Europe suffers from sluggish growth, difficulties to implement structural reforms and increasing
scepticism among citizens. WP 2014 aims to give EU sufficient resilience to face the current crisis and the
future difficulties, through 3 objectives: 1) greater understanding of the societal change, not so much in the
analysis of the causes of the crisis, but in the development of new ideas, strategies and governance structures
(EURO, YOUNG, INT); 2) foster innovative societies, especially promoting creative ways of delivering public
services and innovation in young enterprises (INSO); Understanding Europe’s intellectual basis, with the
help of new technologies (REFLECTIVE).

The Calls EURO aim to help EU to overcome the financial and economic crisis, promoting smart,
inclusive and sustainable economic growth. The focus of the activities is on socio-economic and
behavioural research and especially on the reform: 1) the reform of the EU economic governance
structure to better secure financial and economic stability (‘Blueprint for a deep and genuine Economic
and Monetary Union’); 2) overcome the social, political, legal and cultural consequences of the
crisis, such as higher unemployment, severe social disparities, Euroscepticism; 3) understanding the
evolution of the crisis: long-term structural problems and short-term impact (including short/long-term
resolution strategies); 4) the impacts of broader global trends on the EU’s economy (e.g. climate
change, migration, promotion of human rights).

Challenge
The financial crisis showed that many shortcomings undermine the stability of EU
financial system, such as ineffective mechanism of fiscal policy coordination, lack of
coherent regulatory framework for the financial sector, and mounting public debt.
Scope
1) Effective mechanisms of fiscal policy coordination (e.g. comparison of fiscal different
models, role of institutions); 2) Sustainable taxation; 3) The impact of macroeconomic
imbalances on economic stability; 4) The global impact of the crisis in monetary relations
(evolution of global monetary system with emphasis on the introduction of the euro).
Impact
Advance the debate for a more resilient and sustainable economic and monetary Union.
Obtain a better understanding of the challenges facing the EU governance system to
ensure long-term sustainability.

Challenge
The impact of economic crisis let EU propose a new growth strategy ‘Europe 2020’. We
need to understand better the condition under which innovation fosters growth and
explore a broad range of factors that stimulate innovation need to be explored.
Scope
1) Reform management for economic recovery (analysis on the quality of public
expenditure and proposal for overcoming long-term effects); 2) Innovation-based growth
strategy; 3) Global innovation networks – costs and benefits for EU; 4) migration,
prosperity and growth.
Impact
Contribute to the scientific base for policies aimed at successful economic recovery in
line with the objectives of ‘Europe 2020’ growth strategy (durable foundation for growth,
more effective forms of governance both at national and EU level).

Challenge
The economic crisis has strongly impacted EU. Citizens demonstrate an increasing lack
of confidence in financial institution, the free market but also in democratic institutions
and politics. The fall of confidence caused various antagonism to re-emerge.
Scope
1) Individual reactions to the crisis and challenges to EU solidarity (meta-social and
meta-psychical challenges; policy responses); 2) Unity in Diversity: prospects of an EU
identity; 3) investment for the modernisation of social policies and services.
Impact
Contribute to enhancing European society's resilience by identifying common ground to
foster European integration, to solve discontent expressed by individuals and to promote
sense of solidarity, policy initiatives and welfare.

Challenge
The crisis has revealed structural flaws of EU integration, the number of protests against
EU increases and trust in national politics, politicians and political parties, in general, has
fallen. Finding solutions for re-gaining trust in democratic practices, institutions and
politicians is one of the big challenges for EU.
Scope
1) The future of European integration - 'More Europe – less Europe?' ; 2) Challenges to
democratic practices in the context of the crisis ; 3) Political leadership in times of
economic, political and social crisis.
Impact
Research is expected to generate in-depth insights into the political-institutional roots of
the crisis and its behavioural effects, as well as its the impacts on democratic practices
for a better understanding of the challenges for the future of EU integration

Societal and political engagement of young people and their
perspectives on Europe
Especially in the times of economic and financial crisis Europe needs a strong young generation to
be a driver of smart, sustainable and inclusive growth that will ensure long-term development.
However, the current situation of the young in the EU is very difficult. The difficulty of the young
generation leads to delays in starting independent lives and a lack of motivation to start a family or to
participate actively in the society and politics, with the risk of a new “lost generation”. This call will
provide a comprehensive picture of the current young generation to help meet the challenges
ahead and fulfil the goals of major European policy initiatives, such as “Youth on the Move”, the Youth
Employment Package and the Youth Guarantee.

Unemployment among young people has risen sharply. This has resulted in growing job
insecurity and social exclusion with the risk of a “lost generation”. A full understanding of
the long-term consequences of these developments is therefore crucial.
Scope
The research will make a profound analysis of the situation of young people in the labour
market across the EU in a comparative perspective, investigate the economic, social,
personal and psychological consequences of early job insecurity.
Impact
provide a in-depth analysis of the short- and long-term consequences of job insecurity
and unemployment of young people and identify their impact on the economy, society
and politics.

Challenge
the lack of internal mobility within the EU is often quoted as one of the flaws of Economic
and Monetary Union. However, while some may gladly move or seek a job abroad others
may be forced to migrate. This may be disruptive for families, countries and societies.
Scope
The research should look into different patterns and types of mobility of young people
within the EU. Research should also address the psychological perspective including EU
identity formation and impact of mobility and involuntary migration on mental health.
Impact
Research is aimed to provide an in depth analysis of the circumstances accompanying
mobility of young people in EU and to contribute to policy development regarding mobility
and integration across Europe.

Challenge half of the young people tend to distrust the European Union. It is important to show that
public authorities establish a broad engagement with young people in all public sectors.
Scope
a) analyse the falling trust of the young in the EU and focus on how to improve their
presence in all areas of the EU; b) develop reusable service components, methods and
applications to enable public authorities to quickly open their decision-making processes.
Impact
a) better understanding of the factors influencing the perspectives of the young on EU
and boost their participation; b) Through the use of preferred communication channels
the engagement of the young in the EU should increase their trust in political activities.

Europe is characterised by a variety of different peoples, traditions, identities and it has a very rich
intellectual and historical basis. Studies contributing to the understanding of Europe's intellectual
basis, creative capacity, cultural identity and history rely more and more on digital expressions of
culture and identity. Advanced search and modelling and preservation technologies will maximise the
value of tangible and intangible heritage. By addressing cultural heritage, identity formation, intellectual,
artistic, creative and historical legacy, this research will contribute to a more resilient, innovative and
creative society. It will also foster the potential of digital technologies for facilitating the modelling,
analysis, understanding and preservation of EU cultural heritage, thus allowing richer
interpretations and user experiences, as well as creative re-use.

Challenge
Processes of integration are challenged by crises and conflicts over identity, exclusion,
trust, confidence, solidarity, tolerance and economic stability. In order to understand
these pressing questions of, we need a new understanding of how the past is reflected.
Scope
focus on a variety of problems concerning the uses of the past through a multifaceted
methodology (e.g. uses of the Past for identity construction and institutional embedding
of norms and values; in material culture and public space; in media and public space).
Impact The proposed research will contribute to EU’s intellectual framework by giving insights
into the forces shaping the social, cultural and political transformation in Europe today.

The documentation of cultural assets is a multimedia process. The research fosters the
new role of digital media in reconstruction and conservation of cultural heritage. The 3D
modelling should go beyond current levels to foster collaborations across disciplines,
technologies and sectors.
Scope
a) Research on cost-effective technologies for advanced 3D modelling applied to the
cultural heritage; b) Devise standard formats for the semantic-aware 3D modelling of
EU's cultural heritage.
Impact
The research will foster the development of cost efficient tools for the modelling of EU's

Challenge
Europe has a very rich intellectual, historical and cultural basis. Research on the
European history, culture, and peoples’ identities and lifestyles is crucial. It appears
appropriate to establish a social platform of researchers, stakeholders and policy-makers
to address these issues in a comprehensive way.
Scope the objective of the social platform is to develop an understanding of the challenges and
opportunities for research in the context of reflective societies.
Impact
This social platform will support the Commission in the definition of an innovative and
focused research agenda on the reflective societies, highlighting fundamental research
issues and key policy questions in this context.

Challenge
strengthen the administrative capacity of transnational networks of NCP, through
financial and technical support while improving the flow of information between them and
Horizon 2020 governance.
Scope Support will be given to a consortium of formally nominated NCP in the area of Societal
Challenge 6 to promote good practice and to support the implementation of H2020.
Impact
This action will strengthen the network of NCPs in view of reducing the fragmentation of
national research and promoting an improved and professionalised NCP service across
EU, thereby helping simplify access to H2020.

Encouraging the research and innovation cooperation between
the Union and selected regional partners

Research and innovation have an important role in strengthening Europe's role on the global scene.
To achieve this, two complementary approaches are necessary:
− Stepping up international cooperation in research and innovation: to tackle global societal
challenges, strengthen European research excellence and economic competitiveness and contribute to
the Union's external relations fostering the EU and the international participation to H2020;
− Research to support Europe's role as a global actor: supporting the Union's external relations by
contributing to the knowledge base on the external environment the Union operates in.

Foster the EU’s cooperation towards: increased cooperation; support to the identification
and implementation of targeted activities; contribution to eliminating remaining obstacles
to cooperation between actors from the EU and its international partners.
Scope

supporting the implementation of activities; encouraging cooperation; ensuring the
progress towards establishing appropriate framework conditions for international
cooperation; promote an analysis of the cooperation patterns.
Impact The eligible international partners are: Australia, USA, Brazil, Russia, China, South
Africa, and also Ukraine. Only Russia and China are available for 2014.

There is great potential for Europe to improve productivity and foster competitiveness with
knowledge, creativity and new technologies. New forms of innovation are specifically addressed by
this call, such as The modernisation of public administrations using the new ICT tools and the
cooperation with SMEs is the focus of the call (see the Digital Agenda for Europe Flagship Initiative of
the EU 2020 strategy and the eGovernment Action Plan 2011-2015).

Challenge
Public administrations address the new challenges but financial constraints impede this
task. The availability of open data and open services support the collaborative forms of
service design and delivery and increase transparency.
Scope
a) develop pilots on personalised and mobile public services which use large bodies of
available data for new pro-active and personalized citizen-centric applications; pilots on
transparency to increase the impact of ICT-based technology platforms; b) encouraging
networking of relevant stakeholders working in these areas.

This topic will advance current understanding and awareness of business model
innovation. It will produce new knowledge on business model innovation which will
enhance EU competitiveness and help address social challenges.

Scope
The impact of the 34 Innovation Union commitments needs to be analysed. The analysis
should identify the routes through which the commitments impact on economic

Impact
This action will provide a more comprehensive understanding of the impact of economic
innovation policy. This type of assessment will strengthen the evidence base of the IU
allowing for a more effective impact on economic performance.

Development of a user-led 'information, learning and support platform' for public-public
partnerships; optimising modalities of public-public partnerships; developing new
modalities for aligning national and regional activities under common research agendas.
Impact
The action will contribute to increasing efficiency of public administrations. It will support
the implementation of innovative concepts and contribute to higher standards in joint
programming between Member States.

Challenge
The aim of this pilot activity is to promote co-operation between national/regional funding
bodies increasing the quality of research in Europe. To this end, national/regional funding
bodies will form consortia to launch synchronised calls at European level, addressing a
pre-determined scientific field using joint international peer review.
Scope The Synchronised Calls initiative will be open to any thematic area and each consortium
will launch one call in a scientific field pre-determined by that consortium.
Impact
Participation in a joint international peer review process will help Member States to
improve their evaluation systems. Equally, it will increase the visibility of high calibre
researchers in less research intensive countries.
