1. About Ryde Carlile Swimming Club Ryde Carlile Swimming Club is one of the oldest and most successful swim clubs in New South Wales. The Club has had eleven representatives at Olympic Games including Shane Gould, Gail Neal, Karen Moras, Jenny Turrell, Nadine Neumann, Anna Windsor and Emma Johnson. Ryde Carlile Swimming Club is a non-profit organisation that aims to promote fitness for life and create an environment where every swimmer is given the opportunity and is encouraged to achieve the level they want to attain. By being a member of Ryde Carlile Swimming Club you will receive the following benefits: Knowledge and experience:

Training by qualified accredited swimming coaches.

Continued development of swimmers of all ages in a caring team environment.

Graded program for swimmers to achieve goals. Race skills and experience developed:

Club swimming races held every Friday night in the summer season and on the last Friday of the month during the winter season.

Club championship races held at the end of the summer season.

Annual Ryde Carlile Swimming Meets - Mini Meet and Club Challenge Cup

Encouragement and assistance to qualify for:

Metropolitan, State and National Swimming Championships. Friendly, social environment:

Ryde Carlile Swimming Club is a friendly, social club for swimmers and their families.

Regular social events and activities are held throughout the year (e.g. trips away, dinners)

Junior weekend trips to combine competition and/ or training with social activities for primary school age swimmers.

Senior trips combine training and social activities for secondary school age swimmers.

Club presentation day is usually a barbecue on a weekend in May attended by swimmers and their families and friends.

Christmas fun night on the last Friday race night before Christmas.

Conduct social activities for junior swimmers, senior swimmers & parents, including an annual dinner

Organise trips away for junior swimmers and senior swimmers

Host two meets: A Short Course (SC) mini meet at Ryde Aquatic Leisure Centre (RALC) and a Long Course (LC) meet at Sydney Olympic Park Aquatic Centre (SOPAC)

Target an Open Water event

Run monthly Club Races in winter and weekly Club Races in summer culminating in Club Championships

Improve results and increase the number of swimmers attending Ryde Carlile, Area, Metro, State & National championships and to financially support swimming teams

Increase the number of accredited technical officials in the club

Encourage participation in the committee – mentor new members and continue succession planning

Increase swimmer membership by attracting new members and retaining existing swimmers

Target 7 years & Under swimmers (Learn-To-Swim in particular) by special trial night and a free membership category

Continue publicity & communication.

1.4 Management Committee Meetings The Club conducts regular committee meetings on the 3rd Monday of each month. All members are welcome to attend these meetings. An annual general meeting is conducted annually at a date to be advised – usually in May.

1.5 Responsibility of Parents and Swimmers The Club Committee will arrange club races and club activities. However:

Swimmers and parents are expected to take an active part in ALL club activities.

If necessary, swimmers and parents will be rostered for duty to ensure efficient running of Friday club races and activities.

All members and parents are expected to actively participate in fundraising, without which we cannot ensure optimum facilities for our children.

At swim meets where the club is expected to provide timekeepers, parents will be rostered. Please arrive on the pool deck on time for your duty. If you are unable to fulfill your obligation please arrange to swap with another club member. If you require a refresher on timing procedures at a specific facility, please do not hesitate to ask one of the club’s Chief Timekeepers. Records of Timekeeping duty will be kept.

1.6 Complaints and Disputes To lodge a complaint, contact the Club Member Protection Information Officer. Contact details are on our website. The complaint will be tabled at the next committee meeting. For disputes, contact the Club President and in the event of their unavailability then one of the Club Vice Presidents to discuss the matter. The decision of the Club President or in their absence one of the Vice Presidents is final.

2. Membership and Registration 2.1 Fees Fees are payable for the period 1 October to 30 September and include the cost of registration with Swimming Australia, Swimming NSW and Swimming Metropolitan North West and insurance. The membership fee also includes a race fee component which covers entries into Friday Night Races for the whole year. (Please note that a discounted pool entry fee is paid separately on each night). There are 28 club nights in the 2017/2018 swimming season: - 19 summer club nights - 3 club championship nights - 6 winter club nights

Note: It is a Club requirement that at least ONE parent/caregiver of swimmers under the age of 18 years (including Junior Dolphins) register as a non-swimmer member. If 2 parents/caregivers become members, then the annual fee will be reduced by $10. New Swimmer and Junior Dolphin members are required to show a proof-of-age document (either original or certified copy of their birth certificate or passport) to the Club Registrar on their first night of Friday Night Races.

2.2 Club Uniform The club uniform (to be worn at all inter-club and above meets) consists of:

2.3 Registration Swimming NSW has advised that ALL Registrations must be processed and paid online. The system uses bank level security for your personal and financial information. 2.3.1 Renewing Members

The oldest swimmer member of the family is the primary member and has other family

members linked to their membership so that at the time of registration, only one payment is

required. Membership renewal is done via Swimming Australia’s MyLANE portal.

a) Click on the MyLANE button on the Ryde Carlile Swimming Club website

b) Login using the primary member’s user ID and password.

c) Click on ‘My Profile’ and then ‘Membership’ and make your payment.

2.3.2 New Members

Please go to the Ryde Carlile Swimming Club website and click on the JOIN NOW button and follow the instructions. Please note that you will require a credit card to complete your registration.

New members (Swimmers and Junior Dolphins) are required to show a proof of age document (either original or certified copy) to the Registrar on their first Club night.

Terms and Conditions of Membership When registering online with Ryde Carlile Swimming Club you will be asked to agree to the following terms and conditions.

I agree that at least one parent/carer will register as a non-swimming member for any

swimming member under the age of 18 (discount applies if both parents register)

I agree to abide by the rules, regulations and policies of Ryde Carlile Swimming Club

Inc., Metro North West Swimming, NSW Swimming and Swimming Australia.

I authorise Ryde Carlile Swimming Club Inc., Metro North West Swimming, NSW

Swimming and Swimming Australia to use and disclose to related and relevant bodies,

any of my personal information.

I give permission for my child/myself to be photographed, videoed and recorded in various forms of media and agree to have my child's/my name, photograph, video, electronic media and results published in various forms of media including the club website and club Facebook page

I agree to participate in all fundraising activities.

I agree to assist in any capacity when requested at Meets, including Club Racing hosted

by Ryde Carlile

3. Friday Night Club Races

3.1 When The Club holds short course club racing on Friday nights starting at 6.30 pm sharp as follows:

Summer (from October to March) – weekly, every Friday night as stated in Section 3.5.

Winter (from April to September) – monthly on the last Friday night of each month.

All families are expected to help with the running of club races.

3.2 Cost To attend Friday Night Races, the following costs will apply:

Pool entry – special entry price of $3.40 per swimmer and $3.10 per spectator

Race entry – $30 for the season (payable as part of registration fees). This covers all race nights in summer, club championship nights and next winter’s race nights.

3.3 Eligibility Friday night club racing is ONLY available to members of the Ryde Carlile Swimming Club. Prospective new members are permitted to swim in one (1) Friday night club racing night prior to joining the Club.

3.4 Race Program Swimmers can enter a maximum of four (4) events listed on the Friday night’s program. Only one (1) distance per stroke can be swum. Only (1) 200 m event can be swum per night. There are four (4) programs.

Flexible Night In addition to the usual Program 3 events on 17th November a swimmer may enter 100 m butterfly, and/or 400 m freestyle, 800 m freestyle, 1500 m freestyle, 400 m IM. The following conditions apply:

Swimmers must have swum the event at 2017 SMNW Summer Championships or entered the event at the 2017 SMNE Summer Championships and have a reasonable prospect of achieving the relevant 2017-18 NSW State Age LC Championships qualifying time as determined by their coach.

Swimmers may enter no more than 4 individual swims for the night and no more than

ONE 200 m or longer distance event.

Point score does not apply to these additional events.

3.6 Race Entry Race entry for Friday nights is online entry. Online race entries are to be lodged via our website by 9:00pm on the Thursday night prior to that week’s races. Instructions on how to enter are available on the club website. Entries cannot be accepted online after the closing time. New members can submit entries on the night they join but are expected to submit future entries in the above manner.

3.7 Qualifying Time Limits Time limits apply to races for younger swimmers, i.e. 10 years and under. Once a time is achieved the swimmer is eligible for longer distances. All swimmers should become familiar with the qualifying times below.

3.8 Point Score To encourage improvement in personal performance a points score system is used. Performances of club members on each Friday evening will be recorded and points allocated for all events in the following manner:

Points accumulate from the first swimming night in the summer season and continue through to the last swimming night prior to club championships (29 September 2017 to 2 March 2018). Points will not be awarded until a swimmer is registered. Note: Club point scoring does not apply to second claim members, except to Carlile Swimming Team (legacy Ryde) members or during the winter season. Trophies are awarded to the highest male and female point scorer in each age group, as defined in Section 8.2, and presented at the Club’s Annual Presentation Day (usually in May).

3.9 Timekeeping The club is dependent on the support of its members and this is especially so with timekeeping. Every Friday night during the summer season we run races across 8 lanes of the pool. To ensure all swimmers receive fair times we have 2 timekeepers per lane, and 3 timekeepers per lane for Club Championships. Therefore up to 24 volunteers are required each week just to time keep the races. During the season many swimmers also compete at various meets where the club is required to supply timekeepers. It is therefore important that we have a large body of parents competent to time keep. This is not a difficult task and can be lots of fun and a great way to meet people and make friends. Please volunteer to time keep throughout the season. Parental involvement over the years has made the club what it is today. We hope that you will join us in continuing to develop the club for our swimmers. Perhaps you and a friend might consider becoming an accredited timekeeper later in the season. For further information, please see one of the committee members on the pool deck.

3.10 Club Race Rules Club Race Rules are the same as for other meets a swimmer may enter during the year. This helps younger swimmers to gain confidence. Competitors must follow the procedures below:

a) Ensure you arrive at pool early enough (6pm) to check your entries are correct and you are entered in your nominated events.

b) Respond to your marshalling calls immediately and remain in the Marshalling Area until the start of your race.

c) Notify the Club Race Secretary immediately if a decision is made to withdraw from any event(s).

d) Be in a position to respond immediately to the Check Starter prior to each event being contested.

e) Be standing behind your allocated block ready for your start (goggles and cap on and costumes adjusted, etc.) by the time swimmers from the previous race are advised to leave the water. The Starter will not hold up a race for swimmers not ready for the start.

f) Take up starting position quickly and remain steady for the start, thus avoiding time-consuming false starts. A false start will result in disqualification.

g) Remain in the water at the end of the race until advised and then leave the water immediately via the side of the pool.

h) Request your time from the Timekeeper before quickly leaving the area. Results available on meet mobile

i) Do not address queries regarding your race result to the Timekeeper. All queries should be addressed to the Club Race Secretary.

3.11 The Race Start

a) Friday Night Races will be conducted under the one start rule.

b) When competitors have been placed behind their block, the Starter will announce the event for example: 100 meters Butterfly, Heat 1.

c) The Referee will give a long whistle to signal competitors to take their positions on the back surface of the Starting Block (or for Backstroke to immediately enter the water). A second long whistle shall bring the Backstroke swimmer to the starting position.

d) The Starter will give the precautionary command “TAKE YOUR MARKS” and competitors will immediately take up their starting positions at the front of the starting block, or in the case of a Backstroke event, their starting position in the water, and REMAIN STATIONARY.

e) When all competitors are stationary, the Starter will give the starting signal by hooter, whistle or command.

f) Any swimmer starting before the starting signal has been given shall be disqualified. If the starting signal sounds before the disqualification is declared, the race shall continue and the swimmer or swimmers shall be disqualified upon completion of the race. If the disqualification is declared before the starting signal, the signal shall not be given but the remaining swimmers shall be called back, be reminded of the penalties, and start again.

g) Competitors must finish in the lane in which they start and will remain in the water in their lanes at the finish of the event. On the signal from the Referee, competitors are to immediately leave the water by the side of the pool.

h) In an Individual Medley event the sequence of strokes is Butterfly, Backstroke, Breaststroke and Freestyle.

4.5 Club Championship Eligibility Eligibility criteria apply as follows:

a. Renewing members and new swimmers joining on or before 27 October 2017 must swim 8 Friday nights and 15 swims over these Friday Nights

b. New members joining between 28 October - 15 December must swim 6 Friday nights and 12 swims over these Friday Nights

c. New members joining between 16 December - 2 March 2018 must swim 4 Friday nights and 8 swims over these Friday Nights

d. If a trial night was swum this night may count to the number of nights and swims required.

To determine the eligibility criteria the swimmer will be deemed to have joined the Club as of the date of their first trial night.

e. Irrespective of the date joining, the swimmer must have swum an event they wish to swim at Club Champs at least once at Friday night races during the summer season. Note: Friday Night means a Friday Night Race night during the current summer season.

4.5.1 Club Champs Eligibility Criteria for Swimmers aged 13 years and Over Swimmers aged 13 years and over (age 1 January 2018) in National Performance or Age Performance squads may elect to meet the eligibility listed under Section 4.5. Alternatively they may elect to meet the following criteria:

Swim a minimum of 4 Friday Nights, and

Compete at either the 2017-18 State Age LC Championships or NSW State Open Water, and 2017 NSW Metropolitan LC Championships in one or more individual events, and

Assist with the running of Friday Night Races on at least 2 occasions during the summer season, and

If the swimmer subsequently enters Club Champs they must enter and swim a minimum of 4 events to be eligible for Club Championship awards and National subsidy awards.

Swimmers unable to meet these criteria will automatically default to the criteria applicable to the general membership under Section 4.5.

Regardless of the eligibility pathway chosen, the swimmer must have swum the event(s) they wish to enter at Club Champs at least once at Friday Night Races during the summer season.

Swimmers opting for the reduced number of swimming nights (4 nights) will not be eligible for point score. Note: Friday Night means a Friday Night Race night during the current summer season.

4.6 Official Times Times achieved at Friday Night Races and at Club Age Championships will be ‘Official’ times only if an official referee and an official starter are present on the night and at least two timekeepers are on the swimmer’s lane. Under these circumstances all times achieved at these events are submitted to Swimming NSW for approval, and if approved can be used as official times. Note: Times displayed on the scoreboard or in the Meet Mobile app are not official times.

4.7 Age Championship Medals Age Championship medals are awarded to the most successful boy and girl in each of the following age groups, using Club Age Championship results.

4.8 Championship Rules

a) Only first claim Ryde Carlile and CST (legacy Ryde Carlile) members for the current season are eligible to compete.

b) Finals will not be conducted. Placings will be based on fastest times.

c) Competitors must swim in their own age group.

d) Championship events will be held on the dates advertised.

e) The Championships will be swum as per program of the day and will not be changed.

f) Championship races will be conducted under the same rules as Swimming NSW.

g) Championship entries (except 400 m Freestyle) must be lodged online. NO LATE

ENTRIES WILL BE ACCEPTED. ENTRIES DUE 2 MARCH 2018.

h) Championship entry times will be entered by the Club Race Secretary, and shall be the best time recorded during the current season prior to the closing date of entries.

i) A swimmer must have swum the particular stroke and distance being entered at least once during the current season.

j) A swimmers age for Club Championships is ‘as at’ the first night of championships.

5. Competitive Swimming If you are interested in competitive swimming over and above Club race nights, the following progression is offered:

Metro North West Area Meets & Championships

NSW Metropolitan Championships

NSW State Championships

Australian National Championships. Metro NW Area Championships, NSW Metropolitan Championships, NSW State Age and NSW State Open Championships and Australian National Age and Open Championships have qualifying times. Qualifying times and programs for these meets are published on the Metro NW, Swimming NSW and Swimming Australia websites respectively and the Swim Meet Calendar on the Ryde Carlile website. For meets with qualifying times, a swimmer may only enter events for which they have achieved the advertised qualifying time. 5.1 Club Uniform At all times when representing the Club, swimmers are expected to wear the club uniform, as follows:

Mandatory items: swim cap, club shirt

Preferred items: black shorts/track pants

Other items: Club jacket.

5.2 Ryde Carlile Hosted Meets Ryde Carlile typically hosts two meets per year:

Winter SC Mini Meet – typically held in May at Ryde Aquatic Leisure Centre

Summer LC Qualifying Meet – typically held in October at SOPAC. These meets are our major fundraising events for the year and as such members and parents are expected to assist. A duty roster is drawn up.

5.3 Swim Meets

Information on swim meets specifically targeted by the club is available on the club noticeboard and on our website. Information is also sent to eligible members via email. Information on additional meets in NSW and ACT is available on the Swimming NSW website www.nsw.swimming.org.au or in the Swimming NSW monthly Swimmer Magazine, available by annual subscription from Swimming NSW (see Swimming NSW website).

5.4 Meet Entry Meet entry is generally via online entry. The meet program will specify the form of entry to use and any other conditions relevant to entering a meet.

Where a meet specifies online entry, the responsibility for entering the meet lies with the swimmer or their parent/guardian by the due date. The Competition Race Secretary does not submit online entries on behalf of swimmers. To enter online the swimmer must have met the qualifying time for the selected event. Payment for online entries is generally by credit card.

5.5 Closing Dates For inter-club meets entry well before the due date is recommended as these meets close once the entry limit is reached. This may occur before the advertised closing date. Entry to Area, State and National Championships can be made up until the advertising closing date. No late entries will be accepted. Closing dates for Ryde Carlile Swimming Club targeted meets will be advised to the membership by email. Targeted Meets are listed on the website.

5.6 Relay Teams The club enters relay teams in various competitions, for example, Area, State, Nationals and other outside meets. If a swimmer wishes to be considered for a Club Relay Team it is their responsibility to ensure that they:

have done suitable swims during the qualifying period over 50 m, 100 m and 200 m in freestyle, breaststroke, backstroke or butterfly as applicable, at an approved meet, and

are available for a swim-off should this be necessary. The Relay Selection Committee is:

5.7 Long Course and Short Course Times NSW Championship Entry Times are related to the Course in which the Meet will be conducted. The following rules apply for qualifying purposes:

(i) When qualifying for Long Course Championships, swimmers can use either a Long

Course or Short Course qualifying time, however if entering using a Short Course

time, their entry time will be equal to the qualifying time for that event.

(ii) When qualifying for Short Course Championships, swimmers can use either a Long

Course or Short Course qualifying time.

NOTE - Australian Open Short Course Championship entry times must be achieved in a 25m pool. A time in a 50m pool is acceptable without any conversion factor. Australian Age and Open Long Course championship times must be achieved in a Long Course pool.

6. Area Development Squads Swimming Metropolitan North West Area offers the following squads for our swimmers.

6.1 NATIONAL A SQUAD Aim: Swimmers to make finals at the following National Age Championships Selection criteria: Swimmers 13-18 years of age who have attended the National Age Championships competing in an individual event.

Squad activities: The squad activities are delivered in partnership with the relevant Area Development Committee, typically involving participation at a Development Day.

7. Subsidies and Support 7.1 Subsidies The club (at the discretion of the Management Committee), may elect to subsidise its members, including but not limited to, the following:

7.2 National Team Support

In order to receive support from Ryde Carlile Swimming Club, members of the Carlile Swimming Team will be required to meet the eligibility requirements below:

Criteria

1. Swimmer is a member of the Carlile Swimming Team and a legacy Ryde Carlile Swimming Club member for at least 90 days prior to the National Championship meet where the subsidy is to be provided.

2. Compliance with the Carlile Swimming Team Membership Agreement. 3. Swimmer is actively competing at Swimming NSW and National Championship meets. 4. Eligible for and competed at the Ryde Carlile Club Championships. 5. Family member/swimmer to assist with Technical Official duties as reasonably requested

at Ryde Carlile Long Course, Short Course meet and Club Championships meets.

Notes

Eligibility for the Ryde Carlile National Subsidy Program is contingent upon meeting the above stated criteria.

Subsidies will be paid upon return from an event/activity net of any incidental costs incurred by the swimmer.

The Ryde Carlile Swimming Club Subsidy Program is only applicable to National meets held outside of the greater Sydney Metropolitan area.

First claim Ryde Carlile Swimming Club members, who have been members since 1

October 2017 are also eligible for National meet support subject to meeting the above

criteria points 3, 4, and 5 and complying with the above Notes.

The Management Committee reserves the right to award subsidies at various levels

depending on individual circumstances and availability of funds.

The Junior Club Champion (Mayoral Trophy) (12 years and Under) awarded to the boy
