President’s Welcome On behalf of the Board and Management of the Royal Military College Golf Club it gives me great pleasure to welcome our members, sponsors and friends to the 2020 golf year. RMC Golf Club prides itself on being a friendly environment for golfers of all standards and we welcome members who value this and are prepared to show respect to other members. I encourage our members to provide feedback, including encouragement, to Board and committee members and other volunteers as we all work towards making our club even better. Our grounds staff and volunteers have done a fantastic job ensuring the presentation of our course has been at a very high standard throughout 2019 and we aim to see this continue in 2020. We should all be very appreciative of the efforts of everyone who helps to maintain the course in such good condition. During 2019 our club made significant progress in improving our financial position and we are now well placed to pursue course improvements in 2020. The most significant objective for the Board during 2020 will be to negotiate arrangements for installation of a new irrigation system. The cost of installing a new system will be significant but it is essential we take action due to the ongoing problems we are experiencing with the current irrigation infrastructure. The contribution of our sponsors is also greatly appreciated. Your financial support and prizes you provide for special events help us set the scene for an enjoyable golfing experience for our members. way on the course Rules Specific to Course Location The RMC Golf Club (RMCGC) is a public golf course operating on Commonwealth land within a military base. Users of the course need to be familiar with and respect the following requirements that are specific to the location of the Club:

• Smoking is not permitted within 4m of an entrance to a building or in an area where food and drink is consumed. Tables are provided in the designated smoking area.

• Base Security and Access procedures apply and require that:

o Members display membership tags at all time o Everyone is aware of the emergency siren and

evacuation procedures

Emergency Procedures There is a base wide emergency system that will be activated when there is suspicion that a serious security incident is occurring. In the unlikely event of a serious emergency, members and visitors are urged to follow the correct procedures to preserve their own safety and that of Defence personnel managing the incident. The Alarm System Alarms are broadcast from a number of speakers located around the base. There are two instances when you will hear the alarm.

1. When it is being tested – this happens on a regular basis. 2. In the event of a security incident.

When the system is being tested any alarms and verbal directions will be preceded by the phrase ‘This is a test of the Base Wide Alert System’. During a test of the system you are not required to take any action. Emergency System Sounds The alarm includes a range of tones and a ‘keyword’. The keywords are:

• Alert – if in immediate danger move away, if not remain calm and wait for next instruction;

• Lockdown – if safe to do so, seek shelter or cover, minimize noise or any actions that might draw attention to your location;

• Evacuate – move out of the building to the designated evacuation point;

• Disperse – immediately and rapidly move away from any mass gathering and seek shelter wherever possible

• Stand Down –security incident is over and so it is safe to return to clubhouse

What to Do When you hear an alarm, remain calm and take time to think about options and then act decisively. Do not return to your car and attempt to leave the base.

On the Course

Respond to Lockdown and Disperse alarms by taking cover and remaining quiet.

In the Clubhouse

Respond to Alert, Lockdown and Disperse alarms by shutting the blinds, locking the doors, turning off the lights, hiding and keeping quiet. Respond to the Evacuate alarm by leaving the clubhouse and moving to the designated evacuation point. A staff member or member of the management committee will indicate the evacuation point to you. Dress and Footwear Members and visitors are to be neat and tidy at all times and wear appropriate golf attire on the course and clothing suitable for the social setting in the clubhouse. Hats or caps may be worn in the Club House whilst members and visitors are preparing to play a round of golf, taking a short break mid round or entering scores at the end of the round. Please remove hats and caps following the round when enjoying Clubhouse hospitality. Player Safety Competitions will be conducted in a safe manner and in accordance with Golf Australia’s policies and guidelines. Members are encouraged to complete rounds and to not leave partners stranded during a competition. Individuals are responsible for their own safety and must act accordingly. Sound Signals A siren sounded from the clubhouse will be used to suspend play. The signals are:

• One prolonged note: Discontinue Play for Dangerous Situation (i.e. immediate suspension)

• Three consecutive notes, repeated: Discontinue Play for Non-Dangerous Situation:

• Two short notes, repeated: Resume Play Heat Heat affects people differently and depends on temperature, humidity and personal tolerances. Members are urged to be mindful of forecast temperature, play in the cooler parts of the day if possible, and dress and hydrate to suit the conditions. See Golf Australia’s Hot Weather Guidelines on their website at www.golf.org.au. In extreme weather conditions the Match Committees may change the program or start times of events. Lightning The Committee will make every effort to suspend play in time to give players a chance to seek shelter and/or return to the clubhouse. A player is also permitted to discontinue play when he/she believes there is a danger from lightning. Call Up on Par 3 Holes At RMCGC, the approach is that players do not call up on par 3 holes and nor do players tee off 2/11 holes whilst players are on either green. An exception is that players may call up on the 7th hole to speed up play but they must be standing behind the green when doing so. Penalty Area 7th Hole The penalty area, comprising a dam and creek, that crosses the 7th fairway contains rocks that are obscured by the plant life. In order to avoid injury, players are urged to stay out of this area and retrieve visible balls using a ball retriever only. Rule 17.1 provides for a lost ball to be treated as in the penalty area if there is a known or virtual certainty of that occurrence. Insurance RMCGC holds public risk insurance policies that cover personal and property damage where RMCGC could be held liable as well as coverage for damage to the golf carts. Members and Visitors are to notify the Club Manager and complete an Incident Report as soon as possible following any event that may lead to a

claim against these policies. This includes if your ball hits another person, goes onto a road, personal injury following a fall or there is damage to a cart. Care of the Course The course is the most valuable club asset and the Course Superintendent has primary responsibility for the maintenance and presentation of it. All Members share this responsibility for course maintenance and can assist in the following ways:

• Keep carts and buggies well clear of the greens, tee mounds and the area between green and bunkers

• Avoid taking carts and buggies through wet areas wherever possible

• Repair pitch marks and divots regardless of who caused the damage.

Equipment Hire The Club hires out motorised carts, buggies and golf clubs. Carts may be booked through the bar or Club Manager. Buggies and clubs are available without booking. Hire charges can be found on the RMCGC website. Social Use The course is normally available for social play on days when there are no competitions and on competition days after the competition is completed. However, the club is used for corporate days, promotional events or District events that take precedence over social play. Times for social play will be posted on the Club website and Club noticeboard. Alternatively, contact the Club Manager to confirm course availability. Visitors must pay a green fee and notify staff that they are on the course. A receipt book and moneybox are located outside the clubhouse for registration after-hours. Juniors The RMCGC’s policy is to positively encourage and promote all aspects of junior golf. Juniors are encouraged to participate in all Club competitions, Championships and Open events.

Juniors participating in competitions should be partnered with an adult member who can provide them with golfing leadership, mentoring on the rules and etiquette of competition play. Veteran Classification Some competitions have Veteran prizes with the age limits outlined in the relevant Terms of the Competitions. Women 50 years and over can join the Veteran Women’s Golf Association (VWGA), for a small fee, to qualify as a Veteran for special events. The VWGA runs a number of tournaments throughout the year. Also, there are designated State based VWGA competitions run in conjunction with RMC women’s competitions. The Veteran’s representative can assist with further information. The Men’s Match Committee runs internal veteran competitions in conjunction with Monthly Medal events and entry requires an additional competition fee. There is also an ACT Veteran’s Association for men and women 55 years and over. They run medley competitions on Mondays at clubs in the district. See www.actvetgolf.org for further information. Reciprocal Clubs Reciprocal Rights have been arranged between RMCGC and the following clubs:

Members should contact the reciprocal Club to clarify reciprocal arrangements and to book a game.

COURSE USAGE GUIDELINES Rules of Golf The current rules are the R&A Rules of Golf effective January 2019. Current rules books are available in the Clubhouse. Rules and educational resources are also available at: www.golf.org.au (under Rules and Handicapping). Local Rules are displayed on the scorecards and on the notice board positioned outside the clubhouse. Etiquette All players are expected to abide by the rules and etiquette of golf. The lowest handicapper in a group takes the lead, but all members of the group have a shared responsibility to play in the correct spirit of the game. In particular, players are asked to ensure that members of the playing group:

• maintain a good pace of play. • show consideration and respect for other players in the field in

regard to talking, hitting up on those ahead and order of play. • maintain the course by replacing and filling divots, repairing

pitch marks and raking the bunkers after use. Please ensure that after use, the rake is left in the bottom of the bunker with the handle facing toward the tee.

• repair any damage to green eg pitch marks, footwear marks or damage to the hole rim.

• dispose of all rubbish and litter appropriately. Please note that bottle tops and other hard objects damage course equipment. Cigarette butts should be disposed of properly.

• turn mobile phones to silent and only use the telephone function in an emergency.

• carry sand buckets at all times when playing the course and repair any damage observed.

Pace of Play

A good pace of play contributes to the enjoyment of the game for all. The following individual behaviours help to achieve this:

• keep up with the group in front • know when you have the honour and proceed directly to the tee

area and tee off before marking your card • be prepared to play “ready golf” and hit out of turn when

necessary in a safe and responsible way • make your stroke in no more than 40 seconds after you are able

to play without interference • play a provisional ball if unsure as to where your ball may have

come to rest • limit searching for a lost ball to 3 minutes • when your ball is lost or out of bounds, rather than going back

under the stroke and distance rule, take two penalty strokes and play from the appropriate relief area – see Local Rules

• rake a bunker for your partner if it will help them move more quickly to the putting green

• putt with the flag stick in • the first two players to putt out should move to the next tee to

make up time if necessary • leave buggies behind or towards location of next hole – if left in

front of the green it limits the play of groups behind • always mark cards at the next tee.

CLUB COMPETITIONS Management of Competitions The Match Committees control all club competitions. This includes opening, starting and closing all competitions. The Committee representative is responsible for the control of the course during each competition. The Committees determine the annual golf program at the start of each calendar year. The relevant Committee may alter the golf program as required and may notify members through News on the Members Webpage, Notices on the Fixtures & Bookings pages, emails or notices in the clubhouse. RMCGC uses the MiClub golf management system for all competitions. It is linked to the central handicapping authority run by Golf Australia and applies the rules of Golf Australia to competition results (eg countback) and handicapping. Competitions The Club holds a variety of regular club competitions and aims to meet the needs of golfers of all levels. These competitions are open to members and visitors who hold a current Golf Australia (GA) handicap. The Medley competitions provide the opportunity for our male and female members to play in the same competition, and the 9 hole competitions provide a more relaxed atmosphere and are a good entry point to competitive golf. Regular competitions are as follows:

Visitors may win the daily prize or ball rundown but are not entitled to win Monthly Medals, Championships, event perpetual trophies, and may not

represent the Club. Periodically the Club will run events with Conditions of Play that may limit participation, but these conditions will be notified in advance and communicated to members. Members pay a Competition Fee to enter a competition. Visitors pay both Green Fee and Competition Fee to join a competition. Social Competition During Daylight Savings the Club runs a Medley 9 Hole Social Competition every Friday - no GA handicap required. Walk up start from 2.30pm. Complementary Competitions The respective Match Committees run Complementary Competitions in conjunction with the normal competition calendar. These Complementary Competitions require an additional fee to enter and may include Golden Shot/Tinny Shot, Eclectic, Putting, Birdies and Chip-Ins, Veterans or other events as decided by the Match Committee. Members should seek advice on entry procedures from members of the Match Committee. Bookings Members book competition timeslots for themselves and playing partners directly into the computer Bookings Sheet up to four weeks in advance. Alternatively, contact the Club Manager to make bookings. Should it be necessary to cancel a booking, members need to ensure it is removed from the Booking Sheet prior to midnight on the day before the competition. For any last minute cancellations, call the Club as early as possible on the day of the competition. Members need to be flexible and understand the Match Committee may need to change bookings at short notice to accommodate variations in the field and to optimise the balance of competition and social play. Payment for normal competitions is made on the day. Special competitions may require prepayment, especially where catering is involved. Score Cards and Score Entry The player’s Daily Handicap will be printed on the scorecard. However, players must ensure that handicap is entered correctly.

Markers are responsible for recording scores for each hole. Players are responsible for ensuring the recorded scores are correct and their card is signed by themselves and the marker. Scores must be entered into the computer in the Clubhouse immediately following completion of the round. Players are responsible for ensuring that the scores on the computer and their scorecard are identical. Prizes The number of competitors in a competition determines the number of grades. The grade splits will vary between competitions to equalise grade fields. Competition prizes will generally be a combination of vouchers and balls. All prizes, including the Complementary Competition prizes, will be posted to the member’s account. Members may use the credits in their account as follows:

• To pay for cart hire when the bar is open. Members who tee off early need to pay prior to competition day either in person or over the phone.

• To purchase items from the bar in excess of $10. • To obtain a voucher to be used at a designated business. • To redeem balls from the bar or the balls may be converted to

the dollar value ($2) and added to the account. Results Winners are determined by applying the appropriate score as determined by the Rules of Golf. Count-backs will be used for all events except where notified in the Conditions of Play. The countback procedure is:

• For 9 hole events, the best score for last: o 6 holes o 3 holes o hole by hole starting from 9th

• For 18 holes events, best score for last: o 9 holes o 6 holes o 3 holes o hole by hole starting from 18th

• For 27 hole events or more, best score for last: o 18 holes o then as for 18 hole event

N.B. The last 9 holes means holes 10 to 18 irrespective of where players commence matches. Results can be accessed on Members Pages of the RMC Website following closure of the competition and will usually be published in the Canberra Times Sports Results section. Exceptional Circumstances A Match Committee may abort a competition when exceptional circumstances arise. In such circumstances,

• Competition Fees that have been paid will not be refunded • Contributions to the Golden Shot, Tinnie Shot, and Veterans

Competition will jackpot to the same day in the following week. Eligibility for the prize will be limited to those who contribute on the day the competition is completed, and results will be judged using that day’s results only.

HANDICAPPING Golf handicaps are administered by Golf Australia. Members who identify RMCGC as the primary/home club automatically gain a Golflink Identifier composed of 10 digits as follows:

• 20619 - RMC Club identifier, plus • club membership number expressed as five digits eg 00999

Members use this number to access personal Golf Australia (GA) Handicap history at www.golf.org.au. Explanation of the handicapping system, calculation of handicaps and definition of terms is also available. Where players are unable to complete a round for any reason, a signed scorecard must be returned and is to include the reason for withdrawal. A member of the Match Committee will make a decision on whether to record the score as No Score – Approved or No Score – Unapproved. Please note

that five No Score – Unapproved rounds within the last twenty rounds will render a player ineligible for competition prizes. Daily Handicap – number of handicap strokes for a player for course being played. Slope Rating – relative playing difficulty of course for players that are not scratch players. RMCGC ratings: Women - 124 Men - 118 Scratch Rating – evaluation of normal playing difficulty of course for a player with a handicap of zero. RMCGC ratings: Women - 75 Men - 69 TYPES OF COMPETITIONS Stroke Stroke play counts the total number of strokes taken on each hole during a given round. The player must complete each hole and count every stroke. Following completion of the round, the score for each hole is totalled. Stroke play can be played as:

• Gross event – where no handicap is applied to generate the final score

• Nett event – where the players Daily Handicap is deducted from the number of strokes to give a final score.

Stroke Maximum Score Stroke events organised by the Men’s Match Committee (MMC) will use the Maximum Score form of stroke play, except for Championship Play, and other events determined by the MMC. A player’s score for each hole is capped at a maximum score determined to be net par plus three. A player who does not complete a hole (pick-up) will not be disqualified, but simply gets the maximum score for the hole. For example, a player on a handicap of 18 will record a score of 7 on a par 3 hole, an 8 on a par 4 hole or a 9 on a par 5 hole if they pick-up.

Stableford Stableford uses a handicap adjusted score at each hole to generate a points based scoring system. Depending on the player’s handicap and the difficulty of the hole, a certain number of strokes are allocated to each hole to determine Par on that hole for that player. The aim is to achieve highest number of stableford points. Once it is no longer possible to score a point, players do not complete the hole but simply pick up their ball and proceed to the next hole. Net scoring without a handicap: Par: 2 points Birdie: 3 points Eagle: 4 points Bogey: 1 point. Examples of application of handicap Golfer off 22 Handicap If a golfer plays off a 22 handicap then they will receive 22 shots during the course of the round - 1 on each of the 18 holes and 2 strokes on those holes which are rated in difficulty of 1, 2, 3 and 4. In this case a par 4 hole which is rated number 3 in difficulty will ensure the golfer receives 2 shots on the hole thus making the hole a Par 6. So if this golfer then scores a 5 on the hole this equates to a net birdie thus scoring the person 3 points (refer above table) Golfer off 14 Handicap If a golfer plays off a 14 handicap then they will receive 14 shots during the course of the round - 1 on each of the 14 hardest holes. No strokes will be received on the holes rated 15, 16, 17 and 18 in difficulty. In this case a par 4 hole which is rated number 11 in difficulty will ensure the golfer receives 1 shot thus making the hole effectively a par 5. So if this golfer then scores a 5 on the hole this equates to a net par thus scoring the person 2 points (refer above table). Par Par uses handicap adjusted score at each hole to generate a score of plus, square/zero or minus (+, square or -) based on the results of each hole (as per Stableford) For example if a player gets one shot on a hole:

Birdie = Plus (+) Par = Plus (+) Bogey = Square Double Bogey = Minus (-)

As for Stableford, once a player has a minus, the ball should be picked up. On completion, the number of plus and minus scores are added together. The aim is to achieve the highest score. Bisque Par Played as a normal Par competition where handicap strokes may be taken at the discretion of the player. As many handicap strokes as desired, up to the total available handicap points, may be taken on any hole provided the player indicates to the marker before hitting off the next tee. Four Ball Better Ball (4BBB) Two players play as partners, each playing their own ball as in a single competition. Handicaps are as per normal Daily Handicap for each player. Only the best score of the partners needs to be recorded on each hole. Care must be taken to mark the scores to be used of each player in separate columns headed by the initials of the player so that scores can be verified. This competition is usually played using the stableford system, but can also be played as a stroke or par competition. Four Ball Aggregate Stableford Two players play as partners, each playing their own ball as in a single competition. Handicaps are as per normal Daily Handicap for each player. The stroke score and stableford points for each player are recorded for each hole. When marking the card, care must be taken to record the scores of each player in separate columns headed by the initials of the player so that scores can be verified. The team score for each hole is the sum (aggregate) of the stableford points for the partners. The team having the highest number of points is the winner. Stableford Multiplier Identical to Four Ball Aggregate Stableford except the team score for each hole is the multiplication of the stableford points for the partners.

Ambrose On every hole, each member of the team may hit a tee shot. The team then selects one of the tee shots from which to play. All members of the team then hit from that position. This procedure is repeated until the ball is holed. Selected Shot: The position of the selected shot is marked and each team member may then place their ball within one club length of the marked position, no nearer the hole and play from this position. If the selected shot is on the fairway, the fringe of the green, in a penalty area or rough, the ball to be played must be placed in the same condition (fairway, fringe, penalty area or rough). If in a bunker, the sand may be raked prior to any ball being placed. Putting Green: The position of the selected putt is marked. Other team members place their ball within one putter head length of the marked position no nearer the hole and putt from this position. The scorecard will show the team’s handicap. This is a gross event with handicaps deducted to find the nett winner. Handicaps for Ambrose competitions are: Four players - 1/8 of the total daily handicaps Three players - 1/6 of the total daily handicaps Two players - 1/4 of the total daily handicaps. Stabrose Team event played as an Ambrose where Stableford scoring is applied. The course holes are matched with a team member so that a player’s handicap is applied to generate the team’s Stableford score. For example, in a three person team:

• Holes 1-6 – Lowest marker’s handicap • Holes 7-12 – Use middle marker’s handicap • Holes 13- 18 – Use highest marker’s handicap

Foursomes Two players partner in a stroke event and use only one ball. The partners hit-off alternately from the tee, thereafter hitting alternate shots until completion of the hole. That is, player 1 hits off the first hole, then holes 3, 5, 7 etc; and player 2 hits off the holes 2, 4, 6,8, etc. Scoring is done as for a stroke round. The team’s handicap is equal to one half of their combined daily handicaps.

Canadian Foursomes Both players play tee shots at every hole, then select the best ball and play proceeds as in foursomes. The ball selected is next played by the player’s partner. Team handicap is 3/8 of the players’ combined daily handicaps. American Foursomes Both players play tee shots at each hole then play a second stroke with their partner’s ball. The best ball is selected and play proceeds as in foursomes with the owner of the ball selected playing the third stroke. Team handicap is 3/8 of the players’ combined daily handicaps. Match play In “Handicap Match Play” the stroke handicap of the player is reduced by the handicap of the lowest marker who then plays off scratch. Handicaps are applied using the match index on the scorecard in the same manner normal handicaps are applied using the stroke index. Example: In a Match Play competition Player A’s handicap is 8 and his opponent, player B is off 14. Player A plays off scratch and Player B gets strokes on Match Indexed holes 1- 6 inclusive on the scorecard. Where there is more than 18 strokes difference between handicaps, players receive 2 strokes per hole where applicable. Note: Combining match play and stroke play is discouraged as certain rules are different between the two formats, but there may be times when this is allowed by the Match Committees.

Captain v President Sunday 14 June. A medley stableford competition. All players are notionally divided into two teams on the day. Charity Day Sunday 21 June. A medley 4BBB competition. MEN’S ANNUAL EVENTS RMCGC Major Men’s Competitions Monthly Medals A Medal is awarded to the Nett Winner in each grade of the Stroke competitions played as follows:

• Weekend Medals - 1st Saturday of the month, and • Midweek Medals - a Wednesday in middle of the

month. Medal of Medals All Weekend Medal winners (Dec - Nov) are eligible to play off in the December Weekend Medal competition for the annual Weekend Medal of Medals prize. Similarly, all Midweek Medal winners (Dec – Nov) are eligible to play off in the December Midweek Medal competition for the annual Midweek Medal of Medals prize. Eclectic Competition The Eclectic is a Complementary Competition played in conjunction with the 12 Monthly Medals (Jan to Dec). Open to all Members who nominate and pay an entry fee. There are separate Weekend and Midweek eclectic competitions. An Eclectic is a multi-round golf tournament where the lowest score achieved on each hole over the 12 rounds is used to generate a score. Scores can be tracked through the year via the Members Pages on the RMC Website and on the men’s noticeboard at the Club.

Frank Rundle Memorial Match Play Championship A knockout competition that is open to all Members who nominate and pay an entry fee. It is played over the period March to June each year. Fairbairn Challenge An annual competition held between RMCGC and Fairbairn GC, where a team from each club compete for the Dave Neilen Trophy. This year’s Challenge will be held on:

• Saturday 21 March at Fairbairn GC • Sunday 19 April at RMCGC

Men’s Foursomes Championship Sunday 17 May Eastlake Challenge Sunday 19 July. An annual competition held between RMC and Eastlake golfers where a team from each club compete for the Challenge Trophy. Club Championships October 17, 18, 24 & 25. Stroke event played over 72 holes. Open to all Members who nominate. RMCGC Open Championship Sunday 15 November. RMCGC’s prestigious Trophy played over 18 holes. Golfers from any club are encouraged to nominate. Open Championships held at other clubs in the district are promoted on the men’s noticeboard.

ACT Monaro District Golf Association (DGA) Events RMCGC is a member of the DGA, along with 21 other clubs in the district. The DGA co-ordinates a comprehensive program of events throughout the year, open to members of RMCGC. Details of DGA events are available from their website actgolf.com.au. The main team based events organised by the DGA is the annual Pennant program. RMCGC enters 2 teams in different grades of district Pennants:

• Handicap Pennants - competing for the Edwards Dunlop Shield, played on Sundays and open to golfers with a handicap of 20 or less. It consists of teams of 6 players, who compete in individual match play format using their current daily handicap for each round.

• Senior Masters Handicap Pennants - played on Thursdays, and open to golfers over the age of 50 with a handicap of 27 or less. It is conducted using the same competition format as Handicap Pennants.
