Safety Planning is the most important and challeng-ing part of child protection casework. It’s difficult enough for all the professionals to agree what will satisfy them that the children will be safe. Making sure the family understands what the professionals want is the next challenge.
Once these foundations are laid, the hard work really begins; where the professionals work with the family and their support people to enable them to think through and then demonstrate a safety plan they can make work that will last.
Signs of Safety, safety planning involves engaging the family and network in a structured process that begins with a shared risk as-sessment, focused on plain language danger statements and safety goals. From this foundation safety planning typically involves:
• The professionals proposing and agreeing a clear safety planning trajectory and timeline with the family
• Building a naturally connected network around the immediate family and child
• Involving the children using the children’s tools
• Creating a Words and Pictures explanation with the adults for the children
• Creating a behaviourly detailed safety plan together with the parents and network that is demonstrated over time and can be explained to the children
• Monitoring that shares responsibility for tracking progress and allows the case to be closed
This programme will begin with a detailed exploration of the steps of the Signs of Safety safety planning road map demonstrated through several case examples.
Following this, we will dive into practicing these skills in current open cases brought forward by participants. We will work together on one case as a large group and then replicate the same participatory learning process with other cases in small groups.
The programme will cover the latest thinking and developments in Signs of Safety safety planning, with particular focus on:
• Working skilfully with complex situations of domestic violence and cumulative harm to ensure perpetrators are both held accountable and treated with dignity, victims are supported and kept safe rather than blamed for being unprotective or lacking insight and children are informed and involved throughout
• Using the middle column with rigour and compassion to uncover existing actions of strength and safety that build family owned safety plans that have the depth and detail to last
• Agency practices of continuous learning and implementation that will enable and equip practitioners to sustain strong safety planning practice.
By the end of the five days, each participant who has brought forward a case will have a detailed written trajec-tory to guide them in their safety planning work and all participants will have learned how to plan and undertake safety planning through the life of the case. All participants are encouraged to bring a current case requiring safety planning work that can be explored in the large or small groupwork.
All participants will receive detailed safety planning learning materials as part of the programme.
Pene’s nine-and-a-half years as a child protection practitioner coincided with the Western Australian child protection department’s state-wide implementation of the Signs of Safety.
The focus of Pene’s work has always centered on bringing parents, children and safety networks into the centre of the safety planning work. Pene is passionate about creating Words and Pictures explanations and rigorous safety plans with parents in the most challenging cases.
Pene was part of the Western Australian Goldfields leadership team with Garfield Prowse and Mel Samuels that initiated the SPRY methods of rapid Signs of Safety mapping, network building and safety planning. Pene is an inspiring teacher and supervisor of the Signs of Safety and has presented her work in North America, Europe, UK, Asia and Australia.
Pene is Elia’s International Executive Director of Signs of Safety practice leading the continual development of the Signs of Safety practice approach and the whole implementation methods that support it. Pene’s field work currently focuses on the whole system Signs of Safety implementations in Ireland and the Northern Territory of Australia.
Rosina Harvey-Keeping
Rosina is a registered social worker based in Newfoundland and Labrador and the Canadian Signs of Safety Regional Director leading a team of nine licensed Canadian trainers and consultants. Rosina’s learning journey with Signs of Safety began in Ontario as a supervisor and implementation leader for Signs of Safety with the Hamilton Children’s Aid Society.
Rosina has more than 18 years’ field experience in child welfare and child protection. She has presented her work using Signs of Safety from the frontline and supervisory perspective at various International Signs of Safety Gatherings. Rosina works with organizations and implementation agencies in North America.
Rosina’s current trainer and consultant work focuses on supporting Signs of Safety implementations in Children’s Aid Societies in Ontario, working closely with Alberta leadership to manage their provincial implementation plans, as well as working as part of the team undertaking the Signs of Safety implementation in Ireland.
