Taking into account fundamentalviolations of policy and procedures, during long term periodEBRD has been identifyingSakhalin II project“unfit for purpose”
Sakhalin Environment Watch
Group III:watercourses with significantsalmon spawning or (possible)presence of Sakhalin Taimen
(Data from official SEIC’s documents)
Example of typical practice of upstream tributaries’ crossings:Travyanaya river (Makarovsky district, Spread III of construction)
Travyanaya river:
Waterway fish-industry category(under Russian legislative rules) -- Highest
Presence of Sakhalin Taimen --- Yes
River Group (SEIC’s classification) --- III
Overview of current situation with project development (Summer – Autumn 2005)

Map of Travyanaya rv. tributaries upstream crossings by pipeline
How it was supposed to be: picture from SEIC’s officialpresentation about sedimentation prevention measures
Sakhalin Environment Watch
Immediately above this Travyanaya river crossing the water is quite clean…

… but just downstream…
Sakhalin Environment Watch
This bridge does not mud from creeping down to the river

A destroyed tributary channel
Sakhalin Environment Watch
Tributary carries mud to the main channel of Travyanaya river
Sakhalin Environment Watch
One hundred meters downstream – it’s obvious that a massive flow of mudflowed through here

The next tributary – Ozernaya river:
This deep trench was dug-up, just toprovide convenient conditions forconstruction work
As a result, small waterfall hasappeared
Vehicles move across the streamcontinuously

How wild salmon spawning river should looks(the river, untouched by pipeline)
Sakhalin Environment Watch
Scientific researches say:salmon can swim up rivers with high content of suspended solids, butcannot spawn in water with suspended solids content 220 mg a liter and higher
Ozernaya river,several kmdownstream ofpipeline crossings:
females diedbefore laying eggs
Sakhalin Environment Watch
Travyanaya river about 14 km down from upstream pipeline crossing with a very highcontent of suspended solids (SEIC’s EIA says – 100 m downstream of rivercrossings all suspended solids settle and water becomes completely clean)
Downstream pipeline crossing of Travyanaya rv.

Sakhalin II pipeline:new emerging problems and threats
Sakhalin Environment Watch
Erosion of pipeline route could cause pipeline rupture and catastrophic oil spill(this erosion occurred after only one year)
Sakhalin Environment Watch
Typical example of erosion on Sakhalin’s mountain areas
Sakhalin Environment Watch
Constructors are forced to remove massive amount of soil on steep slopesof river canyons

Krinka river crossing construction: preparation work is going on several month already. Not potential active erosion processes only, but also high risk of land slides
Same place

Poachers already use pipeline access roads

Old militaryammunition depot
Sakhalin II pipeline rout
New threat – potential catastrophe by explosion of old bombs
Sakhalin Environment Watch
Under the Russian legislation, the official prohibited zone of an ammunitiondepot is 400 m, safety zone is 3 000 m
- The current distance between the pipeline and the ammunition depot is 300 m
_______________________________________________________________________________________________
In case of explosion, the range of all buildings’ destruction will be 7 – 11 km
- The distance between LNG plant and the ammunition depot is about 4.5 km
Pipeline location is adjacent to old military ammunition depotwhich is in violation of Russian legislation, and createsa huge risk of catastrophic explosion

Jetty construction in Aniva bay:increase in damage to bay
June 01, 2005

June 01, 2005
No changes for dumping site
No monitoring for impact on cherry and chum salmon at all
Construction continues during salmon spawningseason (cherry, pink and chum salmon)
Total volume of dumped dredged material is 471 333 м3 at the end of dumpingAccording SEIC’s data, 219 131 m3 remains in dumping zone, which means252 202 m3 was spread among the Aniva bay

Dumping zone
In the past it was possible to collect scallop on beachesTotal amount of collected scallop reached tens of tons after strong storm
Scallop collection is livelihood and an important part of our lifestyle

Remaining volume of dredging is about 2,000,000 m3What will be with our remaining resources in Aniva bay, when it will be dumped during next few months?
Sakhalin Environment Watch
Salmon catch of Kalipso company decreased from 1,500 tons in 2003to 365 tons in 2005

Dredging will continue around operating area of Aniva bay – immediatelyadjacent to mouth of the very important spawning Mereya riverHuge long term impact on Aniva bay marine resources is guaranteed

New protest on the North. Sakhalin indigenous people are not satisfied with SEIC’s IPdevelopment plan as it doesn’t include their key demand – new independent SEIA
End of June, 2005
Sakhalin Environment Watch
Dacha community: SEIC refuses to resettle them and pay compensationBecause of federal sanitary rules, it will be prohibited to liveon their own land – too close to LNG
Sakhalin Environment Watch
There are some improvements of Sakhalin roads due to Sakhalin IIBut negative impact outweighs –very heavy traffic of the project destroys Sakhalin roads

By the time of EBRD Annual Meeting a large number offundamental policy violations were identified by AGM
Since then Shellmade promisedto correctthese problems
Yet theseproblemsonly get worse
Many violations now are extremely serious andirreversible
Offshore platform base installed before expert panel could completeassessment
Salmon stream crossing violations Aniva Bay dumping There was no sufficient and appropriate baseline data submitted Essential alternatives were not assessed There is no Resettlement Action Plan until now Too late start of working on Indigenous People Development Plan Fundamental and systematical violations of Russian legislation
Sakhalin II will never comply with EBRD policies
EBRD financing of Sakhalin II project will send wrong message to:• Future companies• Other banks• Civil Society
…looking for a sustainability
EBRD must undertake final decision to not identifythis project as “fit for purpose”and to not finance this project
