Understanding FR Basics
This section was written in an effort to provide the reader some basic working knowledge of the flame resistant industry and to learn more about what standards and specifications drive the decision making process. Keep in mind there are several organizations that have specific criteria in which they test, certify and issue standards for the flame-resistant community. Most of them are separate entities, but ultimately working for the same goals: Overall awareness to the public, determining thresholds for safe work practices and enforcement as a preventative for non-compliance. These consensus organizations have the largest impact in helping OSHA (Occupational Safety and Health Administration, division of U.S. Dept. of Labor) evaluate best industry practices to determine what will be governed under the law.
FR (Flame-Resistant) clothing is designed as a means for protection against potentially fatal flash fire and arc flash environments. They provide the wearer a few seconds of necessary escape time, while preventing clothing ignition. Remember that the majority of severe and fatal burn injuries are due to the individual’s clothing igniting and continuing to burn, not by the exposure itself. The goal for any FR manufacturer or wearer is to ultimately increase the probability of survival. No garment or fabric is available in primary protection as fail-safe insurance. In other words, if an accident does take place it is most likely that some injury will occur; however, the design of both fabrics and apparel is to lower the risk of injury and possible death.
Given the staggering costs of insurance and hospital related claims due to burn victims, it’s always more feasible to institute an FR apparel program where there is possible exposure to such injuries. With the average cost of a burn injury victim in the hundreds of thousands, and sometimes millions of dollars, not to mention the long term care needed, it seems like a small price for $40 shirt. FR clothing, in most cases, is more expensive than regular work clothing; however, many FR fabrics are designed to last much longer than regular work clothes while at the same time providing protection against potential hazards. So the actual cost of ownership in many cases is lower. Knowing you spent a little more to save a life will no doubt provide the piece of mind which no amount of money can give.
Many times industry veterans find it difficult to believe that wearing such protection is valuable and even necessary after working 30+ years in an environment where they personally have never experienced an accident or even known someone who has. Our response is simple: No one calls it an accident because it was expected to happen.
So what is the best FR fabric for me?
Unfortunately there is no magic answer to this seemingly difficult and often scrutinized question. A point to remember is that FR fabrics share a similar trait in which they are designed to allow the wearer a few seconds of necessary escape time during an arc flash or flash fire situation. They can never calculate variables such as working distance from an energized part, humidity levels, body temperature, ambient temperature, job application or any conceivable factor which could contribute to a different result outside of a testing lab. To help keep it simple, our response is in line with the expectations of OSHA; and that is to use common sense in evaluating fabric choices and follow the industry’s history of proven protection.
DO I HAVE TO COMPLY WITH NFPA 70E?
Remember that NFPA (National Fire and Protection Agency) is a third party standards organization which provides the template for decision makers to more easily comply with the terms set forth by OSHA 29 CFR 1910.269. NFPA 70e voluntary consensus standard requiring employees to wear flame resistant (FR) clothing and or clothing systems that meets the requirements of ASTM F1506 wherever there is possible exposure to an electric arc flash. It requires employers to conduct a flash hazard analysis to determine the flash protection boundary distance as well as protecting employees working inside these flash protection boundaries by requiring protective clothing for the corresponding Hazard Risk Category with an arc thermal performance value (ATPV) of at least the value listed in the “Protective Clothing Characteristics” section of the standard.

Product Inform
ation & Evaluation
So what are the keys to evaluating the aspects of an FR program?
With dozens of blends and choices available, you should evaluate every aspect of your program and decide which particular fabric provides you with the best overall VALUE.
A simple formula will go a long way… Value = Protection + Comfort + Cost.
Keys to Evaluating Protection
1. The first step in evaluating a protective clothing program is to identify the potential hazard. Exposures suchas a flash fire and electric arc flash are unique hazards with vastly different characteristics. It is important to
note that test results from flash fire and electric arc exposures do not directly correlate to each other and results should not be substituted when evaluating performance to these specific hazards.
2. The second step is to identify industry consensus standards for the exposure. Fortunately, new industry standards have recently been developed to standardized methods for flash fire and electric arc testing and some also provide minimum performance requirements.
3. Finally, testing should be performed at independent laboratories to ensure unbiased and scientificallyvalid results.
4. Saf-Tech only selects fabrics for manufacturing which have met the above criteria.
Keys to Evaluating Comfort
1. Comfort is inherently subjective; cannot currently be quantified-too many variables; fit, style, fiber, fabric, hand, drape, breathability, moisture management, weight, color, personal psychology, etc.
2. Weight does not directly equal comfort except within a fiber/fabric type
3. Never make comfort decisions from graphs, data, office samples or appearance.
4. There is no substitution for a wear trial. A wear trial is the only real way to evaluate the comfort between the flame resistant fabrics that meet the protective requirements established. A wear trial also allows for employeeinvolvement and buy-in on a protective clothing program.
Keys to Evaluating Cost
• Value expresses the cost to own over the life cycle (initial cost x durability)
• Also should involve wearer acceptance, protection & out-of-service replacement cost
• Can involve direct sale, lease, rental and services
• The target: relatively low initial cost, good durability, wearer acceptance, excellent protection & multiple threat (if relevant)
Is there a difference between Inherent and treated Flame-Resistant Fibers/Fabrics?
• Inherently flame-resistant fibers/fabrics retain this characteristic as a result of the manufacturing process of
synthetic fibers, such as Nomex IIIA® and PBI Gold®.
• Treated fibers/fabrics undergo an application process which a retardant chemical is applied to the fabric, altering
the molecular structure of the fibers thus making it flame-resistant.
Both “styles” of FR fabrics should be able to maintain their FR properties for the life of the garment. There are FR fabrics available which have limited wear life and must be monitored to ensure they have not exceeded their specified intent, whether it be shelf life, laundry cycles, or have not been processed consistent with the fabric manufacturers laundry instructions.
Saf-Tech only uses UL certified fabrics and components, which are guaranteed to be flame-resistant for the life of the product. If you have additional questions regarding these or any other subjects related to this matter, please visit our website or contact your local Saf-Tech Representative.
