Nathan FYI only. While the chance is low, the proposed Building Code Implementation Guidelines could get raised at this conference.
The Aust Mines and Metals Assoc (AMMA ED Steven Knott) has recently written to the AG suggesting the introduction of Guidelines to the Bldg Code. I have no advice that they are attending but I would think it likely.
The Dep Premier is attending .... ! am not aware if his office would be aware of the proposal.

Two weeks to go until 2012 Major Projects Conference
Time is running out to secure a place at this year's Major Projects Conference, to hear from leading industry experts about the key infrastructure projects which will drive the state's economy in coming years.
Deputy Premier and Minister for State Development, Infrastructure and Planning Jeff Seeney will be joined by more than 30 highly respected industry leaders to outline the importance of major projects to Queensland's economy.
"The Newman Government is committed to revitalising the economy and a key part of doing that is getting more major infrastructure projects going in Queensland," Mr Seeney said.
Conference topics include the Surat to Gladstone coal chain, coal seam gas, liquefied natural gas, Queensland 's future in gas and the current outlook for coal.
The 11th Annual Major Projects Conference will also address land development, dealing with the fly-in, fly-out industry, energy, planning reform, successful project delivery, and redeveloping the government precinct in Brisbane.
Industry leaders including Stephen Bridger from Xstrata Coal and Brett Smith from the Queensland Gas Company will lead panel discussions.
"This conference is a great opportunity to hear directly from infrastructure experts about major projects in Queensland's resources, mining and planning sectors, all under one roof in one day, " Mr Seeney said.
"Public and private sectors are continuing to choose Queensland as a great place to invest.

The conference is aimed at professionals in small to medium sized enterprises as well as those involved in large infrastructure projects.

I arn a public servant in the Queensland govt. and would like to express my support for your program of streamlining the public servrce. In my twenty-five years of public service, I have watched it grow with layers upon layers of middle and senior management who do nothing more than pass the buck down to the workers. Job creation has been perfected as an art!
I would like to draw your attention to and suggest that the following units/functions within the Divis ron of Workplace Health and Safety, Department of Justice and Attorney General be dissolved as a part of your government's current pub!ic service job cuts:
1. Small Business Advisory Program: A useless program employing a large number of staff who visit businesses and distribute pamphlets and other such material. This information can be easily accessed by businesses from the internet.
2. Psycho"social Advisors: Once again a lot of fluff and nothing to really show for all the money spent on their salaries etc.
3. High Risk Work Licensing: A large non~front line unit of pen pushers and form-fillers wrth the sole purpose of approving assessors who undertake assessments of individuals seeking licenses to operate cranes, dozers, erect scaffolding etc. Considering that the training is provided by Registered Training Organisations (RTOs) under the Australian Qualffications Framework, the responsibility of ensuring that the assessors are competent should He with the RTOs who are monitored and administered by DET/ASQA. It is important to note that the assessors that this unit approves are actually attached to RTOs and can not operate independently. This double-monitoring is a time consuming and unnecessary burden on business and RTOs and should be discontinued immediatery. This unit should be closed and the responsibility of approving and monitoring assessors should lie with the RTOs and ASQA.
4. Business & Occupational Licensing: This unit processes applications for various high risk work licenses and issues licenses. This function can easily be performed by Smart License.
5. AAA Centre: This is a glorified call centre with a large number of A06/A07/A08 level public servants apparently monitoring the regular call centre as well as re-d irecting mail/notifications to relevant front line units.

Once again, a massive drain on resources for no front line outcome.
6. Various Industry Advisory Groups: Once again, several groups of socalled experts who sit in meetings and don't contribute to any front line service delivery.
7. Policy Branch: The purpose of this branch (headed by a Director!) was to develop legislation and subordinate legislation for Queensland. With the harmonization of OHS legislation across the country, this unit now has no real purpose and should be disbanded immediately.
8. Amalgamation of Workplace Health and Safety and Work Cover Queensland: This is a major reform that should be considered as both these divisions are two sides of the same coin. In NSW, Victoria, Western Australia etc, these are part of the same organisation. Massive savings could be made by the merger and consequent removal of doubling up of roles from the DG downwards.
I request you to pass on these suggestions to those tasked with cutting the fat from the bloated bureaucracy for serious consideration.
For obvious reasons, I regret I am unable to provide my name and other particulars.
The thoughts and recommendations are, never the less, sincere, honest and in Queensland's best interests.

Th is would be a serious retrograde step . The effect would be to eliminate community engagement in the court . It would also great ly reduce proper action by councils and Govt. agencies in support of their planning statutes . Quite simply Appellant developers ' assembla.qe of formidably expensive legal arrays , as occurred i n the Rainbow Shores case for example, vJOuld present too great a costs ris~ for public planning agencies to contend with, no matter how good the merit and public need of their case might be.
A prevailing condit i on whereby planning agencies anticipate the inevitability of expensive appeals against their refusals could easily lead to the initial approval of all applications, no matter how poor they might be. Once again the Ra i nbow Shores case is a prime example. A poorly thought out development driven by deep pockets.
It 1-JOuld also destroy the opportunity for communities to be heard on issue of serious environmental. concern f or fear of cost awarded. Contrary to t he prevai ling belief developers are not engaging in a purely private use of " their Land" as may be the cat:e for other civil matters . What the develope.r does forever changes the character not only of the land they are on but. the surround~ng footprint .The cost of justifying why they should be allowed to make private profit at the potential expense of the envi r onment, the community and the future should always

To hold other wise is to allow the rich and powerful to do as they see fit at the expense of the people and the nations resources for purely personal profit. If you want to view the long term result of such short term thinking ask yourselves why the so called fertile crescent in the middle east was once the cradle of civilisation and is now a desert . The legacy of poor development planning is greater than the benefit of any short term profit in the hands of one small group .
I trust you will see your way clear to retain the own costs rule in what is an essential forum for public debate that should not be hijacked by allowing the rich and powerful a free ride by virtue of their deep pockets. If costs is a question to be feared then it should be feared most by and fall on the shoulders of those who benefit frrnn actions that have the potential to make major and permanent changes to the world in which we all live to the potential detriment of our collective heritage.

The LNP's Policy platform has been all about cutting red tape and bureaucracy when it comes to the Sustainable Planning Act. There are many authorities that currently exist which will be put under review over the next coming months, namely the Urban Land Development Authority (you can find this policy on the LNP website).
The Department at the moment is starting a review process of various regulations. It is difficult to pin down exact amendments and changes that will occur. It is one of those things where you say "we are cutting red tape" but of course before you can cut the tape, you have to be sure that you are not cutting up the whole system indiscriminately. I have gone through our Incoming Government Brief and I will give you a few points that have come out of the Department- it should give the Attorney an idea of how the department is likely to proceed and where the department is at.
Annual reviews of the Sustainable Planning Act and the Sustainable Planning Regulation. A second review of the SPA and the SPR will commence shortly in 2012 where key stakeholders will be able to consult with the Minister about appropriate amendments.
It is a fundamental policy of the LNP to try to bring power back to Local government. The current system uses a multitude of authorities, departments and even levels of government to approve development applications and significant projects. It would be imprudent of any incoming government to act rashly without allowing the various departments to conduct a full review of the policies currently in place .
The strategy papers put out by the LNP during the election say pretty much this. They speak on getting rid of the Urban Land Development Authority- at the moment the department is reviewing the ULDA and seeing how we can streamline the application process to maximise efficiencies.
I have also attached the Media Monitoring done for today which as business leaders from the community commending the incoming government for their positive, pro-business, pro-development attitude.
All of the strategy papers are online. Look up: LNP Property and Construction Strategy LNP Statutory Regional Plans There is also a policy out there about protecting the Cape York peninsula if that would be of interest as well.
