  • Background

    Nov 12, 2013 (Tuesday) 4 days after Yolanda, D3780 formed a task force composed of representatives from RC Loyola Heights, San Francisco del Monte and New Manila East. They met the following day to discuss what Rotarians can do to help in the devastation brought about by typhoon Yolanda.

    It was agreed in the said meeting that a Command Center be established at Ormoc City to serve as the nerve center of the activities of the District and all Rotarians of the world. All Rotarians and clubs are encouraged to use the center to serve as their clubs center of activities in case they wish to help and provide assistance to the victims of Typhoon Yolanda. The center will be called Rotary Care Center of Rotary International.

  • Background Why Ormoc City?

    a) RC Ormoc City, a sister club of RC Loyola Heights and whose members are known to the task force, is willing to work jointly with us;

    b) We are in the opinion that at the initial stages, Tacloban will be chaotic and it will be safer and more effective to start at Ormoc.

    A Needs Assessment Team was sent to Ormoc Thursday, Nov 14, to find out the conditions in the area such as: immediate need of intended beneficiaries, logistical requirements, security, organizational infrastructure, sleeping quarters, physical hygiene provisions for volunteers, area of operation, beneficiary selection, community cooperation, transportation possibilities, etc.

    Upon return of the needs assessment team, the task force met Saturday morning Nov 16 to hear the assessment report. Consequently, the task force decided to immediately send the first team to Ormoc.

  • Background

    A coordination meeting was held Sunday night Nov 17 to schedule the volunteers to mobilize. First group to leave Thursday (Nov 21) for Ormoc, to immediately implement the assistance program. Thereafter, replacement volunteers were scheduled subsequently and were given assignments to leave for Ormoc at later dates for project sustainability.

    Task force met with DG Francis Rivera Monday Nov 18, during lunch with a visiting Rotarian, PP Tetsuzo Fukuda of RC Nagoya-Wago, Japan, to get last minute instructions and guidance regarding the relief and rehabilitation efforts to be initiated by RI D3780. The Rotary district of DG Tanaka through PP Tetsu expressed their strong intention to help and provide financial support to the project.

  • Summary of Planned Activities Relief Operation Stage The project : Soup Kitchen/Feeding Center Venue : Linao Elementary School. The site is located within

    Ormoc, 2 kms from the city proper, being used as evacuation center with 1,500pax, with fence, one entry, one exit, security may be controlled, cooperation of evacuees and teachers are excellent, theres little assistance reaching the area specially food.

    Primary activities : Feeding 1.5K pax, once or two times a day Costs : P2.0 Million, P30/day/pax, plus contingencies Target Duration : 40 days, sustained Participants : Rotarian volunteers from RID3780 & RC Ormoc,

    teachers and evacuees Volunteers shall be responsible for their own transport

    expenses and personal upkeep. Volunteers are advised to serve and not to be served.

    Uniforms : Volunteers are advised to wear Rotary T-Shirts or vest

    Recovery Stage:

    Project Activities : Providing for motorized fishing boats to fishermen at Ormoc and nearby towns who lost their livelihood from the typhoon

  • 13 days when Typhoon Yolanda hit landfall at the Province of Leyte, Rotarians from District 3780 on November 21, 2013, boarded the plane to Ormoc through Cebu City, carrying kitchen equipments and food supplies

  • Upon arrival 3:30 PM at Ormoc City via a ferry boat from Cebu, District 3780 were greeted by officers and members of RC Ormoc District 3860 led by its President Troy Bumagat.

  • The project site: LINAO CENTRAL SCHOOL, Barangay Linao, Ormoc City, secong biggest elementary school in Ormoc with more than 1,600 students and house to more than 500 evacuees victims of Typhoon Yolanda

  • From the Ormoc Pier, D3780 immediately proceeded to Linao Central School and met with its counterpart RC Ormoc and signed an agreement of partnership Defining their respective task in implemeting the project.

  • With no electricity, D3780 & RC Ormoc continued their meeting in candle light

  • Second Day at Ormoc City Dont worry Leyte, Rotarians are here and help is coming!!

    Rotarians from District 3780 and Rotary Club of Ormoc D3860 established a soup kitchen November 22, 2013 within two weeks from Typhoon Yolanda at the Linao Central School, Barangay Linao, Ormoc City. Immediately thereafter, Rotarians started feeding more than 1,000 hungry evacuees and residents at the school. Even volunteers from Shelter for Humanity shared in the food being given to the beneficiaries.

  • After conducting a needs assessment, RI D3780 established a Rotary Care Center at Linao Central School, Barangay Linao, Ormoc City in partnership with Rotary Club of Ormoc

  • Next Steps Particulars for the Rotary Care Center

    First Phase Soup Kitchen, we will continue feeding 1,500 hungry children and victims of the typhoon primarily from Barangays Linao and Naungan, Ormoc City for a minimum of 40 days. School classes resumed Dec 2, 2013 and evacuees returned to their homes. We will continue to feed the children in school since they have no food to eat in their own homes.

    Second Phase Rehabilitation of school buildings particularly fixing the roofs. Some buildings fixed by Rotarians are now being used by the school children. School supplies were also donated by Rotarians for the use of returning students.

    Third Phase Livelihood project, by providing fishing boats to fishermen affected by the typhoon. The areas we are helping are all coastal areas and depended on fishing as their main livelihood. 95% of fishing boats were lost rendering the victims with no means of livelihood. Fishing boats will be given as a venture capital managed and operated by responsible small fishermen cooperatives. Capability and management competency building will coincide with the project to ensure the projects success.

    Expansion- The Rotary Care Center expanded its operation to Tacloban

    City and other areas badly hit by the typhoon feeding another 1,250 persons per day.

  • On December 18, 2013, while the Task Force Yolanda were in Tacloban City, we received good news that the district of DG Masanori Tanaka and PP Tetsuzo Fukuda of Nagoya, Japan, transmitted US$ 40,000.00 to our RCNME Community Development Foundation, Inc. account at the Philippine National Bank to provide immediate support to the project. RCNME Community Development Foundation, Inc. is the foundation arm of the Rotary Club of New Manila East, RI D3780, who is spearheading the Task Force Yolanda. Thank you very much DG Tanaka and PP Tetsu!! Thank you RC Onchan, RC Settle and RC Leeds Elmete!! Thank you Rotarians of District 3780!!

  • Accomplishments As of December 19, 2013

    Continuous feeding of typhoon Yolanda victims for 29 days (sustained feeding) of 1,500 hungry children and adults at Barangays Linao, Naungan and Punta, Ormoc City. The feeding at Ormoc will last continuously for at least 40 days.

    Continuous feeding of 1,250 beneficiaries including the typhoon victims at city evacuation center at Tacloban City starting December 18, 2013 to last at least 30 days.

    Completed rehabilitation of six (6) classrooms and 2nd floor of the Day Care Center at Naungan Central School.

    Undergoing rehabilitation of 18 units of school buildings at Barangays Linao, Naungan, and Punta, Ormoc City.

    Undergoing repair and rehabilitation of 20 school buildings at Tacloban City Placed an order for immediate delivery of 32 units of brand new motorized fishing

  • Dec 24, a day before Christmas, feeding continues at the Linao Central School spearheaded by FC Vega Chavez and members of RC San Bartolome who chose to stay with the victims on Christmas Day in lieu of their love ones to provide cheers and care for the typhoon victims.

    Continuous feeding of typhoon Yolanda victims for 33 days (sustained feeding) of 1,500 hungry children and adults at Barangays Linao, Naungan and Punta, Ormoc City. The feeding at Ormoc will last continuously for at least 40 days.

    Continuous feeding of 1,250 beneficiaries including the typhoon victims at city evacuation center at Tacloban City starting December 18, 2013 to last at least 30 days.

    Distributed one truckload of school supplies and assorted toys benefitting 2,400 and later on another 675 for the school children of Barangays Linao, Naungan and Punta, Ormoc City.

    Provided one purifier machine and 12 aqua boxes. Distributed one container van of used clothes, garbage bags, slippers, shoes,

    shampoo, laundry soap, sanitary napkins, tissue paper, etc.)
