Road Transport Management System

(South African Voluntary Scheme) • RTMS is an industry–led, government-supported, voluntary,

self-regulation scheme that encourages consignees,

consignors & road transport operators to implement a

management system (a set of standards) that demonstrates

compliance with the Road Traffic Regulations and

contributes to preserving road infrastructure, improving

road safety & increasing productivity;

• Applicable to Road Freight Industry;

• Certification requirements = SANS 1395;

• Quality Assurance = SANAS approved Scheme for 1395

Certification Body and the Auditors are selected by the

1395 Certification Body;

Note – NDoT subsidized a process to develop and

implement an Auditor Scheme by SAATCA. This is more

applicable when auditing Government Departments and

SOCs. (enhanced quality assurance model and removes

burden of the 1395 CB). SAATCA is a SANAS approved

CB for Management Systems Auditors (i.e. Person

Certification)

Responsible Care

(International Voluntary Scheme) •Based on the Responsible Care Management System Technical Specification (integrated approach – IMDG Code plus various countries regulations, the ISO9001 / 14001 / 18001 and IMO security requirements)

•Applicable to Chemical Industry Logistics Supply Chain

•The signatory chemical companies agree to commit themselves to improve their performances in the fields of environmental protection, occupational safety and health protection, plant safety, product stewardship and logistics, as well as to continuously improve dialog with their neighbors and the public, independent from legal requirements

•No certification, but sharing of Audit Reports !!!

•Panel of Auditors by CDI (RPMASA) and CEFIC (CAIA);

•The mandatory IMO instruments included in the scope of the Scheme cover safety of life at sea (SOLAS 1974 and its 1988 Protocol); prevention of pollution from ships (MARPOL); standards of training, certification and watch keeping for seafarers (STCW 1978); load lines (LL 66 and its 1988 Protocol); tonnage measurement of ships (Tonnage 1969); and regulations for preventing collisions at sea (COLREG 1972).

What is ISO 39001

The SANS 39001 is adopted from the Road Traffic Safety Management System

(ISO39001), which was developed by the International Standards Organisation as

a tool to support the implementation of the Decade of Action Global Road

Safety Plan and is applicable to a range of organizations, including both public and

private enterprises with responsibility for:

the design and production of cars, trucks and other road vehicles including parts and equipment;

transporting goods and people;

generating significant flows of goods and people;

personnel working in the road transport system;

the design, building, operation and maintenance of roads and streets;

providers of emergency medical assistance to crash victims;

ISO 39001 specifies requirements for a Road Traffic Safety (RTS) Management

System to enable an organization that interacts with the road traffic system

to reduce death and serious injuries related to road traffic crashes which it

can influence.

The requirements in ISO 39001 include development and implementation of

an appropriate RTS policy, development of RTS objectives and action plans,

which take into account legal and other requirements to which the

organization subscribes, and information about elements and criteria related

to RTS that the organization identifies as those which it can control and

those which it can influence.

Benefits of ISO 39001

The implementation of the standard is supposed to put the organizations, which

provide the system "road traffic", into the position to improve the traffic safety

and to reduce by that the number of persons killed or severely injured in road

traffic.

compliance to existing legislation e.g. OHSA, GIMA, NRTA, NEMA and can

contribute to an improvement in Government service delivery obligations, the

preservation of our environment, improve road safety, improve productivity.

Within Industry / Private Sector – Improved Governance, Road Safety,

Productivity and an opportunity to qualify for Government Concessions, etc

(dependant on what the revised national transport policy says!!!)

In South Africa – Certification Bodies (CB) must be approved by SANAS

Technical Assessors (TA) review and advice SANAS on CB applications.

Alternatively there are internationally recognised organisations to SANAS.

The Certification Body is duty bound to appoint “competent auditors” i.e. one who has appropriate Knowledge/Skills/Experience (Subject Matter Expert) to do audits;

ISO9011 & ISO17021 specifies the full requirements;

In South Africa – Auditors can be registered with SAATCA or at an another locally SANAS approved body or an internationally recognised similar Organisation

All parties listed above should be affiliated with the International Accreditation Form (IAF);

Standards can be used as a key instrument to improve compliance, efficiency, address safety and meet customer requirements.

Scope / Applicability and Opportunities in the Transport Sector is dependent on the final

confirmation of Government “Policy Position” on the implementation of ISO & SANS Standards within the transport

sector, especially for ISO39001 and other standards.

Other enabling factors:

SANAS schemes for 39001 Certification Bodies;

Uptake and use of SAATCA 39001 audit scheme;

Training and Capacitation programmes;

Elevation of initiatives and integration at SADC level;

Commitment by industry to use ISO or SABS Standards over “Industry Guidelines”. Is this possible? What will it take?

There is also a need for

pro-activeness by Industry & Suppliers

Industry & Suppliers commitment to support broader transformation objectives

Industry & Suppliers commitment to promote & use ISO Standards (including education & awareness)

Opportunities for Industry & Suppliers:
