The September meeng will take place on Tuesday, September 24 in the main meeng rooms of the John Marshall Li- brary. The Rose Hill Civic Association is celebrating the community’s Sixth Fifth birth-day. The new signs are up at the main entrance at Rose Hill Drive and Franconia Road as well as all other entrances to our neighborhood. And, we have new Tee shirts that include the logo.

What’s more, RHCA will be giving away FREE Tee Shirts to five lucky members at both our Sep-tember and October meetings. The September meeting will take place on Tuesday, September 24 in the main meeting rooms of the John Marshall Li-brary. Captain Gregory Fried, the new commander

of the Franconia station, reports that Fairfax County

detectives are continuing to investigate and evalu-

ate information concerning the shootings July 2 near

the recording studio in the commercial enclave that

backs up to Climbhill Road. Captain Fried says the

investigations have been hampered by the fact that

the victims in the case have refused to talk. If any-

one has any information, they are requested to con-

tact the police.

Not much has changed since the well attend-

ed community meeting in July at Rose Hill Elemen-

tary. A few speakers that night cautioned the police

about profiling potential targets of the investigation.

For whatever the reason, or whoever is involved,

RHCA is interested in making sure the perpetrators

are apprehended and proper steps are taken to

keep our community safe. Everything else pales

when our safety is concerned. The Highland Park

Swim Club and individual residences were threat-

ened by the gunfire. They have been other instanc-

es of shootings on our streets recently and we are

concerned. The captain indicates he understands

our concerns and the police have taken steps to

help make sure it doesn’t happen again. We need

to support the police investigation, no matter

where it leads. We have noticed police patrols in

the vicinity of the commercial area late at night.

There have been two arrests in connection

with shootings in the same location last February.

Let’s hope those responsible for the July shootings

are found and arrested and nothing like this hap-

pens again.

household or family in line to be honored in our

veteran’s display. The only requirement is that the

person live in Rose Hill or has family still living here.

Sign honoring deceased members are never dis-

carded. Contact any of the RHCA officers to make

sure your veteran is on the list.

We will be extremely pleased to add the name of Emily Fleisher to the list of those who are serving or have served in the military on Veteran’s Day this November 11. Since the date falls on a Monday, we will erect the signs in the front yard of the Krause residence across from Rose Hill Elemen-tary of the previous Friday. They will remain up un-til two days after Veteran’s Day. We will begin plac-ing sign at 11 a.m. on Friday, November 8 and begin taking them down at 1 p.m. on Wednesday, November 13. Volunteers are invited to help in this meaningful expression of our support for all our veterans, past and present.

The Rose Hill Meadow development has been approved and soon will start to become a reality. The last step is for the developer to post the bonds neces-sary to guarantee items required will be implemented. RHCA has worked with the County and the developer to answer the concerns of neighbors on Willowood Lane, Bee Street, Lark Lane, Rose Hill Drive and Sturbridge Place. Because of our input, numerous changes have been made to the original plan. Although this is a by right development at the R-3 level (three units per acre), RHCA was able to point out some deficiencies that would affect the neighbors. We met numerous times with the developer and twice with the county staff. The major change had to do with storm water management to protect adjacent homeowners.

Development of this property will affect the neighbors, however, especially those on Lark Lane, the only access to the property. Unfortunately, those who live on Lark Lane can expect disruptions as trucks and workers enter and leave the property during the pro-cess. We have asked the developer to prohibit workers from parking on Lark Lane. He has agreed. Christopher Companies, the same developer who built the houses on May Boulevard where the silos once stood, will build the 16 houses. Expect the same style and price as the May Boulevard project. As this project nears completion and the build-ing begins, another is just starting. The Virginia Hills Bap-tist site across Telegraph Road from Rose Hill is pro-posed to be redeveloped into a new church and senior living facility. The Brightwood Senior Living company proposes to build a new church for Virginia Hills Baptist and a senior rental facility of 150-plus units. The access will be rearranged to make it compatible with Wil-lowood Lane across the street.

This is a different product than we have seen in other nearby senior projects in that seniors over 55 will rent month-to-month rather than buy a unit and pay for services. Monthly rentals for space and services will be in the $3,000-to-$4,000 market range, according to the

company. Brightview operates several communities in the Mid-Atlantic area, including several in Northern Vir-ginia. Company representatives say their experience is that the average age of residents is in the 80s. There are no set asides for low and moderate income units alt-hough some renters may receive a federal, state or county subsidy. Parking on site will be shared with the church.

This project requires a rezoning with public hearing. Community representatives from Rose Hill, Vir-ginia Hills and the nearby Mission Court community al-ready have begun to meet with Brightwood. The Planned Development Commercial (PDC) category is being requested. We need to make sure the senior housing project is proffered so as to bar any retail com-mercial on the property. Meetings also are expected to be held with County zoning staff representatives. If you would like to be involved, please let us know.

As you may know, Top Golf is moving from its location on South Van Dorn Street to National Harbor on the Potomac across the Woodrow Wilson Bridge in Prince George’s County, Maryland. Already, there is a project proposed that is in excess of the current zoning and has a new connection to South Van Dorn Street be-tween the traffic lights at Castlewellan Drive and Kings-town Village Parkway.

The zoning category requested is Planned De-velopment housing (PDH) at 12 units per acre. The resi-dential portion of Kingstowne is PDH-4. The current shopping center is Planned Development Commercial (PDC) and the buildings behind the Walmart are high quality industrial. The proposal, which requires an amendment to the comprehensive plan, is currently being discussed. Adoption to the comprehensive plan amendment will set the stage for the rezoning.

In addition to townhouse and apartment style residential, the project will include a commercial center. This property originally was sought as a part of Kings-town, but the owners would not sell. After an estate sale, it developed into Top Golf, raising the value of the land. Raising the unit count on this property through the comprehensive plan sets a dangerous precedent for nearby property. Another entrance on already busy South Van Dorn Street doesn’t make any sense.

Commercial Parking

Residents are reminded that the Fairfax County Zoning

Ordinance, as it applies to Rose Hill, allows ONE com-

mercial vehicle per address. The vehicle CANNOT be

parked on the street. It must be in the driveway. Ve-

hicles above a certain size are not allowed to park any-

where in a residential district such as Rose Hill. This

does not apply to vans or trucks parking temporarily

to make deliveries. Commercial vehicles make it even

tougher to navigate our narrow streets. Violations

should be reported to the police non-emergency num-

ber (703-691-2131).

Traffic Signal Changes on Franconia Road

Having recently completed a “pedestrian island” to help those crossing Franconia

Road at Westchester Street, the Virginia Department of Transportation has turned its

attention to the signalized intersection of Rose Hill Drive and Franconia Road. Improve-

ments designed to make it easier for pedestrians to cross and a new flashing caution light

for westbound traffic are in the works. The regular green left turn signal will remain, and

the flashing caution yellow left turn light will appear when both directions on Franconia

Road have the green light.

Just how that is going to improve pedestrian safety is unclear. RHCA has sent along

its concerns and is in contact with the project manager if you would like to voice your

opinion. We’ll forward any comments. RHCA has been assured that any intersection im-

provements will have no consequences for our entrance sign or the plantings at its base.

To repeat, your donations allow RHCA to contract for seasonal plantings to make a pleas-

ant entrance feature for our community.

New Army Museum To Open At Fort Belvoir

The new Army Museum will open at Fort Belvoir June 4, 2020. Too bad they couldn’t

wait two days and have the opening on the anniversary of D Day! (For those who don’t

know, D Day on June 6, 1944, was the start of the Allies invasion to liberate France, end

both Nazi Germany’s occupation and World War II.) The Army Museum will be located on

Richmond Highway (US #1) in an area accessible to the public near the main gate. Admis-

sion will be free although tickets for a specific day and time will have to be obtained in ad-

vance. The 185-square foot facility will track the 244-year history of the United States Army.

Although located on a portion of Fort Belvoir, funds for the construction and equip-

ment at the museum were raised privately. The facility will include food service for both

groups and individuals and a Museum store. Information as to the method of obtaining tick-

ets will be forthcoming next year. The Army Museum joins Mount Vernon and Woodlawn as

historic attractions to the area. George Washington was the first general of the Continental

Army that earned our freedom.
