Fifty-nine volumes came to the San Francisco Public Library in 1972;these included the Kytka scrapbooks, some of the mug books and wanted circulars, most of the Police Commissionersdirectives, one of the Commissioners journals, a Commissioners letter book, one volume of Chief's directives, "foreign" andOregon/Washington criminal photographs, and San Quentin mug books and prisoner indexes. There was another accessionin 1975 from Richmond Station that included most of the license and permit ledgers. Additionally, in 1975, 250 glass platenegatives were aquired by the library. One mugbook from the 1940s was donated by an individual in 2003. Anotherindividual donated the HUAC scrapbook in 2003.The most recent accession was received in September 2014 from the SFPD Legal Department and consisted of most of thePatrol Bureau records in the collection, including district station logs, records of detail, and a signal box log; the General,Permanent, and Personnel Orders of the Office of the Chief of Police; and the Narcotics Detail case books.Existence and Location of Copies noteSelected Board of Police Commissioners minutes in Subseries 1.1 and Theodore Kytka scrapbooks in Subseries 3.3 aredigitized; and selected minutes and officers records are also available on microfilm. The Jesse Brown Cook Scrapbooks Documenting San Francisco History and Law Enforcement are held at the BancroftLibrary. Additional SFPD mugbooks and wanted circulars are held at the California State Library.Historical NoteThe history of the SFPD predates by decades the scope of the surviving archive. According to secondary sources, there wasa police force--of sorts--as early as 1849, coinciding with the population explosion from the Gold Rush. In 1856, the sameyear as the Consolidation of the City and County of San Francisco, the office of City Marshall was replaced by that of PoliceChief. The 1850s also saw the introduction of military drill formation, uniforms, and the use of photography for criminalidentification.By the late 1870s, the period when this collection begins, the police force numbered 400--the "largest single police force inthe West"--and in that year, the Chief became an appointed office rather than an elected one.The 1880s and 1890s saw the introduction of the police patrol wagon and signal box system. Regular meetings were ususally heldweekly.Business before the Commission consists chiefly of permit and license applications,issuances, and revocations for retail liquor dealers, secondhand dealers, peddlers, junkgatherers, drivers, motormen, dance hall proprietors, shooting gallery keepers, andothers; police officer personnel issues, including cases against, applications,appointments, discharges, reassignments, and rewards; appointments and resignationsof Commissioners; and demands on the treasury. Minutes are handwritten until March1903, when they switch to typewritten.   Subseries 1.2 Correspondence, 1888-1932Physical Description: 4.0 linear feet(12 vols., 1 carton)Scope and ContentsIncoming and outgoing correspondence of the Board of Police Commissioners with theChief of Police, Police Captains, City officials, city residents, merchants, businessmen, andothers.Outgoing correspondence consists of 12 volumes of letter books,containing mostlydirectives and notifications of decisions made at Board meetings, with some additionalmemos and orders that relate to or affect policy implementation or individual officers ofthe San Francisco Police Department. Topics include officer appointments, removals,promotions, and leaves of absence; verdicts reached with respect to charges againstofficers; and rulings on license and permit applications. Volumes from the 'teens aremostly concerned with issuance or denial of retail liquor licenses. There is a name indexin front of each volume.Incoming correspondence includes the same or similar topics regarding officers andpatrolmen, Police Department employment, and permits and licenses, but there is awider variety of topics and correspondents. Topcis of note include: requests for permits tocarry concealed weapons; complaints of health and safety nuisances at particularproperties; petty crime, graft, and vice; legislation passed by the Board of Supervisors;construction of the New Hall of Justice; and other topics.ArrangementOrganized into incoming and outgoing, then chronological by year.

Please access digitized versions as they become available on the InternetArchive.Biographical/Historical noteThedore Kytka was a handwriting expert, photographer, and criminal investigator whobecame famous for his work on high-profile court cases involving forgery and organizedcrime. He was appointed a special police officer in the Detective Department of the SanFrancisco Police Department in 1909.Born in 1864 in Vienna, Austria, Kytka immigrated to the United States in 1887 andbegan his career as an artist. He migrated from the Midwest to San Francisco in the early1890s, where he continued his career working for the San Francisco Chronicle, The Wasp,and The City Argus. By 1897, Kytka's career detoured, and he became a noted expert ofmicro-photography and chirography. Kytka developed giant new cameras to photographand magnify documents and fingerprints in order to crack criminal cases. Attorneys,private investigators, and the San Francisco Police Department hired Kytka for hishandwriting expertise, dealing mostly with forgery cases.Kytka died in 1919.Scope and ContentsThe Kytka scrapbooks contain clippings of cases that Kytka investigated and/or in whichhe served as an expert witness (and possibly cases in which he was simply interested),along with smaller amounts of personal papers and ephemera such as business cards,documents, and target practice sheets; and photographs of himself, family members, andpersons and autographs involved in the cases he investigated. One volume is mostlyletters to Kytka. Based on the spine numbering, the set originally consisted of at leastfourteen volumes, of which eight plus a partial volume of a ninth volume are in thecollection.Kytka's shift towards criminal investigation began sometime in the late 1890s, close towhen the surviving scrapbooks begin. They span almost his entire career as aninvestigator and handwriting expert, including the years he spent with the SFPD.Famous cases represented in this subseries include: the Fair, Botkin, and Dutard trials;and the Black Hand extortion rackets.ArrangementArranged by original volume number.

  Subseries 4.1 Mug Books, 1870-1949 and undatedPhysical Description: 8.0 linear feet(29 vols. and 1 flat file)Scope and ContentsThis subseries consists of 21 mug books and eight volumes of photographic keys, alongwith one flat file containing a few additional mugshots. Most of the mug books includeboth front and profile identification photographs of criminal suspects, although a fewvolumes ("Amateur fighters," "Pickpockets," and Calif. 1904-1905) consist entirely of frontview photos. Accompanying information varies according to date, jurisdiction, or type ofsuspect; some mug books include merely a booking number, name and alias; othersmight additionally include: place where booked, booking date, charge, sentence, nativity,age, occupation, physical description or measurements, arresting officer, and fingerprintID numbers. Entries in the San Quentin and Vancouver mug books sometimes include thecase number and/or "O.P." number. One volume of Chinese suspects consists of acombination of mug shots and personal or family photographs, compiled by Inspector LeoR. Callagy of the SFPD and appears to track persons involved with the Tong Wars. The"Prostitution" mug book consists mostly of women. Sometimes booking numbers arecross-referenced from jurisdiction to jurisdiction.Keys were originally meant to correspond with mug books, although in these survivingbooks, all but one key is missing its corresponding mug book. Keys contain handwrittendescriptions of criminal suspects, which can include: name, booking number, age,birthplace, physical description (including marks and scars), occupation, charges,sentence, and occasionally case number and arresting officer. In addition to mug shotphotographs, keys sometimes include "see" references to letters and wanted circulars.Previous and subsequent arrests are often included. Keys include a name index in front ofeach volume.ArrangementMug books are arranged according to geographical scope (San Francisco, California, orU.S. and International), then by booking number. Some mug books for San Franciscosuspects are further segregated by ethnicity or by crime: Chinese suspects are recordedin separate books, and there are also books for "Amateur Fighters," "Muzzlers," (sexcrimes) and prostitution. Some volumes were originally labeled "Foreign" to designatepersons outside of San Francisco or California. These entries specify "date received" and adischarge number; and, instead of a column for remarks, the new format lists prisonerscategorically by type of discharge, i.e. paroled, executed, died, out as witness, etc. Eachmonth also includes summary "recapitulation" statistics, including number of prisoners onhand. The May 1881 - May 1900 volume includes a list of prisoners who died at SanQuentin, July 5, 1861 - Dec. 21, 1879. Also included are a handful of signal box logs from Bayview,Potrero, and Southern stations; a volume of subpoenas from Bayview Station; a volume ofCaptain's orders from Mission Station; and some early registers of warrants for arrest fromCentral Station.Records of detail list officers on duty and identify their details or beats, as well as their rolesor capacities (e.g. platoon leader, wagon duty, radio operator, etc.).
