Unit 1 Statistics
• 450 Mwe Westinghouse PWR w/3 Primary Loops
• Commercial Operation 1968, Shutdown 1992• Coastal Location, between Los Angeles & San
Diego, CA• Shares physical site with SONGS 2 & 3 Units• Co-owned by SCE (80%) and SDG&E (20%)• SONGS 1 Fuel located in SFP, at SONGS 2 &
3 and at Morris, Ill• On Federal land/Lease requires removal of
structures
4
Accomplishments
• Milestones– General License submittal for fuel storage canisters - 9/00– Cold & Dark - 10/00
• Areas Cleared– Lube Oil– Main/Aux transformer– East and West Heater Decks– Safe shutdown diesel– Intake– TPCW– New Fuel
5
6
Accomplishments
• Buildings Removed– Diesel Generator– Small office building
• Other Equipment– RHR Heat exchanger– Other containment hot spots– Reactor cavity equipment– Turbine/Generator– RCP Motors
7
8
Long Range Schedule• Control Building & East Heater Deck Demo - 9/01• Reactor Vessel Internals Segmentation - 12/01• Large Component Removal Complete - 7/03• Unit 1 Fuel in the ISFSI - 6/04• Intake System Removal - 11/05• Turbine Building Removal - 8/06• Fuel Building Removal - 8/06• Containment Removal - 3/07• Site Restoration - 1/08
9
10
Challenges
• Physical– Limited real estate– Common protected area
• Personnel & vehicle entry• Boundary breech
– Shared plant systems– Accuracy of underground drawings
• Personnel– Competing for personnel with operating units– Operating vs. decommissioning mentality
11
12
Challenges
• Programmatic– Establishing and managing the budget– Procedures designed for an operating unit
• Schedule• Other
– RVI segmentation– Storage of GTCC– RPV disposal site
13
SONGS - ISFSI Plan
14
Key Solutions/Lessons
• Develop a plan early to accommodate decommissioning and site needs
• Communicate, communicate, communicate• Create space by removing abandoned structures &
components• Relocate the Security boundary• Adjust and/or develop new processes to support work
requirements• Dedicated staff in critical areas
15
Key Solutions/Lessons
• We have no idea what is underground• Plan around the operating unit’s schedule• Partnering is needed with developing industry
16
Closing
• Develop and communicate the plan early and often
• Dedicated a portion of the staff minimizes competition for resources
• Demolition isn’t perfect, but there is no evidence to the contrary
