    MARINE CORPS BASE QUANTICO, Va. Marines

    with Marine Operational Test and Evaluation Squadron 22

    flew two MV-22B Ospreys to Marine Corps Base Quantico,

    Va., to support the Infantry Officers Course in familiarizing

    the next generation of infantry officers with Helicopter Rope

    Suspension Techniques, Feb. 28.

    This was the second stage of the crawl-walk-run training

    with the Osprey, said Maj. Christopher Meixell, VMX-22 direc-

    tor of safety and standardization.

    The officers first exposure to the Osprey was earlier in the

    month when the Osprey pilots performed elevator drills, said

    Meixell. The Osprey loaded the 38 Marines and lifted off 30

    feet in the air. The infantry officers practiced sliding down the

    rope attached to the aircraft during the day and at night. Ma-

    rines gradually increased their load until they were comfortable

    using the fast rope with a full combat load.

    On Feb. 28, the Marines practiced fast roping into an urban

    environment with a full combat load and their rifles.

    While the MV-22B is authorized to hover from 20-40 feet

    during fast rope, the troops are most comfortable executing

    from 30 feet, said Meixell. Above that, the ropers have dif-

    ficulty controlling their speed. Below that, the in-ground-effect

    rotor wash pushes the rope too far aft, making it difficult for

    the first-proper to slide down vertically.

    Lance Cpl. Adrian Cruze, VMX-22 crew chief, said that the

    HRST master and the crew chief work together to ensure the

    safety of the officers. The aviation Marines successfully in-

    serted the ground Marines at the Military Operations in Urban

    Terrain facility aboard Quantico.

    The Marines cleared the town and simulated gathering intel-

    ligence for future operations.

    When it comes to fast-rope ops in the MV-22B, there is a

    hesitation among many infantrymen serving in the fleet today,

    said Meixell. The director of IOC seeks to generate enthusi-

    asm among the future infantry officers, so that they can better

    capitalize on the capabilities this aircraft provides them as they

    transition from the (Operation Enduring Freedom) mission to

    the more traditional Marine Corps mission of expeditionary

    warfare in the littoral regions, especially urban settings where

    adequate landing zones may not exist.

    MARINE CORPS BASE QUANTICO,

    Va.Marines around the world interested in

    pursuing higher education whether to be-

    come competitive for promotion or prepare

    for a head start as a civilian received news

    March 4 that the Marine Corps no longer of-

    fers tuition assistance due to budgetary con-

    straints.

    Without tuition assistance there is still

    hope for service members to achieve their

    education goals with the help of financial aid,

    the GI bills and more. Tuition assistance has

    changed, but the mission to educate Marines

    and sailors remains the same.

    ALNAV 014/13 outlines the changes to af-

    fect Navy operations such as delays placed on

    naval deployments and early returns of ships,

    but also touches closer to home for Marines

    with reduced advertizing contracts and the

    freeze placed on tuition assistance.

    We need to remain positive and encour-

    aging, said Melora J. McVicker, Education

    Services Officer at the Marine Corps Base

    Quantico Lifelong Learning Center. There

    are other fail-safes built into the system that

    will allow people to continue their education.

    According to McVicker, it is important for

    Marines not to lose perspective and be open

    to alternate routes to their goals. Tuition as-

    sistance was not the only road to education,

    and many programs remain available for use,

    potentially in conjunction with one another.

    Financial aid, which was compatible with

    tuition assistance, remains untouched by the

    sequestration.

    Every Marine is eligible for one of the two

    GI Bills. Depending on time in service and

    overall education goals, using one over the

    other may be preferred.

    Individuals interested in more information

    or applying to use either the Montgomery GI

    Bill or Post 9/11 GI Bill may do so at http://

    www. gibill.va.gov/

    Grants, scholarships and other financial

    aids are other options available for pursuing

    higher education. Whether private scholar-

    ships or government funded, they remain a

    considerable boost toward education goals.

    Marines are worried that they wont be

    able to finish their degrees, but they have the

    three Ds that any successful student is going

    to need, McVicker said. Theyve got dedi-

    cation, determination and discipline. Thats

    whats going to get them through.
