EMERGENCY LOAN

Who may avail?

Active Member / Pensioner-applicant with the following qualifications:

Must be a bonafide resident/employee of the government office within a declared calamity area;

Is in active service and not on a leave of absence without pay (for active members) or current pensioner;

Must be without any pending criminal or administrative charges;

Has no arrearages in the payment of mandatory social insurance contributions;

Has no loan that has been declared in default;

For a calamity-hit area, it must be declared in a state of calamity by its Sangguniang Panlalawigan/Panglungsod and approved by the GSIS Board of Trustees before members working in government offices in the said area become eligible for the Emergency Loan.

How much may be availed of as Emergency Loan? In general,

Php 40,000 for members in active service; Php 20,000 for pensioners.

How can members apply for the Emergency Loan?

Eligible members can avail of the Emergency Loan using their eCard Plus on any GSIS Wireless Automated Processing System (G-W@PS) kiosk installed in all GSIS servicing offices and in selected government offices in different parts of the country.

Procedure:

Place employees’ eCard Plus on the card reader of the kiosk.

Place any of his pre-selected fingers on the fingerprint biometric scanner of the kiosk.

Using the touch screen monitor of the G-W@PS, a member must select "emergency loan" from the list of loans available on the loan menu and follow the simple instructions that will be displayed on the screen to complete the transaction.

Eligible members can also apply for the Emergency Loan through over-the-counter (OTC) application to be filed in GSIS offices covering the abovementioned calamity-declared areas. To apply for the emergency loan via OTC, eligible members have to accomplish an application form.

A tentative computation of their loan proceeds and monthly amortization will also be shown to member-applicants when they apply via G-W@PS kiosk or OTC.

When to avail?

Members may avail until December 31, 2013.

Where to apply?

For OTC application -- Application to be filed in GSIS offices covering the calamity-declared areas. To apply for the emergency loan via OTC, eligible members have to accomplish an application form.1

Notes:

GSIS will waive the requirement to pay 12 monthly amortizations before loan renewal for members with existing emergency loans.

For old-age pensioners living in calamity-declared areas, GSIS is opening a new pension emergency loan (PEL) window of Php 20,000 with terms similar to the emergency loan for active members. As with the existing pension loan, a loan redemption insurance will be included.

Who are covered by the moratorium program?

GSIS members and pensioners who reside or work in areas worst-hit by super typhoon Yolanda. on all their outstanding loans with the state pension fund (GSIS)

1 Members in active service can coordinate with/ pursue their application through the designated GSIS liaison officer of their respective offices/agencies (this is according to Mr. Cris Oarde, staff of GSIS Trustee Aguja).

To which types of loan is the program applicable?

The accounts of pensioners who availed of the installment payment of loans after retirement or Choice of Loan Amortization Schedule Program (CLASP) are also covered by the moratorium.

The loan moratorium will be extended from November 2013 to April 2014. The payment for existing loans of members will thus resume in May next year (2014).

How to avail?

The moratorium will be applied automatically to the outstanding loans of covered members and pensioners. Said members and pensioners do not need to apply for the moratorium. The administrative officers in concerned government offices have been advised to stop all deductions starting November 2013. Housing loan borrowers who have issued post-dated checks have also been notified by the GSIS to retrieve and replace the checks from the GSIS Treasury Unit.However, members and pensioners who renew any of their loan accounts before the end of the moratorium period will forego the benefit for the particular account that they will renew. The moratorium will still apply to other loan accounts that are not renewed

HOME EMERGENCY LOAN PROGRAM (H.E.L.P.)Basis: GSIS Memorandum Circular (MC) No. 006, S. 2013

Who may avail?

Active members identified as working or residing in the super typhoon Yolanda worst-hit calamity areas per GSIS records as of 15 November 2013 (These are 126 areas that were hardest hit by Yolanda and contained in a list attached to GSIS MC No. 006, S. 2013. The areas contained in this list are the same 126 calamity areas covered by the GSIS automatic six-month loan moratorium – see above)

How much may a qualified member avail as home emergency loan?

The maximum loanable amount is based on the member’s total length of service in the government, specifically in accordance with the following schedule:

The loanable amount must be in multiples of Php 10,000.00 and must not exceed the member’s maximum allowable amount. When may a member apply?

Application period starts on 02 January 2014 and until 31 March 2014 (i.e. acceptance of applications is only up to 31 March 2014)

Where can a member apply?

Applications shall be accepted at any GSIS office nationwide.

Other availment rules / policies:

The home emergency loan under the GSIS HELP is a one-time special loan program. More particularly, it shall only be availed once and shall not be subjected to renewal;

HELP is over and above the other existing loan programs of the GSIS;

Interest Rate and Loan Term

The loan will bear an interest of 6% per annum, compounded annually and based on diminishing balance. It is payable in 10 years.

Redemption Insurance

The loan shall be covered by a Redemption Insurance. The redemption insurance premium shall be part of the monthly amortization. The insurance premium rate is P .38 per P 1,000.00.

Commencement of Amortization Payment

Monthly amortization shall commence in July 2014, and the first monthly amortization shall be remitted to the GSIS on or before August 10, 2014. Monthly amortizations must be paid every 10 th of the month thereafter until the loan is fully paid.

Other Deductions / Loan Net Proceeds

Only the processing fee, computed at 1% of the gross loan amount, shall be deducted from the loan amount.

SURVIVORSHIP BENEFITS

What are the GSIS survivorship benefits?

These are cash and/or pension benefits to which the beneficiaries of a GSIS member or pensioner who dies, become entitled, subject to the

existing rules and regulations on survivorship and policies on the maximum amount of survivorship pension.

Who may avail of these benefits?

All primary and secondary beneficiaries residing in the Philippines or abroad who are existing survivorship pensioners or claiming for survivorship benefit;

Those who were receiving survivorship benefits but were suspended when the policy on the same was amended and implemented in August 2009; and

Those who applied for survivorship benefits but were disapproved due to the issuance/approval of Management Implementing Guidelines (MIG) 01-2009 dated October 22, 2009 that took effect as early as August 2009, and MIG 04-2010 dated April 26, 2010.

What are the eligibility requirements?

1. When a member or pensioner dies, the primary beneficiaries (surviving legal spouse and dependent children) or secondary beneficiaries, as the case may be, shall be entitled to the applicable survivorship benefits.

2. The primary beneficiaries shall be the following: The legitimate spouse, until s/he re-marries, or co-

habits/engages in common-law relationship; and The dependent legitimate, legally adopted or

legitimated children, including illegitimate children, who have not reached the age of majority, or, have reached the age of majority but incapacitated and incapable of self-support due to a mental or physical defect acquired prior to age of majority.

3. The secondary beneficiaries shall be the dependent parents and, subject to the restrictions on dependent children, the legitimate descendants. The secondary beneficiaries shall only be entitled to survivorship benefits if there are no primary beneficiaries.

How much is the maximum amount of Survivorship Pension?

The surviving spouse shall be entitled to basic survivorship pension which is fifty percent (50%) of the Basic Monthly Pension (BMP) but not to exceed fifty percent (50%) of the current Step 8[4] salary of an Undersecretary, pursuant to the Salary Standardization Law and its amendments.

The dependent children shall be entitled to dependent children’s pension for a maximum of five (5) children, equivalent to 10% of the BMP for each child but not to exceed fifty percent (50%) of the BMP, counted from the youngest and without substitution.

Note: The maximum amount of basic survivorship pension prevailing at the time of death of the member or pensioner shall apply. Any subsequent increase/s in the Step 8 salary of an Undersecretary will not result in any adjustment to the survivorship pension already being received by the surviving spouse.

What are the documentary requirements?

Basic Documents 1. Application Form;2. Ombudsman Clearance;3. Death certificate of member/pensioner issued by the National

Statistics Office (NSO);4. Last Day of Actual Service; and

5. Two (2) valid IDs of payees.

If Married 1. Marriage certificate between the deceased and his/her spouse

issued by NSO;2. Affidavit of surviving spouse;3. If spouse is not a GSIS member, Birth Certificate issued by NSO;4. Birth Certificate/s of minor/incapacitated children issued by

NSO;5. If with minor/incapacitated children, Affidavit of Guardianship;6. If the legal guardian is not the natural parent, the affidavit should

be supported by a Certification from the Barangay and DSWD.

If Single 1. If with minor/incapacitated children, Affidavit of Guardianship;2. If the legal guardian is not the natural parent, the affidavit should

be supported by a Certification from the Barangay and DSWD; and

3. If guardian is not a GSIS member, Birth Certificate issued by NSO

If without primary beneficiary (with Parents) 1. Birth Certificate of member issued by NSO;2. Marriage Contract of member’s parents issued by NSO;3. Birth Certificate of member’s parents issued by NSO if parents are

not GSIS members/pensioners.

If without primary beneficiary (without Parents; with Siblings) 1. Birth Certificate of member issued by NSO;2. Marriage Contract of member's parents issued by NSO;3. Death Certificates of member's parents issued by NSO;

4. Birth Certificate of member's parents issued by NSO;5. Affidavit of Surviving Legal Heirs stating among others that

affiants are the only surviving legal heirs of the deceased member, their date of birth and relationship to the deceased member and that they are executing the document for the purpose of claiming the benefit from GSIS;

6. Birth Certificate of all the siblings of the deceased member issued by NSO;

7. Marriage Contract of all the female siblings of the deceased member issued by NSO;

8. If with deceased brother or sister, extra judicial settlement among the legal heirs of the deceased brother / sister of the member designating one payee;

Additional Requirements for Muslim Members 1. Proof of Surviving legal heirs indicating all the wives and children2. If only one (1) spouse is claiming: submit duly notarized affidavit

that her husband has no other marriages/wife3. Court Order for Guardianship should be issued in the absence of

parent for minor children4. Application for survivorship must be duly endorsed by the office

and a certification indicating the legal spouse/s and children/s of the deceased

BURIAL BENEFIT

What constitutes the “burial benefit” that may be claimed from the GSIS? This is the benefit intended to help defray the expenses

incidental to the burial and funeral of the deceased member, pensioner or retiree.

Who may avail?

1. Surviving Spouse2. Any of the following persons who can present receipt/s of expenses,

provided that the surviving spouse, if still living, has acknowledged that this person shouldered the funeral expenses Children of the deceased member or pensioner For single deceased member or pensioner, relatives up to second

degree of consanguinity; and Any claimant other than children

What are the documentary requirements for claiming the benefits?

1. If claimant is the spouse Death Certificate issued by the Local Civil Registrar (LCR) or NSO Marriage Contract of member issued by NSO Birth Certificate of spouse issued by the NSO or LCR or two (2)

valid government issued IDs with date of birth and picture if claimant is not a GSIS member

Certification of Last Day of Actual Service (LDAS), if member died in active service

2. If claimant is other than the spouse Affidavit of Funeral Expenses; Death Certificate of member issued by the Local Civil Registrar

(LCR) or NSO Death Certificate of spouse issued by the Local Civil Registrar

(LCR) or NSO If legal spouse is living, duly notarized waiver of the legal spouse

in favor of the claimant

COMMISSION ON CIVIL SERVICE

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT EMPLOYEES AFFECTED BY TYPHOON YOLANDA (CSC MC No. 23. S. 2013)

(Pursuant to CSC MC No. 2. S. 2012 which provides for a 5-day emergency leave to government employees affected by natural calamities/disasters. The MC, considering the devastation wrought by typhoon Yolanda, cognizant of the need to have enough time to begin

the process of recovery and rehabilitation and of the need to resume the delivery of government services, CSC adopts this alternative work arrangement pursuant to CSC resolution No. 1302542 dated November 18, 2013 to address the concerns of government personnel in relation to the performance of their official function)

Who may avail?

Government employees in the areas severely affected by typhoon Yolanda

How to avail?

Concerned government personnel should make known to their agency heads that they would seek exemption from work.

Note: Heads of government agencies in the affected areas shall take full responsibility for the grant of work exemption, including the period covered and verification of the employees eligibility to be

granted thereof; Heads of agencies shall take steps to properly record work arrangements adopted for their personnel

What privilege/s do employees have under this program?

Exemption from work with pay from the first working day following the onslaught of the typhoon until such time that the

conditions in the area have normalized or as may be determined by head agency (i.e. not necessarily limited to 5 days).

Note: If operations may be immediately restored, albeit partially, agency heads may require employees to work on rotation basis; if physically impossible for employees to resume work in their designated stations (e.g. offices/work stations completely destroyed), employees may be temporarily assigned to work in the nearest regional/field office or attached agency or other agencies in the area, upon coordination with concerned agencies, to help in the immediate restoration of public services//

SOCIAL SECURITY SYSTEM======================================================

PROGRAMS/BENEFITS AVAILABLE

Advance Pension of Six Months for Pensioners FUNERAL AND DEATH CLAIMS MORATORIUM on monthly loan amortization payments falling

due from November 2013 to June 2014 Salary Loan Early Renewal Program (SLERP) Reduction of interest rates for Direct House Repair and

Improvement Loan to six percent (6% p.a) from the existing rate and waiving of processing fee

On the Unified Multipurpose Identification Card (UMID), the replacement fee shall be waived for members who lost their IDs due to the calamity.

ADVANCE PENSION OF SIX MONTHS FOR PENSIONERS

Who May Avail?

Existing SS Retirees Disability Pensioner Survivor Pensioners.

Provided, that their residence is located in the calamity areas as declared by the NDRRMC

Note: In case the pensioner is receiving both SS and EC pensions, ONLY their SS pension benefits shall be given in advance.

How to Avail of this type of Assistance?

For Pensioners: they may avail the 6 month advance pension until April 30, 2014.

For Partial Disability Pensioners: the may apply for the advance pension for the remaining months of the partial disability pension but not to exceed the 6-month period.

What are the Documentary Requirements for this assistance?

The pensioner shall submit the properly accomplished Application Form duly Certified by the Barangay Chairman or

Attach to the form, a Certification from any of the following as a proof that pensioner is affected by the calamity, in case Part II of the form is not accomplished:

Barangay Chairman DSWD NDRRMC

Note that: if the address of the pensioner indicated in the application form, which should be within the calamity areas declared by the NDRRMC, is the same as that in SSS' record, the application shall be accepted even without any of the required Certification.

Where to file the application for the six-month advance pension for SSS pensioners?

SSS will implement the “File Anywhere Policy”. All branches shall receive applications for the six-month advance period.

May a pensioner who initially applied for/granted the 3 month advance pension pursuant to the first announcement and that which was granted, still file another application for the six month advance pension?

YES. However, such pensioner is only qualified to receive the additional three (3) months to complete the 6-month advance pension.

When is the deadline for the transmission and encoding of applications for advance six-month pension?

The branches shall transmit all applications to the Processing Center (PC) not later than May 9, 2014. Otherwise, the application shall no longer be entertained by the PC.

Note: PC's shall encode in the “Calamity Payment Module” the applications not later than May 14, 2014. Otherwise, the system shall automatically deny the application.

Note further that starting December 2, 2013, all applications received by the PC for encoding shall be automatically granted six-month advance pension.

When is the generation of checks for the 6-month advance pension done?

The generation of check for the six-month advance pension and the additional three month advance pension shall be done once a week. (every Saturday)

Note that any pension overpayment resulting from the death of a pensioner during the period when the pension was advanced shall be deducted from the death benefit due the beneficiaries of the pensioner. In the event that there are no longer beneficiaries entitled to death benefit, the pension overpayment shall be written

off. What IDs are required to be presented by the Pensioners to avail this type of assistance?

The Pensioners may be requested to present any of the following: SS card Unified Multi-Purpose ID Passport PRC Card Seaman's Book two (2) valid ID's at least one with photo and both with signature.

In the absence of the required IDs, any 2 of the ff documents may be presented:

Voter's Affidavit/Certificate of Registration ATM Card (with cardholder's name/ with certification from bank, if

2. Photocopy of the representative's IDs whichever is available, or in the absence of the required IDs, any of the two documents stated above.

Where to monitor the status of claims?

Claim Status Inquiry shall be available in the Payment History of the SSS WINS and SSS Website.

Note: that the resumption of the monthly pension shall be automatically done by the System after the 6-month period.

SUMMARY OF PROCEDURE:

File the application form for Advance Six (6) Month Pension or the additional Three Month Advance Pension.

Branch receives and screens the accomplished application form duly certified by the Barangay Chairman or together with the Certification from the Barangay/Chairman/DSWD/NDRRMC that pensioner is a resident of the area and affected by the calamity, in case Part II of the form is not accomplished.

MORATORIUM ON MONTHLY LOAN AMORTIZATION PAYMENTS FALLING DUE FROM NOVEMBER 2013 TO JUNE 2014

Moratorium shall mean the suspension of monthly amortization/installment payment consisting of principal and interest, without penalty accruing on the monthly amortization/ installment during the moratorium period. After the moratorium period, the remaining loan term shall be extended by the same number of months covering the moratorium period.

Who May Avail?

SSS member-borrowers acquired asset buyers note that they must be affected by Super Typhoon Yolanda as

declared and would be declared areas as under the state of calamity by the NDRRMC.

What is the period of Moratorium?

The moratorium will be for a period of eight (8) months covering the due date of Nov. 2013 to June 2014 under the following:

Short-term Member Loan Program Housing Loan Program Acquired Asset Disposal Program (Housing)

What are the Eligibility Requirements?

Submit duly accomplished Moratorium Program Application Form

to any SSS branch/office Presentation of SSS ID or UMID upon filing of the application form.

In the absence of an SS ID or UMID, presentation of two (2) IDs acceptable to SSS.

The term of payment of the loan has not yet expired.What are the terms and conditions of this type of assistance?

The member-borrower/buyer may defer the payment of loan amortization/installment during the moratorium period.

No penalties being imposed on the said unpaid loan amortization/installment including the past due loan amortization/installment of the account, if any.

The interest rate on loans that shall be applicable during the abovementioned moratorium period only shall be reduced to 1% p.a.

The interest that shall accrue during the moratorium period as of June 30, 2014 shall be capitalized to form part of the remaining loan balance to be amortized during the remaining loan term.

Should the existing loan balance include penalties resulting from overdue loan payments, this shall also form part of the revised amortization schedules but this portion shall be non-interest bearing and the payment shall be in equal monthly installments for the remaining loan term.

In the case of loans under the Member Loans Penalty Condonation Program, no penalties shall be re-imposed for non-payment during the period of moratorium.

The priority of distribution of payments shall be Penalty, Interest, Principal and Penalty (from previous loan; without surcharge)

Note that the loan amortization/installment shall resume for the loan amortization/installment payments falling due starting July 2014.

The remaining loan term shall be extended by the number of months corresponding to the applicable moratorium period for the

When is the Deadline for the filing of application?

The Deadline for the filing of application shall be on April 30, 2014.

How to avail of the Program for Moratorium?

1. The member-borrower shall accomplish the application form for SSS Moratorium Program on the Payment of Salary Loan Amortization

2. The member-borrower shall submit the application form to the nearest Members Assistance Center/section of the SSS servicing branch

SALARY LOAN EARLY RENEWAL PROGRAM (SLERP) This is to allow member-borrowers to renew their salary loan

earlier than the prescribed date based on the guidelines; and to grant new salary loans under the revised terms and conditions

Who May Avail?

Members who: have at least 36 monthly contributions (for a one-month loan) or 72 monthly contributions (for a two-month loan) Six (6) of which should be posted within the last 12 months prior to

the month of filing of application.

Borrowers who availed of the penalty condonation program. NOTE that the sanctions for loan renewal under the condonation

program shall be lifted for those who would avail of SLERP.

What are the Terms and Conditions of SLERP?

The availment period is up to April 30, 2014 The service fee of one percent (1%) shall be waived The loan shall be charged an interest rate of one percent (1%) per

annum until fully paid based on diminishing principal balance, and shall be amortized over a period of 24 months.

Note that if the loan is not fully paid at the end of the term, interest shall continue to be charged on the outstanding principal balance until fully paid.

In the case of those who avail of SLERP, the net amount of the loan shall be the difference between the approved loan amount and the previous loan balance.

Deductions form the loan proceeds shall include outstanding principal and interest only.

Accrued penalties, if any, shall be NON-INTEREST bearing and may be paid in equal installments for the term of the renewed loan together with the scheduled amortization.

Any unpaid loan balance, shall be deducted from the next loan renewal or from the member's final SSS claim, whichever comes earlier.

Priority of distribution of payments shall be Penalty, Interest, Principal (current loan) and Penalty (previous loan, without surcharge).

Penalty of 1% per month on loan remittance not remitted on due date shall be imposed

Repayment term shall be two (2) years. The first monthly amortization shall start on the sixth month

following the date when the loan was granted. SS loan amortization payments shall be remitted to SSS according

to the schedule of payment as prescribed under Circular No. 2011-03.

Any outstanding principal balance after the maturity date of the loan shall continue to accrue interest until fully paid.

General Procedure:

The Branch shall:

receive and screen Member Loan Application Form verify the applicant's eligibility to avail of the program check applicant's residence/place of work indicated in the Member

Loan Application Form against the list of declared calamity areas and:

If the applicant is eligible/qualified to avail of the loan: STAMP/WRITE name of calamity on the Member Loan Application Form and issue the Acknowledgment Stub.

If the applicant is NOT eligible/qualified to avail of the loan:RETURN the application form to the applicant and write the reason for rejection.

Who shall be responsible for the collection and remittance of the amortization due on the member-borrower’s SLERP?

The employer through payroll deduction

What happens if the member-borrower overpaid his previous loan?

Any overpayment on a previous loan shall be applied to the subsequent loan, if any. Otherwise, the overpayment shall be refunded upon request of the member-borrower.

Note: that the member-borrower shall fill out the box “others” and indicate “SLERP- Super Typhoon Yolanda” on the loan type portion of the application form.

What are the steps in filing of the application for Moratorium Program?

Fill out “Member Details” Member must file application personally and must present his

Social Security Card

What needs to be done in case the Social Security Card is lacking?

In the absence of the Social Security card, member is advised to apply immediately for said card and present two (2) valid IDs, at least one with photo and signature.

What is the procedure in case the application is filed by the member’s representative?

If filed by the member’s representative, such representative must present the following:

1. HIS social security card or any two of the following IDs: Unexpired driver’s license PRC Card Passport Postal ID School or company ID

made by the NDRRMC

Eligibility Criteria:

Applicant must be an SSS member Applicant must have a total of at least 24 monthly contributions of

which three (3) contributions are within the last 12 month period prior to the month of filing of the application.

Age of applicant is not more than 60 years old at the time of the filing of application

Applicant has not been previously granted a House Repair and

or/Improvement Loan by the SSS Applicant has not been granted final SSS benefit nor was refunded

SSS membership Applicant and his/her spouse (if applicable) must be up to date in

the payment of all existing loan/s with the SSS.

What is the maximum amount of loan that may be secured?

One Million Pesos at the interest rate of six percent(6%) per annum subject to re-pricing on the fifteenth year anniversary of the loan

What are the Terms of Loan Payment?

The amortization period shall be in multiples of five (5) years with a maximum of twenty (20) years but shall in no case exceed:

the economic life of the house/improvement, after repair and/or improvement are introduced, as determined by the SSS; and

the difference between the age of the applicant and sixty-five (65) Note that the loan shall be paid in equal monthly amortizations

during the term of loan payment.

What Collateral may be used as a security?

The collateral used to secure the repair and/or improvement loan shall be the house and lot or condominium unit being applied for repair and/or improvement.

Note that title must be free from liens and encumbrances except those which are held by the SSS

Note further that the loan shall be duly covered by Mortgage Redemption Insurance and Property Insurance which shall be implemented in accordance with existing policies of the SSS.

Note that a loan shall be charged a penalty amounting to 1.5% of the amount due for every month of delay or a fraction thereof until updated or fully paid.

Filing of Application for direct house repair and/or improvement loan is up to one year from the date of issuance of the SSS circular.

least 24 monthly contributions of which three (3) are within the last 12 month period prior to the month of filing of the loan application.

Other Eligibility requirements: Age of applicant is not more than 60 years old at the time of

application and must be insurable applicant has not been previously granted a house repair and/or

improvement loan by the SSS applicant has not been granted final SSS benefit or was refunded SSS

membership applicant and his/her spouse (if applicable) must be up to date in the

payment of all existing loans with the SSS.What is the period of availment for disaster-related house repair and/or improvement loan?

The filing of application for direct house repair and/or improvement loan is up to one year from date of issuance of the SSS circular.

NOTE: the loan may be cancelled by the SSS, if NOT availed of within 6 months following the month of receipt of the notice of loan approval. Any unreleased amount may be forfeited and failure to complete the house repair and/or improvement shall be a ground for foreclosure.

What is the coverage of this circular?

This shall cover PhilHealth claims of those affected by a fortuitous event that covers any of the following conditions:

PhilHealth and Non-PhilHealth members including dependents

PhilHealth accredited or non Phil-Health Accredited Health Care Institutions (HCIs) either privately-owned or government-owned.

Note that for Non-PhilHealth accredited HCIs it must be DOH licensed or certified by a certifying body recognized by PhilHealth

PhilHealth accredited or Non-PhilHealth accredited health care professionals duly licensed by PRC

Claims for treatment done as an outpatient or inpatient relative to the direct and indirect effects of the fortuitous event within the HCI or in an improvised/satellite facility.

Transferred from or managed by health care personnel from accredited facilities in an evacuation area, or improvised health care facilities.

What are the Requirements / Processes?

Declaration of state of calamity, or state of emergency and analogous certification depending on the fortuitous event.

Note that in the absence of such documents, justification letters from the authorized government agencies may be submitted subject to validation by the concerned PhilHealth Regional Office (PRO)

The Health Care Institutions affected by the fortuitous event shall send a letter request for application of this Circular duly signed by the Medical Director/Chief of Hospital or any authorized representative to the concerned PRO, the following must be included in the letter:

Description of the effects of the fortuitous event Explicitly mention if majority of the claims under the HCIs

custody were totally destroyed and can no longer be recovered or reconstructed

The PRO (Philhealth Regional Office) shall undertake the following actions upon receipt of the request/s:

Organize a validation team either composed of staff from the concerned LHIO or from the PRO or both to validate the basis of such request.

Send the written request letter of the HCI along with the post validation report, with recommendation, duly signed by all members of the validation team, and the Regional Vice President and Area Vice President containing the recommendation of the PRO to the President and CEO for approval.

The PRO and the HCI shall be informed of the decision of the President and CEO through a written communication.

Should there be no other authority that has established the specific date of the fortuitous event's end, the concerned PRO shall

send a written communication to the PCEO, duly signed by the Regional Vice President and Area Vice President, with regard to the specific end date of application of special privileges. In turn, the Central Office shall inform the PRO of the PCEO's concurrence or denial of their recommendation.

What are the Benefits Available?

Existing inpatient, outpatient and other packages.

Emergency cases shall be given utmost priority during the period of the fortuitous event. Elective procedures when performed during the declared/specified period of a fortuitous event shall not be covered by any of the special privileges except for the extension period for the filing of the claim.

No Balance Billing (NBB) policy shall be in effect for all the applicable cases. Private HCIs are highly encouraged to observe the NBB policy during the period of the declared/specified period of a fortuitous event.

Reimbursement shall be based on the provider payment mechanism at the time of admission.

Rules on direct filing except the special privileges and other applicable provisions shall still be in effect.

PhilHealth benefit deduction upon discharge is mandatory. Direct filing by members shall be allowed if treated in non-accredited HCIs and transfer is impossible/not feasible. The non-accredited HCI should be duly licensed by DOH or certified by a body approved by PhilHealth.

Exemption from the forty five(45) day benefit limit and Single Period of Confinement (SPC) for admissions directly or indirectly related to the Fortuitous Event.

Priority in processing of claims

Extension on the submission of the required/mandatory HCI reports

Extension of the accreditation validity and/or submission of application of health care providers

As to individuals that need health care services, who are eligible to avail of the applicable benefits of this circular?

The calamity loan program is open to any Pag-IBIG member who:

1. Has made at least 24 monthly savings;2. Is an active member with at least 5 monthly savings for the

last 6 months as of month prior to the date of loan application; and3. Resides in an area which is declared by the Office of the

President or the Local Sanggunian concerned as under a state of calamity. If the member has an existing Housing Loan, Multi-Purpose Loan (MPL) and/or Calamity Loan, the account must not be in default as of date of loan application.

How much can a member loan?

An eligible member may borrow up to a maximum of 80% of his Total Accumulated Value (TAV) subject to the terms and conditions of the program.

The current interest rate for the Calamity Loan is 5.95% per annum.

What is the payment period? 

The Calamity Loan is amortized over a period of 24 months with a grace period of 3 months. Said member shall start paying his loan on the 4th month following the date of his DV/Check date.

Can a member still avail of a Calamity Loan even if he has an outstanding MPL/Calamity Loan? 

Yes, said member may still avail of a Calamity Loan subject to certain conditions. In no case, however, will the aggregate short-term loan (MPL and Calamity Loan) exceed 80% of the borrower’s TAV.

If, in addition to an outstanding MPL, the member also has an outstanding calamity loan in the amount of P2,000, in the example above, the member is still granted a new calamity loan of P3,000 but will only receive P1,000 because the P2,000 will pay off the existing calamity loan balance. This means that at any given time, a member can have both MPL and calamity loan, but only one calamity loan.

Until when can an eligible member avail of the loan?

Eligible borrowers must avail of the Calamity Loan within a period of 90 days from the declaration of a state of calamity.

What are the documentary requirements for the loan application?

Completely filled-up Calamity Loan Application Form* Photocopy of at least 2 valid IDs Proof of Income For formally employed members, duly accomplished Declaration of

Being Affected by Calamity*.

Said documents can be downloaded from the Pag-IBIG Fund website at www.pagibigfund.gov.ph or can be secured at any Pag-IBIG Fund office.

Where can one apply for a loan? 

The borrower may submit his requirements to any Pag-IBIG Office nationwide.

B. MORATORIUM ON AMORTIZATION PAYMENTS OF PAG-IBIG BORROWERS DIRECTLY AFFECTED BY TYPHOON "YOLANDA"

Who May Avail?

The program is open to Pag-IBIG housing loan borrowers, whose places of business/work, or whose properties mortgaged with the Fund, are located in areas placed under a state of calamity.

What are the eligibility requirements?

To qualify for the moratorium program, the borrower must meet the following eligibility requirements:

The borrower is adversely affected by the calamity, or its after effect such that:

his residence is damaged; or his sources of income has been impaired

He must be updated with his HL and/or STL amortization payments as of month prior to date of application in case he is applying for moratorium of such payments.

Note: In case of delayed posting of the monthly HL and/or STL amortization payments in the branch, his HL and/or STL amortization payments must be updated as of date of last posting of payments.

How to apply for Moratorium?

Automatic moratorium shall be effected for HL and STL accounts that are maintained in Pag-IBIG Fund Tacloban branch starting from 11 November 2013 to 11 April 2014. Said eligible HL and STL borrowers under the said branch need not apply for moratorium on their HL and/or STL amortization payments.

Eligible HL and STL borrowers for the moratorium program, whose accounts are maintained in other Pag-IBIG Fund branches, shall be required to apply for the said moratorium program. Applications for availment of the HL and/or STL moratorium program must be filed with Pag-IBIG Fund branches where the loan is maintained within ninety (90) days from the date of the issuance of these guidelines.

How long is the loan moratorium?

Eligible borrowers shall be granted a maximum moratorium period of six (6) months on HL and/or STL amortization payments based on the following:

o If the borrower has paid his amortizations before filing his application for the program, the moratorium period shall start on the nearest due date following the approval of his application; or

o In case the borrower has not yet paid his amortizations upon filing his application for the program which is still within the availment period, the moratorium period shall be reckoned from the nearest due date after the date of last payment made.

Note: Payment of HL and/or STL amortization shall resume on the month following the last month of the borrower's moratorium period.

The borrower may pay his HL and/or STL amortization even during the moratorium period. Said payment, however, shall be applied to the month when the borrower is slated to resume payment.

What is the period for moratorium on HL and/or STL?

The moratorium on HL and STL amortization payments shall take effect retroactively starting 11 November 2013 to 11 April 2014.

For STL, a borrower with an existing Multi-Purpose Loan (MPL), who also availed of Calamity loan (Cl) Program for Members Affected by Typhoon Yolanda, shall be allowed to avail of moratorium on his MPL only.

What are the documentary requirements?

Accomplished two (2) copies of Application for Moratorium on Housing Loan Amortization Payments (AMHLA)

2 valid IDs Employer/Barangay Certification

Note: The Employer/Barangay Certification is incorporated in the application form to be signed by the Head of Office or authorized representative or Head of Barangay, whichever is applicable.

Can a member-borrower still avail of other Pag-IBIG benefits during the moratorium period?

Yes. The member-borrower can still avail of other Pag-IBIG benefits, MPL or Calamity Loan. The availment of the moratorium shall not preclude the member from enjoying other Pag-IBIG Fund programs, which may be beneficial to him/her.
