The colors of Saint Louis University are white andblue, the colors of the Blessed Virgin Mary. Whitesymbolizes the earth and man; blue signifies heaven andGod. The big golden cross in the middle of the shieldsignifies the Christian faith which the school aims to spreadto the four corners of the earth as symbolized by the foursmall crosses.

Superimposed on the golden cross is the stylized lilywhich is associated with Saint Aloysius (Louis) de Gonzaga,the patron saint of the school. The big sword across theshield expresses the vigilance and perseverance neededin education. CHAPTER I

INTRODUCTION

RP-CICM MISSION STATEMENT AND OBJECTIVES OFSAINT LOUIS UNIVERSITY

Saint Louis University is a Catholic Institution of higher learning.It was founded by the RP-CICM as one effective means ofevangelization to be fully integrated with the Church’s educationalvision. It is, therefore, essential that SLU must address itself to theapostolic commitment and priorities of the RP-CICM Province in itseducational apostolate.

A. The RP-CICM Vision and Mission

Inspired by the historical commitment and dedication to providea Catholic education, the CICM Philippine Province espouses thefollowing vision and mission for its educational institutions.

It envisions an integral human formation of the youth who willbecome mature Christians and active members of the Church.This integral human formation is directed towards a Christiandevelopment of knowledge, skills and attitudes which is gearedtowards service in Church and in society by witnessing to thevalues of God’s reign.

In order to realize this vision, the schools are committed toinstruction, to research, and to community service. Such activitiesare oriented towards the promotion of human dignity and happinesswhich leads to the development of the total person who is able totake up one’s responsibilities in the Church and in the world.

Having a specific concept of person and of world as revealedin the Judaeo-Christian Tradition, the schools promote a specialoutlook on self, on others, on the material world, and on God –which special outlook changes the goal of every human activityand distinguishes the CICM educational institution from any othereducational system.

Having been founded by the CICM Institute, every CICMeducational institution lives up to its missionary identity. Eachmember of the school community is fully aware of one’s responsibilityto reach out to non-Christians and to discover with them theimpact of the Gospel on social reality, on justice, and on solidarity.Likewise, one is conscious of one’s responsibility to reach out toseparated brothers and sisters and to establish trustworthy relationswith them because there is only one Gospel, one Lord, and oneFather of all.

Inspired and compelled by the attitude of Jesus, the CICMeducational institution gives special attention to the oppressed,the disadvantaged, and the handicapped.

CICM wishes to state further its commitment to realize in theCICM Education Institutions the priorities which are manifest in itstraditions and missionary objectives.

General Objectives:

1. To form an educational community of administrators,faculty, students, personnel, and parents which isconscious that their knowledge, skills, and attitudesshould be geared to being a sign of God’s reign andthat by this they realize their highest human dignity;

2. To bring about a new Christian outlook on God, life,culture, world, neighbor, society, and personal humandignity;

3. To give the educational community an adequateexposure to the Catholic faith, in catechesis as well asin liturgy and practice; to enable Catholics to grow tomaturity in faith; and to be inviting and open to non-Catholic Christians and to non-Christians through soundecumenism and mutual respect;

4. To animate lay people in our institutions by the Churchand CICM vision on education, promoting the teachingprofession in whatever field as a special charismaticservice to God’s people;

5. To reflect continually in the light of the Catholic faithupon the growing treasure of human knowledge and totransmit it through teaching, research, and variousservices to our communities;

6. To be committed to the service of the People of Godand human society in general; to study contemporaryproblems as the dignity of human life, promotion of justiceand peace, and just sharing in the world’s resources;

7. To look for ways and means to give the same chancesto the children of as many disadvantaged families aspossible;

8. To serve as a dynamic base for the CICM Institute bycreating awareness for the missionary task of theuniversal Church and by engaging in vocation animation;

9. To cooperate with the local Church, striving for acommon vision while respecting the authority of thelocal Church and the CICM orientation;

10. To integrate and to promote the life-giving aspects ofthe cultural and moral values of the people; and

11. To maintain an academic standard which allows thefaculty and students to work on a level needed fortheir professional competence.

B. SLU General Objectives and Basic Principles

Saint Louis University derives its general and specific objectivesfrom (a) the RP-CICM mission statement and objectives on itseducational apostolate, and (b) the national development goalsand educational aims as stated in the Education Act of 1982.

As a Catholic educational institution, Saint Louis University isconscious of the significant role it must assume so as to contributeto the development of the Philippines. Therefore, even as it iscommitted to the RP-CICM vision and mission for its educationalinstitutions, Saint Louis University is also committed to the nationalgoals and educational aims of the Philippines.

True Christian living, academic excellence, professionalresponsibility, and social awareness are the key interrelateddimensions of the institutional goals of Saint Louis Universityembodied in its articles of Incorporation. In pursuit of theseexpressed goals, the University adopts the following generalobjectives that permeate its different curricular offerings:

1. To provide moral and intellectual training in a Christianatmosphere which will promote a value system foundedon human rights; on upright living; and on the origin,

dignity, and destiny of men and women; to stand witnessto the presence of Christ in the contemporary world byitself being characterized by institutional and personalcommitment to fundamental truths and principles.

2. To contribute to national development by educatingthe youth for intelligent, efficient, creative, andresponsible utilization of their skills and professions,providing thereby the necessary and enlightenedleadership in the various fields of human socialdevelopment.

3. To be the seat intellectual dedication, constantly seekingand opening up new horizons of knowledge, with theend in view of ensuring the positive application of thevaried potentialities and capabilities of men and womenin response to the needs of contemporary society andforming principled and committed persons engaged inthe pursuit of collective spiritual and material well-being.

4. To make itself, in conjunction with other socialinstitutions, a more dynamic and accessible instrumentfor promoting equality, justice, and social consciousness;to make itself a real and effective mechanism for theadvancement of equality of opportunity among men andwomen, serving thus to remove prejudicial forces thatimpede harmonious local, national, and international life.

Saint Louis University is a democratic institution in ademocratic milieu; it upholds the freedom of those duly qualifiedstudents to choose their school and the freedom of theUniversity to admit only those worthy of admission to andretention in courses on the basis of satisfactory scholasticperformance and adherence to duly promulgated school rulesand regulations, in the firm conviction that university educationis a privilege that may be granted or denied or withdrawn fordue cause.

C. SAINT LOUIS UNIVERSITY: HOW IT ALL STARTED

In 1907, the CICM Missionaries – also known as Belgian Fathers– arrived in the Philippines, mandated by the Holy See to assist in theevangelization of the northern part of the country. Baguio, then asmall mountain village resort in the Province of Benguet and gatewayto and from the Gran Cordillera mountain range traversing the MountainProvince (now Cordillera Region), was the perfect choice for a learninginstitution by the CICM pioneers.

1911. Rev. Fr. Serafino Devesse, CICM, made a dream cometrue when he founded the St. Louis Mission School, a one-room woodenshack with 10 pupils.

1915. St. Louis Mission School soon became a trade schoolunder Fr. Florimund Carlu and, with the collaborative effort of theCanonesses of St. Augustine, became a full-complement primary schoolwith the start of the intermediate grades.

1921. The school was named St. Louis School after SaintAloysius Gonzaga, patron saint of the University. St. Louis Schoolwas expanded to the high school level with a separate campus onCathedral Hill for high school boys, and another at Campo Filipino forthe elementary and high school girls.

1952. The combined efforts of Bishop William Brasseur, CICM,and Rev. Fr. Rafael Desmedt, CICM, founded the St. Louis College,then consisting of three departments: Education; Liberal Arts; andCommerce and Secretarial. The school had 75 students. Rev. Fr.Gerard Decaestecker, CICM, became the first Rector.

1954. The Colleges of Engineering and Law were started. Thethen Rev. Fr. Alberto Van Overbeke, CICM, was the Rector.

1956. The Graduate School of Arts and Sciences was started.

1963. St. Louis University became the first private universityin Northern Philippines with the approval of the University Charter onMay 16, 1963 by the Philippine Government, with Rev. Fr. GerardLinssen, CICM, as the first University President. On this occasion,Bishop William Brasseur spoke: “It is our greatest wish that SaintLouis University may be the Light of the North and that it may diffusethe Christian culture over the whole country.”

1964.Rev. Fr. Paul Zwaenepoel, CICM, was installed secondPresident of SLU.

1967. The College of Liberal Arts expanded into the College ofHuman Sciences and the College of Natural Sciences.

1976. The third President, Rev. Fr. Ghisleen de Vos, CICM,was installed. The College of Medicine and the College of Nursingwere started.

1982. St. Louis University, after undergoing a rigid period ofevaluation, was finally affiliated with the Philippine AccreditingAssociation of Schools, Colleges and Universities (PAASCU), becomingthe very first tertiary school outside Metro Manila to gain PAASCUAccreditation. Since then, SLU has enjoyed deregulated status inalmost all courses offered.

1985. The investiture of Rev. Fr. Joseph Van Den Daelen,CICM, as the fourth President of SLU.

1990. The Institute for Information and Computer Science(IICS) was started, and later became the College of Information andComputing Sciences in 1994.

1996. Rev. Fr. Paul Van Parijs, CICM, was installed as the fifthPresident of SLU.

Establishment of the Institute of Philosophy and Religion.

The Graduate Program Courses under the then Graduate Schoolof Arts and Sciences were vertically integrated with the differentColleges; henceforth each college assumed responsibility for theadministration of specific graduate programs under the respectiveGraduate Programs Coordinators.

2001. St. Louis University was conferred by the Commissionon Higher Education (CHED) Full Autonomy Status “for meritorousachievement in higher education in the provision of instruction and inthe conduct of research and community extension services; for highperformance of graduates in licensure examinations; and for maintaininga tradition of integrity and an untarnished reputation in the educationalservice.”

CHAPTER II

GENERAL ACADEMIC REGULATIONS AND PROCEDURES

A. School Terms

1. The academic year consists of two semesters and onesummer term. The number of school days per semesterand per summer term is contained in the school calendarwhich is duly posted in bulletin boards.

2. The CHED prescribes a minimum of 100 class days spreadover 18 weeks per semester. The summer term consists of6 weeks.

B. Class Hours

1. One unit of credit is one hour of lecture or recitation, orthree hours of laboratory, drafting or shop work each weekfor the period of a complete semester.

2. Students and faculty attend classes on time.

3. Students are not sent out on errands during class periods.

4. Suspension of classes is done only in extreme need andonly upon the decision of the University President.

5. Regular classes go on even during preliminary andmid-term examinations except during the final examinations.

C. Academic Load

1. According to CHED rules and regulations, no student maybe permitted to carry a load more than the prescribedunits under the University’s approved curricular offerings.Exceptions may be given by the College Dean based onduly approved guidelines. Students who enrol in less than12 units in a semester have to consult the College Dean.

2. The academic load of academically poor students may belimited according to the discretion of the College Dean whomay refer the student to the Guidance Center forevaluation.

3. A load of 21 to 24 units per semester and 9 units persummer is considered regular load of a student. Full timestudents may carry the regular load during the semesterwhile first year students and students who are workingscholars for the first time may carry a maximum load of 18untis during the regular semester and a maximum load of 6units during the summer.

Working scholars who are in the second or higher yearsand who have been working scholars in the past may beallowed to carry a load of 18 to 21 units during the regularsemester and 9 units during the summer, subject to thefollowing conditions:

a. No failing grades, no DROPPED/NFE/INC;b. Satisfactory work performance;c. No violation of University policies and regulations;d. No broken schedules;

4. Students should take all subjects as prescribed andsequentially arranged in the curriculum of the differentcourse offerings of SLU.

D. Attendance

1. Students are required to attend their classes from the firstday of school.

2. The standards of attendance should be maintained toprevent the giving of school credits to students who donot meet the minimum attendance requirements. Thechecking of attendance is the responsibility of the faculty.On the other hand it is the responsibility of the student tokeep track of his absences so that he knows when hisclasscard may have been submitted and thus he can claimit before he goes back to his class. This is in consonancewith CHED prescription that every school should keepattendance records of all students so that the data onenrolment, attendance, tardiness, transfer and separationfrom school can be easily and speedily checked.

3. Basic Rule on Absences. A student who has incurredabsences of more than 20% of the required number ofclass and laboratory periods in a given subject should begiven a DROPPED (D) mark. This is in keeping with Section

73 of the Manual of Regulations for Private Schools (MRPS)(Eight or 1992 Edition) which provides: A pupil or student in aprivate school who incurs absences of more than twenty percent of prescribednumber of class or laboratory periods during the school year or term should begiven a failing grade and given no credit for the course or subject. However, theschool may adopt an attendance policy to govern absences of its students whobelong to the upper half of their respective classes. Furthermore, the school headmay at his discretion and in the individual case exempt a student who exceeds thetwenty percent limit for reasons considered valid and acceptable to the school.

Such discretion shall not excuse the student concerned fromresponsibility in keeping up with the lesson assignments and taking examinationswhere indicated. The discretionary authority is vested in the school head and maynot be availed of by a student nor granted by a faculty member without theconsent of the school head. (As amended by DECS Order No. 35, series of 1993; 07June 1993).

4. No student who has been absent for three (3) class periods,and for each absence thereafter, shall re-enter the classwithout a readmission slip issued by the Student AffairsOffice.

5. When a student has accumulated the number of absencesmidway the allowable limit, the classcard of the student issubmitted to the Student Affairs Office which will notifythe parent/guardian of the student concerned. Duringthe Summer Term the classcard is submitted after everyabsence. The student may not go back to his class withoutfirst securing his classcard from said office.

6. Classcards are submitted to the Student Affairs Office asscheduled in the following chart:

The policy, NO CLASSCARD, NO ENTRY, is followed. Aclasscard released by the Student Affairs Office also servesas a readmittance pass and should be returned to the facultyby the student without delay.

7. Absences and Make-up Work/Special Quizzes /Examinations. Absences during classes for whatever reasonor purpose are considered against the student. However, astudent may make up for any work missed during an excusedabsence; determination of validity of such absence is tobe done by the Student Affairs Office. If a student missesa quiz or an experiment or any class work due to anunexcused absence he will be given a failing mark in thisparticular quiz or class work. Absences during preliminary,mid-term, or final examinations are considered serious andthe taking of special examinations will only be allowed afterthorough investigation of the reason for absence by theStudent Affairs Office and upon the approval of the CollegeDean. Special quizzes and examinations in the Prelims andMidterms, must be taken within one (1) week after thestudent has resumed attending classes. If a student failsto take the special quiz or examination within the allowableperiod, he shall be given a grade of 65% in the missed quizor examination.

8. Call Slip. No one may summon a student during class hourswithout an official call slip issued by the College Dean,Treasurer, Registrar, Director of Libraries, Guidance Director,or Dean of Student Affairs.

9. Tardiness. Students are marked “late” if they arrive afterthe opening prayer but within the first fifteen minutes ofthe class period. Students who leave the class after theroll call and not return or who return only at the end of theperiod are considered absent; those who are late for morethan fifteen minutes are still marked absent in class even ifthey are allowed to join the class for the remainder of theperiod.

E. Physical Education.

1. All college students are required to complete four P.E.subjects of 2 units each as per CHED rules. P.E. 1 is requiredto be successfully completed before one may enroll in higherP.E. sujects. P.E. 2, 3 & 4 may be taken in any order.

2. All students have to enroll in P.E. Only members of the AFPand retired military personnel are exempted. Physicallyhandicapped students are not exempted from taking P.E.;they have to enroll in adapted classes.

3. Students can procure the prescribed P.E. uniform from anysupplier of their choice.

4. Athletes: Official varsity sports training activities areequivalent to P.E. activities. Varsity players enrolled inP.E. must see the Intramural-Extramural Coordinator andthe Physical Education Department Head for proceduresand guidelines during enrollment.

F. National Service Training Program (NSTP)

The National Service Training Program (NSTP) Act of 2001requires all Filipino male and female students in undergraduatecourses to undergo 6 units of NSTP courses as graduationrequirement.

The NSTP as implemented by the University has two parts:NSTP-CWTS 1, and NSTP-CWTS 2. As a pre-requisite to NSTP –CWTS 2, NSTP-CWTS 1 should be taken ahead and should becompleted during the freshman year. Meanwhile, NSTP-CWTS 2can be enrolled anytime after taking NSTP-CWTS 1 up until thesemester before graduation.

G. Withdrawal from Enrolment, Dropping or Changing Course,Subjects, or Schedule

Withdrawal from enrolment or dropping or changing of course,subject, or schedule is allowed:

1. for valid/urgent reasons;2. within the prescribed time, i.e., within the first week of the

semester / within the first three days of the summer term;3. upon compliance of the required procedure; and4. only upon approval of the College Dean and other offices

concerned.

H. Examination and Grades

1. There are three major examinations scheduled duringthe semester: preliminary, mid-term and finalexaminations. These are accordingly announced in theschool calendar. Examinations outside of the scheduleare not allowed. No student shall be exempted fromany of these examinations.

2. No examination shall be conducted outside of thecampus.

3. Oral examinations, unless approved by the College Dean,are not allowed. Final examinations are always writtenand test booklets are kept in the Registrar’s Office fora period of one year for purposes of verification andclarification if needed.

4. In no case may students take an examination withoutan examination permit duly issued by the AccountingOffice. Such a permit deals with the particularexamination only and in no case does it indicateclearance from financial obligations nor academicrequirements which are within the domains of the facultyand the College Dean.

5. The faculty should inform his students of their preliminaryand mid-term grades and return the corrected testbooklets within eight (8) school or working days fromthe date of the actual examination. In order thatappropriate measures can be taken by the faculty, bythe department head, and by the College Dean, allgrade-related problems of students must be promptlybrought to them.

6. A student must, at all times, observe honesty andsilence during examinations. He/she clears his/her deskof everything except those which the faculty allowshim/her to have on hand.

7. As a general policy, a student who is caught cheatingduring an examination is given a credit for theexamination corresponding to a score of zero. A studentwho cheats during a quiz gets a 0 (zero) score for thatparticular quiz.

8. The class standing is the sum total of all recitations,quizzes, homeworks, seatworks, themes, experiments,laboratory works, class reports, plates, models, projects,and the like.

9. Final grades submitted by the faculty, checked by thedepartment head, and duly approved by the CollegeDean are deemed final, except when correction isjustifiable supported by pertinent evidence.

10. Absences and non-academic behavior are not includedin the computation of grades which are based solely onacademic performance and achievement of students.However, requirements of the course and other classwork missed during an absence become an academicliability of the student.

The University does not sanction the lowering of gradesdue to absences, misconduct or poor extra-curricularperformance. However, it does not interpose anyobjection to the lowering of academic grades for workactually missed or not made up due to misconduct,absence or tardiness. This is in keeping with Section79. Basis for Grading, Art. XV of the Manual of Rulesfor Private Schools, Eight or 1992 Edition which provides:“ The final grade or rating given to a pupil or student in a subject should bebased solely on his scholastic performance. Any addition or diminution tothe grade in a subject for co-curricular activities, attendance, or misconductshall not be allowed, except as may otherwise be explicitly provided for by anindividual school in an appropriate issuance or publication, and providedfurther that such adjustments are relevant to the subject content andrequirements...”

11. Whether separate grades will be given or not for lectureand laboratory classes of a course will depend uponthe policy being observed in the particular college wherethe student is enrolled in.

I. Grading System

1. SLU uses a standard grading system (See: SLU Grading Manual).Students are to be informed by their faculty of the evaluationand the computation of their academic performance.

2. The following marks may appear on a student’s record:

a. NC (No Credit) or a failing grade due to NFE or to INC.Effective on the first semester of school year 1993-1994, INC or NFE marks shall no longer be given.

(1) A student who is unable to take a finalexamination (NFE) or who does not completethe requirements of a course (INC) shall begiven a final grade— of NC (No Credit) if the mid-term grade is

passing— which is the same as the mid-term grade

but not exceeding a grade of 70 if the mid-term grade is failing.

Examples:

If the mid-term grade is 67, the final gradewill be 67.If the mid-term grade is 72, the final gradewill be 70.

(2) In accomplishing the final grading sheet, thefaculty shall follow item (1) but shall indicatein the “Remarks” column INC or NFE wheresuch marks are applicable. This will serve asthe College Dean’s reference for allowing theremoval of an INC or an NFE mark for ameritorious case in consultation with thefaculty concerned. In the College ofEngineering and Architecture, it is theDepartment Head who allows the removal ofan INC or an NFE mark for a meritorious casein consultation with the faculty concerned.

(3) For a meritorious case, a student is given onlyone (1) month from the date of release offinal grades to remove any INC or NFE mark.An NC mark or a failing mark due to NFE orINC which is not removed within the allowableperiod of one (1) month shall becomepermanent. A student has to repeat thesubject where he obtained such a mark.

(4) An NC mark shall disqualify a candidate foracademic scholarship, for the Dean’s List, orfor graduation with honors.

(5) In computing the general weighted average(GWA), the marks D and NC shall be given agrade equivalent of 70.

b. WP (Withdrawal with Permission). This mark is given toa student who withdraws his enrolment from the courseor a subject for a valid reason and with the expressedpermission of the College Dean.

c. D (Dropped). This mark is given to a student who incursabsences beyond the 20% allowable limit. The date ofthe last absence incurred to reach the 20% limit shouldbe indicated in the “Remarks” column of the gradingsheet.

As a matter of policy, all complaints regarding grades mustbe filed with the College Dean not later than the first month ofthe following term.

J. Other Course Requirements

1. In partial fulfillment of the requirements in some courses,students are assigned term papers, scrapbooks, classreports, plates, models, and other projects which haveto be accomplished and submitted punctually.

2. In the undergraduate courses, term papers are limited tonot more than ten double-spaced typewritten pages andare required only for research courses and major subjectsin the junior and senior years.

K. Academic Retention

As a general rule, a student who fails more than 45% of hissubject load enrolled in the past semester shall not be readmittedin SLU unless the College Dean refers the student to the GuidanceCenter for a very meritorious reason. Stricter retention policiesare presently in effect in the different colleges. Thus, studentsare advised to refer to the catalog of the concerned college orconfer with the respective College Deans.

L. Zero Academic Deficiency

Effective Second Semester of SY 2003-2004, candidates forgraduation in all the colleges in the University must have zeroacademic deficiency in order that they may be allowed to participateand join the Graduation/Commencement Exercises. This is incompliance with the SLU Board of Trustees’ Resolution No. 05-03.

M. Graduation with Honors

1. Graduating students who possess the required residencein SLU and who obtain the required academic averagemay be conferred the following honors:

Cum Laude—a general average of 88% to less than 91%and at least three years/six semesters academic residencein SLU with a minimum of 120 earned academic units.

Magna Cum Laude—a general average of 91% to lessthan 93% and at least 4 years academic residence forfour-year course and 5 years for a five-year course andcompleted in SLU the total number of academic unitsrequired for the course.

Summa Cum Laude—a general average of 93% andabove and the same conditions as that for Magna CumLaude.

Transferees are not qualified for Magna Cum Laude or SummaCum Laude honors.

Two (2) summer terms are equivalent to one semester;however, the minimum academic units indicated above mustbe maintained.

2. In addition to the requirements stated in No. 1, a candidatefor honors must have no failure, no DR, INC, NFE, or NCmark in any subject except NSTP.

3. Any candidate for graduation from any College whocannot qualify for an academic honor but who had beenconsistently a full or half academic scholar every semesterduring the whole length of his 4 or 5 year course may beawarded during the graduating exercise, one of thefollowing:

N. Release of School Credentials

1. Appropriate application forms and clearances are required inthe release of school credentials. As a general rule, theissuance of school credentials must be applied for fifteen (15)days prior to the release of the same.

2. Transfer credentials (formerly known as Honorable Dismissal)are released immediately to students who have obtained thenecessary clearances. Release of transfer credential isconsidered a formal separation from the University andreadmission to the University shall only be in accordance withexisting policies.

3. No transfer credential or official transcript of records shall bereleased unless admission credentials—Form 137A of freshmenstudents or Original Transcript of Records of transferees—areon file with the Registrar’s Office and unless all accountabilitieswith the Accounting Office, Library, Laboratories, etc. aresettled.

STUDENT SERVICES

SLU Parish – A parish team animates, guides, and coordinatesthe spiritual-liturgical and missionary-pastoral activities of the SLUCatholic community in accordance with the vision of SLU as a Catholicuniversity and the overall program of the Apostolic Vicariate of Baguio.A Parish Pastoral Council, consisting of lay representatives from thevarious sectors of the University, works closely with the Parish teamin realizing the objectives of the Parish. Under the Campus Ministryprogram, various activities and services are organized for the students,faculty, and personnel – recollections, seminars, Bible study groups,outreach programs, social action activities, etc. The differentorganizations and campus ministry groups presently under the Parishare CFC-Youth for Christ, Christ’s Youth in Action, Liturgical Committee,Spirit of Love Catholic Community, CICM Mission Club, MESSIAH Choir,Himig ng Panginoon Choir, (CHS) BEC-BUKAS, (CNS) BEC-JOY, SUCHLOVE, Lay Eucharistic Ministers, Social Action Committee, and MorningReaders.

University Libraries – The SLU libraries consist of 16 sections,each amply stacked with the latest books in the field and housed incomfortable well-lighted and well ventilated rooms. The libraries areopen from 7:30 a.m. – 7:00 p.m. without noonbreak during schooldays and on Sundays from 1:00 – 5:00 p.m. to enable students tomake a maximum use of the libraries.

Handouts/Popsheets/Mimeographed Notes - Thesematerials may be distributed by faculty as supplement in the courseswith prior approval of the College Dean concerned. The cost of suchhandouts / popsheets / mimeographed notes shall be posted in thebulletin board of the different colleges.

Textbooks – Some required textbooks are available for renton a first-come-first served basis at reasonable prices.

University Store – Teaching and learning aids, school suppliesand examination booklets are available at the university store. Studentguides, manuals or pamphlets may also be available for sale.

Guidance Center – The Guidance Center is a sector of theuniversity that endeavors to help students and other members of theacademic community in their decision making and coping. This is realizedthrough its Counseling, Information, Placement and Testing services.Programs designed to further reach out to the students are regularlyundertaken: group and individual guidance for those with academicdifficulties, lecture-workshops for life enhancement, and managementof private scholarships and financial assistance for deserving students.The Psychological Testing Unit handles the psychological assessmentand evaluation of students to arrive at a better self-insight. TheSLU-Guidance Extension Services assist a number of outlying highschools in their guidance needs.

Medical and Dental Clinics and Health Facilities - Medicaland dental consultations are done at the Medical and Dental Clinicsand, when necessary, first aid is administered. Initial or starter dosesof medicines are given. Routine laboratory examinations are performedat the clinical laboratories free of charge when required.

Student Restaurants – Canteens are available on the Collegecampus to serve snack and meal needs of the academic community.

Laboratories, Shops, Equipment/Instruments – Shops andLaboratories which are well-equipped afford the students the muchneeded practicum of their theoretical courses.

Social-Conference-Workshop Halls and Gymnasia –Facilities for big or small group activities are available on a first-come-first-served basis with the necessary sound and lightarrangements.

Telephone Services – The students and members of theacademic community have access to pay phones available on campus.

Mail Service – Postal needs of the students and academiccommunity are met by the SLU branch of the Bureau of Post.

Telegram Services – Notices of telegrams from the differenttelegram companies in the city are posted at the lobby of the DiegoSilang Building for guidance and information of the academic community.

Security Services – A security force is maintained on thecampus to ensure maximum safety and security of the academiccommunity.

Report to Parents/Guardians – The Student Affairs Officewrites the parents/guardians of students who have incurred the numberof absences midway the allowable number of absences and/or whohave been put under disciplinary sanction. When deemed advisableand necessary, the Student Affairs Office may call parents or guardiansfor conferences or consultation with them regarding the academic orbehavioral conduct of their children. SLU encourages parents to visitthe school at any time to inquire into the attendance, behavior, oracademic progress of their children. Parents who wish to have a copyof their children’s final grades may request personally or in writingfrom the Registrar’s Office.

CODE OF DISCIPLINE

Introduction:

Saint Louis University is a Catholic institution. All bonafidestudents in the exercise of their rights and in the performance oftheir duties must conduct themselves in line with the finestprinciples, traditions and ideals of the authentic Christian Filipino.

A student who is accepted to study in Saint Louis Universityrecognizes the existence of a contract whereby he agrees tocomply with the policies, rules and regulations of the universityand assumes all responsibilities appertaining to his status as astudent.

On one hand, personal discipline keeps the proper balancebetween freedom of action headed for self-development and self-restraint necessary in accepting external rules for the safeguardof the rights and responsibilities of others. On the other hand,social discipline requires that the rights and responsibilities of theadministration, faculty, non-academic personnel and the studentryare respected.

Saint Louis University adheres to the principles of “in-locoparentis” or secondary parental authority. Nevertheless, parentsand/or guardians retain the primary continuing responsibilitiesand duties reposed in them as prescribed by Presidential Decree603, Education Act of 1982 and other pertinent existing laws.

In the exercise of “in-loco-parentis”, the administrators, faculty,and duly authorized university officials of Saint Louis Universityshall have the right and responsibility to make apprehension and/or refer any violation of the Code of Discipline to the properuniversity officer and/or duly authorized officer of the law forappropriate action.

A. CONDUCT IN THE SCHOOL

Every student must value and exercise self discipline to earndue respect for his own person. He is called upon to respect hisfellow students, personnel, faculty members, and administrators.

To know how to conduct himself in the campus, he shouldsecure a copy of the SLU Student Handbook and be knowledgeableof its contents. This handbook should therefore be used for hisconstant reference and guidance.

He should conduct himself and present himself in a decentmanner, abiding by the generally accepted norms of good behaviorat all times. He should observe courtesy and decorum in dealingwith fellow students, personnel, faculty members andadministrators.

He shall be responsible to know, understand and comply withthe contents of the memoranda, circulars, announcements, letters,notices, directives and the like affecting him, as may be regularlyposted and/or disseminated by the university authorities.

Lastly, every student shall observe the laws of the land, therules and regulations of the university as provided herein and asmay necessarily be promulgated from time to time, and thestandards of good society.

The following acts or omissions are deemed improper studentconduct for which a student may be subject accordingly todisciplinary action, to wit:

1. Failing to properly wear his/her valid ID card while insidethe campus; failing to report the loss of his/her ID cardto the Student Affairs Office within 24 hours and have areplacement of the same within 48 hours; failing tosurrender his/her lost and found ID card within 48 hourswhile still in possession of a replacement ID card; failingto present his/her ID card when requested by schoolauthorities, faculty, personnel or guard on duty.

B. CONDUCT OUTSIDE THE SCHOOL

Every student is always identified with the universityto which he belongs. It is his responsibility to help maintainthe good image of the university by conducting himself in amanner befitting a Catholic student. Consequently, he shouldbe aware at all times that his behavior is reflective of thetraining he gets in the university. While outside the campus heshould observe generally accepted rules of conduct and normsof behavior.

As such he is called upon:

1. to uphold the academic integrity of the university, protectingat all times its name, reputation and ideals.

2. to conduct himself with dignity and honor and to abide byall instructions of the authorities when representing theuniversity in any authorized activity. Likewise, he shouldconduct himself in the same manner when using the nameof the university.

3. to participate in religious, civic, social and like activities/programs, approved by the university.

4. to keep away from establishments of illrepute such asgambling joints, sauna parlors, drinking places, pot sessiondens, and other similar places; and to avoid associatingwith persons of questionable character and conduct.

5. not to use, without prior authority, the name of Saint LouisUniversity in any ticket, invitation, program, announcementor similar printed matters.

6. to inhibit himself from pushing, trafficking, administering,using or possessing regulated or prohibited drugs and itsderivatives since Saint Louis University does not condoneactivities of like nature.

Although the University cannot be held responsible for theconduct of its students outside the school premises, bad conduct ofany of its students outside the school campus can be a cause fordisciplinary action.

Violation of any of the foregoing shall be taken on a case-by-case basis and the penalty shall be based on the facts andcircumstances surrounding the case.

C. DISCIPLINARY SANCTIONS

Any violation under this title, Code of Discipline,especially A and B above, shall be subject to administrativedisciplinary action and the imposition of corresponding penaltyas may be determined by the Student Affairs Office and withoutprejudice to other sanctions/measures that it may take underthe circumstances. Such disciplinary action and/or penaltiesare herein below defined:

1. Warning. It is a notice to the student thatcontinuation or repetition of specified conduct maybe a cause for other disciplinary action.

2. Reprimand. It is a severe form of formal rebukeby a person in authority.

3. Censure. This may either be an oral or writtenreprimand for violation of specified regulation(s).

4. Suspension. This entails exclusion from classes,and exclusion from other privileges or activities orfrom the campus as set forth in the notice ofsuspension, for a definite period of time withreinstatement thereafter dependent upon a showingof observance during the period of suspension ofterms as set forth in the notice of suspension.

A school may suspend an erring student duringthe school year or term for a maximum period notexceeding 20% of the prescribed school days. Thedecision of the school on every case involving thepenalty of suspension which exceeds twenty

percent (20%) of the prescribed school days for aschool year or term shall be forwarded to theRegional Office concerned within ten days from thetermination of the investigation of each case forits information.

5. Non-readmission (Dropping/Dismissal orExpulsion)

a) Dropping/Dismissal refers to permanenttermination of student status withoutpossibility of readmission to any college ofthe University. A school may drop from itsrolls during the school year or term a studentwho is considered undesirable.

b) Expulsion is an extreme form ofadministrative sanction which debars thestudent from all public and private schools.

“Expulsion is an extreme penalty on an erringpupil or student consisting of his exclusion fromadmission to any public or private school in thePhilippines and which requires the prior approval ofthe Secretary. The penalty may be imposed foracts or offenses constituting gross misconduct,dishonesty, hazing, carrying deadly weapons,immorality, selling and/or possession of prohibiteddrugs such as marijuana, drug dependency,drunkenness, hooliganism, vandalism, and otherserious school offenses such as assaulting a pupilor student or school personnel, instigating or leadingillegal strikes or similar concerted activities resultingin the stoppage of classes, preventing or threateningany pupil or student or school personnel fromentering the school premises or attending classesor discharging their duties, forging or tamperingwith school records or school forms, and securingor using forged school records, forms anddocuments.

The decision of the school on every caseinvolving the penalty of expulsion, together withthe supporting papers shall be forwarded to theRegional Office concerned within ten days from thetermination of the investigation of each case.”(Section 77, Manual of Regulations for PrivateSchools, Eight or 1992 Edition).

6. Other Sanctions. Other sanctions which the schoolmay impose are non-readmission to the University;suspension in a particular class; invalidation of aquiz, examination, term paper or any class work;reprimand and warning; cancellation of scholarshipand other privileges.

When the sanction imposed on a student found guiltyis short of dismissal, i.e., suspension or reprimand, etc.,he will be placed on STRICT PROBATION-FINAL WARNINGSTATUS by the Student Affairs Office.

Due process shall be exercised at all levels ofinvestigation.

D. PROCEDURES FOR DISCIPLINARY MEASURES

1. All complaints must be formally reported in writing tothe Student Affairs Office and must be signed by thecomplainant.

2. The Student Affairs Office conducts an investigationof the case; or, it may create or appoint an Ad HocCommittee to investigate the case, submit its findingsand recommendations.

3. All parties concerned shall be afforded due process.Decision is final.

CHAPTER V

STUDENT ORGANIZATIONS/PUBLICATIONS AND ACTIVITIES

A. Accreditation

1. Application. Any group of students may apply to the Deanof Student Affairs to organize and operate a studentorganization/publication. Membership to such anorganization/publication shall be limited to bonafidestudents of the university.

2. Constitution and By-Laws/Editorial Policies. Eachstudent organization/publication to be operational musthave a Constitution and By-Laws (for student organization)/Editorial Policies (for student publication), approved bythe Dean of Student Affairs.

3. Certificate of Recognition. Authorization to operate, orrecognition of the student organization/publication asgranted by the Student Affairs Office shall be a pre-requisitefor its operations in the university. A correspondingcertificate of recognition shall be issued to each studentorganization/publication upon full compliance with therequirements duly issued by the Student Affairs Office.Such certificate shall be effective for one year only andmay be renewed each time for a similar period. This maybe cancelled or revoked for violation of school rules andregulations and of the laws of the land.

4. Faculty Adviser. Each student organization/publicationmust have a faculty adviser, who is presently employedon a full-time basis in the university.

5. Election of Officers. The officers of each studentorganization shall be elected by the members thereof,provided, however, that every election shall be under thesupervision of, and subject to regulation by, the assignedfaculty adviser. The selection of the chief editor and othermembers of the staff of tertiary student publications shallbe through competitive examinations prepared, conductedand supervised be a committee composed of arepresentative of the school administration, one facultymember, one mass media practitioner who is acceptableto both (school administration and editorial board) andtwo past editors to be chosen by the outgoing editorialboard (Section 1, Rule VII of the Rules and Regulations forthe Implementation of Republic Act 7079, CampusJournalism Act of 1991). Any candidate for election,appointment, or designation to any position in theorganization/ publication shall have no failing grades ordropped, INC/NFE marks.

6. Organizational objectives must be school-oriented andactivities must be school based.

I envisage realizing the words of the late great William Brasseur atthe occasion of the granting of university status to SLU in 1963.

It is said that the northern light is one of the brightest and mostwonderful phenomena of nature. May the light then of Saint LouisUniversity shine as the light of the north. May its alumni, throughtheir intellectual standing and Christian formation, be the leaders ofBaguio and the whole Montañosa. It is our greatest wish that SaintLouis University maybe the Light of the North and that it may diffusethe Christian culture over the whole country.

• I dream of a Saint Louis University that lives up to theCICM charisma and its avowed educational mission of trueChristian living, academic excellence, professionalresponsibility, and social awareness - a community ofbelievers in pursuit of excellence and innovation, sendingto the locality, to the country, and to the world a streamof accomplished professionals of varied métiers who havebeen formed and informed by the “greatest story ever told.”

• I see a studentry prepared to answer the summons of thethird millennium, motivated by the truths of our missionaryfaith and guided by a solid parish pastoral team; a studentrytrained in philosophical inquiry and capable of scientificenterprise, steeped in the basics of networking and exposedto the intricacies of digital resources.

• I envision a Christian fellowship of creative scholars,dedicated professionals, and responsible collaborators whoshall engage in earnest dialogue with the new mission fieldsthat are the various spheres of learning; do worthwhileresearch on the socio-political, scientific-economic, andenvironmental-cultural questions; and further extend theservice of empowerment to those who are least in society.

• I picture a free exchange and dialogue of ideas amongpartners and co-workers through regular face-to-facemeetings and consultations and through improved andintegrated campus-wide information, communication, andorganizational systems and structures.

• I foresee more attention and resources directed to ourelementary and high school - “As a young plant needsfertile soil, sunlight and water to grow … so do we give ourbest care to the little children entrusted to us.”

• I look forward to the challenge of moral responsibility andaccountability in revenue generation, financial management,and fundraising through trustful delegation and outsourcing,decentralized planning and budgeting, faster procurement,stronger linkages, and closer monitoring.

B. ST. ALOYSIUS DE GONZAGA - OUR PATRON SAINT

The story of St. Aloysius deGonzaga started 435 years ago,in a town called Castiglione, delleSteviere in Italy. Around this timeand place, a young prince wasborn to the Gonzaga family. Aprince destined to be a greatruler, a man of innumerable richesand military strength. A noblemanenvied by men and adored bywomen. For he was the son ofthe Marquis de Gonzaga, and hisname was Aloysius.Aloysius grewto be a boy with his entire lifeplanned for him. He was to be agreat prince and ruler of men anda great soldier, a general ofarmies and a conqueror ofenemies. This was the lifeMarquis Gonzaga had planned forhim. Aloysius displayed greatamounts of daring, courage andcool-mindedness even in theface of danger. However, therewas another side to Aloysius’ character. His mother was a pious womanwho loved to pray and to think about God, and the passing joys of thisearth meant little to her. It was she who taught the boy to love thethings of the spirit and as he grew.

When he received Jesus from Charles Borromeo, the Archbishop ofMilan, in First Holy Communion, Aloysius knelt in adoration, making avow from the depths of his heart that he would make God his first andlast love and asking the Blessed Virgin to protect his innocence forlife.

Jesus had suffered on the cross for the love of each man; soAloysius wanted to suffer too, to show his love for Jesus. The princemade mortifications, trying not to take the most delicious food, avoidingwearing the most handsome clothes, and even putting bits of wood inhis bed at night so as to have some pain to suffer. Any pleasure whichhis nature might want to enjoy, his spirit told him to ignore.

When Aloysius grew to his teens, the Marquis wanted the verybest life for his son so he sent Aloysius and his younger brother tobecome pages in the court of King Philip II of Spain.

Aloysius reluctantly obeyed his father and became a royal page ofPrince James, son of the king. Yet he still persisted with hismortifications and did not dress richly nor did he take any of the bestfood. He felt that he had to imitate the poverty of Jesus in a smallway at least.

The prince wanted nothing more than to serve God and suffer asJesus had suffered, so when he went back to Italy, he made up hismind to give up his royal title of prince and enter the Jesuit Order.

His father was outraged at the thought of his son, a Gonzaga – aroyal prince, becoming a lowly priest and refused to allow Aloysius’decision. Yet with a determined will, Aloysius convinced his fatherthat to become a Jesuit was the life for him.

So on November 25, 1585, Aloysius entered the Jesuit Orderas a Novice. With high hopes of becoming a missionary and to workamong poor pagans, he worked hard, settling down to a life of prayerand penance. He learned to do each one of his new duties well andeveryday became more humble, more obedient, and more pure.Hewas ready to be ordained a priest when an epidemic broke out inRome in 1591. Hospitals were soon overflowing and people were dyingin their homes and in the streets. The Jesuit Fathers hurriedly openeda hospital of their own, and Aloysius went around the city in patchedclothing begging for money to buy food for the sick patients. He,together with other seminarians, helped take care of the afflicted.

Eventually, because of direct contact with the sick, Aloysius caughtthe plague. For three months, the youth layin a little white bed, while the fever burnedinside him. He spent his remaining time on

earth praying to God.On June 21, 1591, Aloysius died

at the young age of 23. He wascanonized by Pope Benedict XIII in1726.

St. Aloysius de Gonzaga led alife of humility and deep devotion toGod and to his fellow men. He wasa fine example of courage. Even ata tender age, he denounced

earthly pleasures and fame. Hechose to suffer instead of livingthe life of that of a prince. Hechose to serve instead ofbeing served. And having done

so, he found God.

C. CICM: THE BEGINNING

Fr. Theophiel Verbist wasa diocesan priest in thearchdiocese of Malines-Brusselsin Belgium in the mid 18thcentury. He served as chaplainin the military academy in Brusselsand at the same time as anational director of the PontificalAssociation of the Holy Childhood.A compassionate man of God, heled a group of other Belgiandiocesan priests who becamedeeply concerned with theabandoned children in China andwith millions of Chinese who livedat that time in ignorance andpoverty.

In 1862 he founded the Congregatio Immaculati Cordis Mariae(CICM) which translates to the Congregation of the Immaculate Heartof Mary. Also known as the Scheut Mission, the congregation wasborn not knowing exactly what lies ahead. Their only assurance wastheir missionary zeal and God’s providence. In the winter of 1865, Fr.Verbist with four zealous companions arrived in inner Mongolia, thatimmense territory north of Chinese wall, which was entrusted to thefledging congregation by Rome, and where they immediately beganorganizing small Christian communities. The founding fathers neverimagined that many would follow their footsteps notwithstanding thecost of traveling by sea and in the hinterlands of China Three yearslater on Feb. 23, 1868, Fr. Verbist died of typhoid fever at the age of45 in Lao-Hu-Kou.

His foundation grew into the worldwide presence it is today.Originally a Belgian Foundation, CICM has grown into an internationalreligious missionary congregation of men from different races, colorsand nationalities who are dedicated to universal brotherhood.

Today the more than 1,500 priests and brothers of CICM arepresent in Asia: in Taiwan, Mongolia, Hongkong, Singapore, Philippines,Indonesia and Japan; in the vast continent of Africa: in Congo,Cameroon, Zambia, Senegal, Mozambique and Nigeria; in the Americas:Haiti, the Dominican Republic, Guatemala, Brazil, Mexico and the UnitedStates; and in Europe: Belgium, Netherlands, Italy, France and Germany.
