brownstown School District, Wyandotte City School District

GENERAL ELECTION

TO VOTE: Completely darken the oval opposite each choice as shown:

IMPORTANT: To mark your ballot, use only a black or blue ink pen. DO NOT USE ANY OTHER INK COLOR!

PARTISAN SECTION: To vote the partisan section of the ballot, you may cast a “straight ticket,” a “split ticket” or a “mixed ticket.”

Straight Ticket: Vote the party of your choice. Nothing further need be done in the partisan section. Split Ticket: You may vote a straight ticket AND vote for individual candidates of your choice. Mixed Ticket: Vote for the individual candidates of your choice in each office.

NONPARTISAN and PROPOSAL SECTIONS of the ballot (if any) must be voted separately.

DO NOT vote for more candidates than indicated under each office title.

WRITE-IN CANDIDATES: To vote for a candidate whose name is not printed on the ballot, write or place the name of that candidate in the blank space provided and completely darken the voting target area. This must be done even if you cast a straight party vote. Do not cast a write-in vote for a candidate whose name is already printed on the ballot for that office.
