Growth in and around many urban areas inLouisiana is not consistently managed or planned.This can negatively impact state and localgovernments ability to meet current and future
demand for transportation infrastructure,particularly with respect to DOTDs Complete StreetsPolicy.

Preliminary Findings: Literature suggests State-level intervention necessary to
achieve meaningful local growth management outcomes
Interagency and inter-jurisdictional coordination are critical
for the success of policies and programs at any scale
Strong public and stakeholder support and local buy-in to
any state guidelines through building consensus around
shared values and goals is essential
Louisiana is experiencing slow, uneven growth across
parishes; concentrated in SE regionneed to plan for both
growing and shrinking communities
Population is aging, average household size decreasing, andhigh number of zero-vehicle households in many parishes
indicates increasing need for greater transportation
choices, supported by complementary land use patterns
