The purpose of this handbook is to assist Tangipahoa Parish School System employees with questions they may have related to the Tangipahoa Parish School System. While several topics are addressed and summarized, this handbook should not be considered all inclusive.

This handbook is not a contract. Only the Tangipahoa Parish School Board has the authority to enter into and approve a contract with an employee. This handbook is not intended to alter the employee at-will status of employees in any way. This handbook is not a substitute for the District’s Policy Manual. The District reserves the right to add, delete, suspend and/or modify policies at any time.

EMPLOYEE PROCEDURES

ANNUAL EVALUATION FOR SUPPORT EMPLOYEES • Support employees are individuals who do not hold a teaching certificate.• In an effort to improve the level of job production and skill performance of the individual

employee, evaluations of support personnel shall be conducted annually. Performanceevaluations shall be based on an employee’s job classification and the School Board’sadopted standards for the work performed. See policy GBI, Evaluation.

CONFIDENTIALITY • Confidentiality is the protection of company, personnel and personal information.

Employees have a strict responsibility for maintaining confidentiality in all matters. Youshould be prudent not to disclose any information that is considered sensitive andconfidential to a third party unless prior approval is given from your supervisor. This refersto making sure all sensitive documentation is secure, files are locked, not discussinginternal company matters with co-workers, friends, family, etc. Confidentiality helps tobuild and develop trust.

● Breach of confidential information may result in adverse personnel action.• Employees are not to place phone calls on speaker to insure privacy and confidentiality.

ETHICS TRAINING • In accordance with LA-R.S. 42:1170A, all public servants, elected officials, and

employees (whether compensated or not) will be required to participate in yearly EthicsTrainings. As such, these individuals must be aware that we are governed by theLouisiana Code of Governmental Ethics. This process is required every calendar year.

If you have forgotten your password, enter your tangischools email and thesystem will send you a link to reset your password. Complying with this requirement isa part of each employee’s job responsibilities and is expected to be completed. SALARY • Compensation for all school employees shall be based on applicable salary schedules

or hourly rates established by the Tangipahoa Parish School Board, with the exceptionthat no employee shall receive less than the minimum established by state or federallaw.

• For the purposes of this subsection, school employee shall mean any employee of theSchool Board that is not required to hold a teacher's certificate as a condition ofemployment, including but not limited to, bus operator, food service worker, teacher aide,custodian, and maintenance personnel.

LUNCH/BREAKS ● Lunch breaks during regular work schedule are one hour and must be taken between the hours of 11:00 a.m. and 2:00 p.m. During the summer schedule, lunch breaks are for 45 minutes and must be taken between 11:00 a.m. and 2:00 p.m. ● You may not work through your lunch break in order to leave early except in an emergency

situation with prior approval of your immediate supervisor. ● Breakfast should be eaten prior to work or at your designated break time. Do not sign in

upon arrival and then proceed to the break room to eat before reporting to your desk. ● Trash, dishes and leftover food must be picked up after breaks and lunch every day.

Personal food items (including refrigerated items) should be labeled and should not be left in the break room/refrigerator indefinitely. Dishes and other containers should be washed after use and taken home.

● Two (15) fifteen minute breaks may be taken each day between the hours of 10:00 a.m. – 10:30 a.m. and 2:30 p.m. – 3:00 p.m.

• Your break cannot be added onto your lunch break or taken following clocking into work or before leaving work.

● You must scan out for lunch before you begin preparing your lunch, whether you are remaining in the building or going to another location.

● If you will be returning late from your lunch break, you must call the Central Office receptionist to let her know the reason you will be delayed and the approximate time you will return.

RESERVING THE BOARD AND/OR CONFERENCE ROOMS

The Tangipahoa Parish School System is committed to providing professional learning activities that are high-quality, sustained, intensive, and classroom-focused to engage all students in meaningful learning. These professional development opportunities are created to fulfill the varied needs of employees, the needs expressed in each school’s improvement plan, district/state initiatives, and compliance issues. Professional development activities are presented at the school, department, and district levels.

• You must complete the Scheduling Events in the Central Office form, see Appendix A. The front receptionist can also provide this to you.

• Once approved by Administration, give the form to the receptionist and she will check to see if the room is available. If she is unavailable, contact Cynthia Jenkins, Board Secretary.

EMPLOYEE BENEFITS

The Tangipahoa Parish School System makes available a comprehensive benefits program for employees working 25 or more hours per week. Employees have a variety of benefits including group insurance, investment options, sick leave, retirement, employee assistance program, and professional development. Additional information about these and other benefits may be obtained through the Human Resources Department of the Tangipahoa Parish School System.

EMPLOYEE GROUP HEALTH INSURANCE is offered to employees on a voluntary basis. Employees may elect coverage for themselves and certain dependents at a shared cost to employees. The School Board pays a portion of the employee’s premium. Employee and Board contributions for coverage, that includes dependents, vary according to the specific plan. A TAX-SHELTERED PAYROLL DEDUCTION for health insurance plans is offered through the School Board.

EMPLOYEE POST-RETIREMENT HEALTH AND LIFE INSURANCE is offered. Upon retirement, employees may elect to continue their insurance programs, provided they are covered at the time of retirement. SICK LEAVE

Up to (8) sick days annually, are offered to 9 and 10 month employees. For 11 month employees, up to (9) sick days annually are offered. For 12 month employees, up to (10) sick days annually are offered. All employees are allotted (2) personal days to use as needed.

PERSONAL LEAVE

All teachers and all other employees, except bus operators and those who receive annual leave, two (2) days absence during each school year to be used for such purposes as may be determined by the individual.

ANNUAL LEAVE TIME FOR 12 MONTH EMPLOYEES

Vacation time for 12 month employees is based on a fiscal year cycle and is established by the Salary Schedule. Therefore, on July 1 of each fiscal year, active 12 month employees will receive vacation time for that fiscal year as well as vacation days rolled over from the previous year, within system guidelines.

Employees will be permitted to roll over no more than 10 vacation days per fiscal year. Any excess over 10 days will be lost. Refer to policy GBRK, Annual Leave for more information and policy GBRL, Holidays.

If a 12-month employee receives vacation days for a fiscal year and takes a Leave Without Pay, when the employee returns, the vacation days will be prorated.

RETIREMENT

The State of Louisiana requires teachers, paraprofessionals, clerical, administrators and lunchroom technicians to join the Teachers' Retirement System of Louisiana (TRSL). Bus drivers, bus attendants, custodians and maintenance workers all contribute to the Louisiana School Employees’ Retirement System (LSERS). Retirement contributions are tax-sheltered payroll deductions.

Retirement benefits are based on years of service and age. Information about retirement options is available from the Human Resources Department upon request. To help prepare employees for retirement, those contemplating retirement may attend informational planning meetings sponsored by the retirement systems which are held twice yearly or employees may contact the Human Resources Department for an appointment to discuss retirement options.

HEALTH INSURANCE - VESTING SCHEDULE COVERAGE FOR RETIREES

To be eligible for retiree coverage, your coverage must be in effect immediately prior to your retirement. For those beginning participation or rejoining on or after January 1, 2002, the state subsidy of your premium is based on the number of years you have participated in a Group Benefits health plan prior to your retirement. This also applies to surviving dependents who begin coverage after July 1, 2002.

The Participation Schedule below is the timeline showing the number of years you must participate in an OGB health plan to receive a specific premium subsidy from the state.

LASERS air time purchases allowed by ACT 322 affect retirees’ OGB health plan premiums Louisiana state law, Act 322, allows employees with at least five years of service credit in LASERS to purchase up to five years of service credit (commonly called air time) in one-year increments that can be used for retirement eligibility.

1. Act 322 also provides that an employee who purchases air time for retirement eligibility and retires earlier than he/she otherwise would have been eligible to retire must pay the increased employer share of the monthly premium for PGB health coverage until he/she reaches the age at which he/she would have attained regular retirement eligibility.

2. The OGB health plan premium provisions of Act 322 do not apply to: • Employees who have 20 or more years of earned service credit in LASERS; or • Employees with less than 15 years’ participation in an OGB health plan prior to

retirement to whom the provision of the retiree participation schedule apply.

The provisions of Act 322 regarding OGB health plan premiums apply to an employee who is able to retire early by purchasing air time, but do not apply to an employee who is eligible for regular retirement under LASERS retirement – even if they purchase Act 322 air time.

Any employee who has 20 or more years of earned service credit I LASERS is eligible for actuarially reduced retirement at any age, which is considered regular retirement. This means retirees with 20 or more years of earned service credit in LASERS are not subject to the OGB premium provisions of Act 322 because they are not considered Act 322 early retirees. Additional information about Act 322 that explains the purchase and use of air time for retirement eligibility can be found on the LASERS website: www.lasersonline.org. A retiree subject to the OGB participation schedule who has fewer than 15 years’ participation in OGB health plans prior to retirement qualifies for either 38 percent of 19 percent state contribution level. The employer share of this premium is already reduced to 38 percent or 19 percent based on the OGB retiree participation schedule, so this retiree would already pay an increased employee share.

3. The additional premiums will be deducted from the retiree’s monthly benefit check and

remitted to OGB. The Act 322 early retiree rate schedules show the monthly premium contributions that apply to an early retiree who became eligible to retire based on the provisions of Act 322. Act 322 early retirees are required to pay a higher premium contribution than regular retirees. These schedules are based on current OGB health plans and premium rates and will be adjusted as necessary to reflect subsequent changes to health plan offerings and premium rates.

EXTENDED SICK LEAVE POLICY FOR ALL EMPLOYEES The School Board shall permit employees to take up to ninety (90) days of extended sick leave in each six-year period of employment which may be used for a medical necessity at any time the employee has no remaining regular sick leave balance and/or annual leave for 12-month employees at the time the extended sick leave is set to begin. The initial six-year period of employment shall begin on August 15, 1999 for all teachers and bus operators employed as of that date, on August 15, 2008 for school employees employed as of that date, or on the effective date of employment for those employees employed after the dates above. All decisions relative to the granting of extended sick leave shall be made by the Superintendent. Employees shall be entitled to extended sick leave in accordance with Louisiana Revised Statute. SICK LEAVE BANK POLICY (FOR TPSS EMPLOYEES USE ONLY)

The Tangipahoa Parish School Board recognizes that major illnesses and catastrophic injuries may warrant the need for additional sick leave by an employee. The School Board shall create and maintain a Sick Leave Bank which provides an opportunity for employees to donate sick leave days, which in turn may be used by employees in emergency situations when all of their leave has been exhausted.

STATEMENT OF INTENT The purpose of a Sick Leave Bank is to provide a bridge to long-term disability and provide an employee additional paid sick leave

• who experience a major prolonged catastrophic illness, disability or injury, as subject to the terms outlined in this policy, and

• who has completely exhausted all accumulated leave time and who is not otherwise receiving related compensation benefits such as disability, workmen’s compensation, or unemployment.

A catastrophic illness, disability or injury is defined as a severe condition or combination of conditions that (a) affect the physical or mental health of the employee; (b) result in a life-threatening or life function altering condition; and (c) require an extended period of absence from work. Such life functions include, but are not limited to, loss of physical senses, loss of physiological processes or loss of limb. Pregnancy is not considered a catastrophic illness. However, complications resulting from pregnancy may be considered catastrophic. Please contact Human Resources for more information and the process for applying.
