Clusterization as a strategic priority

In 2013 MGUTU (Moscow State University of Technologies and Management) started working on development and realization of cluster initiatives in reliance on the provisions of "Concept of Long-term Socio-Economic Development of the Russian Federation for the Period up to the year 2020" and other regulations:

1. Internal documents governing the activities related to the creation of clusters were adopted;

 2. Workgroups and project office for development of cluster initiatives were created; 3. Communication with federal and regional government agencies responsible for

cluster development (Cluster development centers, Investment and Business departments) and development agencies (Rosagroleasing, The Agency of strategic initiatives etc.) was established. The work on creating a network of clusters (more than 20 clusters) including those located in areas of compact settlement of the Cossack communities is in progress.

 

The realization of cluster initiatives has become one of the University’s top strategic priorities

INNOVATIVE TERRITORIAL TECHNOLOGICAL CLUSTER “VYAZ”

GOAL• Creation of an innovative territorial

technological cluster by integration of agroindustiral enterprises and organisations for the production of agricultural goods using innovative technologies

OBJECTIVES• Substitution of import by supplying central

regions of Russia with high-quality domestic products

• Complex waste utilization, environmental conservation, creation of jobs in the region, providing support to farming households and enterprises

• Increasing competency in the fields of waste utilization and ecological protection

INNOVATIVE TERRITORIAL CLUSTER “SCHOOL MILK OF BASHKORTOSTAN”

GOAL

• Creation of an innovative territorial technological cluster by integration of agroindustrial enterprises and organizations to ensure stable supply of milk as a source of supplementary nutrition to children in educational facilities.

OBJECTIVES

• Production of milk rich in useful nutrients taking into account the deficit of microelements observed in the Republic of Bashkortostan

• Attraction of investment to and creation of jobs in the region, providing support to farming households and enterprises

• Increasing competency in nutrient-rich milk production

• Research, methodological and educational functions

• Active, received support from the Ministry of agriculture of Bashkortostan in 2014

GOAL

• Creation of an innovative territorial cluster by integration of enterprises, research, academic and other institutions to ensure the supply of ecological packaging to local food producers

OBJECTIVES

• Substitution of import by implementing innovative technologies of package production

• Attraction of investment to and creation of jobs in the region, reorientation of loss-making regional enterprises

• Increasing competency in package production

THE COSSACK AGRO-ETHNOTOURISM CLUSTER “COSSACK STANITSA XXI CENTURY”

GOAL

• Encouraging cossacks and citizens of the region to settle in underpopulated villages

OBJECTIVES• Creation of peasant farming enterprises

engaged in miscellaneous complementary activities under common plan and management

• Production of environmentally friendly goods under a cossack brand name

• Promotion of agro-, ethno- and eco-tourism, creation of conditions for Cossacks to live in accordance with their traditional way of life

• Increasing academic competency in the framework of continuous education for cossacks

• Integration of confectionery-producing enterprises, producers of raw materials and equipment for research on and production of confectionery

• Substitution of import by implementation of innovative organizational technologies of production of confectionery sub-components not produced in Russia

• Ensuring the development of the system of training, re-training, recruitment and adaptation of human resources for the cluster enterprises (including academic and engineering staff)

• Increasing competency in organization of confectionery sub-component production

• Creationg of an agroindustrial cluster by integration of enterprises and farming households for complex cattle and swine processing

OBJECTIVES

• Substitution of import by supplying central regions of Russia with high-quality domestic meat products

• Attraction of investment to and creation of jobs in the region, providing support to farming households and enterprises

• Creation of a meat product trademark under a Cossack brand name; establishment of sales channels including own distribution network

• Increasing competency in production and sales of meat products

• Research, methodological and educational functions

GOAL

• Creation of an agroindustrial cluster by integration of sugar refinery, beet-growing economic units, Salsky Cossack lyceum and farming enterprises for production and processing of sugar beet

OBJECTIVES• Import substitution of sugar and sugar-

based products.• Attraction of investment to and creation of

jobs in the region, support for farming households and enterprises .

• Establishment of a work training center to ensure supply of skilled labour to the cluster’s enterprises.

• Increasing competency in production of sugar and sugar-based products

• Research, methodological and educational functions

GOAL

• Creation of a territorial cluster by integration of agricultural and industrial enterprises to ensure efficient use of land and labour

OBJECTIVES• Implementation of innovative technologies

of grain production and storage• Attraction of investment to and creation of

jobs in the region, providing support to farming households and enterprises

• Foundation of a brick and wall block producing enterprise to ensure steady employment rates among the local population throughout the year and growth of welfare

• Increasing competency in grain production and storage

• Research, methodological and educational functions

• Creation of a territorial cluster by integration of agricultural and industrial enterprises to ensure beneficial economic and social conditions for the Cossack communities and food security of the region

• Foundation of a livestock breeding enterprise in Shingonsky district and creation of sustainable fodder resources base

• Creation of a wholesale distribution (logistics) center for agricultural product processing and sales

• Development of Yepifanovka rural community in coordination with the orthodox temple, creation of metochion selling eco-products

• Increasing competency in agricultural product processing and sales

OBJECTIVES

• Agroindustrial cluster ( development of milk-and-meat livestock breeding, Агропромышленного кластера (развитие мясомолочного животноводства, vegetable and berry produce, production of honey under the brand name “Cossack honey”)

• Fishery cluster (fish growing and sales, sports fishing)

• Tourism and recreation cluster (development of ethnic and rural tourism, establishment of field educational Cossack center and cynological center)
