Ahmedabad: Stroke has left heart attack behind in terms of morbidity. Every three se- conds, somebody suffers a stroke worldwide. India has a major contri- bution to the high number of stroke cases, with 3,800 pati- ents every day. In such a sce- nario, IIT-Gandhinagar has developed a technique that not only provides an eye-ga- ze based diagnostic and pro- gnostic tool but also operant conditioning for post-stroke therapy. Funded by the Indian and French governments, the in- vention, called SmartEye, relates to a system for diag- nosis and therapy of a per- son suffering from psycho- motor symptoms. As partici- pants look into visual simu- lations, an eye tracker detects anomalies in fixa- tion and blinking patterns. Special gaze features convey abnormalities in graphical displays. “Visual problems due to brain injury are often overlo- oked during initial treat- ment, lengthening rehabili- tation period. Our cost-effec- tive system uses quantitati- ve interpretation from images of the eye to identify gaze-related indices as bio- markers of stroke. A patient is asked to look towards a slowly moving visual stimu- lus on the computer screen, and an integrated web-came- ra looks in the patient’s eyes to capture gaze-related indi- ces as biomarkers of stroke condition,” said IIT-Gn assi- stant professor Uttama Lahi- ri, who worked with Dr Anir- ban Dutta (from INRIA, France) and Dr Abhijit Das (Institute of Neurosciences, Kolkata). Ahmedabad: In Gujarat23.2% of daughters and 17.1%of widows gave away title oftheir rightful property to theirbrothers and other relativeswhile they were alive, and 20%daughters’ names do not evenfigure in land property re-cords. These startling detailswere revealed in an elaboratesurvey carried out one of thelargest NGO conglomerationslast year, called the WorkingGroup for Women and LandOwnership (WGWLO). Thesurvey also quoted the 2011census figures on cultivatorsand agricultural labourerswhich said that in Gujarat,64.9% of female workers de-pend on agriculture, as aga-inst just 35.1% of male wor-kers.

“Women have failed to gettheir rightful place as farmersin Gujarat. Maharashtra andGujarat are the only two statesin the country which are yet toabandon the Prevention ofLand Fragmentation Act, amajor reason why women arestill devoid of their landrights,” says Shilpa Vasavda,convener of WGWLO.

WGWLO also cited severalirregularities in tribal regionsof the state, where land mar-

ked ‘tribal land’ in revenue re-cords were being transferredto non-tribals without the col-lectors’ approval. The NGO group has de-manded that the government“develop a Management Infor-mation System (MIS) for therevenue department with gen-der segregated data”.WGWLO wants that: “Thereshould be greater developmen-tal incentives like loan or sub-sidies or market support andincentives for favoring exclusi-ve women landowners or jointlandowners,” says Sejal Dandof National Level Forum ofWomen Farmers. While Nafi-sa Barot of Utthan added,“The stamp duty should be wa-ived if there is a transfer ofproperty exclusively in the na-me of a woman. This is to moti-vate men to transfer or purcha-se land in the name of wo-men.”

Ahmedabad: Traditional Gu-jarati thali might be world fa-mous as a pure vegetarian’s de-light, but it has made Gujaratissusceptible to stroke with ro-ughly 600 cases being registeredevery day in the state.

Also called brain attack, ne-arly 15 lakh stroke cases are de-tected in India annually, ofwhich Gujarat has a major sha-re. Consultant neurophysicianDr Sudhir Shah said consump-tion of excessive sweet, spices,oil, gutkha and sedentary lifes-tyle of the people have made Gu-jarat an epicenter of stroke ca-ses in India.

Contrary to common pre-ception, stroke is no longer a di-sease of the old. “The incidencein young patients is on the rise.

Unlike past, now we don’t findyoung brain stroke patients anexception. Out of roughly 600brain stroke patients registeredevery year, about 20% are youngaged below 45,” said Dr Shah.

Which sex is at higher risk?Dr Shah said: “Men addicted toalcohol, smoking and junk foodare vulnerable to stroke, whilewomen are at higher risk postmenupause.”

On the eve of World StrokeDay, Dr Shah was addressingthe media after the launch ofGujarat’s first dedicated strokeinstitute in Sterling Hospital onWednesday.

Stroke is linked to faulty li-festyle, obesity, excessive junkfood consumption, hyperten-sion, diabetes, blood sugar, highcholesterol, alchohol and smo-king.

months, the Gujarat cir-cle of income tax depart-ment has added around2.28 lakh new tax payersin the state as a part of dri-ve to narrow down the gapbetween potential tax pa-yers and actual tax pay-ers.

Gujarat circle has be-en given the target of ad-ding 8 lakh new tax payersin the current financialyear by Central Board ofDirect Taxes (CBDT). Ac-cording to rough estima-tes, until May 2015 therewere around 38 lakh tax-payers in Gujarat inclu-ding individual taxpay-ers, businessmen, corpo-rates and SMEs.

Anita Kapur, chair-person, CBDT in a letterin May this year to theprincipal chief commis-sioners, director generalsand other top officials ofincome tax departmenthad pointed out that thenumber of existing inco-me tax payers is low com-

pared to the potential taxpayers and that the gapbetween the the two appe-ars to be wider in the caseof tier-2 cities and towns.

According to sources,I-T officials are keeping awatch over transactionsof large amounts, proper-ty dealings and extra ex-penditure by non-PANcard holders amongothers for last few

months. “Besides this thedepartment has also beenorganizing seminars andconferences to make peo-ple aware of the laws andpersuading them to filetaxes,” said a source.

Sources further said,“Anybody who has filedreturns, paid advance taxor TDS for the first timethis year is a new tax pay-er.”

16,685 crore tax in the state in 2015-16 (April- October), recording an increase of 19.6% in comparison to Rs 13,495 crore collected in the same period in 2014-15. This year the target has been set of Rs 36,000 crore, 16% more than last year. In the current financial year (till October) advance tax collections stood at Rs 6,950 crore, an increase of 16% in comparison to Rs 5,985 crore during the same period last year. TDS collections have risen by 22% in this fiscal and stood at Rs 7,800 crore till October.

Ahmedabad: Due to litigation inthe Gujarat high court, the Guja-rat Public Service Commission(GPSC) on Wednesday announcedthat it will postpone the final testfor Class I & II scheduled in Decem-ber this year.

The GPSC informed the highcourt about the indefinite delay inits final test on the ground that thecandidates as well as the recruit-ment agency are engaged in litiga-tion and the pending petitions mayhave an impact on the schedule.

GPSC’s lawyer Deepak Shuklasaid that while the candidates mayrequire more time for preparation,the GPSC too might need more ti-me to prepare for the final test be-cause it is a lengthy process. More-over, conducting the test may bedifficult now because the govern-ment staff will be busy in prepara-tion for the local body polls. GPSCalso said that it will convey to can-didates the dates of final test, whe-never they are rescheduled.

GPSC further told the courtabout the delay in response to peti-tions filed by candidates deman-ding cancellation of the prelimi-nary test on the ground that morethan 50 questions were asked towhich no proper answers were pro-vided. TNN

Ahmedabad: Justice SoniaGokani of Gujarat high court,on Wednesday, questioned thehigh court administrationabout why it did not challengeformer acting chief justiceVM Sahai’s decision tochange rules for recruitingcourt staff by exercising spe-cial powers under Article 229of the Constitution.

The judge raised this qu-estion during the hearing ofpetitions filed by 41 of the 94HC staff who were recruitedby Justice Sahai but weresacked after the ACJ’s retire-ment. Justice Gokani’s ques-tion came after the HC objec-ted to the petitions.

The provision for recruit-ment under Article 229 of theConstitution was changed byformer Gujarat high courtchief justice Bhaskar Bhatta-charya to put an end to thepractice of recruiting people

in the HC establishment wit-hout following proper proce-dure. However, Justice Sahailater changed the provisionsand recruited 94 persons aga-inst posts of Class II and IV.

The high court registrydid not file a reply as desiredby the court. It is likely to file iton Thursday, the sources said.

After Justice Sahai’s reti-rement, a committee of highcourt judges decided to issuetermination notice to theemployees. In their petitions,the sacked staff argued thattheir termination was due tothe suo motu PIL taken by Jus-tice Sahai against allotmentof plots to high court judges.

The petitioners have alsotermed the committee of jud-ges, which issued termina-tion notices, as illegal and wit-hout any power because nonehad approached the high co-urt , either on judicial or admi-nistrative side, against the ap-pointments.

Ahmedabad: Gujarat highcourt on Wednesday held thatEssar Power Transmission CoLtd had altered the direction ofhigh-tension electric trans-mission line in Bharuch dis-trict in violation of normsand, hence, farmers were en-titled to seek more compensa-tion from the company thanwhat the firm had already pa-id to them.

The bench of acting chiefjustice Jayant Patel and Justi-ce NV Anjaria concluded thatthere was irregularity on partof the company in installingelectricity towers in fields wit-hout prior intimation to localfarmers, and observed that thefarmers are eligible for morecompensation than what wasoffered by the company.

The high court directed 78such aggrieved farmers to fileapplications before the dis-trict judge who would heartheir case and fix the compen-sation amounts.

Ahmedabad: Gujarat highcourt on Wednesday direc-ted Gandhinagar Munici-pal Corporation (GMC) toact against all illegal andunauthorized commercialuse of residential properti-es in the state capital andsubmit a report on its ac-tions by January 6.

In response to a PIL filedby former IPS officer J KChampavat against illegalcommercial use of residen-tial property, a divisionbench headed by JusticeAkil Kureshi said GMC haspowers to act against viola-tors of building bylaws. Asit is the sanctioning autho-rity, it also has powers of re-moval of encroachmentand illegal constructions.The HC made it clear thatthe powers are vested neit-her with the collector orGandhinagar Urban Deve-lopment Authority (GU-DA).

The judges also repri-manded the government de-partments for not owningup to the responsibility andtrying to shift the burden toother departments. Thiswas because all three de-partments told the HC thatthey were not competent to

take action against illegalconstruction. It asked GMCto identify the unauthori-zed constructions and takeaction.

The petitioner’s lawyerKuldeep Sharma said thatthe judges pulled up GMCfor complaining that it didnot have adequate resour-ces. They said that the po-wers are delegated automa-tically on constitution ofthe civic body and requestsfor more manpower must bemade to the state govern-ment. The judges also saidthat there is a provision ineach civic body for a team ofinspectors, whose primaryjob is to find encroach-ments and take action.GMC must follow this mo-del.

The HC termed it unfort-unate that illegal use of bu-ildings exists in the state ca-pital, which is the onlyplanned city. “If you cannotcontrol this in a planned ci-ty like Gandhinagar, howwill you take action againstillegal practices in ancientcities?” the court asked.

Following the HC proce-edings, Gandhinagar dis-trict collector issued show-cause notices to more than800 people for violation ofbuilding bylaws.

Ahmedabad: Chairper-son of the High-LevelCommittee (HLC) on theStatus of Women in Indiaand gender expert ProfPam Rajput has said thatthe final report of thecommittee has been ac-cepted by the Union go-vernment in June this ye-ar.

Following the submis-sion in July, the Union mi-nistry of women andchild health organised aworkshop to discuss therecommendations of theRajput committee, andwas attended by represen-tatives from 22 ministri-es, 10 state governmentsand 22 civil society orga-nizations.

“The report stressedthat while laws exist toprotect women, there is

lack of sensitivity amonggovernment officials ongender issues. This is be-cause of the poor repre-sentation of women offi-cers at middle and lowerlevels, not only in the go-vernment but also in theprivate and corporatesectors,” Rajput told new-spersons. The report,apart from highlightingbest practices followed byvarious states for genderequality, raised the issueof economic disempower-ment of women and incre-asing incidence of violen-ce against women. The re-port also wants that theUnion government for-mulate a National Policyand Action Plan to endviolence against women,and also insisted on a se-parate committee to stu-dy the status of Muslimwomen in the country.
