County Lines

County lines is a term used to describe gangs and organised criminal networks involved in exporting illegal drugs into one or more importing areas (within the UK), using dedicated mobile phone lines or other form of “deal line”.

They are likely to exploit children and vulnerable adults to move (and store) the drugs and money and they will often use coercion, intimidation, violence (including sexual violence) and weapons. (HMG Serious Violence Strategy, April 2018)

Somerset Picture

• Currently around 19 known lines operating in Somerset with significant crossover between them all• Yeovil, Taunton, Bridgwater, Mendips, Burnham-on-Sea and Frome • We are seeing local young people and vulnerable adults connected with the lines as well as a number of

young people from outside of Avon and Somerset being identified within the area as being involved

Challenges-• Volume• Lines are quickly replaced after enforcement• Fast moving intelligence picture• Lack of dedicated resources• Under reporting• Those who benefit are based elsewhere out of force

SOC Pilot- Sedgemoor Approach

• Strong foundation of partnership working on which to build • Prevention focus in early years and primary schools• Relationship based, person centred interventions• Focus on opportunities and alternatives to SOC involvement • Awareness raising amongst professionals, businesses and communities to help build the local picture• Locality Review undertaken with a broad range of professional stakeholders to understand partnership

approaches to county lines and associated issues; and to identify opportunities to streamline and improve processes and ways of working

• Supporting and building links with other local strategic priorities such as the poverty agenda

Next Steps

• Expand approach into North Somerset with a particular focus in Weston-Super-Mare

• Continue to deliver targeted interventions and track outcomes for those involved

• Focus on community resilience work, giving local communities a meaningful say in how they want to engage in this work and working with them to shape delivery through active participation

• Look at the use of data and intelligence to effectively target interventions

• Establish a sustainable partnership delivery model in order to embed the approach beyond the life of the pilot

The One Team vision is:

‘To work in Somerset’s most vulnerable communities and provide co-ordinated front-line multi-agency working to efficiently provide sustainable solutions for families and individuals that prevent problems escalating and costs increasing to the public sector’.

One Teams have been working in Somerset since the Halcon One Team was first established in 2013.

They are structured on an award winning model that provides an effective means of agencies working closely together to support vulnerable communities and to reduce overall demand on the public sector.

One Team working is recognised within the

• Safer Somerset Partnership Plan 2017/2020 – e.g. ‘identifying and supporting those with inequalities and vulnerabilities, which can lead to poorer health outcomes and increased risk taking behaviours

• The Somerset Think Family Strategy –which aims ‘to encourage all partners to ‘Think Family’ and actively work together to secure better outcomes for children, young people and their families across Somerset’

Teams are located in the areas of greatest deprivation & demand (IMD/Police):-

• North Taunton / Halcon / Wellington / West Somerset (District Wide approach)

• Bridgwater East & South, Highbridge and Burnham

• Mendip (District wide approach)

• Chard / Yeovil

What do the teams look like?

Each have a co-ordinator, and are made up of local practitioners from a range of services including:

• Local Authorities, • Registered Landlords, • Neighbourhood Policing Team, • Getset/Children’s Services, • Schools• Mental Health services, • There are also links with services such as the

Safeguarding and Co-ordination Unit, Adults Social Care and SDAS.

So what is the approach?

• Teams meet weekly* to consider current concerns regarding individuals, children and families, to share information and co-ordinate a range of partnership working

• The aim is to collaborate and provide sustainable solutions for individuals, families and communities, which prevent problems escalating and costs to the public sector increasing
