Sarnia homebuilders say its the wrong timefor the city to be boosting developmentcharges.
By law, the municipality must replace its de-velopment charge guidelines every five years.The current by-law expires in July. So thecity hired a consultant to review the currentsystem that charges people who are buildinghomes or new businesses a fee per square footto pay for the municipal services, such as
roads, arenas andparks.
Gary Scandlan, aconsultant with Wat-son and Associations,says an increase isneeded. He recom-mends the charge forsingle family resi-dential units increasefrom the current $4.84per square foot to$6.09 per square foot.
The change wouldbe phased in over fiveyears. Scandlan saysthe new rates wouldbe “competitive” with
other municipalities of similar size in thearea.
The city called a meeting with homebuildersto talk about the proposed changes, but no oneattended. Staff felt that was an indication thehomebuilders were satisfied with the plan.
But that’s not so, according to Frank DurcoJr., the president of the Sarnia Lambton Home-builders Association.
“We all talking and humming and hawingbasically wondering how to approach this(proposed increase)and probably in the endthis was best because we got in front of coun-cil and they got to hear a different point ofview.”
Durco says this is simply not the right timeto be increasing development charges so dra-matically. “We just don’t see the need for a 50per cent increase,” says Durco. “We’re all in thesame boat where it is hard to determine ex-actly how much is needed. But to be on thehigh side, especially in slow economic times,we don’t want to err that way.”
Durco says the pace of construction has al-ready slowed by 50 per cent because of the
economic downturn and new homebuyers arebeing very price conscious. “Buyers are finickyand they do look at price, definitely,” says Dur-co. “They don’t specifically say developmentcharges but they’re looking at the total priceof the house.”
Durco says every little extra increase makesa difference, especially when they can buildjust a few kilometers down the road for lessmoney.
“If you build in two different areas, espe-cially when times slow down ... St. ClairTownship they keep (development charges)down. Do people go there? Absolutely,” hesays.
The city has to do all it can to keep people in-terested in building in Sarnia, he says.
“Instead of losing four out of 10 to other mu-nicipalities, (it would be better to) lose two outof 10 because of reasonability.”
City council put the new by-law on hold un-til the July council meeting so the home-builders and city staff can meet together to tryto find a compromise.

The purchase agreement, already approved bythe Toronto Stock Exchange, will let Imperial buyback up to five per cent of the 847,606,521 out-
standing shares in the market on June 15.Exxon Mobil Corporation, the majority share-
holder, has also been given permission to keep itsownership at 69.6 per cent.
The agreement came into effect on June 25 andwill wind down June 24, 2010.
Any shares Exxon purchases will be resumetheir status as authorized, but unissued, shares.

Police had fewer incidents with physical force in 2008BY HEATHER WRIGHT

Sometimes in policing, even the idea that anofficer might come down hard is enough toease a tense situation.
Sarnia Police Service released its annual Useof Force report for 2008 recently and there wasa marked decrease in the number of inci-dents where police had to use physical forceto subdue people on the wrong side of thelaw.
The were 31 incidents which required offi-cers to report the use of force in 2008, downdramatically from the 78 reported in 2007. Of-ficers faced suspects with handguns, rifles,knifes and in one incident a baseball bat.
Police Chief Phil Nelson says when you con-sider officers dealt with over 21,000 people inthat year and arrested 1,916 people, it is anamazing number. “That’s only 1 per cent ofour 1,916 arrests ... great to do the job and nothave to deal with violence,” says Nelson.
During 28 of the 31 incidents, officers drewtheir weapon. Officers on regular patrol areby far the most likely to face a violent con-frontation - 89 per cent of the incident reportswere filed by the uniform division. Eighty percent of the time the incidents take place atnight and 64 per cent of the incidents couldbe linked to alcohol use.
And nine times a Taser was used to subduean unruly suspect. The stun guns have beencontroversial. Investigative reports lead the
RCMP first, and other departments across thecountry later, to remove from service anyTaser made before 2006. Right now, fourRCMP officers in British Columbia are the fo-cus of an inquiry into the death of Polishimmigrant Robert Dziekanski who died afterbeing hit by several Tasers in an airport.
While the devices are controversial, Nelsonsays they are helping officers to restore calmto tense situations, even though they maynever be used. “Now that its been in useand people know that Tasers are in use...sometime the effect of simply the presence of(the Taser) may help de-escalate the situa-tion,” he says.
The same can be said of the members of thecontainment team. Four members of the team
are working on the beat. They wear theirfull tactical uniform and have an immediatevisual impact when there is a confrontation.“What happens as soon as they’re seen, thesituation de-escalates and the officers don’thave to use force to detain the suspect. That’sgreat.”
Nelson also credits continuing training onhow to use force in confrontations as anoth-er reason local police are able to stabilize sit-uations. “All officers are required to takeuse of force training and judgment part of itis very important,” says Nelson. “They’retold how to use different types of force ... yourpresence, how you talk ... (The officers are)constantly being tested and aware of the civ-il and criminal effects of the use of force.”

Could free parking stop drinking and driving?Sarnia Coun. Mike Kelch thinks so and he wants the city
to give it a try.Kelch has served notice that he will ask councillors to ap-
prove overnight parking in the city during the spring, sum-mer and fall. He says it should help people who are out onthe town do the right thing.
Kelch said he get complaints from people, “who say ‘Okay,
you don’t want me to drink and drive. So I go to a bar andthe only place I can park is on the side of the road ...and I havea little too much to drink ... so I’m going to leave my car andtake a cab. I can’t get in my car and move it anywhere - a copcould catch me doing that ... and I’m done. So how about youguys in the city, in the months you’re not worried about plow-ing snow, allowing overnight parking?’”
Kelch says the City of London has already approved a sim-ilar plan.
The rising drinking and driving rates in Sarnia-Lambtonhave been well documented. The OPP says nine deaths in the
last three years can be directly linked to drinking and driv-ing. So far, 96 people have been arrested and charged withimpaired driving offences. Twelve of those were involved incollisions.
Kelch says this is one way to show that community lead-ers recognize the problem and want to help provide a solu-tion.
“We really are trying to encourage people to take cabs, tocarpool, to walk, to do whatever and we’re not making it veryeasy for them.”
Kelch’s proposal will be up for discussion July 13.

These LHINs were selected based on a range of key indicators of need, including proportion of Ontarians without a family health care provider, chronic disease prevalence and existing family health care resources.
In addition, the ministry is extending an invitation for the establishment of Family Health Teams to existing Shared Care Pilots and to applicants interested in expanding family medicine training capacity in an interdisciplinary family health care setting, within any LHIN.
Completed applications must be received by the Ministry of Health and Long-Term Care no later than 5:00 p.m. on Thursday, July 30, 2009.

Sarnia Coun. Jon McEachran says large industriesshouldn’t have to pay development charges.
McEacheran floated the idea recently at a citycouncil meeting where there was a discussion aboutthe fees developers pay to the city for municipal serv-
ice development. He wanted city staff to do some legwork to find out how much money the charges bringin from industry and what other municipalities arecharging.
McEachran says cutting industrial developmentcharges completely would stimulate business andthat would increase jobs.
“It’s a vicious cycle; with development charges
there are less taxes collected,” he says, noting it maystop companies from investing in Sarnia.
“We need to support working class jobs ... wecan’t compete for industry with higher taxes so weshould eliminate development charges,” addedMcEachran, calling the fees “upfront” tax.
“There is no better way to prove we are open for
business.”But other councillors didn’t support the move.
Coun. Mike Kelch says the money would have to bemade up in other areas.
“The property taxpayers will simply pay for de-velopment,” he said.

A local chiropractor will soon spruce up a dilapidatedarea of Exmouth Street.
Dr. David Matheson plans to tear down a former autobody repair shop at the corner of Exmouth Street andLondon Road and build a two-storey building which willinclude his chiropractic office and his home. Mathesonalso will build a second storey onto a garage at the backof the property for storage of medical records.
While councilors praised the redevelopment of the land,city staff recommended the application be refused be-cause it didn’t comply with the Official Plan for theprimarily residential area. The office would have park-
ing in front of the building which planners said wasn’tconsistent with the residential nature of the area.
City staff and the chiropractor talked about moving theparking to the back of the lot, but it would make it moredifficult for patients to enter the office.
Councilors including Anne Marie Gillis, say this is “anexcellent example of urban re-newal” and any concerns aboutparking in front of the buildingcould be eased by camouflagingthe parking lot with a berm andlandscaping.
Matheson is expected to beginconstruction this summer.

Darda Sales came home June 25 to help saythanks to Pathways.
The gold-medal Paralympian spent a lot ofher time at the children’s health centre start-ing at the age of seven. The family moved toSarnia after she lost her leg about four yearsearlier in a farm accident.
“I spent a lot of time there,” Sales said. “Ifeel, in some ways, I really grew up there ...I started taking swimming lessons at thepool there and it was the best thing thatever happened to me.”
One of the defining moments in her life washaving Dave Scheller, a manager at Path-ways, ask her if she wanted to take up com-petitive swimming, she said.
With all of her siblings active in sportsranging from basketball to karate, Sales saidit helped fill a real void. The missing legkept her on the sidelines.
Meeting a group of older swimmers at herfirst swim meet was another of those turningpoints.
“They told me about the ParalympicGames,” Sales said. “They told me how it wasthe second-largest sporting event in the en-tire world and how they were travelling toBarcelona, Spain, to represent Canada againstthe best in the world. At my very first swimmeet, they inspired me and I decided thatthat was my goal.”
It led to the creation of a Pathways swimteam with three swimmers. She was one ofthem getting swimming lessons in the cen-tre’s oversized hot tub.
That start led to her participation in threeParalympic Games, including a gold medalat the Sydney, Australia, Games. The roar of100,000 people cheering from the stands issomething she’ll never forget, she said.
“The second they brought that torch intothe stadium, each and every athlete heldtheir breath,” Sales said. “To the world, the
torch represents unity and peace, which aregreat, fabulous things. To those athletes sit-ting in the stands, that torch and the lightingof that cauldron rep-resents that theirhopes and dreamsare about to becomereality.”
The torch will comethrough Sarnia thisChristmas on its wayto Vancouver for the2 0 1 0 W i n t e rOlympics.

Counc. Mike Kelch feels such a move couldhelp curb drinking and driving in our com-munity, noting that under the current sys-tem, those who enjoy a few pops at a local wa-tering hole and want to leave their vehicle onthe street have to endure a costly ticket.
It’s a chance for community leaders to be partof the solution to a well documented problem,Kelch said.
Nearby London has already passed similarlegislation, but oth-er communities are
not as forthcoming with bending the rulesfor those who like to tip a few. A recent articlein a newspaper in Hampton Roads, Virginaquotes its police chief as saying overnightparking near a popular beach strip would bea terrible idea becauase it would encouragerowdy types to stay out all night. He saysdrinkers have to think ahead and exercisepersonal responsibility by having a designat-ed driver.
In a perfect world, that’s a wonderful senti-ment, but it’s just not practical. Not everyonewho is still in the bar at last call had plannedfor that to happen.
We must consider all options to keep in-
toxicated drivers out of their vehicles and offthe road in order to prevent needless acci-dents and even deaths.
At the time of writing this column, 96 peo-ple have been arrested this year in our area andcharged with alcohol or drug- related drivingoffences and 12 of them, or one in every eight,had been involved in some sort of collision.
If even one life can be saved or one injuryprevented by changing the rules, council hasa civic duty to make it happen.

Council called upon for an easy decision on parking

With the recent extreme heat and humidity that our area has been ex-periencing, everyone should heed the advice of O’Brien.
Take necessary precautions to take care of yourself in the heat. The combined exposure of high heat, high humidity and smog can
cause varying degrees of heat related illnesses, according to theChatham-Kent public health unit.
High-risk groups include the elderly, infants and preschool children,people with chronic illnesses such as heart conditions, people in-volved in strenuous outdoor activity and people taking certain med-ications.
Among the ways the health unit recommends to stay cool and pre-vent heat related illness:
Remember to drink lots of water, while avoiding alcohol, coffee, teaor cola; stay in the shade; never leave children, the elderly or pets in acar; check on neighbours, relatives and friends who are frail, elderly andlive alone; wear, light, loose fitting clothing; take cool baths or show-ers; and eat light, cool foods.
Signs of heat related illness include: Heat cramps: painful muscle cramps in legs or abdomen; heat ex-
haustion: heavy sweating, weakness, dizziness, nausea, vomiting,fainting; heat stroke - a medical emergency - signs include headache,fainting, confusion or altered mental state.

Wright’s column in the June 24 is-sue regarding the Youth ActionAlliance’s future.
I certainly share your concernsabout this matter. Combating to-bacco related illness is a priority forthe McGuinty government. Wecontinue to focus on preventingyouth from starting to smoke, in-vesting approximately $37 mil-lion in innovative programs —more than ever before in history —designed to prevent children andyouth from starting to smoke.
Valuable lessons learned fromthe YAAs will help shape futuremodels for youth engagement. It is
imperative that we build on past success and move forwardwith a comprehensive approach that includes all Ontari-ans, including our children and youth.
As part of this strategy, a new youth engagement work-ing group will look at more effective and innovative waysto outreach to Ontario youth. It will allow us to keepfighting for a smoke free Ontario, and help even more On-tarians quit.
We commend the Public Health Units on their accom-plishments through peer to peer programs like the YouthAction Alliance that support our fight against tobacco.
We will continue to build on our successes by address-ing health promotion issues that affect children and youthin a more integrated and comprehensive manner. We willcontinue to work with our partners as we move forward.

It’s something Paul Wubben doesn’t real-ly understand.
As the school year drew to a close, both theSt. Clair District Catholic School Board,which Wubben heads, and the Lambton-Kent District School Board passed their budg-ets. The total bill to taxpayers is almost $336million dollars.
And the biggest story in education thisweek was what the new public school inSarnia’s south end should be named.
“(The budget) isn’t something that oftengets a lot of play,” says Wubben. “The issueof school year calendar gets a whole lot moreattention.”
The board’s decision to bring studentsback to school before Labour Day was a hottopic among parents, MPPs and local talk ra-dio.
For the record, the Catholic board willspend about $104 million this coming schoolyear. That’s an increase in spending of aboutthree per cent. Wubben says there will be anumber of school renewal projects and atleast one new school being constructed, in-jecting some much needed revenue into thelocal economy.
“In the case of the board’s activity in Sar-nia-Lambton, we’re going to spend about $16million on new schools,” says Wubben. If thetrustees approve the closure of St. Patrickhigh school a $12 million renovation willgo ahead at St. Christopher.
“That’s $28 million spent in Sarnia.”The economic stimulus of education ex-
tends beyond building projects. The Catholicboard employs about 1,500 full and parttime employees. About 80 per cent of St.Clair’s budget is directly related to salaries.
The numbers are even larger at theLambton-Kent District School Board where2,318 people draw a paycheck from the $231.7million budget - that’s about $185 million insalaries going into the community.
Compare that with one of the biggest pri-vate employers in the area, Nova Chemi-cals. Its website says there are 1,000 em-ployees at the company’s Sarnia-area facilitiesgenerating about $86 million in wages andbenefits.
“Most of the money is expended on salary,”says Wubben “Between the two boards youprobably have the highest number employ-ees. If you include the French boards, you ab-solutely have largest employer.”
The French public and Catholic boards,which govern schools in all of southwesternOntario, spend another $173 million.
As an accountant and public board chair,Scott McKinley is used to dealing with largenumbers. But he’s aware the spending he anhis elected counterparts have control ofamounts to a “large corporation, especially
in this community.”McKinley knows how schools impact the
local economy. When he first became atrustee, McKinley asked if the public boardhad a policy to buy as many goods and serv-ices locally as possible to increase the eco-nomic benefit of education in the communi-ty.
“The comment was made to me, that ifwe limit purchasing to local contractors, itwill limit where the contractors can go out-side this area.”
McKinley says while local ratepayers footthe bill directly for some of the education costin the community, much of the money comesfrom the larger pot of the provincial coffers.
“We have a responsibility to get the bestbang for the dollar for the taxpayers, so if youlimit competition there is a potential, a po-tential we won’t get the most bang for ourbuck.”
But he says the schools and the teachers, as-sistance and maintenance workers they em-ploy, do make an economic impact on theircommunity.
It’s a fact Todd Case can speak to from ex-perience. A decade ago, the mayor of War-wick Township fought to keep the publicboard from closing East Lambton SecondarySchool in Watford. The battle was lost and theschool closed. Case says the economic falloutis still felt.
Aside from losing the impact of 400 stu-dents walking downtown to spend money atlunchtime, there is an impact on economicdevelopment. Case says schools are the firstthings people ask about when they’re tryingto relocate an existing company.
“A high school is very important for acommunity to have ... if an employer is go-ing to take some of their folks and movethem to another area, they want to offerthem a good quality of life. They want to of-fer them the same sort of things they havenow,” says Case. And he says it hurts whenthe township has to tell them high school stu-dents travel about a half hour out of theircommunity to attend school.
“But this community has carried on anddone fairly well considering they lost theirschool,” says Case.
Does the loss of the high school lead localsto question the spending of the school boardsmore vigorously? Case doesn’t think so.
“I do hear the odd thing about the board,but not much. But its not under the micro-scope as much as municipal politics ... andtheir budgets are quite a bit larger than in thelocal community ... When I hear about thebudgets I get interested ... and think ‘wow,that’s a lot of money’ ... but do I take the timeto ask the questions - no.
“When you look at the portion of our tax-es which goes to education, we should prob-ably be more aware at how the boards arerun.”

The reconstruction project on WellingtonStreet in Sarnia is so big, the work will be giv-en to three different companies.
Wellington Street from Finch Drive into theSarnia Research Park will be widened, andsidewalks and bike paths will be added. TheHighway 40 intersection at Wellington willalso be upgraded. The federal and provincialgovernments gave the city two-thirds of thecost of the $11.7 million project last month.
But city staff says there is a requirement tospend the cash in a two-year timeframe andthat is going to be difficult. So council ap-proved the idea of splitting the project up andgiving different contractors the opportunityto do one section of the project in the hope thework can be completed by March 2010.
Splitting the job up will cost the city an ex-tra $60,000 in engineering fees.
East St. sewerWork is set to being on the last section of the
$35 million East Street Sewer Separationproject.
Pumping stationStone Town Construction of St. Mary’s has
been awarded the contract to install a newsanitary pumping station in the Sarnia Pub-lic Works yard at Devine Street.
City staff estimated the work would costabout $6.5 million, however Stone TownConstruction’s tender for the project came inat about $6.2 million.
Festivals get breakOrganizers of a number of local summer
events will have a little less paperwork to do.Sarnia City Council has given a long term
exemption to the Noise Bylaw to a nine localfestivals. Right now, events such as Relay forLife or Bayfest have to provide public noticeof their intention to get an exemption fromthe by-law and then go to council for ap-proval each year, even if there is only onecomplaint about the noise levels to police andthe city.
A report to council says that “many of theevents ...attract thousands of people, it seemsunfair that only one complaint will triggernotice and application requirements.”
Council agreed and gave the exemption toBayfest, Canada Day Events, Dow PeoplePlace Events, Greekfest, Hiawatha HorsePark and Entertainment Centre, the JazzFestival, Ribfest, the San Rocco Festival andRelay for Life.

Even if you drive down Blackwell Road, you likely wouldn’t no-tice the Inter Recycling Landfill. And that’s just the way theneighbours like it.
Lush green trees ring the property giving it a park-like at-mosphere and, if you know where to look, you can see a cranefly over a small pond.
But the feature the neighbours don’t like is the padlock on thegate. The landfill, which accepted non-hazardous industrial andhousehold waste, has been closed since 2007. Ministry of En-vironment officials told the company because there was a bodyof water larger than a hectare on the property, it couldn’t be usedfor landfilling. The “lake” is a pond caused by the company whichran a gravel pit on the property in the 1970s.
The neighbours want the landfill to reopen and they’re gettingsupport from Sarnia City Council.
In a letter to city councillors, DebKrukowski of the Inter RecyclingLandfill Liaison Committee says theneighbours have been pleased withthe way the company has run the fa-cility. But they’re worried about thefuture. “We believe if they are giventhe opportunity, they will properlymanage the site and more impor-tantly properly close and maintain
it.” But she adds, the committee is worried what will happen ifthe company isn’t given the opportunity to make enough mon-ey to safely close the landfill.
“Our committee believes the landfill must be allowed to remainin operation to generate revenues that will allow the companyto meet its obligations to maintain and remediate the proper-ty.”
Council agreed with Krukowski and will write to the Ministerof the Environment voicing its concerned.
Coun. Mike Kelch is the city’s representative on the issue. He’sworried what would happen if the landfill is abandoned.
“The company is saying we want to do the right thing here butif the Ministry doesn’t allow us to run the site and make somerevenue here, we don’t have any money to do the job,” says Kelch.“The ministry is making zero commitment to do anything aboutit, so the neighbours are basically saying ...help them to do theright thing so as neighbours we don’t have the potential of a land-fill in the future which neither the company nor the ministry arein a position to do anything about.”
Kelch adds its in the city’s best interest to see the issue re-solved also. There is concern for people using the Howard Wat-son Trail which abuts the property in the long term. But the citycould also be stuck with an abandoned landfill.
“If the landfill is just allowed to sit there, nothing may hap-pen. It may be fine. We may find in five years there is leakage fromthe site which is going onto municipal land and we may have toclose a portion of the Howard Watson Trail. Nothing could hap-pen or some big stuff could happen and we want to deal with theproblem now.”

Budding authors are being given an op-portunity to show off their writing skillsthis summer.
The Organization for Literacy and TheBook Keeper have organized a summer writ-ing contest for both junior and senior highschool students.
The call for original work penned byLambton youth includes an opportunity towrite a short story of no more than 1,000words or poetry of no more than 15 lines.
Organizers launched the showcase on June17 and have given writers until Aug. 3 to
hand in their work. Judges plan to announcetheir picks Aug. 14 and officially acknowl-edge them Aug. 31 at the 2009 ShowcaseLiteracy.
The first category is for students enrolledin Grade 9 or Grade 10 in the 2008/09 schoolyear. The second is for students in Grade 11and Grade 12 in 2008/09.
Winners in each category will be given achance to read their winning efforts and willbe given a certificate of achievement from theOrganization for Literacy by keynote au-thor Lori Lansens. The top three in each cat-egory will also receive prizes from the bookstore.
Both partners will accept contest entries.

There will be traffic chaos and possibly job losses after Sar-nia City Council upheld a decision which keeps the Ministryof Transportation from working at night on the 402 roadwidening.

City council heard from Korosec and the president of theSarnia and District Chamber of Commerce at its regularcouncil meeting June 22.
Council heard that by only allowing work during the day-time hours it would lead to long delays at the border and costbusiness money. But when council met in special sessionthree days later, it was the peace of mind of the residents andthe disgust for the project which won out.
The MTO will be widening the 402 from the bridge to Mod-eland Road to three lanes. The project is expected to takethree years. The MTO asked for an exemption to the Noiseby-law to allow night work for two months this summer and25 days in the next two years. But local residents said thenight work would be too disruptive to their lives. Citycouncil turned down the request in May.
The MTO then released its plans for daytime constructionwhich included re-routing traffic through Sarnia streets andclosing the 402 completely for two days. Some city coun-cillors reconsidered their position and asked that council re-
visit the issue. But when the vote was taken June 25, coun-cil upheld its original decision. Councillor Anne MarieGillis’ vote was the key. And for Gillis, the disruption tothe lives of the people of Sarnia was the main concern.
“The noise barriers (along the 402) only act as a bufferfor those living directly adjacent to the highway, but (thenoise) has a cascading effect - it goes over the barriers andbeyond. For those who live a kilometer north of the bar-riers the noise is horrendous.” Gillis says the constructionwould then disrupt the sleep of “thousands” of people.
For the others who voted against the night work, May-or Mike Bradley, and Councillors Mike Kelch, DavidBoushy, and Jim Foubister, this was one way to voice op-position to the mammoth project.
“This is the biggest waste of taxpayers money in Sarnia-Lambton’s history,” said MayorMike Bradley after the vote.“They (the provincial and fed-eral governments) should killthis project, put the money into(the widening of) Highway 40,put it into our hospitals, put itinto our schools. I don’t care ifthey put it into Windsor into theAmbassador Bridge - put it some-where where it is necessary. It’s

A partnership between Wallaceburg Pre-ferred Partners (WPP) and Innovative Hy-drogen Solutions (IHS) could create hun-dreds of jobs at WPP in the next few years,says the president of IHS.
IHS has signed a manufacturing supplyagreement with Salem Preferred Partners(SPP) of Salem, Va., which operates WPP inWallaceburg, to produce a retrofit system for
diesel engines for mass distribution in Cana-da.
IHS president Joe Williams saidthat while it will be driven by sales projec-tions, he expects WPP to boom.
“Within the next 24 to 36 months it will bein between 200 to 400 jobs we will be directlyresponsible for in the Wallaceburg area,”Williams said.
WPP has the exclusive manufacturingrights in Canada to produce the product,
which retails for close to $8,000.WPP general manager Dan
Brown said they will begin manufacturing tosupply the Canadian market late this year orearly next year.
Currently no one is working atWPP. Navistar is WPP’s only current cus-tomer.
Brown said partnering up with IHS is an ex-cellent fit.
“They were looking for somebody whocould do mass production and that’s what wedo best. They’re a research and develop-ment company and that’s what they do best,”Brown said.
“We have a lot of great people and certainlyhope to bring people back to work,” Brownsaid
Like Williams, Brown said that they arehoping for “hundreds and hundreds” to beemployed at WPP in the future to make theretrofit device.
“It’s sales driven and we’re just waiting tosee how things take off and how quickly,”Brown said.
If things go well it could mean “a lot ofjobs,” Brown said.
IHS and WPP hosted an information sem-inar showcasing the technology at the Wal-laceburg Civic Centre June 22.
IHS’ patent-pending device, the I-PHI sys-tem, is an after market retrofit device de-signed to inject hydrogen and oxygen into theair intake manifold of the engine. The in-troduction of hydrogen gas during combus-tion causes a more efficient burn of fuel, re-sulting in fuel efficiency, reducedmaintenance costs and emission reductions.
Information from the companysaid that the payback period for their deviceis usually less than one year.
Williams praised the efforts ofWallaceburg Community Task Force’s StuartMcFadden for helping to partner WPP andhis company.
“He has been dogged, he has beendetermined. He has constantly followed upwith us, and he is responsible for putting usin front of the WPP guys,” said Williams.
Due to McFadden’s determina-tion and being impressed with WPP, IHSwent with WPP instead of a company ownedby IHS CEO Peter McLaughlin, Williamssaid.

doesn’t matter if there is an exemption (to al-low night work) or not there is going to be dis-
ruption to the community.”For Bluewater Bridge officials, the ques-
tion is not if there will be disruption but thescope of it. Korosec says allowing only day-time construction is the worst possible sce-nario.
“A single lane on 402 on the approach to theBluewater Bridge is going to cause trafficchaos. Traffic will quickly back up on thehighway, when that happens there are allsorts of safety issues,” says Korosec. “Trafficwill be going down city streets ... There areloads from companies which have to get to theborder in a timely and safe fashion. All that’sgone out the window now.”
And he says travelers won’t want to use thearea because of the delays. “The bridge couldbe clear of cars but because the trucks are
backed up, nobody’s going to get through.” Korosec says it is possible the decision will
drive people away from using the Sarnia/PortHuron border crossing and that could have animpact on jobs.
“There are 500 people who work on theCanadian side ...if traffic starts to go down be-cause of this construction, which it probablywill, it’s going to affect some jobs.”
The MTO plans to chose a contractor in thenext few weeks for the project and begin con-struction as soon as possible
