Metro’s Transit Oriented Communities Tax Increment Financing (TOC TIF) Pilot Program (“Program”) will fund LA County municipalities seeking to study the feasibility of forming TIF districts located within a one-half mile of Metrolink, Metro Rail or Metro Transitway/Bus Rapid Transit stations and adjacent transit corridors (either an Enhanced Infrastructure Financing District (EIFD) or a Community Revitalization and Investment Authority (CRIA)).

The program is part of Metro’s commitment to supporting Transit Oriented Communities (TOCs) – compact, bikeable and walkable corridors centered on transit. TOCs go beyond a typical Transit Oriented Development (TOD) by considering a broader community context. TIF districts can be a critical component of creating TOCs, as they can fund community serving infrastructure, including better first and last mile connections to transit, affordable housing and other amenities such as open space, community centers and libraries. Having the appropriate infrastructure and community services located near accessible, quality transit supports Metro’s goals of increasing ridership, reducing vehicle miles travelled and contributing to a healthier, more sustainable LA County.

TOC TIF study funding may be available to examine areas around transit stations for municipalities that:

> Are within a one-half mile of Metrolink, Metro Rail, or Metro Transitway/Bus Rapid Transit stations and adjacent transit corridors.

> Have adopted or are currently developing a transit supportive regulatory planning document; and

> Measure favorably against the Southern California Association of Governments (SCAG) online EIFD/CRIA Technical Assistance Application that can be found at arcg.is/2mMKdnK.

Metro recommends that applicants familiarize themselves with the TOD Planning Grant Program Guidelines and the SCAG’s online EIFD/CRIA Technical Assistance Application. Applicants are required to perform an initial screening of their proposed TIF district using SCAG’s online EIFD/CRIA Technical Assistance Application to ensure that the feasibility study area meets state legal requirements for EIFD and/or CRIA formation, and also that the targeted area has the capacity to generate enough investment and tax increment to support the desired projects.

The TOC TIF Grant Application includes three parts:

Part 1 is a litmus test; responses will tell prospective applicants whether the proposed project meets state criteria to form an EIFD or CRIA using the EIFD/CRIA Technical Assistance Application screening tool and/or the municipalities’ own data. Proposals that do not meet the litmus test are not anticipated to be successful in securing Metro grant funding.

Part 2 focuses on project proposal, including proposed visioning and stakeholder engagement processes. Please ensure to label all attachments and key them to the appropriate grant application sections and questions.

Part 3 requires applicants to attach a proposed budget, schedule, task list and deliverables.

Part 1: Screening Criteria

Part 1 of this grant application is a litmus test of how the proposed project aligns with state eligibility criteria for forming a TIF District (zero points assigned). Please respond to the questions below:

Questions 1–11 are for both EIFD and CRIA studies and Questions 12–16 are specific to CRIA.

Successor Agency Prerequisites

1. Do the proposed TIF project boundaries overlap with any former redevelopment project areas? If overlap exists, provide a Receipt of Finding of Completion, which must be secured from the Department of Finance and submitted along with grant application.

: Project Scope/Description (up to 10 points)2. Describe any existing Recognized Obligation Payment Schedule (ROPS) obligations (include most recent report submitted to the

Department of Finance) and whether the city is producing residual revenues that could be applied toward the EIFD/CRIA. When did the agency’s last obligation expire?

Please note: Lack of residual revenues post-dissolution could disqualify a proposed area for lack of property taxes if they are pledged to repay the debts of the former CRA in the foreseeable future. Information can be gathered on SCAG’s website, Department of Finance and local agency documentation.

3. What is the total assessed value of the parcels in the project area? Please print and attach map with assessed valuation from SCAG website. (This data is available on the SCAG online tool, and applicants should confirm figures for their project area with the County Assessor’s Office.)

4. Does the municipality have an adopted transit supportive regulatory document (Specific Plan, Overlay, etc.) that encompasses the study area (or one underway)? Please note the name of the plan, whether the plan encompasses the study area partially or in its entirety, and the adoption date (or anticipated adoption for plans that are underway).

Potential Financing Solutions

5. Using SCAG’s Screening Criteria, does the proposed project demonstrates a Tax Increment Capture Rate of 15 cents ($0.15) for every dollar ($1) for the project area? Please attach a map of your project area, along with the total assessed value for all parcels and the local capture total to demonstrate the proposed project’s property tax capture rate. If the project does not meet this threshold using property taxes alone, please identify and estimate other sources of tax revenue that the potential EIFD/CRIA will draw from (e.g. incremental property tax in lieu of motor vehicle license fees, sales tax, TOT (hotel) tax, among others).

Please note: Taxing entity proportional shares should be current (redevelopment era shares were pre-ERAF) and come from County Auditor-Controller.
