Strategy for eCall deployment in Romania
3
• Decentralized 112 system

One dedicated national network that connects
all PSAPs and all emergency agencies

eCall Centralized approach
4
Project Consortium
5
• National consortium
• Supporting partners
Challenges encountered at national level
6
• Seamlessly integrate the eCall service in the existing 112 system without changing the current system architecture
• eCall was integrated at national level in the 112 PSAPs and in all the emergency agencies
• Two different interfaces with other systems were implemented:
– EUCARIS for obtaining more information about the vehicle
– Traffic Management Centre for network management and traveller information
National eCall Architecture
7
Main issues and impact on eCall deployment
8
• eCall solution is already implemented and deployed at national level but the system uses eCall flag which isn’t implemented by all operators
• Define the information fields that are needed to be retrieved from EUCARIS
• Defining procedures for cross-border handling of eCall
Traffic Management Centre Interface
9
Tested solutions/countermeasures
10
• 32 test sessions covering 10 counties
• More then 3000 km on-road testing completed
• Urban, rural and low-signal areas were covered
• eCall flag implementation tested at national level for one operator
• Tested the full chain of emergency management
eCall Centralized approach
11
EUCARIS Interface
12
• An interface with EUCARIS has been implemented in order to retrieve additional information about the vehicles involved in the accident

Display MSD to the 112 Operator
Query EUCARIS with
the VIN
Display MSD to the Emergency Agency Operator
Store the information on a
local server

Operator (on demand)
Recommendations to other countries willing to implement eCall
13
• Two of the most important aspects of a successful eCall deployment solution are:
– Interoperability
– Harmonization
• A technical solution chosen and tested only in a laboratory environment can not certify a successful implementation for live operation
• A successful eCall solution implementation can bring value to other services (ex. Traffic Management)
Recommendations to other countries willing to implement eCall
• The corellation with the existing 112 system must be taken into account when implementing eCall in in order to ensure optimization and integration
• A successful eCall solution must be focused on the entire chain of emergency management, not only on the main actors of eCall (IVS / MNO / PSAP)
