Director’s Address

Mahamahim Shri Ram Naik, Mananiya Governor of Uttar Pradesh and VisitorSGPGIMS; Chief Guest of today's function, our esteemedMukhyaMantri Sh. YogiAdityanath Ji, Shri RP Singh, IAS, APC, Govt of Uttar Pradesh; Professor RajanSaxena, Dean; Professor Shaleen Kumar, Executive Registrar, faculty members,outgoing students, residents, officers & staff of the institute, honored guests,members from the press andmedia, ladies and gentlemen.

I welcome you all to the 22 Convocation of Sanjay Gandhi Postgraduate Instituteof Medical Sciences. This Institute's foundation was laid in December 1983.SGPGIMS was established by the Government of Uttar Pradesh with theobjectives of creating a centre of excellence for providing super-specialty medicalcare, education and research in the field of medical science in the state of UttarPradesh; to establish standards of postgraduate and super-specialty medicaleducation to set benchmark for the whole country; and provide training inparamedical and allied fields, particularly in relation to super-specialties.

This tertiary care institute has made its presence felt in spheres of patient care,teaching, training, and research both at national and international levels over past3 decades or so. The Institute is striving hard to grow further and, in 2016-17 wehave added new dimensions to the services provided, some of which I will now liketo present to thisAugust audience.

As regards patient care activities, during the year 2016-17, the Institute providedmedical care to an ever-increasing number of patients. Compared to the year2015-16, the new outpatient registrations rose by 6.1% to 93, 487. This year4,10,173 patients were followed-up in the outpatient clinics, while 49,930 patientswere admitted for care on total bed strength of 987 beds, apportioned to differentspecialties. Over 12,000major surgical procedures were performed.

Under the Government's Antyodaya and Asadhya Rog nidhi schemes, 101 BPLpatients received financial assistance to the tune of approximately Rs. 2.0 Croresin the year 2016-17.

The Institute has recently started on online portal for new patients' registration andalso centralized facility of housekeeping for private rooms.

SGPGIMS has successfully completed recruitment of para-medical staff,including Nurses, Technician, medical social workers, Dieticians and Pharmacistas per the mandate given by the State Government through a GO. Theaugmentation of the para-medic work-force has immensely improved the patientcare services in the last few months.

A five-storied fully air-conditioned new OPD building has become functional since23 January, 2017. The out-patient clinics of the various departments located inthis new building now have the optimum space to take care of the ever-increasingout-patient numbers. This block has the facility of registration counters, patientwaiting area, patient welfare cell, PRO office, OPD Pharmacy, dieteticsconsultation rooms, telephone exchange, medical records section, cafeteria forpatient, staff and faculty, pain clinic, blood sample collection centre, 30 beddedday care ward, central ECG room, etc. It is serviced by a free patient transportfacility from main SGPGI gate to the new OPD building.

Online registration of Births and Deaths through government portal-CRSORGI.GOV.IN has been made functional in the Institute from October, 2015.869 Online birth certificates and 2602 Online death certificates have been issuedfrom the portal till end ofMaythisyear.

The management of swine flu epidemic has been taken up very seriously by theInstitute. Department of Pulmonary Medicine has contributed immensely inmanaging the swine flu patients. Separate Testing centre and a ward for swine flupatients has been established (4 bedded ward along with 1 ventilator equippedbed). This is besides the 12 bedded area (ERS II) earmarked for patients sufferingfrom dengue. Other departments such as Emergency Medicine, Neurology,Cardiology, Gastroenterology and the General Hospital team have been equallyinvolved in taking care of these epidemic illnesses.

The Trauma Centre has finally been transferred to SGPGIMS. Prof. Raj Kumar,Head, department of Neuro- surgery, has been assigned additional responsibilityas In-charge of the Apex Trauma Centre, SGPGIMS. The Centre will be functionalinitially with 50 beds. Further expansion will take place once the funds arereceived formanpower and infrastructure.

The SGPGI buildings was established with a central air-conditioning unit from itsvery inception. Four centrifugal chilling plants with 450 TR capacities wereinstalled initially to maintain the air conditioning in the ward block, Labs anddepartment service areas. Over the years, with expansion and coming up of newbuildings, the total area of hospital activities has increased significantly. Keepingin view the increase in load, 6 Ozone friendly R-134a (500 TR) centrifugal chillingplants have been installed besides replacement of 25 years old AC system(including decayed 63 air handling units).

Centralized potable drinking water supply in main Hospital, PMSSY Block andNew OPD Block has been installed this year.

Indoor wards and Private rooms are more than 25 years old and need renovation.Up gradation and renovation of all these areas is being done in a phased mannersince 2015.

any fire accidents especially since activity within the hospital has increasedtremendously. Hospital building has a total of 26 lifts - all were over 25 years old.These are being replaced (and upgraded) in a phased manner.

With 33 vibrant academic departments and 208 faculty members, instituteprovides DM, MCh, MD, PhD degrees and Post-doctoral Certificate Courses(PDCC) in most disciplines. In the period under review, a total of 11 PhD, 35 DM,18 MCh, and 23 MD have successfully completed their training requirement forcompletion of their degrees. Similarly, 41 post doctoral trainees in differentspecialties have also completed their training requirement for completion of theirDiploma. The Medical Council of India recognizes all academic degrees given bythe Institute.

Today, SGPGIMS ranks a close 4 in terms of research output from India. It fallsbehind only the premier Institutions i.e. AIIMS, New Delhi, PGIMER Chandigarh,and CMC Vellore, even though, compared to the others, SGPGI is a muchyounger institution and smaller in terms of faculty strength and number ofdisciplines/ departments. The research achievements of the institute wereapplauded in a recently published article in Current Medical Research andPractice authored by Dr. Samiran Nundy. It simply reflects the amount ofimportance the Institute attaches to high quality clinical and basic research.Thanks to both extra- and Intramural funding, the faculty has contributedsignificantly to the research scenario in the country. It has published 1640reviewed papers (including original contributions) in indexed medical journals inlast 5 years, of which 1210 publications have found place in the internationaljournals.

In the year 2016-17, institute faculty members were successful in getting 16 newextramural grants amounting to Rs 8.33 Crores. The Institute's intramuralresearch fund is designed to encourage new research aspirants, and in the year2016-17, it supported 13 projects with a total amount of Rs 51 Lacs.

In the year 2016-17, the Institute welcomed 12 visiting professors, of which 11were from overseas universities and organizations.

The Institute provides short-term training /observership to doctors serving in theArmed forces, government medical colleges or from private organizations. Theinstitute also provides training to postgraduate students from various universitiesas summer training courses or dissertation and project training. About 140students and doctors have been trained during the year 2016-17 under theseschemes.

The has recently started an outreach educationprogram on pain medicine for undergraduate medical students. Additionally, thedepartment routinely conducts basic life support and advanced cardiac lifesupport skills courses, using human sized mannequins for health professionals.The department has also undertaken several “CPR training initiatives” to traingeneral public within and outside the campus. A new 01-02 course was started byAnesthesiology department on “Point of care ultrasonography” to enable postgraduate students to learn basics of ultrasonography which will help them todiagnose gross abnormalities in critically sick patients on their bedside, enablingearly detection and rapid management of patients to improve overall outcome.Besides a structured MD program, which is much sought after, the departmentconducts numerous other teaching and training courses, including the PDCC incardiac and nero-anesthesia, and pain medicine. The department faculty isequally enthusiastic towards research and this is reflected through the researchgrants that they have received and though their publications. Extramural grantswere awarded to the department under the Hub Spoke model through IIT–Kanpur.

The conducts basiccourse in biostatistics which is mandatory for all students admitted in the institute,it supports research activities conducted by faculty and students. In addition toteaching and research activities, the department maintains the HospitalInformation System (HIS) and patient care data on various servers in the instituteand also campus wide internet and email facilities.All the patient care activities arecatered through this system making SGPGI as the first medical institute in thecountry to implement fully functional HIS. The department has about 30 bladeservers, high-end storages, and 10 GB campus wide hybrid network consisting ofabout 1500 nodes. During 2016-17 the department launched a patient portalthrough which patients can now get online services of registration, investigationreports, billing and appointments from anywhere. It is through the efforts of thedepartment that HIS network has been extended through LAN in the new OPDbuilding, and is fully functional. Similarly, integration of Laboratory equipment withHIS in all investigative departments has been achieved. Now a days, theinvestigation reports are automatically fed on to the HIS from the lab equipment,thereby ensuring accuracy and high efficiency in reporting. Additionally, Wi-Fifacility has been extended to all the academic departments, wards, hostels, andGuest house and faculty residential areas for seamless connectivity.

The is performing over 1500 angioplasties per year. Itis recognized for its expertise in the field of chronic total occlusion (CTO)intervention. The department performed the first percutaneous aortic valveimplant in any public sector hospital in the country in 2016 under the leadership ofDr. PK Goel in a patient not amenable to surgical aortic valve replacementbecause of associated co-morbidities getting new dimension to interventionalcardiology. Two cases have been done recently being part of the “First in Man” trialof the only Indian manufacturer implantable percutaneous aortic valve. On the

academic front, the department has been training DM students since thebeginning and their placement record across the country and abroad is clearly areflection of the quality of training.

The routinely performs surgery for congenital heartdisease, arrhythmia and valvular heart disease. Apart from open heart and majorcardiothoracic surgeries, the department has been doing Minimal Access CardiacSurgery including Minimal Access Beating Heart coronary artery bypass graftingsurgery. The department is in all its earnestness, working towards surgery forheart failure patients. In addition to Cardiovascular and Thoracic Surgery MChprogram, the department has successfully commenced 1-year Post DoctoralFellowship (PDF) course.

In the the faculty members are currentlypursuing research in areas such as: “Identification of biomarkers for infection-induced reactive arthritis” and “Endogenous TLR ligands in pathogenesis of ERA”funded by DST and SGPGI-FPID Centre for diagnosis of primaryimmunodeficiency disease funded by Foundation of Primary ImmunodeficiencyDiseases. The department is committed towards relevant and contemporaryresearch. 4 of their research scholars were awarded PhD degree in 2016. On theacademic front, the DM program continues to run smoothly with students havingwon accolades in the field. For dissipation of in-depth knowledge and fruitfulinteraction national and international level workshops were organized forRheumatologists and Immunologists

The , to take care of its increasingrequirements, has recently renovated 8 beds and is now an expanded, fullyfunctional “State of the art” Critical care unit. The department has been conductingDM course apart from the PDCC course which it has been running for over adecade. First batch of DM students completed their training in July 2016 and MCIconducted inspection of the department for the recognition of DM in CCM at thetime of first DM exit examination. The research frontiers that the faculty ischoosing to work on are - “Design and development of portable and light-weighteddevice for sub-glottic secretion drainage” In collaboration with Indian Institute ofTechnology (IIT), Kanpur (Research grant under the Hub Spoke Model throughIIT, Kanpur).

The has recently augmented itsfacilities. A new minor OT has been established in the OPD area, day care facilityfor breast cancer chemotherapy, ultrasonography, laryngoscopy andbronchoscopy facilities at the outpatient area have been added. One of theexisting operation theatres has now been equipped with a Tele-mentoring facility.The faculty has devised methods of providing for postsurgical continuity of carefrom home / work place through social media tools. This helps in early dischargefrom the hospital and therefore reduced cost to the patient, decreased load to thehospital services, without any compromise on patient safety. On academic front,their MCh program is fully active. The faculty has received extramural funding

from Ministry of Health and Family Welfare and National Cancer Grid for theirresearch projects. The department continues to enjoy the leadership position inendocrine surgery as well as oncoplastic breast surgery and breast oncology inthe country. The training programs in these areas conducted by the departmentare much sought after by postgraduates from various parts of the country.

The has been involved in a community supportactivity for childhood diabetics. This has been going on unbroken since the past 2decades. These meeting are for educating, training, networking and supportingdiabetic families. The department has an in-house hormone laboratory (with 47analytes) and DEXAservice for bone mineral densitometry (BMD). The new teststhat have recently been made available as a part of Endocrine lab services aremetabolic bone markers (crosslaps, P1NP).Anew interdisciplinary clinic, PituitaryClinic was started between where 4 departments (endocrinology, neurosurgery,radio diagnosis and radiotherapy) to meet at monthly interval to discuss difficultpatients, to chalk out the best strategy for each patient's management andtherefore provide care of the highest order. The department offers a DMendocrinology program (including Pediatric Endocrinology teaching), a PDCCprogram in Pediatric endocrinology, apart from a successful PhD program in basicresearch.

The has recently started a successful noveltherapy - Slow Albumin, Furosemide + Terlipresine (SAFICT) for patients withadvance liver cirrhosis with large Ascites and acute on chronic liver failure. Thedepartment was designated as a WHO Collaborating Centre on Viral Hepatitis inFebruary, 2017 for a period of 3 years.And in this endeavor of hepatitis prevention,it has been running a “SGPGI Hepatitis prevention and control cell”. The cell hasbeen carrying out HBV-HCV screening and vaccination of the SGPGI staff. Over1500 employees have been thoroughly screened and vaccinated thus far.

The department is well known for its academics and research activities. Thefaculty's enthusiastic approach in these areas is reflected through theirpublications and grants. The DM and PhD programs of the department are wellsought after.

The has performed 68 Hematopoietic stem cell/Bone marrow transplants till date, of which 11 were done in the last one year. Allwere successful procedures. First successful Haplo-identical Bone marrowtransplant in a patient of MDS, making the department the second academiccentre in the country after CMC Vellore, to successfully perform haplo-identicalBMT. State Government has agreed to fund for the treatment of Thalassemicpatients free of cost through the department. A comprehensive hemophiliatreatment services has been initiated and has established a new Transplantbiology laboratory offering HLA Typing and chimerism studies to all transplantpatients. The department is committed to research and that is reflected from theintra- and extra mural grants that the faculty has managed to attract in the past fewyears.Agrant of 39 lac has been sanctioned from Department of Biotechnology as

an extramural grant for amniotic stem cell study.

The has forayed into several areasaiming to rationalise and augment the quality of the health and patient careservices within the hospital. The department has taken lead to establish HospitalInfection Control Cell, and has the HIC Active Surveillance Protocol in place. Apatient Safety Cell has been established under the Chairmanship of the CMS, withthe aim of achieving safer patient care. The department has commissioned a 2year in-service training program for all nursing & technical staff, in a phase wisemanner. In collaboration with National Health Mission (NHM), Govt. of UttarPradesh, the department has commissioned a 5 day residential capacity buildingprogram (by the name of Healthcare Executive Management DevelopmentProgram) to train CMOs/ CMSs from UP state health services in professionalhealthcare management. Under stewardship of the Dean, department hasestablished the State Organ & Tissue Transplant Organisation (SOTTO) for theState of UP under the aegis of Regional Organ & Tissue Transplant Organisation,PGIMER, Chandigarh. In collaboration with the department of TransfusionMedicine, the department has commissioned Haemo-vigilance program inmedical colleges of the UP.As regards education, PG Masters Degree program inHospital Administration has been started, and the third batches in place. Thedepartment has very recently been declared as a Study centre of excellence forPG Diploma in Hospital & Health Management (PGDHHM) by IGNOU.

The strives towardsprediction and prevention of pregnancy related complications with the aim ofdecreasing maternal mortality rate. Apart from diagnosing fetal defects, fetaldiseases are also treated. Fetal conditions successfully treated are fetal anemia,fetal supraventricular tachycardia, fetal goiter etc. Fetal shunt procedure to treatpleural effusion and, cord embolisation to treat placental chorangioma is routinelydone in the department. It is in fact the first public sector department to offer suchtreatments. These procedures have saved many a fetal life, which otherwise maynot have seen the light of the day. The department have started post doctoralcertificate course (PDCC) in Maternal and FetalMedicine since July 2012.

The has recently introduced prenataldiagnostic test using cytogenetic microarray for identification of sub microscopicchromosomal abnormality. This is the latest test and is indicated as per theguidelines of American College of Medical Genetics. The department is providingfree of cost factor replacement to Haemophilia patients with the help of grantreceived from the State Govt of UP. Also, funds released by NHM has helped thedepartment provide free treatment i.e. blood transfusions to patient withthalassemia major for the second consecutive year. In collaboration with thedepartment of Endocrinology a “New Born Screening Programme” (funded byNHM) has been initiated for five congenital disorders i.e. hypothyroidism,congenital adrenal hyperplasia, Glucose – 6 – phosphate dehydrogenasedeficiency, Galactosemia and Biotinidase deficiency. department, have been acknowledged for their research work. Extramural grantshave been obtained from UPCST, SERB DST for research projects inThalessemia,Autism, Down's syndrome and Myotonic dystrophy.

The has recently installed special equipments likeMALDI TOF and Vitek-2 for rapid identification of microbes and susceptibilitytesting respectively. This is to augment clinical services for rapid and accuratereporting and taking care of the increasing patient load. Real time PCR for thedetection of bacterial and viral gastroenteritis has also been started. A2 year MSccourse for laboratory technicians is being started in the field of Virology. On theresearch front, extramural funding has been granted from Indo FrenchCollaboration, ICMR, DBT and UPCST for carrying out work in zoonotic diseases,Helicobactor pylori, fingerprinting of Gram negative bacteria and drug resistantPlasmodium Falciparum.

The has been able toattract new extramural funding from ICMR and DBT, to work on placental healthand nephropathy related to statins. On teaching, training and research front, thedepartment has a full-fledged PhD program for the students. The department'sresearch leanings are evident from its publications as original research articles inpeer reviewed scientific journals. Approval from statutory bodies has beenobtained for starting the MSc Molecular medicine and Biotechnology program andPG diploma course in Biomedical Laboratory management.

The is an established regional referral center innephrology. On average the department is involved in over 130 kidney transplantsper year. The upgraded kidney transplant unit that has recently been set up. It hascut down the waiting period and also improved the intensive care in the immediatepost transplant period. The department has kidney transplants unit beds,hemodialysis stations, CRRT machines and a 8 bedded Critical Care Nephrologyunit. The academic program includes DM training program, PDCC- RenalTransplantation and a fellowship in Peritoneal Transplantation (in collaborationwith International Society of Nephrology & International Society of PeritonealDialysis). It is also the IGNOU centre for nurses and technicians training indialysis (PNCC) and offers a PhD program in the field of Nephrology Dialysis &Transplant Immunology. The department also houses the editorial office of IndianJournal of Transplantation and Clinical Queries in Nephrology, as well as thesecretariat for Indian Society of Organ Transplantation and Indian Society ofNephrology. The faculty has several intra- and extramural grants to carry out thescientific work. The in-house renal Lab of the department performs complete renalacidification tests, peritoneal equilibration test, and drug assays (Cyclosporine,Tacrolimus, MMF and Sirolimus). The state of art transplant Immunologylaboratory of the department performs molecular HLA typing, donor specificantibody testing and cross matching both by flow cytometry and luminexmethods.

Recently, the has upgraded 5 of their operationtheatres into modular OTs with fully equipped, advanced neurosurgical tools. The

department has started diagnostic angiography (DSA) for aneurysm and AVMsince the last few months. Lately, the department has started focusing of basicresearch (animal laboratory research). The department has also expanded itsrepertoire of endoscopic neurosurgery to surgically treat advance endoscopicskull base tumors, endoscopic key hole surgery for aneurysms and endoscopicsurgeries for intra-ventricular tumors, for orbital tumor excision. Minimally invasivespine surgeries have been adopted and that has successfully changed thescenario from open spine surgeries to minimal invasive surgeries. The Neuro-otology subdivision of Neurosurgery department has also been active and isregularly performing cochlear implant surgeries for deaf patients apart from takingcare of the routine ENT services within the Institute. On the academic side, apartfrom a well established MCh program, the department has started one yearpostdoctoral fellowship in vascular Neurosurgery. The central editorial office ofNeurology India, the official journal of Neurological Society of India, has shifted tothe department.

The has recently initiated a separateelectrophysiology laboratory at the New OPD complex. Dedicated Botulinum toxinclinic and facility for pre-surgical evaluation of epilepsy patients are beingestablished. Also, in acute stroke care the set-up for thrombolytic therapy hasgained momentum. Critically ill patients with neurological disorders are offeredhighly budgeted Neuro-ICU facilities within the neurology ward. State-of-artmonitoring and use of life support systems is possible along with trained staff,without any added cost. The department is equally committed to establish costeffective protocols for optimal management of neurology patients. On researchfront, they have several research projects to their credit.

The performs over ten thousands diagnosticand therapeutic procedures per year using various radio isotopes at a reasonablecost. The department has kept pace with developments in the field and hasacquired newer technology of SPECT-CT. After addition PET-CT imaging forgeneral oncology and neuro-endocrine tumors, the department is countedamongst the leading centers of the country that offer such advance imagingservices. The establishment of Cyclotron facility has enabled new radio labeledtracers such as C-Methionine, F-Sodium Fluoride, N-NH Ga-68 basedpeptides being introduced to diagnose various diseases. fully equipped ward with facilities for invasive and non-invasive ventilation, highfrequency ventilation, exchange transfusion, parenteral nutrition, bedsideechocardiography and ultrasound. The department is also running neuro-development follow up clinics for high risk neonates discharged from NICU. Thedepartment believes in training their staff well before handling these sickneonates. Neonatal ICU staff nurses are especially well trained and efficient andhave been awarded in different forums. The department has recently started aPDCC course in Neonatology to pediatric residents.

The has started Glaucoma valve surgery inpatients with uncontrolled refractory glaucoma and for pediatric patients. A newprocedure like Phakic intra-ocular lenses has been started in the department forthe benefit of high refractive errors. As a part of community service, thedepartment regularly conducts camps for free cataract surgery for the poor.

The continues to offer an ever increasing number ofservices for histopathology, cytopathology, immunohistochemistry, frozen sectionbiopsy, immune-fluorescence - to name a few. It extends its support to the corelaboratory facility being run by the department of Molecular Medicine. A 120kv-Transmission Electron Microscope (TEM) has recently been procured. It is nowfunctional and will be utilized in patient care for diagnostic evaluation especially ofrenal and neuromuscular biopsies, teaching and training of students and as aresearch tool. The department is committed to provide comprehensive training tomedical students enrolled in the MD program. Apart from that, several PhDstudents are enrolled to pursue research in the field. The faculty's interest inresearch is reflected by the research projects being carried out through extramuralfunding agencies.

An innovative tool of pediatric endo-sonography has been recently installed for the first time in children, apart from theroutine endoscopic evaluations that are being done for these children. The is providing comprehensive state of the artservices in all the subspecialties of plastic surgery including cosmetic surgery,craniofacial surgery, brachial plexus surgery, peripheral nerve surgery, handsurgery, burn reconstruction, reconstructive surgery and micro vascular surgery.The wards of the department are fully functional and operational to deal with alltypes of plastic surgery care. Currently, the has8 beds in the IntensiveCare Unit and 14 in general ward to cater to all kinds of pulmonary disorders andcritically ill patients requiring intensive monitoring and mechanical ventilation. It isone of the busiest outpatient departments in the Institute having an annual OPDturnover of more than 15,000 patients. The Interventional Pulmonology unit hasfacilities such as medical thoracoscopy; rigid bronchoscopy and endobronchialinterventions (Airway stenting, Tumor debulking, foreign body extraction) andendobronchial ultrasound (EBUS) for mediastinal lesion sampling and evaluation.Recently, the department has also started endobronchial laser and cryotherapyfor management of difficult upper airway and airway bleeding. It is the only set upin the state offering the facility of rigid bronchoscopy and endobronchialinterventions. A dedicated Interstitial Lung disease clinic is one of its kinds in theentire state and adjoining regions. The department provides special laboratoryservices in the form of body plethysmography and sleep lab. The department hasbeen managing the pandemic of influenza patients that report to SGPGI. Onresearch front, faculty is actively involved in pulmonary research and has intra-and extramural research grants to their credit. One year PDCC was started inInterventional pulmonology from 2016.

The has recently acquired a bi-plane DSA lastyear. Angioplasty of AV fistula in dialysis patients has significantly increased andthe neurovascular as well as other vascular intervention have increased. Earlierthis year an MOU was signed between SGPGIMS and CBMR, and now thedepartment is using the latest state of art 3-Tesla MRI scanner at CBMR for patientcare. The department is committed towardspalliative care for advanced cancer patients who are beyond cure. Effective painand symptom relief is provided to these patients by trained staff in the palliativeclinic. Hospital Based Cancer Registry (HBCR) funded by NCDIR, ICMRBangalore was started in December 2016 in the department of Radiotherapy. Thisis the second Cancer Registry in the State of Uttar Pradesh. The department hasan active telemedicine interest and for the past 10 years it has been extending itsdaily teaching sessions to the department of Radiotherapy, KGMU.

On the academic front, there is a structured MD program and a residency programin Medical physics in place. Faculty members pursue relevant research throughintramural and extramural grants. Achievements of faculty have beenacknowledged by conferring orations and awards.

The Major Hepatic Resection ininfants was successfully initiated by the department, in collaboration with thedepartment of Pediatric Gastroenterology and Pediatric Surgical superspecialties. It has recently launched a comprehensive laparoscopic surgeryprogram that includes surgeries for colorectal and esophageal disorders. Jointtumor clinics with sister disciplines such as department of Radiotherapy, forstomach-esophagus, colo-rectal cancers and hepato-biliary diseases, arerunning in full steam. It is an academically sound department and has always beencommitted to good training of the students and residents.Apart from taking care ofthe educational interests of their own trainees, they have always conducted shortterm/ week long courses for the benefit of students from other Medical colleges.This Annual academic event of the department was conducted on the theme “Re-operative GI Surgery” – first time in the country there was a meeting dedicated toRe-operative Surgery of all parts of the entire GI Tract. The Center for Hepato-biliary Diseases and Transplantation would getcommissioned in the current fiscal, restarting liver transplantation using cadavericand live donor livers. department has started therapeutic plasma exchange as a life saving treatmentmodality for various neurological and hematological disorders for instancethrombotic thrombocytopenic purpura. A new treatment modality in the form ofautologous platelet rich plasma therapy for patients suffering from osteoarthritisand androgenic alopecia has been started. The department has been able toprovide leuko filtered red cells to thalassemia patients for prevention ofcomplications of blood transfusion. Leuko filters for this activity are being providedthrough a CSR project. A molecular laboratory with basic facilities for molecularimmune-hematological investigations has been developed and this is one of itskind in the country. On research front, NHM, Govt of Uttar Pradesh, has recentlyprovided extramural funding for two research projects i.e. “Study of pattern ofusage of blood and component utilization in the state of Uttar Pradesh” and “Socialmarketing to promote Voluntary Blood Donation in the state of Uttar Pradesh”.

The routinely does renal transplantation procedure forthe past several years. The faculty has recently been felicitated for the same. Theyhave also hand held a sister department at Ram Manohar Lohia Institute ofMedical Sciences, Lucknow, for initiating Renal transplantation programme intheir Institute since January, 2017. Inuro-oncology subspecialty, the department has recently started laparoscopicradical prostatectomy, radical cystectomy with gohenim orthotopic neobladder,mini PCNL, TUEB (Transurethral Enucleation of Prostate by Bipolar). Thedepartment is committed towards academics therefore, apart from the MCh andPhD programs; the department is also running a post doctoral fellowship inPediatric Urology and Transplantation.

The bridges the gap between primary and tertiary level healthcare in SGPGI ever since its inception. There is a team of specialist doctorscomprising of a Surgeon, Physician, Pediatrician, Gynecologists, and aDermatologist. It was initially designed to provide medical care to the SGPGI staffand their dependants, apart from providing cross consultations to the superspecialties. In the past few years, it has been made open to general public andtherefore both IPD and OPD numbers have been ever surging. The Medicine OPDcaters to long standing fever, anemia, tuberculosis, infective, metabolic andlifestyle diseases with special emphasis on preventive health care. The Pediatricsspecialty has been recognized for its work by 3 Indian Association of Pediatrics(IAP) led programs – Neonatal Resuscitation Programme (NRP), PediatricAdvance Life Support system (PALS) and Adolescent care. The Obstetrics andGynecology facility manages normal deliveries, caesarian sections, and pelvicinflammatory diseases. The team is also involved in the surgical management ofgynecologic malignancies vis. cancer of the cervix, uterus and ovaries, and teamsup with oncologists for complete cancer care of these patients. The GeneralSurgery facility provides support to the main hospital by taking care of minor andmajor procedures not under the purview of the super specialties. Similarly, thedermatologist has a large load of dermatological conditions tomanage.

National Tubercular Control Program). It provides free of cost sputum microscopy,treatment for pulmonary and extra pulmonary Tuberculosis and Multi drugresistant TB as well as notification of all patients of TB as per the guidelines.

The General Hospital team is committed to participate in the National PolioEradication Programme by administering polio drops to children on the stipulateddates. Childhood and adult as well as pre-travel and animal bite vaccines are allmanaged in the General Hospital.

The has 30 beds catering to medical andsurgical emergencies (except trauma).At least twice the number of these patientsare attended in the Emergency ward, provided first aid and then referred to anappropriate out- patient facility at SGPGI / any other hospital. With the growingpatient load, the ward is inevitably full and beyond its capacity at all times. TheEmergency medicine has also helped by providing beds and care during thedengue outburst and H1N1 pandemic.Availability of round the clock HRF and HISfacility in the emergency has made processes of admission, discharge and drugavailability hassle-free.

The (HRF) was established with a onetime grant of Rs.50.00 lakhs. It has withstood the test of time in operating in a self sustainablemanner. Its motto of Mission SupplyAll” has been fulfilled since there is round theclock availability of drugs and consumables for all patients. HRF has provideddirect service to patients by bedside delivery at reasonable rates (much lower thanMRP). The system operates through national open tender. And, response ofparticipating bidders has been overwhelming as all leading, reputed andmultinational companies dealing in pharmaceuticals and surgical consumableshave responded. The chosen drug and consumable items (through a process)come under the rate contract/ agreement as a cost reduction strategy.

HRF caters for all indoor patients, diagnostic/ procedural centers, OT and ICU's.The drug dispensing is on-line, with transparency and accountability. Costrealization from the patients ensures economic viability of the system and make itself-sustainable. During the financial year 2015-2016, HRF has shifted in a newbuilding. Storage Compactor System has been installed in medicine store forproper storage of medicines. Recently, we have started a new store called GHWard/ OT Unit store in the General Hospital for catering to the needs of in-patientsin General Hospital. Cash counter is now operational for non staff OPD/ Generalhospital patients. Recently, HRF has started the messenger shuttle services alsofor shifting the material to the various areas/ wards, OT and Labs of PMSSY Block.Apart from being more efficient, this system ensures maintenance of the supplychain. Since the activation of New OPD block, OPD Pharmacy, along with theclinical services, shifted to the new building for smooth and ease of dispensing themedicines to all specialties.

During financial year 2016-17 under the Non-Planned head a grant ofRs.297.00Cr for pay & allowances and Rs. 117.00Cr for other than pay &allowances was received from Govt. of U.P.Adding the Institute Internal income ofRs. 55.61Cr, the total receipts were Rs. 469.61Cr, against which expenditure ofRs. 459.13Cr was incurred including pay and allowances, wages, other hospitalexpenditures under various heads.

The next in line project for the Engineering cell will be to restore the services andfacilities atApex Trauma Centre as and when same is handed over to the Institute.

The deals with the management of both internaland external communication thereby enhances and improves the flow ofinformation within and across various hospitals, the community it serves, andmost importantly facilitates patient care. Online patient registration that is in fullswing now has facilitated patient flow significantly. Long queues at the Centralregistration counters are now successfully avoided. This is through the efforts ofour Public relation staff. They manage reception and information desks that arepositioned at all the key areas.

The PR department publishes an In-house “Journal of SGPGIMS – a Newsletter”at quarterly intervals. It showcases various activities of the Institute and hasreceived accolades from all quarters

Programs under 'Women in Medicine'- a forum for women fraternity working inmedical quarters was organized giving insight and inspiration to break the glassceiling and strive to reach at the top.

Patient Information brochure in Hindi was developed and distributed free topatients and their attendants. The same was also uploaded on the Institute'swebsite.

Projection of Institute was organized regularly in local as well as nationalmedia.

“We Do Not Inherit the Earth from OurAncestors;WeBorrowItfromOurChildren”

The SGPGI residential campus is indeed a wonderful place and has given a lot toits denizens in terms of quality of life. But like anything that is beautiful needs to bepreserved, so is the case with our campus. To preserve and improve SGPGIcampus, concept of “Vibrant Campus” was created. Vibrant Campus Initiatives isa small step taken by few like minded individuals towards making our campus aneven better place, through do-able solutions. The thrust areas of the campaign are“Clean, green campus”, “Waste segregation and composting”, “No littering”, “savewater and electricity” and “say no to polythene”. Informal, interactive sessions,walkathons, skits, poster campaigns have been undertaken in the last few monthsto this effect. The aim is to slowly bring about a change in people's habits, throughinformation, inclusion and persuasion!

To enhance the health of campus dwellers, health related activities are conductedevery now and then. Recently, a walkathon was organized for the residents ofSGPGI campus. The presence of Abhishek Mishra the "Ultra man" was a great

motivation for ”Fun in the Sun and fun despite the Sun”. It was organized in themorning of June 11 , 2017. Campus people ran and walked 5 or 10 km early in themorning on a pre-marked and measured track. This was followed by basic fitnessexercises, stretches and yoga led by the 'Ultraman'. The morning was full of funand camaraderie and fitness and "runners' high" hormones were the hugebenefits that everyone who participated and sweated earned. Director alone cannot run such a big institution. In fact, apart from beinginstrumental in keeping the momentum on for all the ongoing projects such NewOPD block construction, establishment of 24 hours lab etc, I can take little creditalone, for discharging any of my duties. It is with pleasure and pride that Iacknowledge the contribution of all my colleagues who have helped me with theonerous task of steering this ship. I am extremely grateful to the members of theInstitute body, Governing body, Finance committee, Academic board, HospitalBoard, Research Committee and Ethics Committee for their active contribution.

there been so much hope and expectation about the future of India than atpresent. For the young postgraduates, the road ahead is long, but the journeypromises to be exciting.

Have a constructive attitude and think in terms of solutions, not in terms ofproblems. Take each challenge not with “why you can't” but “how you can” and doremember that great opportunities come to those who make the most of smallones. I wish you all success in your endeavours.Today is a proud day for this Institute when about 136 students are being conferredtheir super-speciality degrees in Medical and Allied Health Courses. About 109students are receiving their degrees in person. 12 candidates are being conferredwith PhD research degrees. 6 Medal winners have been identified for theirexceptional performance. My heartiest congratulations to all of you! I wish all thedegree awardees a very bright future and urge that they carry forward the glorioustradition of this Institute and carry out their duties toward patients, society and thenation with utmost honesty and sincerity. Lastly, I want everyone to join this day ofcelebration for all the young recipients of degrees and diplomas and bless them onmost important day of their life.
