Thisfloodsafetyplan,havingbeendulyreviewedandapprovedbytheBoardofSupervisorssittingasthegoverningbodyoftheSanJoaquinCountyFloodControl&WaterConservationDistrict,isherebypromulgatedastheofficialemergencyplanoftheDistrict’sFloodControlZone9.Districtstaffisdirectedtousethisplanasthebasisforemergencyresponsetofloodeventswithinthatzone.ThisplanmeetsthesafetyplanrequirementsofSection9650oftheCaliforniaWaterCodeandiscompliantwiththeNationalIncidentManagementSystem(NIMS)andtheNationalResponseFramework.
TheDistrictFloodControlEngineerisherebydirectedtodistributethisplantooutsideagenciesinaccordancewiththeRecordofInitialDistributiontoensureproperinter-agencycoordinationduringemergencyoperations.Copiesoftheplanshallbeprovidedtoadditionalagenciesuponrequest.
TheBoardshallreviewthisplanandaccompanyingannexeverythirdyear,aftereachmajorleveemodification,andafteranymajorfloodeventaffectedDistrictleveesforneededchangesandupdates.TheDistrictFloodControlEngineerisauthorizedtomakeroutineupdatesandchangestotheplanasrequiredbychangesindistrictoperationsandpersonnelandchangestooutsideagencyplansthataffectdistrictoperations.
DistrictstaffshallmaintainarecordofBoardplanreviewsandapprovalactionsinaccordancewithDistrictdocumentationproceduresandpolicies.

1.1 Purpose
ThepurposeofthisFloodSafetyPlanistoensurethatSanJoaquinCountyFloodControlandWaterConservationDistrictstaffcaneffectivelymeetresponseobjectivesinafloodemergencyandinteractwithotherjurisdictionsperformingemergencyfunctionswithinandaroundtheDistrict.ThisplanistobeusedinconjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandSanJoaquinOperationalArea.Althoughthisisapublicdocument,specificproceduresandinformationofasensitivenatureandpersonalinformationmaybeeditedoutofpubliclyavailableversions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.
1.2 Scope
TheSanJoaquinCountyFloodControlandWaterConservationDistrict(specialdistrict)hasresponsibilityforthemaintenanceoftheleveeswithinitsjurisdictionalboundaries. WhiletheDistrictwillworkwith,andassistifpossible,thelocaljurisdiction(s)responsibleforotherpublicsafetyfunctionswithintheDistrict,thisDistrictemergencyoperationsplanonlycontainsdetailedproceduresforcarryingoutthedirectresponsibilitiesoftheDistrictinanemergency.Themannerofinteractingwithotherjurisdictionsisdescribed,buttheoperationalplansofotherjurisdictionsoperatingwithinthedistrictareonlyreferenced.

1.3 PlanStructure
ThisFloodSafetyPlanisstructuredasatraditionalfunctionalemergencyoperationsplaninaccordancewithComprehensivePreparednessGuide(CPG)101issuedbytheFederalEmergencyManagementAgency(FEMA).Consistentwiththatguidance,andtheDistrict’slimitedresponsibilities,thisemergencyoperationsplanconsistsofthisBasicPlancontaininganoverviewofDistrictresponseprocedures,andonehazard-specificannex,AnnexA–FloodContingencyMap(AnnexA),containingdetailsofthedistrict’sfloodresponseplan.AnnexAwillconsistoffourfloodcontingencymapscoveringZone9.

2.1 SituationOverview
SeetheSanJoaquinOperationalAreaHazardMitigationPlanforacomprehensivefloodriskassessmentfortheCountyofSanJoaquin.TheSanJoaquinCountyFloodControlandWaterConservationDistrictisacountywideentity.SeeFigure1fortheboundariesoftheDistrict’sZone9boundaries.AnnexAmapscovermostsignificantareas.SeeAnnexAfordetailedinformationonZone9levees,supplydepots,historicalfloodingsummary,locationsofpastbreachesandareasofhistoricseepageorerosion,topography,andwaterwaycharacteristics.
RiverinefloodingisprevalentinmostareaseastofInterstate5.Tidalinfluencesonwaterelevationsarealsoafactorinhighwaterevents.Twodamshavebeenbuiltsince1958ontheCalaverasRiverandLittlejohnsCreeksrespectivelywithfloodcontrolfunctions.NewHoganDamontheCalaverasRiveralsohasawatersupplyfunction.FarmingtonDamonLittlejohnsCreekhasonlyafloodcontrolfunction.BearCreek,TempleCreek,LoneTreeCreek,Potter,andMosherCreeks,whichrunthroughZone9,donothavedams.MosherSloughdoeshaveadiversionstructurebuiltfromBearCreekandDuckCreekhasaLittlejohnsCreekdiversion.
TheDistrictmaintains119milesofchannelsand105milesoflevees,knownas“projectchannels”and“projectlevees”,inaccordancewithagreementswiththeU.S.ArmyCorpsofEngineers(USACE)andtheStateofCaliforniaDepartmentofWaterResources.ThesechannelsareinspectedperiodicallybytheUSACEandannuallybyDWRtoincludetheBearCreekleveesystem,CalaverasRiver/MormonSlough/StocktonDivertingCanalleveesystems,DuckCreekfromtheLittlejohnsCreekdiversionstructure(onlythesegmentfromAirportWaytotheUPRRisUSACEapproved),LittlejohnsCreek(SouthBranches)fromtheDuckCreekdiversiontoFrenchCampSlough,andLoneTreeCreekfromtheextensionofthelineofArchRoadtoSouthLittlejohnsCreek,andBranchCreekfromwhereitmeetstheBNSFRRtoDuckCreek.LittlejohnsCreekNorthBranch,whileconsideredbyUSACEtobeapartoftheLittlejohnsproject,hasnotbeenbuilttoacceptable250CFSstandardsasstatedbyUSACEandisconsideredbytheDistricttobeanon-projectchannel.
Inadditiontoprojectchannels,whichtheDistrictisrequiredbyagreementtomaintain,theDistrictmaintainsapproximately153milesofnon-projectchannels.Non-projectchannelsinclude:LoneTreeCreek,TempleCreekbothNorthandSouthBranches,PotterCreekChannelsA,B,&CupstreamofJackToneRoad,RockCreek,IndianCreek,NewCastleDrainWebberSlough,NorthBranchofLittlejohnsCreek,14-milesloughaboveI-5,5-MileSloughaboveI-5CalaverasRiverfromBellotatoCCTRR,PixleySloughaboveLowerSacramentoRoad,EberhardDrain,TulsaDrainaboveCopperopolisRoad,MosherCreekbetweenthediversionandStateRoute99,andBearCreekaboveBrandtRoad.Figure1showsamapofZone9showingprojectandnon-projectchannels.
Zone9includesthepopulationoftheCityofStocktoneastofInterstate5andthetownsofFrenchCamp,Escalon,Linden,andFarmington.Populationthereforerangesfromhighdensityurbantosparseruralestimatedtototalatleast200,000.

Districtstaffwillcarryoutroutinepreparednessactivitiesatthebeginningoffloodseasonasdescribedinthissection.AnnexAofthisplandescribestheconceptofoperationsandprotocolsforactiveDistrictfloodfightactivities.Section3,OrganizationandAssignmentofResponsibilities,describesemergencyauthoritiesandresponsibilities.

2.2.2 MonitoringandAnalysis
TheDistrictChannelMaintenanceSuperintendentandSanJoaquinCountyOperationalAreawillmonitorandanalyzethroughoutfloodseasonwaterconditions,elevations,andforecastsforwaterwaysthatcouldhaveadirectorindirecteffectonDistrictlevees.Thismonitoringwillbeforthepurposeofpromptlyidentifyingheightenedthreatstotheintegrityofleveeanddrainagesystemsandtoidentifyobjectiveconditionsthatwarrantadditionalactionsbeyondroutinefloodseasonpreparednessactivities.
TheprimarymonitoringsystemusedwillbetheDistrictFloodALERTIIMonitoringSystem.SeeAttachment4foralistoftheFloodALERTIIMonitoringSystemgaugeswiththeirrespectivelocationsandstages(MonitorandFlood).Attachment4alsoliststhekeyStateofCaliforniarivermonitoringgaugesandreservoirreleasedatadisplayedontheCaliforniaDataExchangeCenter(CDEC)thatwillbemonitored.
DatumNAVD88willbeusedforallstage,monitoring,andreportinginformationandforallelevationsshownontheAnnexAmaps.
2.2.3 Alerting,Activation,andInitialResponse
GaugesandinformationsourceswillbemonitoredtodetectobjectiveconditionswhichwilltriggeradditionalactionsbeyondtheroutineactivitieslistedinSection2.2.1above.ActionsshownmayalsobetakenatanytimethattheDistrictFloodControlEngineerfeelsthatobservedconditionswarrantsuchaction.

TheDistrictwillpromptlynotifythosejurisdictionsresponsibleforalertingandwarningthegeneralpublicuponidentificationbyDistrictstaffofathreattoDistrictleveesorthepotentialforoverbankflowinnon-leveedstreams.TheDistrictwillprovidedetailedinformationonthecharacteristicsofthethreatandwillassist,totheextentpossible,withnotificationofthepublicifrequested.AllalertandwarningofthegeneralpublicwillbecarriedoutinaccordancewiththeplansofpublicsafetyagenciesresponsiblefortheseemergencyfunctionswithintheboundariesofFloodControlZone9.
ThefollowingjurisdictionsareresponsibleforalertingandwarningthegeneralpublicwithinFloodControlZone9.
CityofStocktonSanJoaquinCountySheriffLindenFireDistrictFarmingtonFireDistrictWaterloo-MoradaFireDistrictMontezumaFireDistrictFrenchCampFireDistrict
AlertingandwarningwillbeconductedjointlybythesejurisdictionsthroughtheSanJoaquinOperationalAreausingtheprocedurescontainedintheSJOAWarningAnnex(seewww.sjgov.org/oes).TheDistrictwillprovidearepresentativetotheOperationalAreaandSJOAJointInformationCentertoassistwithwarningmessagesifrequested.
Inthefuture,evacuationmapsandbrochuresforthepublicwillbeavailableatadedicatedwebsitemaintainedbySanJoaquinOperationalArea(seeFigure2).Thesemapscontaininformationonreceivingalertsandwarningswithinurban

2.4 FloodFightOperations
Floodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththeproceduresinthisBasicPlanandthoseshowninthethreeAnnexAmaps.ThemapsinAnnexAdisplaytheDistrict’sconceptofoperationsforemergencycommunications,patrol,flood-fight,anddewateringoperations.Thisconceptofoperationswillbemodifiedasneededtomeetthedemandsofactualemergencyconditions.PlansofjurisdictionswithresponsibilityforwarningandevacuationwithinthedistrictarereferencedonAnnexAaswellasinthisplan.
2.5 FederalandStateDisasterAssistance
TheDistrictshallfollowthefollowingprocedurestorequestdisasterassistance:
· PL84-99:DistrictwillrequestPL84-99assistancethroughtheSanJoaquinOperationalAreausingUSACEtemplaterequestletterformat.DistrictrequestswillthenbesubmittedthroughtheDepartmentofWaterResourcestoU.S.ArmyCorpsofEngineers,SacramentoDistrict,forprocessinginaccordancewithfederalprotocols.
· StaffordAct&CDAA:DistrictwillrequesttheSanJoaquinCountyOperationalAreato
assistDistrictstaffwithprogramprocedurestoobtainstateand/orfederaldisasterassistanceinaccordancewithauthoritiesoftheSanJoaquinCountyFloodControlandWaterConservationDistrictOrdinance,Division2,Chapter1,SectionF-2004.DistrictwillreimburseCountyforanydirectcostsassociatedwiththisserviceifrequested.DistrictstaffwilltakenecessaryactionsunderOESguidancetoensureallsubsequentlyneededdocumentationiscompleted.Priortoeachfloodseason,DistrictwillestablisharesponseprojectnumberandtrackingsysteminaccordancewithOESguidancetoensurethatDistrictcostscanbeeffectivelytrackedduringanysubsequentemergencyincident.
DistrictwillrelyontheDepartmentofPublicWorks,FiscalDivision,undertheauthoritiesofSanJoaquinCountyFloodControlandWaterConservationDistrictOrdinance,Division2,Chapter1,SectionF-2004,tocoordinatecompletionandmaintenanceofnecessarydocumentationforPL84-99assistanceordisasterrecoveryprograms.FiscalDivisionwillworkcloselywithOfficeofEmergencyServicestoensurethatcorrectdisasterassistanceprogramproceduresarefollowed.
TheDistrictFloodControlEngineerwillensurethatDistrictfieldstaffareequippedwithcameras,maps,markingsupplies,andformsnecessarytocollectandmaintaindetailedinformationondamagetoDistrictpropertyandinfrastructureandtoverifyhowresourceswereusedduringtheemergency.

3.1 Organization
TheDistrictwillusethefollowingpaid,contract,andvolunteerstaffthatperformnormalday-to-dayDistrictfunctionspursuanttoCaliforniaWaterCodeAppendix79-8tomeetitsresponsibilitiesinafloodemergency.
TheauthorityfortheDistricttooperateasapublicentity,withitspowers,isfoundintheCaliforniaWaterCodeApp§Chapter79.SanJoaquinCountyFloodControlandWaterConservationDistrict.
Inadditiontoestablishedcivilservicepositions,theDistrictthroughtheapprovalofthisplanherebycreatesthetemporaryfunctionalassignmentofEmergencyLeveeWorker.Districtstaff,newhires,orotherstaffacquiredthroughmutualaidassistingwithemergencyoperationswillbere-assignedorassignedtothisemergencyfunctionandwillreceiveNationalIncidentManagementSystem(NIMS)andStandardizedEmergencyManagementSystem(SEMS)traininginaccordancewithAttachment1atthetimeofassignment.
Duringemergencyoperations,theday-to-dayDistrictorganizationalstructurewillbereplacedwithaNIMS/SEMScompliantincidentcommandstructure.RefertoAnnexA–“CentralStocktonSector”mapforinformationonthisemergencyincidentcommandstructure.

3.2 AssignmentofResponsibilities
InaccordancewithSection4.1.2ofthisPlan,theDistricthasassignedaDistrictIncidentCommandertomanageemergencyoperations.TheBoardofSupervisorssittingasthegoverningbodyoftheDistrictdelegatesthefollowinggeneralauthorities,directions,andresponsibilitiestotheDistrictIncidentCommander.AdditionalspecificauthoritiesorlimitationsmaybemadebytheBoardatthetimeofassignmentthroughtheissuanceofaDelegationofAuthorityLetter(seeSection4.1.2).
3.2.1 MakeLegalandFinancialCommitmentsonbehalfofDistrict
TheDistrictIncidentCommanderisauthorizedtomakealllegalandfinancialcommitmentsonbehalfoftheDistrictnecessaryforthedirectprotectionofthepublicunlessspecificlimitationsaresetthroughtheissuanceofaDelegationofAuthorityletter(seeAttachment2).
AuthorityfortheDistricttoentercontractsisfoundinPublicContractCodeSection§21310–21311.EmergencycontractproceduresareoutlinedinPubliccontractCodeSection§22050.TheSanJoaquinCountyCounselisauthorizedtoprovidelegalservicesonbehalfofDistrictinanemergencyperSanJoaquinCountyFloodControlandWaterConversationDistrictOrdinance,Division2,Chapter1,SectionF-2004.
TheSanJoaquinCountyPurchasingAgentisauthorizedtoprovidecontracting,purchasing,andprocurementservicesonbehalfofDistrictperSanJoaquinCountyFloodControlandWaterConversationDistrictOrdinance,Division2,Chapter1,SectionF-2004andTitle4,Division3,Chapter1,Section4-3008oftheSanJoaquinCountyOrdinanceCode.
Allexpendituresmadeinconnectionwithemergencyactivities,includingmutualaidactivities,shallbedeemedconclusivelytobeforthedirectprotectionandbenefitoftheinhabitantsandpropertyoftheCountyofSanJoaquin.

TheSanJoaquinCountyOperationalAreawillassistwithmonitoringoffloodconditionsinordertoalertDistrictstaffofpotentialthreatstoZone9inaccordancewiththeSanJoaquinOperationalAreaAgreement.TheSanJoaquinOperationalAreawillalsoassistwiththreatevaluationandDistrictincidentactionplanningifrequested.
4.1.1.ManagementandPolicy
TheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergencyperiods.TheBoardofSupervisorssittingasthegoverningbodyoftheDistrictshallmeetandconferasdeemednecessarybytheChairmanduringemergencyoperationstoperformtheirpolicymakingandfinancialresponsibilitiesduringemergencyresponseoperations.
4.1.2DistrictIncidentCommander
TheDistrictwillappointoneincidentcommandertomanageallincidentsoccurringontheDistrictleveesystemasan“incidentcomplex”duringanysingledisastereventasallowedinNIMSprotocols.TheDistrictwilloperateona24-houroperationalperiod.
Byapprovalofthisfloodsafetyplan,theBoardofSupervisors,sittingasthegoverningbodyoftheDistrict,authorizestheDistrictFloodControlEngineertoassumewithoutreferencetotheBoardthepositionofDistrictIncidentCommanderwiththegeneralauthoritiesandresponsibilitiesoutlinedinthisplanathis/herdiscretionandinaccordancewiththeFloodALERTIIAlertandWarningProtocol.TheDistrictFloodControlEngineerwillnotifytheBoardChairmanandDistrictstaffoftheassumptionofthispositionandwilldocumentsuchnotification.
TheChairmanoftheBoardofSupervisors,sittingasthegoverningbodyoftheDistrict,mayissueaDelegationofAuthorityletter(seeAttachment2)totheDistrictFloodControlEngineeratthetimeofhis/herassumptionofthisdutyiftheBoardwishestoestablishspecificlimitationsorexpansionsofauthoritybeyondthoseestablishedinthisplan.
TheDistrictFloodControlEngineerisalso,throughtheapprovalofthisplan,authorizedtoissueaDelegationofAuthorityletter(seeAttachment2)assigninganotherDistrictstaffmembertobeDistrictIncidentCommanderorDeputyIncidentCommander.

TheDistrictIncidentCommanderwillensurethatpropermanagementandcoordinationismaintainedwithotherpublicagenciesandjurisdictionsoperatingwithinthedistrict,neighboringleveemaintainingagencies,andtheSanJoaquinOperationalArea.Thefollowingprocedureswillbefollowedtoaccomplishthisfunction.

TheDepartmentofWaterResources(DWR)hasspecialauthorityunderWaterCodeSection128toassistleveemaintainingagencieswithfloodfightoperations.TheDepartmentofWaterResourcesmaintainstheState-FederalFloodOperationsCenter(FOC)at3310ElCaminoAvenue,Sacramento,toperformthesefunctionsandsupporttheoperationsofotherStateandFederalagencies.TheDistrictwillmaintaincommunicationswiththeFOCthroughtheSanJoaquinOperationalAreainordertoreceiveandprovideinformationwiththatfacilityandtorequesttechnicalassistance.Communicationsmeanswillbetelephone,email,andanyemergencyradiosystemsestablishedallowingcommunicationbetweenDistrictandDWRstaff.
4.2.4 SanJoaquinOperationalAreaJointInformationCenter
PublicInformationtothegeneralpublicwillalsobecoordinated,planned,andcarriedoutthroughtheSanJoaquinOperationalAreaJointInformationCenter(JIC).TheDistrictwillassistwithpubliccommunicationasrequestedthroughtheoperationalarea.
TheDistrictwillprovideaPublicInformationOfficer,asrequested,whowillhaveauthoritytointeractwithmediaandparticipateinthedevelopmentofinformationreleasesforinformationpertainingtotheconditionofDistrictinfrastructureandDistrictoperations.TheDistrict’sPublicInformationOfficerwillidentifythelocationandscheduleoftheJICfromtheSanJoaquinOperationalAreaPublicInformationOfficeratthebeginningofthefloodevent.

The District maintains financial and administrative records associated with emergencyresponse in accordance with 44 C.F.R. Part 13--Uniform Administrative Requirements forGrants and Cooperative Agreements to State and Local Governments. Emergency responseand construction records, including field reports, procurement and construction managementfiles are maintained by both the District and the District’s engineer and are retained asprescribed by the grant authority.
District maintains an independent budget with applicable documentation and appropriationprocesses. District response would be maintained within available budgetary resources.Actions needed beyond that would be initiated through the State mutual aid process.
District maintains a safety plan for employees and detailed work rules as appropriate and incompliance with all State and federal requirements.
7.1 PlanDevelopmentandMaintenance
