1. Waste management target rate

The cost of responsibly dealing with our kerbside recycling (paper, cardboard and plastics) has increased due to international market conditions. To pay for this we propose to charge only those who use the service by increasing the targeted rate by $20 a year (or $0.38 a week) to $141.03 (incl. GST).

If we do not do this, we would have to fund the shortfall by increasing general rates for all ratepayers, including those who don’t get a kerbside collection service.

2. Refuse collection in former Auckland City and Manukau City

In the old Auckland City and Manukau City Council areas, households pay for rubbish through a targeted rate. This targeted rate no longer meets the cost of collection. In other areas, residents already meet the full cost of rubbish collection via pay-as-you-throw.

To cover this extra cost we propose increasing the targeted rate in these areas by:

$14.23 a year or $0.27 a week for a 120 litre bin (the total cost changing from $129.93 to $144.16 a year), and

20.91 a year or $0.40 a week for a large 240 litre bin (the total cost changing from $191.00 to $211.91 a year).

If we don't do this, we would have to increase general rates for all ratepayers, including those who live outside these two areas who would subsidise residents of old Auckland and Manukau City areas.

3. Waitākere rural sewerage service and targeted rate

Last year we consulted on removing the septic tank pump-out service funded by a targeted rate. While feedback indicated a willingness to go ahead with the removal in the Henderson-Massey and Upper Harbour local board areas, residents of the Waitākere Ranges local board area want to keep the service.

The cost of delivering this service is higher than the current targeted rate of $198.43. Our proposal is to recover the full cost by increasing the targeted rate to between $260 and $320 a year (incl. GST). This increase would apply from July 2021.

If we don't do this, the council could end the service, or continue to subsidise the cost of the service to septic tank users in the Waitākere Ranges local board area from all general ratepayers.

And do it across the city. Septic tanks are a significant source of pollution. They are frequently poorly maintained and and in frequently checked. A rea source of wate contamination of our streams and harbours.

In a city with so much infrastructure deficit their too many nice to have rather than need to have projects. Their is too much investment in the CBD and not enough on the outskirts.

We could make up the savings this would give us of $3 by having the $44/year collect interest in our own private accounts. There is really no benefit that can be seen here for rate payers. How are you saving on administration costs and how have you come to the amounts of savings you are listing? This is also not explained. Regardless, the amount goes up but we are now expected to pay years in advance. Also, If there was some indication of how the $74, 000 in savings for the council would benefit ratepayers then maybe it would be a more convincing proposal but it just appears we pay the council to hold onto our money and do nothing with it for years. It’s just ratepayers continuing to pay for things and receiving nothing for years. This is a poorly presented proposal.

I understand the falling prices for recycle material but I will be paying $5.5k in household rates for what? I have my own water and sewage system. I have no street lights or footpaths. My nearest bus stop is 6km away. Park and ride is a joke My nearest Library is 10km+ away My petrol and RUC taxes pay for the local roads. Cut the council budget - cut the number of council workers on over $100k, cut the numbers on more than $150k, cut the tourism budget ($48Million?) - we do not need to advertise for tourists in Auckland as the International Airport is the gateway for 70% of the tourists in New Zealand Get rid of the Oxymoron that is Auckland Transport - or call it by its proper name - the driver for Auckland congestion - Stop funding the blank cheque for The America's cup - what is that up to now? $350Million? Cut the council workforce and the Council budget before raising rates.

Bosher Road is fast becoming a optional route for heavy traffic as an alternative from SH1. This is a problem, however, as not all of the road is sealed. There are many acccidents on this road, and dust nuisance is very very high. We need more land opened up for housing, and yes I support the tip on the Done, because we need it! We need need need a supermarket, a multisport arena at Wellsford, maybe at Cenennial Park. We need more walking tracks, more picnic tables and bbqs.

roading is a huge problem in the Northwest. I do not support all the houses going in when there is little being done to fix the transport. The road needs to be four lanes from Brigham Creek through to Huapai. The lights at Station Road (was going to be a roundabout) are just going to make things worse. The recycling waste only comes every two weeks. I have to drive it 800m to put by kerbside as your driver says he cannot come the 400m to my property as he cannot turn round. Like all your sub contractors pure and utter laziness. I should be billing you for the mileage, especially as i do not posses a trailer or tow bar. Obviously m if the council bought me either might be a little easier, but still lazy as hell. The weekly collection Again they do nothing for us, we buy the bags and have to take to a central point so he can rush around and not get too many stops. Again I have to take it 800m, not to the bottom of my drive. Pure and utter laziness , but then you go cheap you monkeys. This also means I have to get it there late the night before or early next morning, despite them never being on time, thus extra fuel costs to me

While it makes sense to continue to plant trees, you really need to consider some form of aftercare. So many new developments have trees planted as the pattern is laid out, but no-one seems to have responsibilities to care for the trees after they are planted, so the overview is of neglected and dead trees. Agreed that the weather has been exceptional but even before this summer dead trees in new developments were a problem. Further very large numbers of mature trees have been removed as new properties are built. Often trees which in the past have had preservation orders on them have been removed. Can you re-think your policy on mature trees? There are stories of builders having structural inspections while building, then removing, for example, metal structure work after the inspection and using it in a subsequent building. Random spot re-inspections would be worth considering. Can you discuss with government (unless you can do something at local level) the issue of empty properties. Over The Christmas holiday period 2019/20 the sewer output from Jones Road was pouring into Whangateau Harbour.. We live on an acreage in Kumeu, and our waste footprint is low. Our recycle bin goes out when filled. About every two months. I would favor a monthly collection, bringing the cost down considerably, and eliminating the need for an increase.

This increase is on par with what I pay for our private collection, in fact it's actually cheaper. Once again, it should be user pays and if costs have increased for this service then the target rate should also increase. It is unfair to other rate payers to subsidize the selected few.







I'm in the old Rodney district and have to pay retail pricing to get our septic tank emptied. Not all Waitakere septic users are aware that they are paying for this service, personally I think the service should be scrapped as it should be up to the homeowner to source a company to do this service, it will free up council staff's time and administrative work by not having to arrange the servicing to be done. Also could save the council money as clearly the costs of offering this service has increased - or you wouldn't have to increase the targeted rate in order to recover the full cost.

Waster collection is not available to us - we have to pay for private collection on contract so I support user pays and would be most unhappy to have to pay for collection in another part of the city especially when we don't have that service provided to us by the council now.







Again this is not a service available from the council for us and we pay way more for a private company to clean our septic tank so for the residents of the Waitakere Ranges this is a very good rate despite the increase in cost.

I have a question about the swimming pool inspection fee. If there is an annual fee paid rather than a fee at the time of inspection and during the three year period prior to the next fee the swimming pool is removed, will those annual payments of $40 be reimbursed? If not I don't believe that to be fair to pay for something in advance like that. Has that been accounted for? It would seem that the administration overhead of processing annual payments would be the same if not more than a payment every three years which is tied to an inspection appointment and invoicing for any additional inspection visits. I can't see that swapping to annual payments would be a saving.

That passing lane up the hill isso dangerous and should be made into a 'turning right lane' from the bottom of the hill so thatpeople can safely turn right at the top of the hill. That junction by boric needs to be a roundabout/traffic lights or similar. I think there is also a requirement to make SH16 in Huapai safer. Annual pool inspection. If this is to change from 3 yearly to annually, there need to be clearerguidelines around what is and isn't acceptable around the pool area. We failed our pool inspectionlast year due to having the wrong type of bush outside the pool fence. This was not clearly statedon the council list around the types of plants that were and were not acceptable. Also, the windowfor the council visiting to complete a pool inspection was too long. The guidance was that if thereare dogs on the property then the inspector would not complete the inspection and we would becharged anyway. However the window for visiting was a period of days. If we were provided aspecific day and time i.e. between 8am - 12pm on Tuesday 3rd March then I can be home with thedogs to ensure the inspector can proceed.

I believe it is important from a transparency and fiscal governance perspective that the charging and invoicing for inspections ONLY be allowed to occur when an inspection has physically happened. To “accrue” an annual charge irrespective of the occurrence of a physical inspection is both not sound practice, but also must lead to more administration not less in my opinion. If an inspection is not carried out until year 4, for whatever reason, the next inspect should be set at 3 years from the physical inspection, not 2 years (to catch up to the charging expectation). This would require systems to adjust the accrued, and my faith in the Council is low on systems. If the council wanted to maximise limited resources I would recommend the council require a current email address be maintained, and the council move the average inspections out to say 5 years. The council could send automatically an email at the end of 2 years asking the ratepayer to declare, using this type of

internet technology that the pool complies with ..... (list of standard things - fully fenced, at the minimum height, compliant self closing and lockable gate, complies with the pool fencing act). Having done this the pool goes into a random selection process. The pool may or may not be chosen in year 3 for inspection, as the council can rely on the declaration. If no declaration is made the pool must be Inspected in the relevant year. if there is a fault there should be a fine- gradient of level of risk. If there is a fault when a declaration has been made there should be a more punitive fine, and the next inspection must be no more the 3 years out. In my opinion the level of preventable deaths does not justify the over the top system proposed. What I propose above would lead to less inspections on average, more compliance, and still achieve the policy objective of reviews of the fencing etc by the ratepayer. Ultimately if there is a serious incident that could have been prevented it would be the owner who should be culpable. You want to save money - stop the rail link before it totally cripples Auckland. I will never go into the inner city - we shop elsewhere, and always will now. Why should I pay for someone else’s political folly!! I DO NOT SUPPORT 3-yearly inspections for existing pools. As a swimming teacher with 30years’ experience, I am absolutely certain that this exercise and associated fee is a useless wasteof ratepayers’ money. It incenses me that this arbitrary regulation was a knee-jerk reaction toWater Safety NZ's request for Council's assistance (and yes, I supported it initially) to reduce thenumber of preventable drownings. Yes, we DID need pool owners to take responsibility forensuring their pool was safe from accidental drowning where previously there was no formalmonitoring. The Building Code has been rewritten in that time. Drowning Prevention Auckland's

statistics show that there has been on average less than 1 death by drowning in a home pool (inAuckland) each of the past 4 years. The details of these sad and preventable drownings are notdivulged; however it is an unfair burden to put the substantial cost of checking ongoing complianceupon many, who have already had their pool fencing passed upon initial construction, and by past3 yearly inspections, to prevent 1 death among 1 million. That is an emotional overreaction, not alevel-headed governance decision. Do you reinspect buildings, fireplaces etc for continuedcompliance? I’m thinking of death by fire that could be prevented by more stringent buildingconstruction practices and fire prevention systems, as well as fire alarms – are you going tointroduce regular inspections of homes with sources of fire ignition? That would be a glaring over-regulation. To treat home pools differently is irrational. The Building Act 2004 doesn’t explain whythere is a need to reinspect. Is it because pool owners have been proven to be negligent? Morenegligent than the person who forgets a pot of fat on the stove? Water safety education is theanswer. Not more red tape and bureaucracy, and consequential unnecessary financial burden onratepayers. As a footnote of interest: my own compliant pool can only be accessed by invitationonto a private gated estate – or by crossing a river. An accidental drowning on my property wouldbe a tragedy, but not one of Auckland Council’s business.

We need to have the $121mil new road sealing budget spread evenly over the 10 years & not back loaded. It is totally inequitable that AC has lowered the spend in the 1st 5 years to $5mil pa so that it can fund larger project spending in central Auckland (CRL). Those large projects should be fully funded from external funding sources & not from rates. Our rates should be used for running the day to day operations of AC plus normal levels of capital expenditure such as new road seal, new parks, new equipment. Diverting rates to fund overruns on major capital works is not an acceptable use of our rates. I am a resident of Rodney District & am very unhappy with the service that AC provide for our extremely expensive rates payments.

In principle I support this because those who don't receive the kerbside recycle collection should not have to pay. However now is the time to improve education on HOW to recycle and WHAT is recyclable as I know much of what is collected as recycling does end up in landfill because whole truckloads are contaminated by inappropriate and unclean items. It is pretty easy but everyone needs to do the right thing. Also need to provide easy options for items such as small batteries and e-waste to be collected and recycled. Consult with Central Government on recycling initiatives and overall staregy.

I support most of the priorities The North Rodney targetted rate supposed to be allocated to speed up the sealing of our gravel roads must be spent only in the area of those who pay it. It must be portioned out and spent yearby year. For those of us living on busy gravel roads the dust created rolls over our houses, on to the roof and into the water tank. If doors or windows are open it comes inside as well. Fix the roads.

It is no good talking about and putting ratepayer money into protecting our waterways, rivers and harbours and enabling a new huge landfill to be constructed on a huge waterway network in an area that has already been identified as a potential water storage area for the growing Auckland City. I know that there is a resource consent process that has to be followed by Council ( it should have been stopped at Central Government level) but how is it right that a small community has to fund an opposition to this project. A new strategic, all encompassing plan needs to be set in place to address issues of waste creation and disposal, protection of our environment and security of the water supply for this lovely city.
