U900 MAP AND SUMMARY
1. U900 had been implemented on 39 sites in Malang on 13 November 12th, 2015.
2. Throughput HSDPA improve 23.744%, while Throughput HSUPA improve 7.094%.
3. Traffic Voice degrade -6.232%, and Payload PS degrade -32.834%, with Payload HSDPA
degrade -13.08%, and Payload HSUPA degrade -14.448%. U9 and U21 traffic/payload
degradation happens in holiday season (Maulid Nabi & Christmas Event).
4. HSDPA user number degrade -27.803%, and HSUPA user number degrade -23.748%.
User number degradation (in U9 and U21) happens in holiday season (Maulid Nabi &
Christmas Event).
5. For accessibility, CSSR CS maintain at 0.764%, while CSSR PS improve 1.366 %. With CSSR
HSDPA improve 1.368%, while CSSR HSUPA maintain at -0.013%.
6. For Retain Ability, CCSR CS maintain at 0.044%, CCSR PS maintain at -0.002%, CCSR
HSDPA maintain at -0.005%, and CCSR HSUPA maintain at -0.003%.
7. For Mobility, SHO SR maintain at -0.013%, ISHO SR maintain at -0.496%, and IFHO SR
improve 1.424%.
8. Now all parameter and neighbor have followed standard rules, we are now doing
further optimization stage for increasing traffic portion (target 25%) by intensively do
coverage balancing by adjusting 4 variable component like: CPICH, tilting, neighbor audit
and balancing current payload for each 4-carrier-sites. We are prioritizing optimization on
bad spot area (especially area with bad EcN0 and low throughput condition).

ACTION DONE - 1 13 Nov: Parameter consistency check (Follows U900 Layering strategy)
14 Nov: Database consistency check (U900 on air was in line with
rehoming activity) & Consistency check for inter-freq neighboring setting
18 Nov: Adjust CPICH power for balancing traffic U900 and U2100
(sectoral) for 7 worst site given by Telkomsel. This is temporary solution
before physical adjustment can be done
19 Nov: Traffic balancing between U900 and U2100 using idleqoffset2sn
setting adjustment for 7 worst site.
20 Nov: Regular parameter consistency check and database consistency
checking.
21 Nov: Add missing colo-sector neighbor for inter-freq.
23 Nov: Consistency check for possibility Blindho invalid for IFHO setting
24 Nov: Exercise U900 low traffic /payload with decision: Upgrade CPICH
power and traffic balancing for several urgent cells.
25 Nov: Continue traffic balancing for several urgent cells, Add missing
colo-sector neighbor for inter-freq, concheck Blindho invalid for IFHO.
26 Nov: Add cell setting for LDB DRD switch for U900 cells (condition
before: cell U900 follows RNC setting). This will turned off DRD attempt
in U900 cells (Follows U900 Layering strategy)
28 Nov: Continue traffic balancing for several urgent cells, Add missing
colo-sector neighbor for inter-freq, concheck Blindho invalid for IFHO.
30 Nov: GFR
1 Dec: Regular parameter consistency check and database consistency
checking. Lowering CPICH for 3 site that having problems with bracket
stuck: SOEKARNOHATTA (70m), IKIP (60m) and RADIOMAS (60m)
2 Dec: External database consistency checking after GFR. Physical tuning
for OROORODOWO, RETAWU, BENTAMI, and STIKI.
3 Dec: Audit Neighbor Inter Intra: One way adj, Over Distance Neighbors,
and Too Many /Too Few Neighbor Cells
4 Dec: Consistency check for idleqoffset for IFHO setting
7 Dec: Add necessary inter-freq nbr based on high measurement count
8 Dec : Regular parameter consistency check and database consistency
checking.

U900 TRAFFIC PORTION
1 - Traffic portion U900 started to increase after done neighbor audit, physical tuning, and adjust layering parameter between U900 and U2100. Next plan after all parameter and neighbor have followed standard rules, we will do further optimization for balancing coverage by adjusting 4 variable: CPICH, tilting, neighboring and current payload for each 4carrier-sites, prioritize on bad spot area (especially area with bad EcN0 and low throughput condition).2 - National holiday (Pilkada Nasional) by 9 Dec.3 - Traffic start to increase during RF tuning and optimization in bad EcN0 and Pilpol area4 - Traffic degradation (in U9 and U21) happens in holiday season (Maulid Nabi & Christmas Event).
