What should be set-aside? What should be set-aside?

Acquisitions of supplies or services valued over $3,000 (micro-purchase threshold) but less than $150,000 are automatically reserved exclusively for small business concerns and shall be set aside for small business unless there is - No reasonable expectation of obtaining offers from

two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. (FAR 19.502-2)

Limited sources for competition within the maritime industry. No major shipyards are owned by SDVOSBs Many SDVs specialize in IT services vice ship repair SDVs normally specialize in one area of repair (painting,

HVAC, deck work, surface prep, vent cleaning). Attending outreach events and creating a SDV source

catalog has improved MSFSC’s performance. Assisting N10 with market research also has provided more

opportunities for SDVs.

Limited sources for competition within the maritime industry. No major shipyards are owned by WOSBs Many WOSBs specialize in training and hotel services New set-aside program Attending outreach events has revealed sources for small

ship repair tasks and facilities jobs. During face to face meetings WOSBs are encouraged to

seek subcontracting opportunities and also consider joint ventures.
