    PrefaceAt the SAARC Summit 1989, the Heads of the Statesand Governmentsdecided toestablisha program for exchangeof scholars hrough nstitution of SAARC Scholarships,FellowshipsndChairso promotencreasingrossertilizationf ideashrough reaterinteractionamong academics, cholarsand studentsn the SAARC countries.In obedience o this declsion. Senior Officials from the SAARC countries n a meetingheld in February 1987, recommended hat the Chairs, Fellowships and Scholarshipsshould be instituted in each member country for organizing teaching, researchandseminars. t was furthelr' ecommended hat each Member would prepare a brochureaccording o standard orfnatwith a view to providerelevant nformation o the applicantsfor facilitatingpreliminaqyselectionof scholarsat the receivingend.In pursuanceof the saidirecommendations "Brochure for SAARC Chairs,Fellowshipsand ScholarshipsScheme"had beenpublishedby the University GrantsCommissionofBangladesh. This brocllure included relevant information on relevant faculties &departmentswhere Chair$,Fellowships and Scholarshipsare being offered and obtainableform theuniversities f Baneladeshn 1989.As the schemedid not *orJ*"ff since ts inception n 1987,a workshopon operationandrelated issues of the schemeheld at Katmandu on 22-23 October 2002 for revisingmodalities on conceptual ramework, organizationalmanagementand coordinationandfinancing of the scheme.The recommendations ere then againreviewedby the secondmeeting of Technical cofnmittee on human ResourcesDevelopmentheld in Colombo on7-8 November2002.In the First Meeting of the HeadsBodies,held on ll-12 Optober2003recommendations f TC HRD, which

    L SAARCChair:A SAARC Chair will be instituted in the universities of Bangladesh for a reputeduniversity teacher of SAARC countries other than Bangladesh.The holder of the Chair willhelp the host institution in organizing academicpursuits like teaching' researchandseminarsetc.Theposition s intendedo allow he ndividualo makesignificant tridesn his/herfield of research nd herebycontributingo his/hercareer rogression.or the scholarsthis will representan opportunity o enhanceheir knowledgeand reputation.For the

    institutionand the host country, here will be direct benefits n termsof teaching,supervisionndpublication, nd nteraction ith localresearch tudents,onsultantsndothers,( i) Duration:The Chair will be for a periodof 6 (six) months(ii) Eligibility:Should have outstandingproven scholarshipand reputation and shouldbe a full time professor or equivalent n the university or researchinstituteshaving not less han fifteenyearsprofessionalexperience.(iii) Age limits :Preferencewill be given to the middle aged scholars.Personsabove65 yearswill not be considered.(iv) Facilities:(a) Maintenanceallowanceshall not be below the scale enjoyed by thehost country at same level. Rather, the allowance shall be (i) 20percentabove he scale n host countryor (ii) scholar's own institute,thenwhichever s higher.(b) A grantof Taka 5,000.00 or books and stationery.

    (c) A grant for expensesof internal travel within Bangladeshup to Taka10,000.00(d) Houserent of Taka 20,000.00per month.(v) Other conditions(a) The scholarwill normally be expectedo reside n Bangladeshduring the period of tenure.(b) Air ticket shouldbe providedby the sendingGovernment.(c) Final selection and placement n university will be made by theUGC of Bangladesh.

    II. SAARCFellowships:4 (Four) fellowships will be awarded rom the SAARC countriesotherthanBangladesh.Fellowshipswill be provided or researchn the universitiesofBangladesh.

    Fellows will be mainly engaged n researchworks, but will also beexpected o maintain a reasonable eaching load. The position of Fellow isintended to provide the individual both with university-level teachingexperience,and with the opportunity to developtheir researchand publicationportfolio. The host institutions will be benehted directly from teaching andresearchundertaken-whetherhis is self-directedor undertakenas a researchassistanto a senioracademic.

    Durat ion:The fellowship will be for a period of 6(six) months.(i i ) El igibi l i ty:A candidate should hold a doctoral degree (or other acceptablepostgraduate qualification). He/she should have standard researchpublications to his/her credit and should have evidence of independentresearchworks and sufficient teaching experience.He/she should haveat least three years experienceas a staff member of a university orsimilar institution n his own country.(iii) Age limits :The candidateshouldpreferablybe middle aged,personsbeyond65 yearsof agewill not be considered.(iv) Facilities:(a) Maintenance allowance should be at pat with the salary andallowances of Reader/AssociateProfessor in the scholar's ownuniversity or host university,whichever s higher.(b) A grantof Taka 4,000.00 or booksand stationery.(c) A grant for internal ravel within BangladeshTaka 8,000.00'(d ) House ent of Taka 15,000.00month.(v) Other conditions:(a) The fellow will be full-time researchworker in the field selectedby

    him/her and approvedby the host institution.(b) The fellow shall not accept any appointmentspaid or unpaid orotherwise receive any emoluments,salary, stipend etc. from anyother sourceduring the fellowshipperiod.(c) Air ticket shouldbe providedby the sendingGovernment/Institute.(d) Final selectionand placement n university will be madeby the UGCof Bangladesh.

    directbenefitso the nstitutionor hostcountrl, firstly, the supervisor nderwhom the studentsdoinghisPh.D. program,will benefit rom assistancen researchndpublication, econdly'heinstitutionwill havea high-qualitystudentwho s likelyto succeedn hislherstudies, nhancingtheacademiceputation f the nstitutionoffering heprogram'( i) Duration:The scholarshipsmay be for the normal tenureof the coursefor which thescholarships awarded.(ii) Eligibility:A scholar preferably with a first class oI high second class

    Bachelor'sl\4aster'sdegree, ntending to pursuehigher studies eading to aMaster's/Ph.D. degree.For membercountries,which do not have facilitiesat undergraduate evel, a candidatewith first division in higher secondarylevel or equivalentwill be eligible for a courseat undergraduateevel.(iii) Age limits :Candidateshouldpreferablybe below 25 yearsof age.(iv) Facilities :(a) Maintenanceallowanceof Taka 15,000.00 er month.

    (b) A grant of Taka 3,000.00 or booksandstationery.(c) A grant for internal travel within Bangladeshup to Taka 2,500.00peryear(d) Houserent Taka 4,000.00per month.(v) Other conditions :(a) The scholar will be a full-time student and research worker under anapprovedguide on a subjectselectedby him and approvedby the hostinstitution.(b) The scholarshallnot acceptany appointment,elsewhere aid or unpaid.(c) The scholar shall present, hroughhis supervisor,half-yearly report on

    the progressof work.(d) Air ticket shouldbe providedby the sendingGovernment.(e) Final selectionand placement n university will be madedecidedby theUGC of Baneladesh.
