Concept Note
Introduction: SAKALA – Karnataka’s pride in delivering timely services to citizens to over
100 lakh citizens across the state till date. The Sakala Act covers 151 services across 11
Departments in all the 30 Districts of the state. The Sakala Management also called ‘Sakala
Mission’ monitors the progress through integrated software. www.sakala.kar.nic.in. Citizen
grievances are addressed through a dedicated Call centre by calling 080 4455 4455. Grievances
could be in the nature of service not provided, services provided – but delayed, Services that
citizens want to be part of Sakala and general suggestions.
Purpose: With Sakala growing every minute, the responsibility and expectation of every
government official, elected representative and Administration is growing. They need to be
aware and sensitised to the growing needs of people and a continuous reminder to serve the
citizens of this state. In order to let the concerned officials, elected representatives &
Administrators aware of their responsibility and keep them ticking, a SAKALA CLOCK is
proposed to be installed at prominent public locations and Government offices. It is proposed
that the Sakala clock works like the population clock that keep ticking when Applications are
received and disposed. The Idea is to let everyone know how many people are waiting for
Government services to be delivered by the minute.
Working: In order to achieve this objective, we would request your expertise in building
such a SAKALA clock which would display Sakala information at Public offices such as Vidhana
Soudha, Department HQ and other locations as decided from time to time. Some specifications/
Information that we want displayed in a running mode and real time is as follows:

The Sakala portal gets updated every time an application is received and accepted or Disposed.
This would in turn trigger the number for the day, month & the Total. There are basically two
aspects to the updates. A) Values B) Timing.
Value: The screenshots below give you a clear picture. Screenshot 1 was taken at 14.30 hours
and Screenshot 2 was taken at 15.30 hours. You will observe that the values have changed both
in the Receipts & Disposals column.

Every department have received and delivered services during the hour and hence the numbers
have changed. This needs to be reflected in the Sakala Clock.
Timing: The Sakala portal is updated by each Department as and when it receives applications
from citizens seeking services. There are a few departments that are directly mapped to Sakala
and there are a few Departments that are integrated with Sakala. Those directly mapped with
Sakala (Health & Family welfare for instance) would reflect the moment an application is
accepted or disposed. However, for those who have their own software (Transport, Revenue,
Commercial taxes), the values would values would get reflected at a defined update time. Every
half hour is the defined time as of now. The screenshot below gives you a clear idea:
You will observe that values have changed during the hour with the change in time.
Hence, the values would be near real time. The Sakala Clock will reflect the values reflected in its
portal.
Hosting/Server details: As mentioned, the SAKALA portal is currently hosted in the NIC server
and it is in the process of being hosted in the SDC centre (State Data Centre). Modalities could be
worked out to connect to the server in order to reflect the updated values. Necessary access
permissions will be worked out with the Administrator of these Servers/Host points.
Vidhana Soudha/ Vikas Soudha & MS buildings have their own Wi-Fi connectivity as well as
secure network connectivity for accessing internet points.
Costing: The costing aspects may please be shared. The Size of the Board could be
1 meter X *3/4 meter with Red electronic displays.
