PST Support to EPA Region IX
Samoa, CA & Longview, WA
Northwest Area Committee Meeting – November 2013
• Constructed in 1963 as a pulp manufacturing facility• Abandoned in 2008• 4 million gallons of caustic liquids (pH>13) & 10k
gallons of various acids (pH<1) remain onsite
Region IX Requested PST Support
• PST mobilized the chemical pump load and HMRT to Samoa, CA
• 165,000 gallons pumped from 2 pulp liquor tanks to 10 frac tanks
• Reduced risk of tanks overflowing due to rainwater accumulation
Projected Operations• Fabrication/construction of pipeline at Samoa facility to allow for
pumping of product from tanks to tank barge• Start 18NOV – anticipated duration 2-3 weeks
• Fabrication/construction of pipeline at KapStone Container Corporation (formerly Longview Fiber Company) for offload
• Start 02DEC – anticipated duration 2-3 weeks
• First barge loading of product in Samoa, CA• Start 06JAN – anticipated duration 7-10 days
• First barge unloading in Longview, WA• Start 19JAN – anticipated duration 7-10 days
