South Africa’s private security industry is one of the largest in the world and is still growing.

This is according to Ross Cullingworth, Director of Sales and Marketing, Montgomery Africa, a leading events and exhibitions company organising IFSEC South Africa 2011. The expo is aimed at providing a platform of products, services and innovations available to security buyers and installers. As part of the three-day event, networking and educational opportunities are available to delegates; it hopes to create a think-tank that goes beyond a traditional security exhibition and facilitate transformation in the industry.

“Whenever one witnesses such unprecedented development in an industry, growing pains are sure to follow, however, what we also see are opportunities to improve business models and promote better legislation that will further unify and strengthen the industry. It’s critical as this is an industry that supports and protects almost every aspect of South African trade and business in a critical manner, from physical to technology security.”

While the industry’s rapid growth has been linked to high crime statistics, a safe and successful 2010 Fifa World Cup™ has done much to restore international confidence in the destination and cogently showed the efficacy of both the South African Police Services and the private security sector. For this reason, the former local Securex show was rebranded as IFSEC South Africa and aligned with its global counterpart to give the industry wider recognition in international security communities.

THE SOUTH AFRICAN SECURITY INDUSTRY: Challenges and Opportunity

Page 7: Safety & Security 2011

www. fmessen t i a l s . co . za 5

“Still, we cannot ignore the challenges of such a diverse, fragmented and broad-based security industry”. The aim is to provide a catalyst for the industry to come together, work together and find solutions together. The exhibition and conference will bring together local and international stakeholders, together with private industry and key players in government, to address both private and national security requirements.

With a turnover of approximately R50bn, the private security industry is one of the most powerful in South Africa, providing work for thousands and providing opportunities for much-needed job creation as mandated by government. It is estimated that there are almost 6 000 security companies operating at present, represented by more than 25 associations, including electronic distributors, guarding companies, fire protection companies, assets in-transit services, intruder detection, access control and CCTV, among others. Each plays an indispensable role in keeping South Africa safe. Security services and products protect the country’s international airports and national transport systems, as well as harbours and ports. Moreover, they play an important part in protecting private businesses, industries, banks, shopping complexes, mines and residential areas.

IFSEC South Africa 2011 will bring together top-tier industry experts; it will feature accredited and recognised security providers and brands, allowing security providers to showcase their professionalism and for buyers to interact with trusted industry professionals.

“The main challenge facing any business, regardless of size, is finding solutions to minimise risks and strategies to bolster productivity. We’re confident this event will provide a trusted resource for business owners, security professionals and risk managers.”

IFSEC South Africa 2011 takes place from 6-8 September 2011 at Gallagher Estate Convention Centre in Johannesburg. The show covers six main categories: Integrated Security; IP & Network Solutions; Access Control/CCTV; Intruder Alarms; Counter Terror & Physical Security; Security Solutions and Fire Solutions.

GeoVision SA debuts in-vehicle surveillance with Subaru

GeoVision SA has announced a new tracking and surveillance solution for fleet owners in South Africa. Installed on two Subaru sedans in a pilot project, the solution offers users the ability to track a vehicle via GPS as well as view live video footage from cameras installed in the vehicles.

The GeoVision software functions and looks like any other fleet management UI, but besides the basic user configurable exceptions, such as speeding, driving out of a designated area, lengthy idling and various other events, the software also allows for further integration by enabling various fixed DVRs or NVRs to be monitored within the same UI.

The system allows for the population of the map with user-specific addresses and can be configured as a command-and-control system, also allowing for nearest vehicle or address searches. Users can dispatch a vehicle to an address via SMS, including route instructions. Further integration possibilities are made possible, even to the extent of allowing a user-defined map API.

This ability allows for the integration of further features, including two-way audio, remote control of Pan/Tilt/Zoom cameras access to the onboard recorded video footage and logs, and even licence plate recognition (LPR).

BIDVEST MAGNUM LAUNCHES INTEGRATED SECURITY CLUSTER The decision to cluster all the security related businesses within the Bidvest Group addresses the market trend for organisations to minimise the number of service providers that they deal with. The formation of the security cluster coincided with the re-branding of businesses within the Bidvest Group resulting in the following changes. ✓ Magnum Shield a specialist guarding company with a limited technology offering now becomes Bidvest Magnum. ✓ Provicom was a stand alone business offering turnkey solutions focusing on the top end of the market becomes Bidvest Magnum Technology, offering solutions that include CCTV, access control, fire detection and Building Management Systems integration. ✓ Bidtrack previously Bandit specialises in fleet management tracking and recovery. The locally developed software is an essential part of the service. ✓ The last piece of the puzzle is ACTS, a joint venture between Bidvest and ICTS providing highly specialist aviation related security specifically in the baggage and cargo clearing field. The company currently operates at OR Tambo International, Cape Town International, Upington, George and Pilanesberg.

The N.O.C. (National Operations Centre) is crucial to the integration of the various services.

Situated in Midrand the NOC offers the very latest in technology. The company has chosen an “agnostic” philosophy, in other words it is not bound by any product but rather that which is best suited to the client’s needs.

The company is in a very strong position to offer cost effective CCTV off-site monitoring services.

The benefits of off-site monitoring include :

• Negligible risk of collusion, intimidation and the hi-jacking of an on-site control room;• Higher calibre of CCTV operators; • Guaranteed redundancy and maintenance of equipment.

Successful security integration is dependant on a thorough understanding of the client’s business and risk profile. This is achieved by conducting a professional risk assessment from which a customised Service Level Agreement (SLA) is developed, highlighting the specific Key Performance Areas (KPA) ensuring that the service is at all times measurable. Consideration is always given to the optimisation of security spending through the introduction of technology when developing an integrated solution.

The Bidvest Magnum philosophy is that through the correct application and implementation of the various products/services, the risk profile of the client is reduced. Bidvest Magnum’s comprehensive branch network enables the company to offer a fully integrated service on a national basis.

CurrentToday, Mesong markets the company for future opportunities of growth through efficiency, quality and good turn around and always being accessible and available to our clients. Due to the nature of the emergency services, Mesong adopted a position of partner with companies, through focus on its contribution towards the sustainability of businesses, protection of people, assets and environment.

CLOUD COMPUTING RISKSCloud Computing as a term has been around for many years, despite many companies only starting to investigate moving in this direction now. There are many fears associated with Cloud Computing, such as losing control over data and software, the high cost of bandwidth and more particularly security.

According to Gartner, there are seven key areas that organisations moving into the Cloud must consider prior to choosing a vendor to work with. The first of these entails privileged user access, which revolves around understanding exactly who is going to be managing your data externally and getting as much information as possible about the individuals involved. Secondly, Gartner raises the issue of regulatory compliance. As an organisation, even if your data is managed by a third party, you are ultimately responsible for data integrity and legal compliance therefore it is critical that audits are put in place to ensure that you adhere to the law.

Data location is also a very important component to take into account. Knowing where your data is located, particularly under which jurisdiction is very important from a compliance and security perspective. Due to the Cloud being a typically shared environment, Gartner believes that data segregation is the next biggest risk area. While encryption does work to a degree, there needs to be some form of segregation from other customers’ data, particularly if your encryption methods should fail.

Recovery is another area that must be scrutinised. Should a disaster hit, you as an organisation must know exactly what recovery methods are in place and how long they will take. Gartner goes as far as saying that “Any offering that does not replicate the data and application infrastructure across multiple sites is vulnerable to a total failure.”

Cloud services make it inherently difficult to investigate inappropriate or illegal activity therefore it is critical that you get contractual commitment from your vendor around what methods they will put in place to do so. It is also important to get some type of evidence that they have done this before, to ensure that it can actually be done.

Cloud Computing is one of the three themes that will be covered in IP EXPO, an ICT show that will be run at the Sandton Convention Centre in November this year. Launched by Montgomery Africa, in partnership with Imago Techmedia, IP EXPO will highlight three technology areas of growth in South Africa – IP infrastructure, Virtualisation and Cloud Computing. The objective of IP EXPO is to create an environment where vendors can interact directly with enterprise end users to showcase their areas of expertise and simplify complex technology issues. It is literally a 2-day consulting experience where these end users can get answers to their technology specific questions.

Information is the new currency of the connected world – and protecting it appropriately has become a high stakes game in which the reputations of companies can be made or lost. But what does it take to ensure that those who need to access information can, while those who shouldn’t have access, are kept out?

It’s a lot more than just the security technology, says Benjamin Mophatlane, CEO of Africa’s biggest black-owned ICT services company, Business Connexion. “Anyone with a budget can buy the finest security technologies, appliances and software. That course of action, however, could leave your company no more secure than when you started.”

That’s because security has to start with a plan. “Not all information is equal; not all data assets within the network require the same level of protection,” Mophatlane explains – noting that cost is a factor and the higher the security level, the bigger the bill.

Creating a security policy requires in-depth knowledge of the business to which it will be applied. “This is one of those tasks which requires expertise and insight. In other words, the people who create the security policy – and then select the various technologies, services and hardware which will create a secure network and protected data – are responsible for adding the most value in rendering company information protected.”

In the connected world where computers are capable of performing more and more tasks, Mophatlane says the real intelligence still comes from the people who design the policies and systems.

“We call it Connective Intelligence; that describes how the various teams within our business cooperate to create secure, high-performance business systems. Just as important, especially where information security is concerned, is the ability for the Connective Intelligence concept to extend into the clients we work with,” Mophatlane says.

That provides the all-important insight into the client’s business, including their information needs and usage. “These are inputs considered essential to secure the data environment at a reasonable cost and an appropriate level of protection,” he concludes.

PROTECTING YOUR EQUIPMENT AND PERSONNEL

Surge Technology, trading as Surgetek, is a specialist in power and data protection as well as safety equipment. It has been supplying the power, mining, industrial and commercial sectors in South Africa for the last thirty years. Since inception, Surgetek has played an integral role in shaping SABS policy regarding equipment and personnel safety in electrified work environments.

Today the company is 95% black-owned, controlled and operated, and distributes its products to 39 countries in sub-Saharan Africa.

Surgetek is the only company in South Africa able to supply both AC and DC lightning and surge protection all the way from high voltage environments such as power stations (Eskom) through medium voltage transmission networks, including mines and substations (under the control of local municipalities), up to low voltage environments such as factories, offices and homes.

“Equipment is vulnerable to power surges that occur all day, everyday,” says Managing Director Premesh Narismulu. Although the probability of direct lightning strikes is statistically low, it is really the electromagnetic effects of indirect lightning activity which is extremely problematic, inducing surges and damaging equipment within a radius of up to two kilometres from the actual cloud-to-cloud or cloud-to-ground lightning bolt.

The South African Bureau of Standards (SABS) recommends that the minimum of a Class 2 surge arrester be hard-wired by a registered electrician within all buildings, with preferably a combined Class 1 and Class 2 surge arrester installed to protect equipment within those buildings that have external lightning protection fitted. By fitting lightning and/or surge protection devices Surgetek’s customers do save hundreds of thousands of rands annually in equipment repairs and replacements, thereby preventing downtime that would otherwise disrupt services and lose sales revenue.

Page 49: Safety & Security 2011

www. fmessen t i a l s . co . za 47

DEHNventil M TT modules are multipole combined lightning current surge arresters providing an all-in-one solution for protecting single-phase TT and TNCS systems against surges and potential direct lightning strikes. DEHNguard M TT Class 2 multipole surge arresters are designed to protect low-voltage TNCS, TT and TN-S installations against surges including photovoltaic systems. Blitzductor XTU modules are combined lightning current and surge arresters with actiVsense and LifeCheck technology designed to protect one pair data/signal lines in information and automation systems. The nominal voltage is not specified thus the arrester can be used for any voltage in the range from 0 to 180 V dc. DEHNpatch is a patch cable with built-in surge protection for use in Category 6 cabling systems. It is ideally suited for existing applications in offices and industry such as Gigabit Ethernet, ATM or ISDN and Voice over IP and Power Over Ethernet systems. NET Protector 10/100 Base-T surge protection modules in 8-, 16- and 24-way are designed for 19” rack mount protection of 10/100 Base-T networks. DPL 10F provides 10 kA protection for 10-wire telephone lines and can be installed in Krone LAS disconnect type blocks.Overvoltage surges from lightning and other sources can be disastrous for business. SOUTH AFRICAN MARITIME SAFETY AUTHORITY (SAMSA)

SAMSA was established on 1 April 1998.

Its formation resulted from the 1996 Transport Policy with the vision that South Africa’s Transport must support government strategies for economic and social development whilst being environmentally and economically sustainable.

The founding legislation of SAMSA identified three core mandates of the entity as:

• To ensure safety of life and property at sea and in our inland waterways

• To prevent and combat pollution from ships in the marine environment

• To promote South Africa’s maritime interests

To fulfil this mandate SAMSA’s activities are centred on the following 7 business centres:

• Centre for Ships and Boating

• Centre for Seafarers

• Centre for Sea Watch and Response

• Centre for Industry Development and Excellence

• Centre for Corporate Affairs

• Policy and Regulatory

• Office of the Chief Examiner

Commander Tsietsi Mokhele

Page 51: Safety & Security 2011

www. fmessen t i a l s . co . za 49

The articulation of the maritime policy imperatives and goals are as follows:

• Developing maritime awareness;

• Assisting in the creation and fostering of an economic environment for the Maritime Transport Industry which will allow it to compete with other nations;

• Contributing to the release of the full potential of the maritime industry in South Africa and to the modernisation of the shipping administration; and

• Ensuring fair labour practices such as employee rights, job creation and security with acceptable standards of employee health, welfare and safety in the maritime industry.

SAMSA is governed by a Board made up of the CEO and six non-executive directors including a chairperson and a deputy chairperson.

SAMSA’s CEO since 2008 is Commander Tsietsi Mokhele who has spent most of his career in the maritime environment. He commenced his career in the navy and later joined the National Ports Authority before proceeding to SAMSA.

NATIONALSECURITY TRAINING

Airports Company South Africa (ACSA) has invested about R17 billion in improving infrastructure and services across our network of airports throughout the country. This has been a carefully planned investment programme based on projected air traffic aligned to the needs and requirements of the aviation industry.

World-class aviation security

Aviation security is one of the core focus areas for ACSA and continues to receive priority attention. The continued positive downward trend in the number of security incidents across all ACSA airports is evidence of this focus.

Furthermore, ACSA has improved its internal quality control mechanisms by introducing structured aviation security audits at each airport in accordance with national aviation security regulations. To further improve security, ACSA continually invests in the development of its security personnel.

The ACSA Training Academy – an accredited aviation security training centre – provides specialised airport operations training, not only to ACSA security personnel but to other stakeholders who are critical to airport security. They include members of the SA Police Services, SA Revenue Services and various private security companies contracted to provide services at the airports.

At ASESA we believe that the service the staff render to the company forms an integral part of the final service rendered to a customer. Our programme is therefore aimed at giving employees the opportunity of alerting management to poor service within the workforce before it affects the customers.

Why not adopt a new approach? Many companies employ strangers with a minimum of pre-employment screening and set them loose in sensitive areas, ill prepared. Often induction programmes do not address critical issues and to a certain extent companies inadvertently create the circumstances that cause staff to seek alternative and additional income. Security measures become stuck in a cycle where many successes are cancelled out by equal failures. Repeating the same formula and expecting different results is very optimistic.

There are three critical steps to change what is happening right now:1) Pre-employment Screening Screen all new staff thoroughly!2) Champions Training Create real champions who protect their jobs/future, their income and resources to everyone’s advantage!3) ASESA Hotline Equip staff to deal with or report service shortcomings!

John Rogers, Group Managing Director of the Secequip Group says: “In South Africa, crime, often violent, is a fact of life – and homeowners need to make provisions for the installation of security systems that will truly protect them when they are most in need.”

Explains Rogers: “Although times have changed, many security systems have not progressed. Modern, state-of-the-art security systems, such as the ones Secequip provides, focus on offering good security, while at the same time placing an emphasis on being user-friendly, and providing a range of other useful features as well. Homeowners need to be aware that any sound security solution must comprise good external and internal intruder, as well as fire/smoke detection devices, it needs to have multiple control points, connectivity to armed response and be able to offer the end user simple, easy-to-use functionality”.

All Secequip’s security equipment is selected to provide these qualities and more.

Secequip is proud of its exceptional customer service and its high quality products, which are available countrywide at affordable prices, across the entire spectrum of security requirements, including electronic intruder alarm, CCTV, perimeter and fire protection, access control, intercoms, as well as garage door and gate automation products.

WHAT LIES BENEATH

Knowing the virtues and vices of your staff can affect your bottom line.

Economic crime remains one of the most problematic issues for business in South Africa. While companies continue to develop systems and controls to detect and deter economic crime, these measures alone are not enough. The most serious economic crime is committed internally, which underlines the need to assess the integrity of your workforce.

The Giotto Integrity Test addresses the two main categories of workplace dishonesty namely, Property Deviance (theft, fraud, pilferage, corruption, embezzlement) and Performance Deviance (negligence, carelessness, absenteeism, intimidation, mismanagement).

The Giotto is a work-based personality questionnaire designed to assess integrity across seven dimensions. High scores in these dimensions may provide protection against:

• carelessness, accident proneness and mindlessness

• lack of commitment, absenteeism and tardiness

• proneness to violence, hostility and intimidation

• disciplinary problems, subversion and intolerance

• disrespect for senior managers, overbearing behaviour and arrogance

• theft of company property, wasteful use of resources and failure to share

• inability to cope with change, or resisting change

The South African version of Giotto is registered as a psychological test with the Health Professions Council of SA, and is invaluable in identifying the strengths, weaknesses and propensities or tendencies of job applicants. A specific combination of these factors could identify a possible risk profile for unethical behaviour manifesting in the work place.

Giotto recognises that each employment setting will require an optimal balance of characteristics among its employees in order to utilise their strengths and accommodate their weaknesses. Giotto is therefore intended for a wide use within work settings.

As a pre-interview, selection, promotion, appraisal and staff development tool, Giotto is unsurpassed. In South Africa, Giotto has been used to great effect by major banks, mining groups, insurance, security and assessment companies.

SOCIAL MEDIA RISKS With the dramatic increase in Social Media usage both on a personal and business to business level, individuals and organisations need to be a lot more aware of security risks. This not only includes physical risks to IT infrastructure through malware, viruses and more, but also risks around intellectual property, confidential company information and employees.

Social Media has grown in popularity, opening up new ways of sharing information. But what many people do not realise is that even an innocent disclosure of where you work and what you do at the organisation and what you are working on can put your company at risk. In addition to these risks, individuals are regularly trawling social media sites to scout for potential new talent, see whether their competitors are working on similar projects and determine whether they can pick up any information that could put them ahead in the race.

That said, from a business perspective, Social Media can no longer be ignored. It provides the opportunity to reach out to your customers in a fashion that they are comfortable with, it allows you to interact internally through a means that most people use on a daily basis and it allows for faster dissemination of information. Companies must however ensure that they have a strict social media policy in place that is properly enforced, to try and mitigate some of the risks involved in using this method of communication.

Companies should also encourage a culture within their organisation that focuses on responsible social media interaction. One example of this is ensuring that your personal social media interaction is kept very separate from any type of formal social media outreach. Another example is to encourage employees to refrain from making any reference to work projects or interactions when engaging in any online conversations.

This is one of the areas that will come under scrutiny at the upcoming IP EXPO, taking place at Sandton Convention Centre in November this year. IP EXPO, launched by Imago Techmedia in partnership with Montgomery Africa, will highlight three specific areas of growth – IP Infrastructure, Virtualisation and Cloud Computing.

The objective of IP EXPO is to create an environment where vendors can interact directly with enterprise end users to showcase their areas of expertise and simplify complex technology issues. It is literally a 2-day consulting experience where these end users can get answers to their technology specific questions.

ACCESS CONTROL:Still a burning issue for workplace safety and securityWhen it comes to workplace safety and security, access control is one of the hot topics, and always a relevant one to any organisation manager tasked with securing both company assets and individuals.

Not only does an effective access control system minimise company losses in terms of preventing unauthorised access from outsiders, but it also provides an effective time-and-attendance solution for organisations, looking to gain greater insight and control over staff movements and productivity in the workplace.

Looking to increase the level of management over these issues, many local organisations are being increasingly motivated to use amongst others, biometric technology. The main reason for this is, is the increased reliability and accuracy of this technology, where information cannot be falsified or abused. This is also coupled with the fact that biometric technology has become so advanced that the accuracy, in many cases, cannot be faulted. Biometrics has demonstrated consistent efficiency for a range of unusual applications, including: mines, factories, warehouses, office parks, residential estates, tertiary education campuses and even schools.

As with most technological developments, rapid innovation and development have also contributed towards dramatically reducing the cost, making the technology more accessible to a wider market.

As with any security technology it’s critical that security product buyers scrutinise the reputation, credentials and technical expertise, before purchasing from a supplier. This will ensure that an organisation’s security is never compromised.

One place where security buyers can learn more about, and purchase the very latest access control technology will be at the Access Control Product Area at IFSEC South Africa 2011.

Leading companies will be showcasing a complete range of access control products including: door entry systems, smartcard technology, time and attendance software, biometrics and intelligent building management systems. An unparalleled platform of products, services and innovations available to security buyers and installers.

IFSEC South Africa 2011 will bring together top-tier industry experts; it will feature accredited and recognised security providers and brands, allowing security providers to showcase their professionalism and for buyers to interact with trusted industry professionals.
