    The Honorable Sarah PalinGovernor ofAlaskaJuneau, Alaska 99811Dear Governor Palin:On behalfof the Secretary of Commerce, I respectfully request your assistance in the nominationof qualified candidates for two North Pacific Fishery Management Council (North PacificCouncil) seats, which will become vacant on August 10,2007.As indicated below, there will be two obligatory vacancies on the North Pacific Council openonly to nominations from the State of Alaska. The Magnuson-Stevens Fishery Conservation andManagement Act (Act) requires governors to provide a.minimum of three candidates for eachapplicable vacancy. You may nominate more than t ~ f o r each seat.

    The Act requires the Secretary to balance commercial and recreational representation on allCouncils. Currently, the North Pacific Council is weighted heavHy toward the commercialsector. A major factor in meeting the requirement of. balanced Council membership will be the cooperation of governors in nominating highlyq u a l i f ~ ( r i ~ i \ ' : l ~ __~ h are knowledgeable regarding the conservation and management, or thecommercial or recreational harvest,of fishery resources of the geographical area concerned.All Councils need a representative group of individuals who possess specific knowledge andexperience on the management issues and fisheries in which each Council is expected to beinvolved, and all nominees should have a strong conservation ethic in order to achieve theresponsibilities assigned to the Councils. Nominees must recognize they play an important rolein managing fishery r e s ~ u r c e s , and must be able to work collectively with othqr members of the

    The Commerce Department today announced the appointment of 19 members to theeight regional fishery management councils. Dersham, ofAnchor Faint, Alaska, to the North Pacific Fishery Management Council.The North Pacific Fishery Management Council is one of eight regional bodiesestablished by the Magnuson-Stevens Fishery Conservation and Management Act that preparefishery management plans for marine fish stocks in their respective geographical areas ofresponsibility. NOAA's Fisheries Service submits the management plans to the Secretary ofCommerce for review and approval.A charterboat operator for more than 23 years, Dersham has been an active participanton the Alaska Board of Fisheries for more than eight years, is a fisheries coordinator with theAlaska Department of Fish and Game, and is co-owner and operator of a fishing lodge on theeast side of Cook Inlet. Dersham represents the recreational sector. Under this appointment,Dersham will serve on the Council until Aug. 10,2009.     The Commerce Department today announced the appointment of 21 members to theeight regional fishery management councils.The councils, established by the Magnuson-Stevens Fishery Conservation andManagement Act, prepare fishery management plans for marine fish stocks in their respectivegeographical areas of responsibility. NOAA's National Marine Fisheries Service reviews,approves and implements the management plans on behalf of the Secretary of Commerce."Knowledgeable council members representing a variety of interests and willing to work

    together for sustainable fisheries are a key part of the fisheries management process, said JimBalsiger, Pd.D., acting director of NOAA Fisheries Service. "Our continued hard wor:!< with thecouncils will help us in our efforts to end overfishing by the year 2010, as required by theMagnuson Stevens Act. f am pleased to announce this group of highly qualified and dedicatedindividuals to serve on the eight regional fishery management councils, and plan to start workingtogether right away."Council members represent diverse interests, including commercial and recreationalfisheries, as well as environmental, academic and other perspectives from each geographicarea. The Secretary of Commerce appoints a total of 72 obligatory and at-large members to theeight regional councils. Council members serve three-year terms, and may be reappointed toserve up to three consecutive terms. Approximately one-third ofthe terms expire annually.Each year on behalf of the Secretary, the director of the National Marine FisheriesService solicits nominations from the governors of fishing states, and oversees the annualappointment process. The Secretary selects council members from the list of nomineesprovided by the governors to fill obligatory and at-large seats that have become available due toan expiring term, a resignation or other reasons. Obligatory seats are state-specific, while atlarge seats can be filled by a person from any of the states in the region.
