IntroductionThispublicationisareferenceforRotariansontheRotaryCentersforInternationalStudiesinpeaceandconflictresolutionprogram.Itincludesinformationonthehistoryandgoalsoftheprogram,selectioncriteria,programfunding,applicantrecruitment,andprogrampromotioninyourcommunity,club,anddistrict.
ProspectiveapplicantsareeagertolearnmoreabouttheRotaryPeaceFellowshipsandtoassesstherel-evanceoftheprogramtotheircareergoals.Asinterestintheprogramgrows,increasingnumbersofprospec-tiveapplicantswillcontactlocalRotaryclubsanddistrictstostarttheapplicationprocess.ThesuccessoftheprogramdependsontheresponseofRotarianstotheseapplicants.FocusingontheuniqueaspectsoftheRotaryPeaceCentersprogram,especiallypromotionandselection,thisguideoutlinesstrategiesforsuccessinfindingqualifiedcandidates.

• ChulalongkornUniversity,Bangkok,ThailandRotaryPeaceFellowsselectedtostudyattheRotaryPeaceCenteratChulalongkornUniversityearnaprofessionaldevelopmentcertificateinpeaceandconflictstudies.Upto25mid-careerprofessionalsinfieldsrelatedtoconflictresolu-tionandpeacebuildingparticipateinanintensivethree-monthcertificatecourseheldtwiceannually,January-AprilandJune-August.Ledbyexpertsinthefield,theprogrambalancestheoreticalandpracticallearningwhilecapitalizingonthediverseexperiencesofbothlecturersandparticipants.Thecustomcurriculumhelpspromisingleadersexpandtheirglobaloutlook,strengthentheirnegotiationabilities,andultimatelyworktowardmakingaposi-tiveimpactonfuturepeaceandconflictresolutioneffortsworldwide.AllcourseworkisconductedinEnglish,andChulalongkornistheonlyRotaryPeaceCenteratwhichRotaryPeaceFellowsdonotneedtosecureadmissiontotheuniversityitself.

BothuniversitiesjointlyhostthisRotaryPeaceCenter.RotaryPeaceFellowsselectedtostudyattheDuke-UNCRotaryPeaceCenterwillenrollinamaster’sdegreeprogramateitherDukeorUNC.FellowsatDukeapplyforadmissiontothePrograminInternationalDevelopmentPolicy.Thisinterdisciplinarytrainingprograminpolicyanalysisandsustainabledevelopmentemphasizesconflictpreventionthroughpovertyreduction,improvedgovernance,humanrights,environmentalmanage-ment,andcooperativeprocesses.
FellowsatUNCChapelHillmayapplyforadmis-siontoawiderangeoftwo-yearmaster’sprograms,including(butnotlimitedto)anthropology,cityandregionalplanning,education,geography,his-tory,journalism,politicalscience,publichealth,andsocialwork.Fellowstakerequiredcoursesinthedepartmenttowhichthey’readmittedandlinktheirspecializedstudiestotheobjectiveofpeaceandconflictresolution.
FellowsatbothuniversitiesalsoearntheUNCGraduateCertificateinInternationalPeaceandConflictResolutionandareeligibletoearntheUNCGraduateCertificateinInternationalDevelopment.Theymayalsosubmittheirmaster’sthesisforinclusionintheCarolinaPapersSeries.Inaddition,fellowsatUNCcanearnaCertificateinInternationalDevelopmentPolicyfromDuke.TheRotaryPeaceCenterprogrambeginsinAugustandruns21months.
• InternationalChristianUniversity,Tokyo,JapanRotaryPeaceFellowsatICUenrollintheGraduateSchoolofArtsandSciencesandcanobtainaMasterofArtsinpeacestudies,publicadministra-tion,orinternationalrelations.Theprogramoffersspecializedcoursesinsecurityandconflictresolu-tion,development,conflictandpeacebuilding,thepsychologyofpeaceandconflictresolution,andhumanrights.Fellowscanalsoelecttosupplementtheirstudieswithcoursesininternationallaw,de-velopment,environmentstudies,education,andliteracy.FellowshavetheopportunitytoparticipateintheUnitedNationsUniversityGlobalSeminarandJointGraduateSchoolSeminar.AllapplicantsmusthavecompetenceinEnglishsufficienttocarryonacademicworkandunderstandlectures.However,Japaneseproficiencyisanadvantage,allowingfellowstoaccessafullrangeofcourseof-feringsatICU.TheprogrambeginsinSeptemberandruns22months.Fellowsalsoattendasix-weekintensiveJapaneselanguagetrainingprogramfromthebeginningofJulyuntilmid-August.
• UniversidaddelSalvador,BuenosAires,ArgentinaRotaryPeaceFellowsatthisRotaryPeaceCenterenrollintheMaster’sinInternationalRelationsprogram.Theprogramintroducesthemostim-portanttheoretical,empirical,andmethodologicaldevelopmentsininternationalpolitics,withan

emphasisonLatinAmericaandanorientationininternationalsecurity,conflict,andpeace,orininternationaleconomics,cooperation,anddevel-opment.TheprogrambeginsinMarchandruns18months,whichcanbeprecededbyanoptionalone-monthintensiveSpanishlanguagetrainingprogram.
• UniversityofBradford,WestYorkshire,EnglandRotaryPeaceFellowsattheUniversityofBradfordareenrolledintheMasterofArtsprogramintheDepartmentofPeaceStudies.Thedepartmentoffersmaster’scoursesinpeacestudies,conflictresolution,Africanpeaceandconflictstudies,internationalpoliticsandsecuritystudies,andconflictsecurityanddevelopmentstudies.Bradford’sstaffandresearchstudentsworkinthreebroadareas:theInternationalSecurityGroup,PoliticsandSocialChangeGroup,andCentreforConflictResolution.TheprogrambeginsinOctoberandruns15months.
• UniversityofQueensland,Brisbane,Queensland,AustraliaRotaryPeaceFellowsattheUniversityofQueenslandareenrolledintheMasterofInter-nationalStudies(PeaceandConflictResolution)programintheSchoolofPoliticalScienceandInternationalStudies.Inadditiontointernationalrelationsandconflictresolution,fellowshavetheopportunitytopursueawiderangeoftopics,in-cludinghumanrights,ethicsandworldpolitics,armscontrol,peacekeeping,andglobalwomen’sissues.TheprogrambeginsinFebruaryandruns16months.
Becausetheuniversities,theiradmissionsrequirements,andtheircurriculavary,applicantsareexpectedtore-searchtheiruniversitypreferencesthoroughlybeforecompletingtheRotary Peace Fellowship Application(083).Rotariansshouldcarefullyreviewtheparticularsofeachuniversity’sacademicprogramwiththeappli-canttoensurethatheorsheisawareoftheprogram’scourseofferingsandrequirementsandhowthesedifferamongthesixcenters.Applicantsshouldvisituniver-sitywebsitesandcontactrelevantfacultydirectlytodetermineifagivenuniversityprogramwillsuittheiracademicneeds.

Selection Criteria and Rules of Eligibility
ApplicantsforRotaryPeaceFellowshipsmust
• Haveabachelor’sdegreeortheinternationalequiv-alent,orequivalentworkexperience(professionaldevelopmentcertificateonly)
• Haveaminimumfiveyearsrelevantworkexperi-encewithcurrentfull-timeemploymentinamid-toupper-levelposition(professionaldevelopmentcer-tificate)oraminimumthreeyearscombinedpaidorunpaidfull-timerelevantworkexperience(master’sdegree)
• Demonstrateproficiencyinasecondlanguage(master’sdegree)orEnglish(professionaldevelop-mentcertificate).ApplicantsmusthaveproficiencyinthelanguageoftheproposedRotaryPeaceCenteruniversitypartner.ApplicantswishingtostudyatInternationalChristianUniversity( Japan)maybeproficientinJapaneseorEnglish,althoughsomeJapanese-languageabilityishelpful.Languagerequirementsaredetailedonthefellow-shipapplication.
• Possessexcellentleadershipskills
• Demonstrateacommitmenttointernationalun-derstandingandpeacethroughtheirpersonalandcommunityserviceactivitiesoracademicandpro-fessionalachievements(applicationtotheRotaryPeaceFellowshipsprogramimmediatelyafterre-ceivinganundergraduatedegreeisdiscouraged)
Countryofstudy.Applicantsselectedforafellow-shipwillstudyatoneoftheRotaryPeaceCentersinacountryotherthantheircountryofcitizenshiporpermanentresidence.Exceptionstothisrequirementinclude(1)JapanesecitizensorresidentsofJapanwhohavecompletedacourseofstudyoutsideJapanandareinterestedinattendingtheRotaryPeaceCenteratInternationalChristianUniversityand(2)Thaiciti-zensorresidentsofThailandinterestedinattendingtheRotaryPeaceCenteratChulalongkornUniversity.Ifanapplicantisacitizenofonecountryandhasap-pliedfororreceivedpermanentresidenceinasecondcountry,heorshemaynotapplyforstudyataRotaryPeaceCenterineithercountry.
DistrictsmaysponsorforeignnationalsorcandidatesfromothernationswhoareunabletolocateasponsordistrictintheircountryofbirthfortheRotaryPeace

Fellowships(includingcandidatesfromnon-Rotaryre-gions)whohaveclosetiestothesponsorRotarydistrict.
Admissiontouniversity.SelectedRotaryPeaceFellowsmustgainunconditionaladmissiontotheirassigneduniversities.Failuretodosowillnullifyhisorherfellowship.Finaluniversityadmissiondecisionswillrestwiththeuniversities;TheRotaryFoundationcannotintervene,underanycircumstances,inthead-missionsprocessonbehalfofaselectedpeacefellow.PeacefellowsassignedtotheRotaryPeaceCenteratChulalongkornUniversityareexemptfromthisrequirement.
Applicantsmustbecommittedtocompletingtheen-tireRotaryPeaceCentersprogramandobtainingthecorrespondingdegreeorcertificateattheendofthefellowshipperiod.
RotaryPeaceFellowshipsmaynotbeusedforPhDstudy,evenifsuchadegreemaybecompletedataRotaryPeaceCenteruniversitywithinthefellowshipperiod.Applicantswhohavecompletedpreviousgrad-uatestudyandwishtopursueaPhDarenotsuitablecandidatesforthepeacefellowships.
Eligibility.ThefollowingpeoplearenoteligibletoapplyfortheRotaryPeaceFellowship:
• Rotarian
• HonoraryRotarian
• Employeeofaclub,district,orotherRotaryentityorofRotaryInternational
• Spouse,linealdescendant(childorgrandchildbybloodorlegaladoption),spouseofalinealdescen-dant,oranancestor(parentorgrandparent)ofanylivingpersonintheforegoingcategories
• FormerRotarianwithin36monthsofresignationfromRotaryorhis/herrelativeasdescribedabove
Suchindividuals,however,mayapplytotheRotaryPeaceCenterinThailandonanexceptionbasisand,ifaccepted,willberesponsibleforpayingforallprogram-relatedcosts,healthinsurance,andairfare.
RotaractmembersandformerRotaryFoundationAmbassadorialScholarsareeligibletoapplyprovidedtheymeetallothereligibilitycriteria.Startingin2010,RotaryAmbassadorialScholaralumniandgradu-atesoftheshort-termprogramatChulalongkornmustwaitthreeyearsbetweenthecompletionoftheirprogramandapplyingfortheRotaryPeaceCenters
master’sdegreeprogram.RotaryPeaceFellowswhohavecompletedtheprogramatthemaster’slevelarenoteligibletoapplytotheChulalongkornprogram.
ApplicantscannotcompeteforboththeAmbassadorialScholarshipandtheRotaryPeaceFellowshipinthesameyear.
PersonswithdisabilitiesareeligibleforRotaryFoundationawardsandshouldnotbeoverlooked.WiththesupportofRotariansinthesponsorandhostdistricts,personswithdisabilitieshaveservedassuc-cessfulRotaryawardrecipients.
Availability
RotaryPeaceFellowshipsareofferedonaworldwidecompetitivebasis.EachRotarydistrictandnondis-trictedclubmaysubmitasmanyapplicantsastheydeemqualifiedforcompetitionintheannualselec-tionprocess.Alldistrictsareencouragedtorecruitqualifiedapplicantsforthefellowshipandtonominatecandidate(s)fortheannualcompetition.DistricteligibilitytonominatecandidateseachyearisnotdependentondistrictfinancialcontributionstoTheRotaryFoundation.Fellowselectionisindependentoffunding.

Funding
FundingtheRotaryPeaceFellowshipsisaglobalRotaryeffort.ThesefellowshipsaresupportedthroughapooloffundscontributedbydistrictsfromtheirDistrictDesignatedFund(DDF)withintheSHAREsystem,makingitpossibletoofferthefellowshipsonaworld-competitivebasis.
Districtsarenotrequiredtocontributefundstothepeacefellowshipspooltonominatefellowshipcandi-

dates.However,alldistrictsareencouragedtoallocatesomeamountoftheirDDFinsupportofthepeacefellowships.AnyamountofDDFmaybecontrib-uted;thereisnominimumrequirementormaximumlimit.DistrictsthatcommitUS$25,000everyyear,or$50,000everyotheryear,arerecognizedasRotaryPeaceCenterPeacebuilderDistricts.
MajorgiftstoTheRotaryFoundationthatarere-strictedtosupporttheRotaryPeaceCentersprogramareextremelyimportant.FinancialcontributionsfromRotariansandfriendsofRotarywillensurethelong-termsuccessoftheRotaryPeaceCenters.Intheshortterm,fundscommittedbytheFoundationTrusteeswillsupporttheadministrationoftheRotaryPeaceCenters,andDDFwillsupportthepeacefellowships.Forthefuture,supportfromindividualRotarianswillbeneededtocoverthemajorityoftheprogram’scosts.Therefore,theTrusteeshaveapprovedtheRotaryPeaceCentersMajorGiftsInitiative,whichseekstoraise$95millionby2015inordertopermanentlyendowtheprogram.Moreinformationisavailableatwww.rotary.org/contribute.

Finding and Selecting Candidates
RotariansshouldconsideradistinctmarketingstrategyfortargetingapplicantsforRotaryPeaceFellowships.
Finding Qualified Candidates
Qualifiedcandidatesshoulddemonstrateacom-mitmenttopeaceandconflictresolutionthroughacademic,volunteer,andprofessionalexperience,aswellasoutstandingleadershipabilitiesandhighaca-demicachievement.Hereisasamplelistofareasfromwhichtodrawqualifiedapplicants.

RotaryPeaceFellowsarechosenfromawidevarietyofacademicandprofessionalbackgroundsbasedontheirabilitytomakethegreatestimpactonpeaceandconflictresolutionduringtheircareers.Whenconsideringapplicants’academicandprofessionalachievements,reviewersshouldnotgivepreferencetoaparticularacademicsubject,areaofstudy,orprofession.Reviewersshouldusetheapplicants’writ-tenstatementandinterviewtodeterminehowtheirinterests,professionalexperience,previousstudies,andvolunteerexperiencesrelatetothegoalsoftheprogram.Themostqualifiedcandidatesarechosenaspeacefellowsforeachcenter’sprogram.Wherefea-sible,however,theselectioncommitteealsotakesintoconsiderationthecandidates’professional,academic,geographic,andculturalbackgroundtoachieveadi-versegroupoffellowsateachRotaryPeaceCenter.
Profiles of Successful Peace Fellow Candidates
A career civil servant charged with mediating local disputes over political and environmental issues, who plans to develop and implement better social and en-vironmental policies and training models for his or her home government
A health care professional who has provided medi-cal care and training to the poor in war-torn countries and plans a career in international public health
A humanitarian aid agency project officer who has created microcredit loan programs for HIV widows in Sub-Saharan Africa, and plans a career in economic development through poverty reduction
A social worker who has counseled youth drafted as child soldiers, and plans a career in conflict prevention by creating regional mental health facilities that offer reconciliation and forgiveness training programs
A career military professional who worked with pro-tective operations, and plans to incorporate conflict prevention and resolution methodology into the nation’s armed forces
An educator who works with youth from different religious and ethnic groups, facilitating projects that will create greater understanding and prevent future conflicts
Connecting Applicants with Clubs
ConnectinginterestedapplicantswithlocalRotariansisacrucialpartoftheapplicationprocess.Tofacilitatethisconnection,TheRotaryFoundationwillreferapplicantstothedistrictRotaryPeaceFellowshipssubcommitteechair(or,ifthedistrictdoesn’thaveone,tothedistrictgovernororFoundationcommitteechair).

Competitive Selection Process
TheRotaryFoundationmustreceivethedistrict’sendorsedcandidate’sapplicationmaterialsby1Julyoftheyearprecedingthestartofeachprogram.Theap-plicationmustbecompleteandincludeallacademictranscripts,testscores,andanyotheraccompanyingdocumentsrequiredforadmissiontotheuniversitiesthecandidatepreferencesontheapplicationform.Incompleteapplicationsorthosesentwithoutrequiredtestscoreswillnotbeconsideredbytheselectioncom-mittee.ApplicantsshouldconsulttheRotary Peace Fellowship Application(083)orindividualuniversitiesfordetailsabouttestrequirements.

A Brief History of the Rotary Peace Centers Program
RotarianshavelongdreamedofcreatingaRotary-sponsoredacademytopromoteunderstandingandpeace.Overthepast25years,avarietyofinitiativeshavebeenproposedtomakethisdreamareality.In1996undertheleadershipofRotaryFoundationTrusteeChairRajendraSaboo,acommitteewasformedtoconsidertheconceptofaneducationalcen-ter,institute,oruniversitydedicatedtoPaulHarrisasawayofcommemoratingthe50thanniversaryofhisdeathin1947.ComposedoffourRotarianswithprofessionalbackgroundsandexperienceinhighered-ucation,thiscommitteeexploredavarietyofacademicmodelsandultimatelyrecommendedthecreationofPaulHarrisCentersforInternationalStudiesatsev-eraluniversitiesworldwide.Atthesecenters,fellowswouldobtainagraduatedegreefocusingonissuesre-latedtointernationalrelations,conflictresolution,andpeacestudies.TheFoundationTrusteesadoptedthisproposalinprincipleandappointedacommitteeofRotarianstofullydeveloptheplan.
Overthenexttwoyearsthiscommitteecreatedaconceptualplanforthecenters,revieweduniversityproposals,andconductedsitevisitsatuniversitiesinterestedinhostingacenter.In1999,theTrusteesap-provedtheplantopartnerwithuniversitiestoestablishtheRotaryCentersforInternationalStudiesinpeace

andconflictresolution.ThecentersweresonamedtoincreasepublicawarenessofRotary’scommitmenttopeace.
TheRotaryPeaceCentersCommitteeconsideredmorethan100universitiesandbasedtheirfinalrec-ommendationstotheTrusteesonsuchcriteriaasgeographicdiversity,theuniversity’swillingnesstoworkwithTheRotaryFoundation,superiorfaculty,andanestablisheddegreeprogramwithacorecur-riculumininternationalrelations,peace,andconflictresolution.RotaryPeaceFellowsbegantravelingabroadtopursueamaster’sdegreeattheRotaryPeaceCentersin2002.
In2006,apilotofashort-termpeacestudiespro-gramwaslaunchedatChulalongkornUniversityinBangkok,Thailand.Thisalternativetothemaster’sdegreeprogramenhancedRotary’sexistingworktosupportinternationalpeacestudiesandattractedmid-toupper-levelprofessionalswhocouldarrangetobeawayfromtheiremploymentforjustafewmonths.Italsoprovidedalower-costoptiontoTheRotaryFoundationandmoreimmediatereturnsonRotary’sinvestmentinworldunderstandingandpeace.In2008,theTrusteesapprovedtheshort-termoptionasapermanentofferingwithintheRotaryPeaceCentersprogram.
Differences between Rotary Peace Fellowships and Ambassadorial Scholarships
AlthoughtheRotaryPeaceFellowshipspro-grambuildsonthestrengthsandsuccessoftheAmbassadorialScholarshipsprogram,thefocusandstructureofthetwoprogramsdifferintermsofscholarshipavailability,strategiesforpromotionandrecruitment,selectioncriteriaandprocess,applicationmaterials,andfunding.Understandingthediffer-encesbetweenthetwoprogramswillhelpinselectingqualifiedcandidatesforthefellowshipsprogram.CandidatesforRotaryPeaceFellowshipsgenerallywillbeolderandmoreprofessionallyfocusedthanthoseforAmbassadorialScholarships.Rotariansareencour-agedtoreadtheRotaryPeaceFellowshipapplicationmaterialsthoroughlytogainacompleteunderstandingoftheprogram’sobjectivesandrequirements.
