Most vehicles on Europe’s roads switch off
emissions control systems most of the time
Compromised authorities & obsolete testing system
at the heart of Dieselgate
Reform urgently needed: EU oversight, indepedent
testing & transparency
EXEMPTION DO NOT APPLY TO THERMAL
WINDOWS AND OTHER STRATEGIES
DEPLOYED BY MANUFACTURERS
• Switch off devices must be necessary
• Exemption applies to protect the engine NOTcomponents
• Exhaust after-treatment systems must operate for 160kKm in normal use
• Only permissible to guarantee safe operation
• The purpose of the law is undermined if switch down device is used routinely
• The approval authority has a legal responsibility to check the operation of the EGR
• Implementing regulation 692 (2008) states “in addition the manufacturer shall provide the approval authority with information on the operating strategy of the EGR system including its operation at low temperatures”
