Welcome to the Salmon River High Adventure Base!

Thank you for choosing Ore-Ida council’s rafting high adventure base. We are located on Salmon River Road outside of Riggins, ID.

Our goal is to help boys discover the greatness of which they are capable through challenging outdoor experiences that will cause them to grow into confident, courageous and exemplary leaders, in their personal lives as well as within their communities.

Your role as an adult leader is essential to reaching this goal. While at camp, the boys will grow in ways that they did not expect and, have a great time This will provide opportunities for the boys to open up to you for guidance and support in a way that does not commonly occur at residence camps or generic camping experiences. Valuable connections are made during a unit’s time at SRHAB.

More than anything else, this is an opportunity for you and your scouts to have fun; and I mean boat-loads of fun!

Program Requirements All participants must be 13 years of age or older by January 31 of the year they wish to participate. Age requirements for SRHAB cannot be relaxed. Please do not request or expect exceptions. All participants must be registered with the Boy Scouts of America as Boy Scouts, Varsity Scouts, Venturers or Leaders. Each group is responsible for providing their own equipment except for what is noted in the leader’s guide as provided. A list of suggested items to bring to camp is included in this guide. All groups must provide at least two adult leaders at a ratio of one adult to every 10 youth.

SRHAB Trips

Hiking and Rafting Trip: 5 Day, 4 Night White Water and Hiking Experience This 5 day program begins Monday morning. Your unit will conduct a 2.5 day Hiking Trek. After completing the hiking portion of your trip, your unit will begin the white water portion of the TREK. Point of Interest: Youth who participate in the 5 day adventure may qualify for the 50 Miler Award. Rafting Trip: 3 Day, 2 Night White Water Experience Our most popular adventure! This trip provides campers with a whitewater experience at the best price around. Trips begin on Mondays and Wednesdays. This is a three-day two-night,

whitewater experience. Be on the beautiful Salmon River, beginning the day you arrive! Youth and adults alike will have the opportunity to participate in kayaking and rappelling the first evening of your trip.

Trip 3: Specialized Trips Specialized trips are available throughout the summer. If you, your family, or business would like to schedule a specialized trip please contact Ben Melton at the council office, 208-376-4411.

Program and Activities at Salmon River High Adventure Base

High Adventure at SRHAB is an intense and action-packed experience; this section will describe what you can expect from the program while rafting or backpacking, and while in camp.

Rafting Our rafting trip is 38 miles long, running from Vinegar Creek to Old Lucile along the Lower Salmon River. Backpacking We offer a 12 mile (minimum) backpacking trek in the Hell’s Canyon Mountain range. Our staff will guide you on this 2.5 day, 2 night experience through beautiful Central Idaho and return you safely in time for rafting. Base Camp Activities

Rappelling: achieve courage

Swimming: you got those swim checks for a reason. Jump in or build a raft slide on our beach. Just don’t forget your pfd.

Kayaking: learn to flip a kayak in the eddy adjacent to our beach.

Fishing: find a spot and cast a line. Salmon (while in season), bass, trout and pike have been caught by campers of previous years.

Camp games: we furnish our camp with Frisbees, soccer balls and footballs.

The SRHAB Schedule

This section will describe the process for arrival at the Short’s Bar Recreation Site, travel to and from camp, and the schedule that you can expect while attending camp. Then the schedule for hiking trips will be described.

The following is a simplified outline of what you can expect from our schedule. Please be aware that our rafting periods are subject to the river’s flow and winds.

Monday Arrival Rafting Trip: 11:00am at Short’s Bar Recreation Site.

Your bus to camp departs at 11:00am, please arrive early. You will park your vehicles at Short’s Bar, unload all of your gear required for Monday night through Tuesday afternoon and load it onto the bus. You will be transported to camp, making a short stop to unload gear at camp, and continue on the bus to Vinegar Creek where your rafts and river guides will be waiting. You will raft from Vinegar Creek to camp (at French Creek), have dinner and spend the night. On Tuesday morning, after breakfast, all gear must be loaded onto the camp’s trailer (we recommend packing before breakfast); the driver will transport all gear back to Short’s Bar and will be waiting for you there. You will raft to Short’s Bar, stopping for lunch along the way, and spend Tuesday night there. On Wednesday morning all gear must be packed

and loaded into your vehicles by 8:00am. As many of your vehicles as possible will be shuttled to Old Lucile (your final landing point) at 8:00am and the drivers of those vehicles will be brought back to Short’s Bar. After arriving at Old Lucile, we say goodbye and don’t forget to pick up your documents (they’re a hassle to replace).Your vehicles that were shuttled will be waiting.

Wednesday arrival Rafting Trip: 1:00pm at Short’s Bar Recreation Site.

Bar, stopping for lunch along the way, and spend Thursday night there. On Friday morning all gear must be packed and loaded into your vehicles. As many vehicles as possible will be shuttled to Old Lucile (your final landing point) at a predetermined time, and the drivers of those vehicles will be brought back to Short’s Bar. After arriving at Old Lucile, we say goodbye and don’t forget to pick up your documents. Your vehicles that were shuttled will be waiting.

Hiking and Rafting Trips:

Congratulations! You’ve chosen our most anticipated Scouting experience. Arrival at 11:00am on Monday at the LDS Church in McCall (400 Elo Rd, McCall, ID 83638). Please arrive early. Your hiking guide will meet you here and food to last the entire hike will be distributed. You must then drive to the trailhead in your vehicle. You will park your vehicles at the trailhead parking lot and begin the hike. You will go to Short’s Bar for rafting check-in before 1:00pm on Wednesday afternoon. From this point onwards, your trek follows the Wednesday schedule above.

Check-in Process

Checking in to camp can be efficient and painless or a chaotic headache. This section will describe check-in process, the documents you need to have on-hand when you arrive and recommendations to prepare you for a quick and easy arrival.

**For Rafting we transport all units and their equipment from Short’s Bar to camp by bus. On Monday, the bus arrives at 11:00am; on Wednesday the bus arrives at 1:00pm.

*Please arrive early *Please allow a minimum of 3.5 hours for travel from Boise.

Check-in process

Upon arrival, you will be greeted by the camp director, camp health officer and members of our staff. All check-in documents, listed below, will be reviewed jointly by your unit’s trip leader, the camp director and health officer. During this time, your scouts and leaders should unload their gear from your vehicle, change into their rafting clothes, apply sunscreen and make sure their water bottles are ready at hand.

*Pro-Tip: travel in your rafting gear and apply sunscreen before travel or while breaking at a gas station.

*Pro-Tip: Please provide your scouts and leaders with the opportunity to have lunch prior to arrival. You are responsible for all meals until the evening meal on day one

After the above is completed and the bus has arrived, all camper equipment must be loaded onto the bus before you and your campers board and set off to the launch point. Your vehicles will remain at Short’s Bar, where you will camp on night #2.

*Requirement: all campers and leaders are limited to one large backpack per person.

Before arriving at the launch point, the bus will park on the road beside camp. All packs must be unloaded into the first campsite. Also, you and your campers will be given paddles, PFD’s and helmets. Once this is completed, the bus will take everybody to the launch point.

*Pro-Tip: Don’t forget your water bottle.

Documents for Check-in

All of the following must be presented to the camp director upon arrival. The documents will be kept by the director in a secure location for the duration your camp experience and they will be returned to you before your departure from Old Lucile. See the, “Preparation for SRHAB,” section for more information. Copies of most forms are at the back of this guide.

Rank Advancements

While we encourage all advancements, the limited time frame of our programs is insufficient for the completion of merit badges and the program itself is not equipped for rank advancements. None the less valuable opportunities for advancement exist within our program. This section will guide you in preparing for and capitalizing on the opportunities that do exist.

General Rank Advancements

There is no rank advancement class at SRHAB. However, you are welcome to implement rank advancement activities in your down time on the river and during free time while camping. The staff will be more than happy to assist you with what you need but keep in mind that we are not equipped with materials to teach first aid, orienteering, knots and lashings, natural sciences or the other scout skills. You must bring the materials and teach the skills.

Merit Badges

A number of merit badge requirements can be completed during your time at camp. You must come to camp prepared to teach and complete the specific requirements you have chosen before arrival. River guides can be a valuable resource but are not registered as Merit Badge Counselors.

Whitewater: the requirements that can be completed at camp are 1a, 1b, 4c, 5-10, 11a-11c and 12.

Kayaking: the requirements that can be completed at camp are 1, 3-7 and 8a-8d.

Backpacking: the requirements that can be completed on the 5 day trek are 1-9.

Hiking: the requirements that can be completed on the 5 day trek are 1-4.

Varsity Advancements: Letter and Pins

Who ever said that the wilderness is no place for sports? SRHAB provides convenient opportunities for Varsity advancements. With proper preparation each Varsity Scout and Leader can qualify for up to 6 pins during one trek at SRHAB. Also, the boy who plans and leads the trip to SRHAB can use this experience to qualify for the Denali Award. Consider the following:

We recommend that you select the awards you wish to pursue and review their pamphlets before leaving for camp, as we do not have Varsity advancement materials at camp. It is the responsibility of the Team Coach to provide advancement counseling and recognition to Varsity Scouts. Refer to the Varsity Scout Guidebook (#34827A) for more information on earning and presenting the Varsity Letter, achievement pins and the Denali Award.

Venturing Awards

Venturing is a great program within Scouting. If you are a Venturing Leader and you want your scouts to pursue a Venturing award, the following chart will show you what requirements can be completed at camp. As with all other awards and advancements, unit leaders are responsible for teaching and approving these advancements; so come prepared.

Preparation for SRHAB

Preparation before camp is absolutely necessary, especially for you as the adult leaders. This section will guide you through securing all necessary documents for each scout, describe the registration process and summarize the tasks which need to be completed before your arrival.

*Pro-Tip: Bring the correct paperwork to camp to help keep participants safe. If any participant arrives at Short’s Bar without a completed swim check and BSA physical they will not be able to attend camp.

Check List for Units: Complete before arrival date

Registration for all individuals is submitted to the council office. See registration section for deadlines.

Unit roster with first and last names of all participants is submitted to the council office. Medical forms for each participant are completed. Tour Permit for the unit is completed and approved prior to arrival date. Arrival packet to be given to the camp director upon arrival is ready:

o Registration receipts for ALL individuals (use copies) o Unit roster o Tour permit o Medical forms for all participants (use copies) o Swim check verification for all participants

Recommendation: hold a preparation meeting to discuss the following. o Orientation/trip planning for parents and youth o Conduct BSA swim check for all participants o Proposed plan for additional activities or advancement during the trek

Many hands make light work. Coordinate with your committee, camp leaders and youth to adequately prepare for the trek. We recommend the following:

Train your scouts and leaders: CPR with first aid, Youth Protection Training, skill development and Basic Leader Training.

Fulfill advancement prerequisites before leaving for the trek. Secure equipment. Secure transportation. Hold inspections (each individual is allowed only one bag). Assign youth and adult leadership. Hold special camp planning sessions. Consider press releases.

All of the information for camp concerning fees paid, rosters, tour permits, etc. must be completed at the Scout Service Center 7 days prior to your arrival date at camp. Discrepancies

about fees or medical forms must be cleared by the unit within 12 hours of arrival.

1. All fees must be paid in full by April 20th to take advantage of all discounts and to avoid the late fee.

2. All fees mailed to Ore-Ida Council must be postmarked no later than April 20th to avoid the late fee. For late fees after April 20th, add $10.00 per person; after May 19th, add $20.00 per person.

3. All fees for youth and adults must be paid before arriving at camp.

* The number of participants for each trek is limited, and arrangements are made ahead to accommodate the registered units. Any individuals arriving at camp without having registered and paid for the trek according to the above standards will not be allowed to participate in the

trek.

How to Register Use the registration form included in this leader’s guide to make your initial deposit. When submitting the remainder of your fees, please include a roster with the names and birthdates of all youth and adult participants. You will also need to take a copy of your completed unit roster, along with any changes or corrections, with you when you check in to camp.

Refund Policy A $25.00 non-refundable (but transferable) deposit is required as an initial reservation for each youth and adult participant. The Ore-Ida Council refund policy for camps is as follows.

“All fee payments are non-refundable, regardless of the situation. Fees may be transferable to another participant as long as the registration stays the same, but they are not refundable. The Ore-Ida Council must commit financial resources to employ staff, purchase food and supplies, and prepare for summer operations. Participants are, therefore, required to make a financial commitment to attend.”

SRHAB Practices We abide by the Outdoor Code and Principles of Leave No Trace. This is crucial to maintaining the pristine, wilderness environment in which we are located. The seven areas of concern according to Leave No Trace:

1. Plan ahead and prepare 2. Camp and travel on durable surfaces 3. Pack it in/pack it out 4. Leave what you find 5. Minimize campfire use 6. Respect wildlife 7. Respect others

The Outdoor Code: As an American, I will do my best to: Be clean in my outdoor manners. Be careful with fire. Be considerate in the outdoors. Be conservation minded.

Each participant will be expected to follow the principles of Leave no Trace, the Outdoor Code and camp guidelines while at camp. The Outdoor Ethics Award is available for youth and adults who successfully complete the requirements. *The Bureau of Land Management often restricts fire use during the summer and no open fires

are allowed at camp.

The location of our base camp, as well as most of the river traversed by rafting, is outside of cell phone and radio reception. The camp director is furnished with a GPS Spot device for emergency communication to use in conjunction with camp vehicles, should the need arise. Apart from that, the following numbers will provide the fastest possible means for campers to be contacted from home.

Medical Assistance at Camp

Safety, prevention of injury and preparedness are foremost among our concerns. This section will describe the medical attention available at camp, medical resources near camp and the BSA insurance policy.

Medical Attention and First Response For the safety of all participants, all SRHAB staff members are trained in CPR and First Aid. They are tasked with providing emergency medical care and first aid. In most cases they can handle all of the minor injuries that occur at camp. Furthermore, when checking into camp, a medical form for every participant is kept by the Health Officer and each participant is screened for any medical conditions such as allergies to foods, prescription drugs or insect bites. If someone needs medical attention beyond the capability of the Health Officer, unit leaders will work with the Staff to transport the person to the appropriate medical facility: St. Luke’s Clinic in Riggins is the closest. In extreme situations, the Health Officer may elect to go with the unit leader.

In some cases, medication for life threatening situations must be kept by the individual and be easily accessible to prevent serious injury or illness. In these cases a small amount of the prescribed medication must be carried by the individual at all times. Examples are: bee sting kits, inhalers, nitroglycerine and insulin.

It is the responsibility of each participant to inform the Health Officer of any special medical conditions that exist when they attend the health screening as part of processing into camp. This applies to any unit leaders who swap out during the week and are replaced by another adult.

Insurance Policy The camp provides general liability insurance only and does not provide any sickness or accident insurance. This is the responsibility of the individual unit and the families of scouts who participate. Proof of the individual family medical insurance or unit insurance must be indicated on all medical forms. Individuals missing this information cannot attend camp. All medical forms must contain the name of the family physician, the physician’s phone number, name of the individual’s insurance policy and number of the individual’s insurance policy. This information must be on the medical forms and will be provided to the attending physician when referred by the camp Health Officer.

In situations where someone is referred to a local medical facility by the Health Officer, the family of the participant will be notified immediately. Please make sure an emergency phone number is clearly indicated on you medical forms.

Please do not compromise the situation by failing to provide all of this information for use in an emergency.

Camp Safety

Youth Protection Standards

The Boy Scouts of America have a set policy concerning the protection of youth and adults at camp. In it is contained the two-deep leadership policy, by which every unit must abide. We train all staff members in these policies and a brief summary of all of them are provided to unit leaders so we can all provide a safe and secure environment while at SRHAB.

Every unit must have at least two adults present during their entire stay at camp, one of which must be 21 years of age or older; the second leader must be at least 18 years old. You cannot switch out leaders until the actual replacement has arrived.

Transportation to and from camp must be in safe and insured vehicles with seat belts for every passenger.

Youth and adults must not shower together or undress together at any time. Corporal punishment, hazing, initiations, physical, sexual, or emotional abuse will not be

tolerated. Two adult leaders must be in camp at all times. If female scouts are part of your

contingent, a female leader must be provided (21 or older). In extreme emergency situations, the unit leader may work with the Camp Director to

assure that the two deep leadership rules are continuously followed.

Camp Guidelines We ask for your cooperation and support in observing these guidelines. Failure to do so may mean your unit or an individual may be asked to leave camp. If any these guidelines is violated and you are asked to leave camp, you will not receive a refund.

1. All participants must check in with the Camp Director or designee when arriving at camp.

2. All units must provide a unit roster when checking in. 3. Campfires are restricted at SRHAB unless otherwise specified. 4. No open flames are allowed in tents. 5. Separate shower times for adults and youth participants as well as those of different sexes

must be adhered to by everyone while at camp. 6. Specific areas of camp such as the waterfront are off limits unless adult supervision is

available. 7. Campers are not allowed in the staff area at any time. 8. Campers should not enter the campsite of other units unless invited by the unit. 9. Smoking is prohibited except in personal vehicles. 10. Any person maliciously harming or killing local wildlife will be turned over to the

appropriate law enforcement agency and the parent/guardian contacted immediately. 11. All vehicles must remain in the specified parking area. 12. Anyone causing damage to camp property either intentionally or accidentally must pay

for that damage. If it was accidental, the cost for supplies and labor will be assessed. Intentional damage is grounds for expulsion from camp without any refund.

13. Theft in camp is always a concern. Anyone caught stealing from others will be removed from camp immediately and turned over to local law enforcement.

14. Fighting and causing physical harm to anyone is not an acceptable way of handling differences. Unit leaders and those involved in the situation will meet with the Camp Director to determine a course of action.

15. Youth Protection is a major issue when dealing with scouts at camp. Leaders must not physically, sexually, or emotionally abuse a youth member in any way. Violators will be reported to Child Protection Services and local law enforcement , and will be immediately removed from camp.

16. Absolutely no personal firearms or fireworks of any kind are allowed in camp. 17. Please remain on established trails and roads. 18. Individuals are not allowed to leave camp without the permission of the Camp Director. 19. No pets are allowed in camp. 20. All visitors must check in with the Camp Director immediately upon arrival.

Animal Safety Avoidance of bears and most wildlife can be summed up in one word—FOOD. If an animal doesn’t find abundant food, it will move on. Most conflicts between people and wildlife, especially bears are linked to careless handling of food or garbage. Learn to live responsibly with wildlife. Young wildlife sometimes stray from their parents and appear to be lost or abandoned. In most cases, however, the parents know where the youngster is. Taking in apparently lost or abandoned young usually does more harm than good. Wild animals are best left in the wild. If the animal is obviously sick or injured, notify a SRHAB staff member. General Wildlife & Habitat Stewardship

o Direct eye contact, even through a camera o Walking directly towards an animal o Following an animal that has chosen to leave o Circling or standing around an animal

Do not feed wild animals Don’t mistake a passive animal as a sign of safety Never tease or attempt to pick up wildlife Leave young animals alone; a protective mother is usually nearby Stay away from dead animals and berry patches, important food sources for bears Notify camp ranger or camp director of sighting Be cautious of your surroundings

SWIM CLASSIFICATION PROCEDURES

The swim classification of individuals participating in a Boy Scouts of America activity is a key element in both Safe Swim Defense and Safety Afloat. The swim classification tests should be renewed annually, preferably at the beginning of each outdoor season. Traditionally, the swim classification test has only been conducted at a long-term summer camp. However, there is no restriction that this be the only place the test can be conducted. It may be more useful to conduct the swim classification prior to a

unit going to summer camp. All persons participating in BSA aquatics are classified according to swimming ability. The classification tests and test procedures have been developed and structured to demonstrate a skill level consistent with the circumstances in which the individual will be in the water (e.g., the swimmer’s test demonstrates the minimum level of swimming ability for recreational and instructional activity in a confined body of water with a maximum 12-foot depth).

ADMINISTRATION OF SWIM CLASSIFICATION TEST (THE LOCAL COUNCIL CHOOSES ONE OF THESE OPTIONS):

OPTION A (at camp):

The swim classification test is completed the first day by camp aquatics personnel.

OPTION B (Council conducted/council controlled):

The council controls the swim classification process by predetermined dates, locations, and approved personnel to serve as test administrators. When the unit goes to summer camp, each individual will be issued a buddy tag under the direction of the camp aquatics director for use at the camp.

OPTION C (At unit level with council-approved aquatics resource people):

The swim classification test done at a unit level should be conducted by one of the following council approved resource people: Aquatics Instructor, BSA; Aquatics Cub Supervisor; BSA Lifeguard; BSA Swimming & Water Rescue; or other lifeguard, swimming instructor, etc. When the unit goes to summer camp, each individual will be issued a buddy tag under the direction of the camp aquatics director for use at the camp.

TO THE TEST ADMINISTRATOR

The various components of each test evaluate the several skills essential to the minimum level of swimming ability. Each step of the test is important and should be followed as listed below:

SWIMMER’S TEST:

Jump feet first into water over the head in depth, level off, and begin swimming. Swim 75 yards in a strong manner using one or more of the following strokes: sidestroke, breaststroke, trudgen, or crawl; then swim 25 yards using an easy resting backstroke. The 100 yards must be swum continuously and include at least one sharp turn. After completing the swim, rest by floating.

BEGINNER’S TEST:

Jump feet first into water over the head in depth, level off, swim 25 feet on the surface, stop, turn sharply, resume swimming as before, and return to starting place.
