A note from the publisher The economic recovery hasn’t been particularly good to the green ener-

gy sector, despite its promise and potential. Solar and wind have both experienced setbacks in the past year,

some because of competitive pressures from overseas, some related to waning support for government subsidies amid higher-than-ever national debt levels.

Our newsroom looked into the trends buffeting the industry and prospects for the year ahead in a couple of in-depth stories in these pages. Our 2012 Green Book Directory also includes:

• A look at how smaller alternative-energy companies are coping at the moment.

• How companies are finding new ways to make green projects affordable.• A conversation with former Gov. Bill Ritter, the head nowadays of the

Center for the New Energy Economy at CSU.• Rankings of the region’s largest clean-energy companies, LEED-certified

organizations, recyclers and more. • Our annual Green Book directory, with hundreds of listings of companies

in this space. There have been many developments from this front in recent months. As

in all that we do, we hope that what you’ll read in these pages helps bring you up to speed and gives you the insights you need to make the right business decisions.

I, for one, am hoping for brighter times ahead for the green economy. Our eco-nomic health depends on it.

Please send any additional ideas for cov-erage of this sector to me at [email protected] or to our editor, Allen Greenberg, at [email protected].

Thank you,

Green enterprisesadapt to downturn

BY STEVE [email protected]

Northern Colorado companies with environmentally friendly ambitions have seen more than their fair share of struggles this year.

Examples include Abound Solar of Loveland, which shuttered its solar panel manufacturing operations when it declared Chapter 7 bankruptcy in July. Danish turbine maker Vestas also made big headlines when it laid off work-ers at its Brighton and Pueblo plants.

Whether there’s more bad news ahead is unclear. A quick turnaround, however, isn’t likely, especially in light of attacks on industry subsidies amid tighter times for govern-ment.

Surviving will take luck, smarts and good fortune. The Business Report caught up with a few smaller alternative-energy businesses and organizations to see how they’ve responded and what they’re doing to adapt to tougher cir-cumstances.

Judy Dorsey’s engineering consulting company, Brendle Group in Fort Collins, has reworked its strategy.

Dorsey, Brendle Group president, said her clients include local government and utilities, schools, ski areas and resort towns. Brendle Group provides sustainability measurement and management services.

The firm has customers in 15 states, including the city of Cleveland, for which it is developing a climate action plan.

“Business this year is good: not great, but according to plan,” she said.

That plan includes new ways for customers to pool resources so they can better afford the company’s services.

As an example, Brendle Group provides a service for the National Ski Areas Association that its ski area members can join to have their greenhouse gas output measured.

Those 18 ski areas pay a smaller fee to participate in the program than if they hired an independent consultant to conduct such an inventory.

The firm also has responded by avoiding competition in what Dorsey calls “commodity services.”

Those are common services offered by multiple com-panies such as evaluations of buildings for Leadership in Energy and Environmental Design certification.

“Sure, we will do that for our customers who ask us for it, but we’re also better situated to offer them more services that are leading edge in sustainability,” she said.

Cyrus Green, who describes himself as an “eco-broker” with High Street Real Estate in Fort Collins, has seen a shift in green real estate opportunities amid the weak new-ener-gy and wider economies.

People once wanted to build homes outfitted with green features; now they’re more likely to remodel older homes.

Taking advantage of the trend, Green markets govern-ment loan programs that offer lower interest rates to rural homeowners who want to fund installation of items like solar panels.

Green’s business is “largely based on these loan pro-grams that are designed to let people keep their liquid capital,” he said.

Mark Benjamin, president of Crown Jade Design and Engineering, also has changed his approach.

A certified “passive house” consultant, Benjamin designs homes sealed off from outdoor air for greater heating and cooling efficiency.

He expressed frustration that people cannot seem to

“take the leap” to buy a more expensive, yet more innovative and energy-efficient home. The chal-lenge has been spreading his message about his designs’ unique features.

So every Wednesday night, Benjamin has promoted his business by attending meetings in Bellvue with other green construction industry professionals.

Those meetings were started for homeowners trying to rebuild after the High Park Fire, which destroyed 259 homes this summer.

“They’re there just to ask questions,” he said. “We guide them toward, ‘Why not build it right?’”

Ray Aberle, fair director of the Sustainable Living Association in Fort Collins, said the orga-nization has told new-energy businesses it advises that they need to stay digitally connected to their customers and other businesses.

A number of businesses have approached the association asking to spread their messages on the association’s social media channels and email-distribution list.

Those requests from businesses, in turn, have prompted the organization to pay greater atten-tion to how it does things like composing elec-tronic newsletters.

“You can get 1,000 things a day and why are you going to read every one?” he asked. “You have to have some credibility.”

Part of that credibility can come from the lan-guage that a business uses. The association has encouraged companies to use language other than “green,” “sustainable” or “organic” to differenti-ate themselves from businesses that use the same adjectives, Aberle said.

“People recognize that they can’t just stick a ‘green’ label on it or ‘sustainable’ label on it,” he said. “They’re trying to find a new language.”

Aberle suggests businesses use more specific phrases that tell customers what they actually do. Instead of using “organic,” a food-producing com-pany could say, “biological farming.”

The organization has seen a change in the com-position of its annual fair, which is an exhibition of green businesses. A greater number of local

businesses now promote their wares at the fair instead of larger, national retailers that once domi-nated.

One business at a recent fair sold a kit that could be used to convert a trampoline into a greenhouse. Another business reused tires to make planters.

These companies are definitely smaller but Aberle remains upbeat.

“That’s been a huge market growth area for us,” he said. “We hope that it becomes a huge resource for them and the community to find goods and services that they didn’t even know existed.”

Going greenfor less

Why cost is

no longer

an excuse

not to

change

JONATHAN CASTNER

Houska Automotive has adopted a range of affordable sustainability measures including buying recycling bins for its shop.

BY MAGGIE [email protected]

Everyone’s seen him: The MacBook Air-carrying, vegan shoe-wearing, Prius-driving environmentalist, riding a bike more

expensive than your car to work on his next solar panel/composting/reusable energy project – and just a little too excited to talk about it.

Clearly, sustainability is an issue people with no cash flow problems worry about.

Or is it?Sustainable business has crossed over from

purely altruistic to economic, with more Colo-rado businesses learning that their conscience no longer has to be at odds with their bottom line. And as the trend towards sustainable business continues to be institutionalized, “green build-ing” is slowly becoming just “building.”

A report released earlier this year by the U.S. Green Building Council found that Colorado has the second-highest LEED-certified commercial and institutional green buildings per capita in the nation, right behind the D.C. area.

“People talk about green building and it seems

to come from a feel-good place, but it really has become more of a cost-savings measure, espe-cially in areas where there are rebates, and where they can get help with the upfront costs of some of these measures,” said Meagan Forney, the Col-orado Green Building Guild’s membership and outreach manager.

Examples aren’t hard to find. The Brendle Group, a Fort Collins-based

engineering and sustainability consulting firm, walked its talk in 2010 with the purchase and renovation of its headquarters at 212 W. Mul-berry St.

The reconstruction, a group effort between the Fort Collins Downtown Development Authority, architect Greg Fisher, general contrac-tor Dohn Construction and Sherman Design, incorporated a full-service energy efficiency upgrade, including lighting, mechanical systems and use of almost solely recycled materials.

The project earned Brendle LEED Gold Certi-fication in 2011 – making it one of the nearly 100 buildings nationally to receive the same status that year.

What was the price tag on this state-of-the-art

green facility? Not much more than it would’ve been without

the added efficiency measures, according to the company’s website. With the help of community resources and a focus on salvaged materials and re-use rather than new construction, the project is paying for itself in terms of energy saving.

“We think what we’ve done is bust some key myths about green building, one of which is that it costs more to get a high performing, green building,” said Dave Wortman, project manager for the Brendle Group. “Not only are project design teams getting more and more accustomed to green being the way things are done, more and more building material suppliers are responding to the demand for green building.”

According to Wortman, “forward-thinking” communities, like Fort Collins, are providing those interested in green building with technical and sometimes even financial support, from help in building design to grants for green building or renewable energy projects.

Many of the sustainability measures Houska

Automotive has embraced (including installing a heating system that runs off used oil, adding sky lighting and waterless urinals) required upfront funds. But the Fort Collins auto repair shop expe-rienced some “quick payoffs” from the tax incen-tives and rebates it found, said L.J. Houska, vice president and office manager.

“It’s great for the environment,” said Houska, “but it’s also great for the utility bill.”

Houska collects waste oil, which is then drained into burners and used to heat the shop in the winter months.

Seven Generations Office Park, a mixed-use office building designed by RB+B Architects, was built with the intention of offering high-efficiency space at the same cost as a traditional office.

The sustainable technologies employed in its construction are numerous. The building was built largely out of local and recycled materials, and utilizes employee-controlled, under-floor air distribution to allow for more efficient heating and cooling than the traditional overhead model.

Occupancy sensors throughout the facility ensure lights are only on when in use, and when they are, they’re partially powered by the build-ing’s built-in solar panels.

Also, the placement and size of windows were designed to maximize natural lighting, and the insulation methods reduce need for heating and cooling.

When compared with an average office build-ing of similar characteristics, Seven Generations uses 56 percent less energy, according to Energy Star, and 84 percent less outdoor water (thanks to the Colorado-friendly landscaping).

The project received LEED Platinum certifi-cation and operates on 50 cents to 60 cents per square foot per year (conventional buildings cost between $1 and $2 per square foot).

The building leases its space for between $18 and $19 a square foot, a competitive rate made possible by an affordable construction and lo energy costs.

The building is now considered proof that sustainable business in Northern Colorado is not reserved for the 1 percent. Since its completion in 2007, many others have followed suit.

ClimateWise, the City of Fort Collins program that assists businesses in sustainability, added 54 organizations to its membership rolls last year, bringing its grand total to more than 300 compa-nies.

Its “partners,” as the organization refers to members, run the gamut, from small cafes to statewide technology groups.

According to the ClimateWise 2011 annual report, its partners’ combined savings was more than $13 million on a variety of innovative con-servation projects. They also reduced greenhouse gases by 149,000 tons — cumulatively saving $59 million since 2000.

“Our companies have exceeded our goals four years in a row,” said Kathy Collier, the ClimateWise program manager. “I’m so excited that the business community is partnering with the city. It’s amazing what we can accomplish together.”

The sluggish economy has had little affect on ClimateWise. Its consulting services are free, with the exception of a time commitment for analysis and review with ClimateWise auditors, a total of

six hours at the minimum. Most find the payoff is worth it: An expert

assessment of energy, water, waste and trans-portation, and customized recommendations for improvement.

While both Forney and Collier agree that the timeframe and amount of savings varies greatly from business to business, receiving an energy audit (which in many cases are offered free by city programs) can help companies focus their efforts and maximize their return.

In addition to the money saved by the practices themselves, the state of Colorado offers various tax incentives and rebates for energy efficiency measures, and oftentimes cities have their own incentive programs. (Information on incentive programs can be found on the Colorado page of the Database of State Incentives for Renewables and Efficiency website, part of the U.S. Depart-ment of Energy. )

Looking ahead, Wortman sees the green stan-dard being set even higher for commercial build-ings, especially as resources become more avail-able and technology continues to advance.

“As we learn better and better ways to build green buildings, the bar will continue to be set higher and how we define green building will change.

“What is called green now may not be consid-ered so green 20 years from now,” he said. “We’re seeing more and more interest, for example, in ‘net zero’ building, where a building produces as much energy or water as it uses on an annual basis. That may be a stretch now, but 20 years from now it will probably be a lot more common-place.”

Solar Why stiff competition, tight margins have dimmed its outook

“Colorado has grown

to be the No. 1 state

in the nation for solar

jobs per capita. That

reinforces how far

we’ve come — we’re

a national leader in

solar.”— Neal Lurie, executive director

of the Colorado Solar Energy Industries Association

BY DAN [email protected]

It all seemed so simple 40 years ago. Science and industry would join forces to convert the rays of the sun into cheap and plentiful power for all. Depen-

dence upon coal and water as sources for electricity would be broken, and a new industry would spring up creating jobs and healing the earth’s environment simultaneously.

It didn’t quite work out that way. Yet the current chaotic state of the solar power market in the United States may, some suggest, represent a segue into a sta-ble solar industry at last.

A snapshot of the solar power business on the Front Range offers a glimpse into what’s happening nation-ally.

A passel of small-to-mid-sized businesses that sprung up to mine the consumer side of solar is waiting for a new boom that has yet to materialize.

Equipment manufacturers have had even less luck; most notably, Loveland-based Abound Solar was forced to file for Chapter 7 bankruptcy earlier this year.

The industry’s tougher times in part are a result of the politics that gave birth to solar, and then abruptly abandoned it.

Environmentalists and their political allies around the U.S. fought for and won various incentives for solar equipment manufacturers and solar power consumers that led to an explosion on both the supply and demand side of the business.

But when the economy tanked, so did solar incen-tives. Consumers who had been used to generous up-front payments to install solar panels, for instance, disappeared once the payments did. Manufacturers saw their margins plunge. The end result has been a mar-ketplace in disarray for the last several years.

When things might change is anyone’s guess. Solar’s fortunes have been made even dimmer because of the nation’s swelling debt. Yet an analysis done by DBL Investors, a group that backs clean energy ventures, reported last year that more than 1 percent of the fed-eral budget went toward nuclear power for the 15 years following World War II. In that same time, oil and gas received 0.5 percent of the federal budget. By com-parison, all renewable energy sources combined have received around 0.1 percent of the federal budget.

Despite all of the negative news, Neal Lurie, execu-tive director of the Colorado Solar Energy Industries Association, remains optimistic.

“There are more than 400 solar manufacturers worldwide,” Lurie notes. “Solar has grown to be a $100 billion global industry. It’s to be expected that some organizations in a competitive landscape will differ-entiate their products and have a price advantage and others may not. The massive amount of competition creates challenges for manufacturers. One thing most people don’t know is that solar cost for photovoltaic technology now cost 75 percent less than three years ago.”

Lurie says that as coal becomes more difficult to harvest and hydropower feels the impact of the state’s water shortage, energy sources like solar and wind inev-itably will begin to supply more of the world’s energy.

“Our goal in Colorado is to make sure we can keep working together to promote economic development here and throughout the state,” he says. “Colorado has grown to be the No. 1 state in the nation for solar jobs per capita. That reinforces how far we’ve come — we’re a national leader in solar.”

The politics of energy continue to play a significant role in solar’s evolution — or stall, depending on your viewpoint.

A recent Colorado Public Utilities Commission decision that granted the utility company Xcel certain concessions for its solar production require-ments led to an unsuccessful attempt by COSEIA to fight the decision.

Xcel had requested that the PUC amend its compliance plan with the state to essentially reduce requirements for solar power production. The PUC agreed.

Concerned about the impact on the state’s solar industry, COSEIA appealed. In July, the PUC rejected the appeal.

In a statement issued at the time, Lurie said, “Given the economic and environmental benefits solar offers to the state, we are surprised that the PUC summarily dismissed our application. Our suggestions would have been easily implemented, with little to no ratepayer impact, and would have improved the business climate for the Colorado solar industry, while also providing a greater oppor-tunity for Coloradans to go solar. It was a ‘win-win’ proposal for Colorado, and we are baffled by the PUC’s decision to deny our request.”

Looking ahead, Lurie says his association is doing what it can to advocate for the best interests of the solar industry and of energy consumers in the region.

“Every industry needs to see a sense of market stability to attract new investments and create jobs. There are many utilities that are great partners in the effort to transition to cleaner forms of energy,” he says. “But we’re also seeing that some utilities have initiated efforts to be able to have less stabil-ity, so it’s not surprising that businesses raise con-cerns when efforts they view as anti-competitive are initiated by a monopoly utility.”

Those issues aside, Colorado is well positioned to continue to be a solar-energy leader, says indus-try analyst Paula Mints.

The director of the energy division of Palo Alto, Calif.-based Navigant, a consulting firm, Mints argues that the highly fragmented and decentral-ized structure of the U.S. industry offers hope for a relatively healthy market in the not-too-distant future.

And while Colorado may not be leading the way in solar at present because of political decisions that have hampered growth, she believes the state will benefit when the industry stabilizes nationwide.

Mints bases her outlook on the incentive-driven history of solar power.

European nations embraced incentives to help spur the industry’s development and encourage power users to adopt solar. But as imbalance and gaps emerged in the production and delivery sys-tem, most European nations yanked the incentive rug out from under solar, causing demand to crash and manufacturers to go bust.

In the U.S., Mints says, the decentralized approach to solar policy and regulation has actually been a positive factor, though one that is currently difficult for those in the thick of it to see.

“The U.S. market is looking quite positive com-pared to other markets,” she says. “It is growing and becoming stable, and all because of our wacky sys-tem of incentives.”

In Colorado and other states, lawmakers and regulators have crafted complex incentive packages that vary from county to county and state to state.

While this makes it initially more difficult for both solar companies and consumers to do the math on whether the systems make economic sense, these incentive packages are more thought-fully created than the European-style mass incen-tive and hence lead to more stable margins and costs.

That said, Mints acknowledges that solar still has some dark days ahead.

“Right now, prices for the technology are arti-ficially low, so manufacturers can’t be profitable. They’re going under,” she says. “And while lower prices for the technology are great for the demand side (retailers and installers), if all the manufac-turers go out of business due to low prices, the demand side won’t have anything to sell.”

As for Colorado, she says that the political climate for solar isn’t the best in the nation (she thinks California’s is). “It doesn’t promote a strong market at present,” she says.

On the other hand, it’s far from the worst. As regulators and lawmakers refine the various incen-tives — taxes credits, rebates, permitting costs and the such — industry will inevitably stabilize and begin to prosper.

Part of the problem with requiring the large utilities to invest in and offer customers a certain percentage of solar power is that these major play-ers essentially have no competition and can’t be forced to abide by the regulatory requirements, says an industry source who asked not to be quoted by name.

As with other non-traditional energy sources, such as wind power, solar isn’t as predictable or readily available as coal and water generated power, and utilities that are public companies are reluctant to make huge investments that might not reward their investors.

If Colorado’s solar future seems cloudy right now, Mints fully expects the clouds to part — per-haps not immediately but soon.

Colorado’s political climate for solar “doesn’t promote a strong market at present,” she says. But it’s evolving and headed in the right direction.

And with the Front Range’s vaunted days-of-sunshine ratio, the key ingredient for success will always be there.

Wind

BY DAN [email protected]

The recent layoffs at wind-turbine plants in Northern Colo-rado may reflect the beginnings of an overall decline in the U.S. wind energy market. Although wind power advocates

are hopeful that a tax-credit extension may give the industry a much-needed boost, long-term outlook for increased wind-power generation remains uncertain.

Wind power, like solar-generated energy, has been one of those promising new technologies that in theory simultaneously reduces the cost of electricity to consumers while saving the plan-et. But wind generation has faced obstacle after obstacle, some-times even running head-on into environmentalists who oppose the giant mills that capture the wind to make the power.

Now, with a crucial vote in Congress looming on whether to extend the production tax credit that supports wind power gen-erators, signs indicate that even with the extension, the industry will be in a retrenching mode.

Eight of nine Colorado representatives in Congress support the extension. (The lone opponent is Congressman Doug Lam-born, R-Colorado Springs.) The 2.2-cent tax credit per kilowatt hour that is paid to wind-energy companies has brought the industry more than $1 billion per year, according to the Joint Committee on Taxation. First instituted in 1992, the PTC was renewed in 2009 as part of the economic stimulus law. But the tax credit has lapsed several times, and each time sharp drops in the industry followed.

Those drops have led energy industry watchers to wonder if the wind-energy business can survive without government help.

That argument has picked up steam in this election year. Republican presidential candidate Mitt Romney has called for the elimination of the credit, with his now infamous quote, “You

Power generation amid turbulent politics

“We are seeing

firsthand how

Congress’ failure

to act ... is killing

jobs right here in

Colorado.”

— U.S. Sen. Michael Bennet

can’t drive a car with a windmill on it.”Colorado Sen. Michael Bennet is among

those who thinks the industry can survive and thrive, with assistance from the tax credit.

“An extension (of the tax credit) will support this vital industry at a crucial point in its devel-opment and save thousands of jobs in Colorado and tens of thousands across the rest of the country. Congress must get its act together and extend the PTC immediately when it resumes session,” said Bennet. “We are seeing firsthand how Congress’ failure to act on an extension of the wind PTC is killing jobs right here in Colo-rado.”

Layoffs by Vestas Wind Systems cost 120 employees their wind-powered paychecks at Vestas facilities in Brighton and Pueblo in August. And there may be more to come, even if the tax credit extension makes it through Congress.

“The U.S. wind market has experienced a general market slowdown. This slowdown has been caused, in part, by uncertainty over con-gressional decisions regarding whether or not to extend the Production Tax Credit at the end of this year,” said Vestas spokesman Andrew Longeit.

Ditlev Engle, CEO of the Danish-based wind-turbine company, sees continued rough times ahead for the industry. “In the United States, the market this year is very, very busy,” he told a group of European Union officials in

June. “But because of the potential laps in the regulatory framework in the U.S., this market will probably go down 80 percent next year.”

Some energy experts are skeptical that wind power can be counted on as a stable source of energy, with or without government support.

“The wind industry can and will sustain itself, but at significantly lower levels once the tax credits go away for good,” said Lisa Frantzis, managing director, energy, for the consulting firm Navigant.

Even if the tax credit is renewed, the dam-age is done, she said. She expects that, as in the past, the renewal of the tax credit will be at the beginning of the new year and the credit will be retroactive.

“When they’re renewed this time, the indus-try will bounce back but not to the levels that they’re at this year,” Frantzis said.

Citing the recent drop in the price of natural gas, she said, “Right now the price is about the same per unit (for wind and gas), but with-out the tax credit the level is (significantly) higher.”

But the battle over the tax credit continues, with the backing of wind power advocates who still believe in the promise of wind as a replace-ment for “dirty” energy sources.

On a recent campaign swing through the Midwest, President Obama told audiences that 37,000 wind industry jobs would be threatened if the tax credit was not renewed. Obama said the PTC is designed to work with the Advanced Energy Manufacturing Credit, giving manufac-turers that invest in equipment for clean energy

projects a 30 percent investment credit. Some Capitol Hill staffers believe the PTC

will be renewed, but only after the November election. They also believe the discussion of phasing out the tax credit over a set period of years will gain momentum, giving the wind industry stability.

“Don’t throw the baby out with the bath water now, because you’ll almost kill the indus-try right now,” said John Graham, the president of BP Wind Energy.

“We need a number of years’ help. (It is) very hard to predict (whether that) is two, four or six, but it’s kind of in that ballpark. It’s not forever, it’s not 10, and it just keeps us going to a place where we can compete on a more even playing field,” Graham told Environment and Energy Daily.

In all, the U.S. wind energy sector employs about 75,000 people – 5,000 of those in Colo-rado. About 9.2 percent of electricity gener-ated in Colorado comes from wind power, according to the American Wind Energy Asso-ciation. That number is expected to climb to meet Colorado’s renewable-energy portfolio standard requiring 30 percent of the state’s electricity to be generated from renewable sources by 2020.

Should Congress approve the PTC before the election, the AWEA projects the industry could add up to 54,000 jobs over the next four years.

That’s little consolation, however, for those caught in the recent round of layoffs, as uncer-tainty over wind power’s true potential contin-ues to dog the fledgling industry.

Ritter as pointmanfor new energy

BY STEVE [email protected]

FORT COLLINS – Former Democratic Gov. Bill Ritter, whose administration was well-known for having led the state’s renewable energy charge,

has taken a national and, in some cases, international approach to the issue these days.

As head of CSU’s privately funded Center for the New Energy Economy, established last year, Ritter has traveled from Kentucky to China promoting a range of clean-energy measures.

Some of his work has ended up in legislation that passed; other measures have failed, including a solar energy bill in Arkansas. Ritter plans to return to the state to promote the measure during the next legislative session.

He also has lectured as a guest in CSU political sci-ence, engineering and business classes.

Ritter spoke with the Business Report recently about his efforts in the past year to advance the clean-energy agenda as well as to promote Colorado’s oil and gas

rules to policymakers nationwide.

Business Report: Let’s start by telling us what’s new at the Center for the New Energy

Economy?

Ritter: One of the things that we initially set out to do was try and work with governors’ offices on energy policy and try to advance a clean-energy agenda. Our ambition is to advance energy policy at the state level that will help us move forward with respect to renew-able energy. In 2011, I was in around 25 states. Some of those states were simply speaking engagements, but in others we were there to work with the governor’s offices, legislators or utility commissioners.

It’s a pretty difficult time. Clean energy has become politicized, so our attempts have been to try and work with both Republican and Democratic governors. We’ve spent a lot of time laying the groundwork for a variety of things. We’ve had some legislation that’s been written and we’ve been involved in advising on legisla-tion – some that got passed.

We’re currently working in Minnesota and Kentucky with governor’s offices on a more comprehensive legis-lative agenda for the upcoming legislative session. I’ve worked with the Ohio governor’s office: They passed comprehensive legislation, and we talked to them about the Colorado rules and experience on natural gas.

Business Report: We understand you visited China in recent months. Can you share what you did there?

Ritter: I went with a group of CSU leaders. The CSU delegation met with a variety of folks in Beijing (and) with the sustainability office for Coca-Cola. Coca-Cola China actually is sponsoring Chinese students to come to Colorado. I spent a few days with the Energy Foun-dation board really looking at our Chinese program on what we can do to assist China in moving toward a clean-energy agenda. There’s actually a great deal of influence that grantees of the Energy Foundation have

had in helping China understand the necessity to transi-tion quickly to a different kind of energy economy.

Business Report: What do you think is the greatest accomplishment of the Center for the New Energy Economy in the past year?

Ritter: I think probably marketing our rules on oil and gas drilling. As you remember, it was quite a battle when we reformed the Oil and Gas Conservation Com-mission. Those rules are now touted in a lot of places as some of the best rules in the country for extracting gas and oil in an environmentally sound way. We’re really regarded as having done this and done it well. I’m proud of what we did as governor and then proud that we’ve been able, as the Center for the New Energy Economy, to really push those rules in other places around the country, to try and break the stalemate that may occur between industry and the environmental community.

Even in difficult times both economic and political, we continue to drive this message that America can benefit from a (clean) energy economy.

Business Report: How has the organization respond-ed to the economic challenges that renewable energy has faced this year?

Ritter: One of the things that we’ve tried to do is help talk about the challenges of the industry and explain what those challenges are, but to also keep making the case that it’s important for us as a country to keep our focus on a clean energy agenda. That includes solar; that includes the research and development part of it.

Business Report: Do you have any interesting upcom-ing efforts related to renewable energy in Northern Colorado?

Ritter: Everything we do at CSU we consider to be Northern Colorado. Related to renewables, I’d say, ‘No,’ other than what I do to teach and talk about it. I’m going to go to the Aspen American Renewable Energy Day. Interestingly, they asked me to present on natural gas, as well. They’re really trying to understand this intersection between natural gas and renewable energy. Then we have our natural-gas symposium (at CSU in early October).

Business Report: You mentioned natural gas: Do you feel that’s an important bridge to alternative energy?

Ritter: We’re really trying to look at how we can reduce our emissions. We’re looking at the public health implications of what happens if we don’t focus on emis-sions. We look at the climate change implications. For me, it really is about both renewables and about natural gas and really thinking about the intersection between those two. I don’t really use the word ‘bridge fuel.’ What’s important is to understand it’s the best fuel to integrate with renewables. We need to find a way to build out a clean energy economy that reduces emis-sions and that meets these target goals. I think natural gas and renewables are both important to that.

“Clean energy has

become politicized,

so our attempts have

been to try and work

with both Republican

and Democratic

governors.”

Former Gov. Bill Ritter, who is now head of the Center for the New Energy

Economy at CSU.
