To the citizens of Patten, Sherman, Mount Chase and Stacyville,

It has been and continues to be a pleasure to serve as the PK-12 principal for Katahdin Schools! This is a new beginning with our local communities and we have a lot to be excited about moving forward.

This year we have begun to focus more specifically on ways to engage students in their learning. One of these ways is to take their learning outside and into the community. When all of our senses are involved in learning, the learning is deepened. When students extend their learning outside of the classroom they are able to apply many of the lessons learned in the classroom in an authentic setting.

We have completed collaborative community projects with students of Casco Bay High School, visited Mountain Heights Nursing Facility, supported students at the Special Olympics, created a successful Outdoor Education course as well as the Katahdin Outing Club. We are building a quality After School Program for students from grades 2-12, solidifying our music program and continue to build strong sports teams throughout the year.

Many students have taken advantage of earning college credits throughout their high school years. Almost a third of our graduating class has earned thirty college credits, allowing them to begin college as a sophomore. This is a wonderful accomplishment! We continue to closely look at student learning to ensure that all students are provided with a solid educational experience at Katahdin Schools. We are striving for excellence!

This year has proven that collaboration is the key to increased student learning. Our newest collaborative efforts also include contracting services with Medway and East Millinocket to support the establishment of our new district. With a shared vision of the future of education, this partnership is sure to benefit the students of Katahdin Schools. Students have excelled in and out of the classroom with all of the positive changes that are occurring. We have seen an increase in real world skills, communication skills as well as, assessment scores; all of which indicate that we are headed in the right direction.

Both the elementary and middle/high school are filled with caring and dedicated educators who want what is best for all students. I am' proud to be the leader of such an amazing group of people. The children ofKatahdin Schools have a wonderful future ahead!

BUDGET MEETING (20-A M.R.S. § 1485)

TO: Stuart C. Kelley, a resident of Regional School Unit No. 89 (the

“District”) composed of the Towns of Mount Chase, Patten, Sherman and Stacyville, State of Maine.

In the name of the State of Maine, you are hereby required to notify the voters of each of the municipalities within Regional School Unit No. 89, namely, the Towns of Mount Chase, Patten, Sherman and Stacyville, that a District Budget Meeting will be held at Katahdin Elementary School Cafeteria, 805 Station Rd, Stacyville, ME 04777, at 6:00 p.m. on June 5, 2018 for the purpose of determining the Budget Meeting articles set forth below.

ARTICLE 1A: To elect a moderator to preside at the meeting.

ARTICLE 12: To see what sum the District will appropriate for the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and to see what sum the District will raise and assess as each municipality’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688. Funding Act is the amount of money determined by state law to be the minimum amount that the District must raise and assess in order to receive the full amount of state dollars.

ARTICLE 13: (Written ballot required). Shall the District raise and appropriate $827,159 in additional local funds, which exceeds the State’s Essential Programs and Services allocation model by $827,159 as required to fund the budget recommended by the School Board of Directors?

The School Board of Directors recommends $827,159 for additional local funds and gives the following reasons for exceeding the State’s Essential Programs and Services funding model by $827,159: These funds are needed to pay for special education, athletics and co-curricular activities, operations and maintenance of plant and student transportation costs that are not recognized by the Essential Programs and Services funding model.

Explanation: The additional local funds are those locally raised funds over and above the District’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the District budget for educational programs.

ARTICLE 14: To see what sum the District will authorize the School Board to expend for the fiscal year beginning July 1, 2018 and ending June 30, 2019 from the District’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools?

RSU #89 shall raise $0.00 as the local assessment.

ARTICLE 17: Shall the Region Two Adult Career and Technical Education Budget as approved by the Cooperative Board on April 10, 2018 for the year July 1, 2018 through June 30, 2019 be approved in the amount of $55,875.00 plus any additional, incidental, or miscellaneous receipts in the interest and for the well-being of Adult Career and Technical Education programs. RSU #89 will raise $3,128.40 for the local amount.
