    Dear Reader,

    We have had much positive feedback for the Part-M technical hand-book, and we are therefore glad to be able to present to you the second value-added product in both print and electronic format: This Part-145 handbook is the second technical publication produced by EASA to meet the needs of its stakeholders in the aviation community. It comprises the implementing rules and the related AMC/GM of Part-145 in a consoli-dated format.

    The printed versions of our technical handbook series include a CD with the bookmarked text to facilitate easier and faster reading. They are living documents, and as the rules evolve, the handbooks will be updated on a regular base. We are aiming to further enhance our products and hope to be able to provide our stakeholders with products that will successively improve both in quality and timeliness.

    This current version includes the latest amendments that were introduced by Reg. EU No 127/2010, ED Decision 2010/002/R, ED Decision 2010/006/R, and Reg. EU No 962/2010.

    (iii)anairshipdesigned fornotmore than twooccupantsandamaximumdesignliftinggasorhot-airvolumeofnotmorethan2500m3forhot-airairshipsand1000m3forgasairships;

    (l) LSA aircraft means a light sport aeroplane which has all of the followingcharacteristics:

    (i) aMaximumTake-offMass(MTOM)ofnotmorethan600kg;

    (ii) amaximumstallingspeedinthelandingconfiguration(VS0)ofnotmorethan45knotsCalibratedAirspeed(CAS)attheaircraftsmaximumcertificatedtakeoffmassandmostcriticalcentreofgravity;

    (iii)amaximumseatingcapacityofnomorethantwopersons,includingthepilot;

    (iv)asingle,non-turbineenginefittedwithapropeller;

    (v) anon-pressurisedcabin;

    (m)principalplaceofbusinessmeans theheadofficeor the registeredofficeof theundertakingwithinwhich theprincipal financial functionsandoperationalcontroloftheactivitiesreferredtointhisRegulationareexercised.

    Article3Continuing airworthiness requirements

    1. The continuing airworthiness of aircraft and components shall be ensured inaccordancewiththeprovisionsofAnnexI.

    2. Organisationsandpersonnelinvolvedinthecontinuingairworthinessofaircraftandcomponents,includingmaintenance,shallcomplywiththeprovisionsofAnnexIandwhereappropriatethosespecifiedinArticles4and5.

    3. Byderogationfromparagraph1,thecontinuingairworthinessofaircraftholdingapermittoflyshallbeensuredonthebasisofthespecificcontinuingairworthinessarrangementsasdefined in thepermit to fly issued inaccordancewith theAnnex(Part-21)toCommissionRegulation(EC)N1702/2003.

    4. Foraircraftnotusedincommercialairtransport,anyairworthinessreviewcertificateorequivalentdocumentissuedinaccordancewiththeMemberStaterequirementsandvalidon28September2008 shallbevaliduntil itsexpirationdateoruntil 28September2009,whichevercomesfirst.Aftertheexpirationofitsvalidity,thecom-petentauthoritymayfurtherre-issueorextendonetimetheairworthinessreviewcertificate or equivalent document for one year, if allowed by theMember Staterequirements.Uponfurtherexpiration,thecompetentauthoritymayfurtherre-issueorextendonemoretimetheairworthinessreviewcertificateorequivalentdocumentforoneyear,ifallowedbytheMemberStaterequirements.Nofurtherre-issuanceorextensionisallowed.Iftheprovisionsofthispointhavebeenused,whentransfer-ringtheregistrationoftheaircraftwithintheEU,anewairworthinessreviewcertifi-cateshallbeissuedinaccordancewithM.A.904.

    1. Line Maintenance should be understood as any maintenance that is carried outbeforeflighttoensurethattheaircraftisfitfortheintendedflight.

    (a) Line Maintenancemayinclude:

    Troubleshooting.

    Defectrectification.

    Component replacement with use of external test equipment if required.Componentreplacementmayincludecomponentssuchasenginesandpro-pellers.

    Scheduledmaintenanceand/orchecksincludingvisual inspectionsthatwilldetect obvious unsatisfactory conditions/discrepancies but do not requireextensiveindepthinspection.Itmayalsoincludeinternalstructure,systemsandpowerplantitemswhicharevisiblethroughquickopeningaccesspanels/doors.

    Minorrepairsandmodificationswhichdonotrequireextensivedisassemblyandcanbeaccomplishedbysimplemeans.

    (b) Fortemporaryoroccasionalcases(ADs,SBs)theQualityManagermayacceptbasemaintenance tasks to be performed by a linemaintenance organisationprovidedallrequirementsarefulfilledasdefinedbythecompetentauthority.

    (c) Maintenance tasks falling outside these criteria are considered to be Base Maintenance.

    (d) Aircraftmaintainedinaccordancewithprogressivetypeprogrammesshouldbeindividuallyassessed in relation to thisparagraph. Inprinciple, thedecision toallowsomeprogressivecheckstobecarriedoutshouldbedeterminedbytheassessmentthatalltaskswithintheparticularcheckcanbecarriedoutsafelytotherequiredstandardsatthedesignatedlinemaintenancestation.

    2. Where the organisation uses facilities both inside and outside theMember Statesuch as satellite facilities, sub-contractors, line stations etc., such facilitiesmaybeincludedintheapprovalwithoutbeingidentifiedontheapprovalcertificatesubjecttothemaintenanceorganisationexpositionidentifyingthefacilitiesandcontainingprocedurestocontrolsuchfacilitiesandthecompetentauthoritybeingsatisfiedthattheyformanintegralpartoftheapprovedmaintenanceorganisation.

    CAUTION: it should be understood that if the contracted organisationor the above mentioned person loses or gives up its approval, then theorganisationsapprovalwillbesuspended.

    4.1 145.A.30(b):Thenormalminimumrequirementisfortheemploymentonafull-timebasisoftwopersonswhomeetthecompetentauthoritiesrequirementsforcertifyingstaff,wherebyoneholdsthepositionof maintenanceengineerandtheotherholdsthepositionofqualityauditengineer.

    Either person can assume the responsibilities of the accountable managerproviding that they can comply in full with the applicable elements of145.A.30(a), but the maintenance engineer should be the certifying personto retain the independenceof the quality audit engineer to carryout audits.Nothingpreventseitherengineerfromundertakingmaintenancetasksprovidingthatthemaintenanceengineerissuesthecertificateofreleasetoservice.

    Thequalityauditengineershouldhavesimilarqualificationsandstatustothemaintenance engineer for reasons of credibility, unless he/she has a proventrack-record in aircraft quality assurance, inwhich case some reduction in theextentofmaintenancequalificationsmaybepermitted.

    In caseswhere the competent authority agrees that it is not practical for theorganisationtonominateapostholderforthequalitymonitoringfunction,thisfunctionmaybecontractedinaccordancetoparagraph3.1.1. ED
