Hello and welcome to the National Endowment for the Arts webinar on the Our Town program. This is Jason Schupbach, Director of the Design program. In this webinar well give you an overview of the program and review the important things to know as you prepare an application, well end with a Q + A session.

Were very excited that you all are interested in the Our Town program. We learned a lot from the first couple rounds of grants and weve made some changes from last year based on that experience.

I have with me here Jamie Hand, Design Specialist who runs the program. Jamie will be chiming in during the Q + A sessions.

We will give about a 15 minute PowerPoint presentation followed by the Q&A session. You can submit questions/comments at any time using the Q&A box below the PowerPoint. Lets go ahead and jump right in.1

Photo by Jeff Levy.As many of you know, Our Town will provide a limited number of grants, ranging from $25,000 to $200,000, for creative placemaking projects that contribute toward the livability of communities and help transform them into lively, beautiful, and sustainable places with the arts at their core. Specifically, though Our Town projects, the Arts Endowment intends to achieve the following Agency outcome: Livability: American communities are strengthened through the arts. 2In creative placemaking, partners from public, private, nonprofit, and community sectors strategically shape the physical and social character of a neighborhood, town, tribe, city or region around arts and cultural activities.

Improve their quality of life

Encourage creative activity. Create community identity and a sense of place.

Revitalize local economies.

LIVABILITYWe believe that Our Town projects will

5 Catalyze a persuasive vision for enhancing the livability of the community.

Support artists, design professionals, and arts organizations by integrating design and the arts into the fabric of civic life.

Reflect or strengthen a unique community identity and sense of place, and capitalize on existing local assets.

Proposed Our Town projects may include Arts Engagement, cultural planning, and design activities. Ill go through and give specifics now of what kinds of projects fall into these three categories.7ARTS ENGAGEMENT

Arts engagement projects support artistically excellent artistic production or practice as the focus of creative placemaking work, including:

Innovative programming that fosters interaction among community members, arts organizations, and artists, or activates existing cultural and community assets.

Festivals and performances in spaces not normally used for such purposes.

Public art that improves public spaces and strategically reflects or shapes the physical and social character of a community.

PROJECTACTIVITIES(Read slide)I just want to emphasize here that Our Town welcomes arts engagement activities from all disciplines, including dance, music, theatre, arts education, visual arts, museums and literature. (Vamp on Trey McI maybe.)8CULTURAL PLANNING

Cultural planning projects support the development of artistically excellent local support systems necessary for creative placemaking to succeed, including:

Creative asset mapping

Cultural district planning

The development of master plans or community- wide strategies for public art

Support for creative entrepreneurship

Creative industry cluster/hub development


Design projects that demonstrate artistic excellence while supporting the development of environments where creative placemaking takes place, or where the identity of place is created or reinforced, including:

Design of rehearsal, studio, or live/work spaces for artists

Design of cultural spaces new or adaptive reuse.

Design of public spaces, e.g., parks, plazas, landscapes, neighborhoods, districts, infrastructure, bridges, and artist-produced elements of streetscapes

Community engagement activities including design charrettes, design competitions, and community design workshops.


Activities that are not tied directly to long-term civic development goals.

Projects where the arts, design, or cultural activity are not core to the project's plan.

Capacity building initiatives for artists that are not integral to a broader civic development strategy.

Construction, purchase, or renovation of facilities.

Costs (and their match) to bring a project into compliance with federal grant requirements. This includes environmental or historical assessments or reviews.

Subgranting or regranting, except for local arts agencies that are designated to operate on behalf of their local governments or are operating units of city or county government.

Financial awards to winners of competitions.

Fund raising or financing activities.

With the eligible activities we just saw in mind, please note that Our Town funding CANNOT support the following activities. (Read slide.)

Lets spend a moment on the second bullet point its really critical that the projects you propose are ARTS-BASED PROJECTS. Since we are the National Endowment for the Arts, arts or design really does have to be an integral part of the work. We cant fund community facilities or public space or infrastructure upgrades unless theres a strong arts component.

Also -- there are a lot of questions coming in about the hard costs of construction or renovation for these types of projects we want to be very clear that we can only fund design and planning fees or phases of work. The ONLY time we as an agency can fund hard costs is if you are proposing the creation and installation of a physical piece of artwork. 11

REQUIREDPARTNERSHIPSNow on to partnerships.

A key to the success of creative placemaking involves the arts in partnership with a committed governmental leadership and the philanthropic sector. All Our Town applications must reflect a partnership that will provide leadership for the project. 12PRIMARY PARTNERS

Two primary partners required: a nonprofit organization and a local government entity.

At least one of the primary partners must be a cultural (arts or design) organization.

Either of the primary partners can serve as the lead applicant.

For organizations other than a local government, a public entity or nonprofit partner must be incorporated as 501c3 entities at the time of the application and must be able to demonstrate a three year history of programming prior to the application deadline.

REQUIREDPARTNERSHIPSThese partnerships must involve two primary partners: a nonprofit organization and a local government entity. One of the two primary partners must be a cultural (arts or design) organization. Either of the primary partners can serve as the lead applicant.

Youll see on the last bullet point of the slide some specific requirements for the nonprofit partner.

Beyond the primary partners described here, its important to note that additional partners are encouraged and may include an appropriate variety of entities such as state level government agencies, foundations, arts organizations and artists, nonprofit organizations, design professionals and design centers, educational institutions, real estate developers, business leaders, and community organizations, as well as public and governmental entities. Eligible local government partners include: Federally recognized tribal governments






Local arts agencies or other departments, agencies, or entities within an eligible local government may submit the application on behalf of that local government.



The following do NOT qualify as local governments:

state level government agencies

state higher education institutions

regional governments

quasi-government organizations (e.g., regional planning organizations, economic development authorities, business improvement districts, 501(c)(4) entities)

REQUIREDPARTNERSHIPSHeres some clarification on the entities that we do NOT consider to be eligible local government partners. 16RESTRICTIONS

Current Our Town grantees (FY 2013) and their officially named partners are NOT eligible to apply for FY 2014 Our Town funding. They may apply to the Our Town category again in FY 2015.

The designated state and jurisdictional arts agencies (SAAs) and their regional arts organizations (RAOs) may serve as additional partners, but NOT primary partners, on Our Town projects. All grant funds must be passed on to the other partners.

Applications accepted ONLY via Grants.gov.

Take care of your SAM and Grants.gov registration NOW. This is a multi-step process - allow at least two weeks.

Awards will be announced in mid-July.

Earliest start date for grants is September 1, 2014. Projects may last up to two years.

APPLICATIONSCHEDULEA couple notes with regard to this years schedule:

We are asking for full applications only no letters of interest -- due on Monday, January 14, 2013 at 11:59PM Eastern. We will be out over the holidays, like many of you, so if you have questions for staff we encourage you to contact us in early December.

All applications must be received via Grants.gov and we are very firm about not accepting late applications. So be sure to get your Grants.gov and SAM registration squared away FAR in advance of the deadline; allow at least 2 weeks for this process. Even if you think you have your SAM registration in place, double check it ASAP, as it requires updating annually.

Please note that the EARLIEST start date for Our Town projects is September 1, 2013 applicants are responsible for selecting their own start date, and projects can last up to two years from that time.
