Monmouthsire Youth Service

Our Purpose:- The youth service is an integral part of MCC’s Enterprise and Innovation Directorate. We work with young people aged 11-25 across the county supporting them through informal learning. We enable young people to socialise in a safe and empowering environments, where they grow from dependence to independence. The Purpose of this Role:- As an Engagement Worker you will be required to provide opportunities and develop an environment which reflects the needs of children and young people within their locality. An an Engagement Worker you will pro-actively engage with children and young people in a variety of settings, by forging links in the heart of their communities. You will also be required to work in partnership with other services, organisations and local communities to ensure optimum services are avaible to children and young people. Expectation and Outcomes of this Role:- You will be expected to ensure the smooth coordination of a youth offer for children and young people in Monmouthshire to ensure optimum opportunities are available through shared ownership with partners. Your responsibilities are to:-

Duties:

1. Develop opportunities that enable members of local communities and partners to contribute to the planning and delivery of children and young people’s services and to ensure that activity reflects the needs of children and young people.

2. Stimulate creative dialogue to offer the opportunity for local people, people

who use services, staff and volunteers to explore current and new ways to support children and young people.

3. To work with and support staff to develop community engagement across the county including holiday provision; community events and MCC events.

4. To work collaboratively with all agencies who work with children and young people including voluntary sector organisations to maximise access and use of resources

5. To provide support to services to enable engagement and consultation with communities and service users.

6. To gather community and service user intelligence to contribute and inform

community profiles, and a proactive engagement plan.

7. To produce a ‘Youth Offer’ for children and young people in Monmouthshire to ensure optimum opportunities are available through shared ownership with partners.

8. To be responsible for the promotion and organisation of local community

engagement and listening events relevant to children and young people.

9. Maintain monitoring information, and write reports when required.

10. To ensure that local and national frameworks, plans and strategies are embedded within the service delivery.

11. To contribute to the development and realisation of the Youth Offer Framework.

12. To work to the standards of the Principles and Practices of Youth Work and the National Occupational Standards for Youth work.

13. To ensure that all data is collected in an appropriate and safe way and meets the requirements of Management Information Systems/Welsh Government guidance. Information collated should be robust and meet Outcomes Based Accountability requirements.

14. To exercise proper integrity in respect of confidential matters and personnel information obtained during the execution of the duties of this post.

15. To carry out any duties and responsibilities required under the Data Protection Act(s) 1984 and 1998, in particular, to take reasonable care that no unauthorised loss or disclosure of personal data occurs.

16. To ensure that health and safety duties and practices are carried out by all provisions or as detailed in the Council’s Health and Safety Policy, and to ensure that centres and services to young people comply with current legislation.

17. To work in collaboration with the Designated Officer for Safeguarding/Child Protection to be aware of the LA policy on Safeguarding and Child Protection and that all policies and practices are in line with the All Wales Child Protection Procedures. To make referrals to Children’s Services in the event of a disclosure and/or concern that a child/young person is ‘in need’ or at risk of significant harm. To maintain accurate, confidential and up to date documentation on all cases of safeguarding and child protection.

18. To ensure that the Council’s responsibilities in relation to Equality and Diversity are met and to ensure that the Youth Service outcomes relating to the Welsh language are achieved.

19. This post carries with it unsociable hours, evening and weekend work to meet the needs of the service

Person Specification

How will we know if you are the right person for the role? As the successful candidate you will have demonstrated:-

1. Nationally recognised Youth and Community Work qualification or equivalent

2. 3 years experience of working with young people 11-19, particularly those who are most vulnerable and hard to reach.

3. 3 years experience of working with other services to enhance provision for young people in local communities

4. Experience of delivery and facilitating programmes, projects and meetings.

5. Ability to work on own initiative and as part of a staff team.

6. Commitment to delivering an efficient and effective service where the involvement of children and young people should be paramount.
