MOT Update
• July 2012 – EU Commission issues a package of proposals for new
Regulations dealing with Periodic Testing and Roadside Inspections
• “....The objective of the proposal is to lay down updated harmonised
rules on the roadworthiness testing of motor vehicles and their trailers
with a view to enhance road safety and environmental protection”
• “.. The full potential of the EU single market is not being achieved,
since different Member States require different systems of testing and
there is no mutual recognition of the validity of tests.”
EU Roadworthiness Proposals
• Only proposals so nothing definite at this stage
• Not certain that these items will be implemented into any final legislation
• BUT also we cannot discount they may be implemented

In conclusion, the House of Commons considers that the one-size-fits-all approach proposed by the Commission is neither justified at a supranational level nor appropriate to national circumstances of vehicle testing.

The EU Roadworthiness Package is a wide ranging legislative proposal. It comprises of two regulations and a directive containing several detailed annexes. An initial assessment of the implications for vehicle examination in the UK was included in my letter to the European Affairs Committee of 8 October 2012. The EU have not been able to prove any significant improvements to road safety for the UK and, as such, I have opposed those measures that result in additional cost or administrative burden for the UK motorist or business.
What is our Governments Position?
• Increased training for Inspectors (Our NT’s)
• NT’s to act independently- a person who has performed repairs or maintenance shall not conduct a test on the same vehicle – “unless the supervising body assures itself that a high level of objectivity can be guaranteed”
• Minimum equipment standards are still in – but it is not certain if states can apply their own rules
• Testing of trailers 2,000Kg + & Caravan trailers 750kg +
• Testing of Motorcycles – including noise and emissions
Likely Items to survive
• Testing of light trailers, below 2000kg if not caravans
• Testing of tractors with a design speed in excess of 40km/h unless they are used for road haulage work
• An EU minimum test frequency of 4.2.1 for light vehicles
• More frequent checks for high mileage vehicles
• More negotiations between EU Council and EU Parliament in coming months
No support for:-
• Change of name again – was MOT Computerisation 2nd Generation
• RMI/IGA has been part of informal liaison groups over the last two years. A small official liaison group has now been formed
• Current contract with ATOS due end April 2015
• Last contract took 8 years from inception to roll out
• Contract could be extended, but would be costly
